It simply means James spends £500 on housing while Ellie spends £1500 on housing.
From the above scenario, James spends higher percentage of his salary on housing than Ellie does.It doesn't mean James earns higher than Ellie.

You are basing your assumptions on high percentages without taking into consideration the total landmass of each geographical areas in question.

In this case, everybody knows that SE is the smallest region in Nigeria hence the high percentage but in reality, it's not really built up.

I think it's because religious organizations (churches, mosques,shrines etc)are classified as non profit making organisations worldwide and that's how it's supposed to be.Their other profit making arm like schools,printing press,microfinance banks,bakeries etc pay tax because they are seen as profit making ventures.
