My heart bleeds as I write this. On behalf my family, the government and the good people of Abia State, I commiserate with Families, Friends and Collegues of those that had their lives cut short as a result of the Dana Air Crash and the bomb blast in a christian worship centre in Bauchi State today. I pray God to give them the fortitude to bear these tragic losses.

In line with his administration’s transformation agenda and in keeping with his promise of fast tracking the development of the state, the Abia state government under Chief TA Orji has continue to embark on development projects across all sectors of the state’s economy. The last few months has witnessed unprecedented activities in the various sectors which could be best approached sectorially.

ROADS

At the last count, more than 38 road projects have been awarded in various parts of the state. Some have been completed while others are at various stage of completion. Notably among these is the recently commissioned Ukwu mango road, Aba abandoned by past governments for 20 years. This vital link to the Ariaria international market, has given residents of the area a new lease of life as normal commercial activities have resumed in the area. The list below provides an insight into the road projects either completed or under construction by the Abia state government. Of the total number of roads done are 21 in Abia Central, 6 in Abia North and 9 in Abia South senatorial zones.



HEALTH

The health sector of the state has received tremendous boost since the inception of the present administration. Perhaps the greatest achievements of the administration in this all important sector are the establishment of the state of the art Abia specialist and diagnostic center in Umuahia and Aba through a Private-Public Initiative PPI. Today, that center has become a referral center for health professionals beyond the state. Patients and specialists from the entire South East and South South now access the facility. Patients that would otherwise been flown abroad for medical treatment are now handled locally since the center boasts of the state of the art facility comparable to what obtains in advanced countries of the world. There is plan by the government presently to extend the services offered at the center. In that regard, the renal dialysis and ophthalmology center are billed to take off soon. The structures are already awaiting the installation by the technical partner’s. In the same vein, the Amachara General hospital is now an annex of the diagnostic center to provide more services to the people as part of the expansion process. At the moment, a three storey building which is being constructed by the house officers has reached advanced stage of completion. So also is the 2-storey building for resident doctors? Also the theatre is being renovated while work is going on at the accident and emergency center. The government has constructed and equipped more than 210 Community health Centre’s in different parts of the state under its primary healthcare services to the people. The health Centre’s are provided with boreholes and a tricycle each to convey patients. The aim of the government is to ensure that every political ward in the state has a health Centre to attend to patients. The government also plans to employ health professionals to main hospitals. As parts of its effort to provide qualitative healthcare to the people, it has embarked on the construction of an auditorium at the specialist hospital Abayi, Aba for student doctors. The government has continued to meet its counterpart obligation to partner agencies such as WHO, UNICEF and has continued to support the Ministry of Health in its campaigns and other activities aimed at keeping Abia state polio free.



COMMERCE AND INDUSTRY

The Abia State Government being piloted by Chief T.A Orji is bent on providing the enabling environment for business to thrive in the state. That is why many investors are interested in partnering with the state government. The government has signed MOUs with various companies within and outside the country willing to do business with the state. Not long ago, Alkamali Oil of United Arab Emirate entered into partnering with the state towards exploring opportunities in the oil sector. There is a similar plan by private investor to set up a cement manufacturing plant in Arochukwu following the abundance of limestone – a major raw material for cement production. There are many of such partnering between investors and the Abia State Government going on in the state.

The Abia State Government has also taken a giant leap forward in its effort to relocate the Umuahia Main Market from its present location to a more spacious and ideal place. It has therefore vigorously pursued the plan to realize the Ubani Ibeku Ultra-Modern Market project in the shortest possible time after the former contractor handling the project failed to deliver.

At the moment, work is progressing steadily at the site of the new market at Ubani Ibeku where about 3,000 shops have so far been built. All things being equal, by December this year traders will start moving over to the new market while the space where the old market was situated will be converted to another use by the government.

In the same vein, the state government has concluded plans to relocate traders at the old Industrial Market to a more conducive location at Azueke Ibeku in the Umuahia North Local Government Area of the state. Government plans to build more than 5,000 shops in the new market while already, about 2,000 shops have been realized. The rest will soon be completed.

Government’s desire is that by the end of the year, movement of traders to the new market could have commenced.

Apart from constructing new markets, some old markets have been receiving the attention of the state government. Not long ago, the executives of market associations in the state were provided with brand new official buses for their executives. Infrastructural development of the markets is a continuous process. For instance, rehabilitation of internal roads in Ariaria International Market is nearing completion. Transformers have been donated to the markets.



SPORTS

Since the inception of the present administration in Abia State, it has recorded giant strides in the field of sports. The most recent are as follows:

1) The reconstruction and re-grassing of the Umuahia Township Stadium (Upgrading of the stadium).

