Latest news on 70% duty on vehicles at PTML. Even though the Federal Government had assured that the full implementation of the automotive policy will kick-off January 2015, the PTML Command of the Nigeria Customs Service yesterday began the collection of 35% duty and 35% levy on imported vehicles. Subsequently, early yesterday morning, the freight forwarders operating at the terminal withdrew their services and shut down operations indefinitely. Speaking with Shipping Position Daily correspondent who visited the terminal yesterday, the ANLCA Chairman at PTML, Prince Bola Adesokan said that stakeholders are not comfortable with the 35% levy demanded by the customs. He alleged that clearing agents, as revenue collectors were not dully consulted by the customs before the commencement of the levy yesterday. "We came to work this morning and met the 35% already in the system and this is why we withdrew our services, customs brokers are the real revenue collectors, but yet nobody told us anything, it was after we withdrew our services that the Comptroller came out to address us, but we are not yet satisfied", he said. He demanded full explanation of the new HS Code of vehicle importation recently released by the customs. On his part, image maker of PTML Customs, Steve Okonmah clarified that the levy collection is only on new vehicles and that, it is not applicable to used vehicles. He assured that customs is willing and ready to revert itself if any used vehicle has been wrongly classified to pay the 35% levy. "The levy is on new vehicle but not on used vehicle, I went as far as pulling my CAC to go and address the agents, nobody is above mistakes, we have told them that if there are such cases, they should bring it and we will correct it", he said. Okonmah said that the directive was issued on Monday to the command through its system and that it clarified it to agents immediately. "The problem of agents is the used vehicles, it is the big companies that do the new vehicles, so why are they drinking panadol for another man’s headache", he asked. Under the new implementation, Okonmah said that customs will be looking at the mileage of the vehicles to classify them as used or new vehicles. "A 2014 vehicle from January till now is an old vehicle as far as the speedometer has been effective, even in Europe, by the time you drive a car from the manufacturer to another place, it is already a used vehicle because the mileage is no longer 000", he explained. He said that the directive for full implementation is effective at all vehicle importing terminals, but that it is just starting at PTML being a major vehicle importing terminal. On his part, Public Relations Officer of ANLCA at PTML, Mr. Gani Adeola accused customs of not being sincere to stakeholders on the auto policy. According to him, the customs decided to commence 70% collection in order to be able to shore up its dwindling revenue profile. Contrary to the claim of the customs that the policy is on new vehicles, Gani told our correspondent that customs is also demanding the 35% on used vehicles. "They are desperate because they want to meet revenue target, the government says the policy will begin in January 2015, but suddenly, we came to work on Monday and we heard about it" he said.

unconfirmed report reaching me was that the Nigeria Customs will be implementing the FG 70% on imported vehicles to Nigeria stating from tomorrow 15/09/14 which negate the FG directive that slated the kick off for the remaining 35% level to be on 01/01/15.This is just informative reports and dont quote me.It will be confirm tomorrow as I am yet to believed that.To me, they might not agree on any 04 and 015 vehicles to be a used one and may that is the area they are working on.
