I get you perfectly now, the confusion is from the way the statement was poorly structured, such that it lost meaning.

The "at Bori (Akwa Ibom/Rivers boundary)" shouldn't have been placed too far away from "intercepted the convoy".

However, I insist that even with police convoy, there should have been waiver known to all parties, including the police at the border and the state government officials including the security that made the arrest.

So how did they make it past the border without such waiver?