2) Acquisition of World Class Wrestling Ring.

3) On-going collaboration between the Abia State Government and Vejie Bold Club of Denmark for the establishment of a sports academy in the state.

4) Signing of the Abia State Sports Endowment Fund by the governor.

5) State qualified to play in the 2012 WAFU competition (Continental Football Competition).

6) The state now presents two club sides in the pro-league in the 2012 football season.

It is on record that Abia state has over the years; produced notable and international sports men and women who have excelled in various fields of sports. Names like Kanu Nwankwo, world champion in power lifting, Obioma Aligekwe are Abia sons. Recently also, the Enyimba Football Club’s chairman, Felix Anyansi Agwu was elected into the board of the Nigerian Football Federation. The Director of Sports, Abia State Sports Council was also appointed into the nine-man ministerial committee to reform football in the country.

JUSTICE

To ensure quick dispensation of justice, the government has through the ministry of justice prosecuted over 3000 criminal cases, handled over 2000 civil matters in courts, prepared over 1000 contract agreements among others. Monumental structural developments have been witnessed. This includes complete renovation of 12-room office block for lawyers in the ministry of justice, construction of a gigantic office complex at the ministry headquarters, Umuahia. The project is more than 80% completed. Harmonization of the salaries and the condition of service of law officers with those of the magistrates in Abia State is a major milestone recorded by the chief present administration within this period. Many states in the federation and even the federal government are yet to carry out such harmonization. At the judiciary level, renovation of old court halls and construction of new ones are on going at both the Umuahia and Abia judicial divisions of the state. Six new court halls each are springing up simultaneously in Aba and Umuahia High courts.

HOUSING

The housing sector of the state has not been left out in the state’s scheme of things. In the last six months, a lot has been done in this sector. The fencing of the site for the new Abia Government House at Ogurube layout is nearing completion at the cost of N175, 000,000.00. The new civil servants secretariat estimated to cost n1.2b is at roofing stage on (1no) 4 storey building and the other (1no) 4 storey building is at the 2nd slab even as the old one is undergoing renovation, while work at the 3,000 capacity international conference Centre, Umuahia has reached 70% completion. The project is estimated to cost N551.9m. The government has also deemed it necessary to alleviate the accommodation problem facing other government establishment in the state. Hence it has embarked on the construction of a 48 room office complex at the broadcasting corporation of Abia state at the cost of 217,080,900.00; fully remolded and expanded the customary court of appeal building umuahia at the cost of N62.7m and embarked on the construction of two of massive storey building at the ministry of justice. The old structure at the ministry has been given a face lift. The Abia State planning commission office complex has been completed.

Also, the government has embarked on the construction of two additional court halls at the High court Complex in Abia and umuahia. No doubt, when completed, they will impact positively in the quick dispensation of justice. The projects are expected to be completed before the end of the year. The 3(no) new NYSC hostel blocks and 1 (no) staff building project embarked upon by the state government at the permanent orientation camp at umunna at the cost of 201.5m has almost been completed just as construction work at the isieke Housing Estate, Umuahia is progressing steadily and nearing completion An initial 30 units of 3 bedroom bungalow are to be built at the cost of n126m, Renovation, construction and installation work at the Abia house, Abuja at the cost of N150m is in progress. Works on basement, interlocking tiles, drainage and lift have been completed. The high Brow Amokwe housing Estate has been completed while Amuba housing Estate is also ready for occupation. Finishing is ongoing; works on relaying of interlocking stones is also nearing completion. Still on housing, the state government is extending the commissioner’s quarters to accommodation all the commissioners with additional 4 (no) duplex at the cost of 500m. The project will soon be completed as work is in progress.

AGRICULTURE

To give agriculture a boost, the administration through its agencies like the ministries of agriculture and the Agricultural development Programme ADP have been impacting positively on farmers .The government has mapped out programmes to supply fertilizer and other farm inputs to genuine farmers. it has also encouraged mechanized farming through the provision of loan facilities to big farmers. The ministry of agriculture acquired 55 tractors under public /private partnership (PPPS) initiative. Farmers who did not benefit have been advised to approach the ADP for their tractor hiring services .The governments have been providing trainings, workshop and seminars for farmers as well extension services. In the same way, the administration in collaboration with the national root crops research institute NRCRI, Umudike has done a lot in widening the horizon of farmers into the modern farming techniques. Government has also programmed its agricultural agencies into the federal government and the international agricultural development agencies like IFAD and FADAMA III among others for the formulation and execution of agricultural policies.

It has continued to honour it counterpart obligation. Abia has joined the Federal Government cassava and oil transformation initiatives (COTI). The governor recently signed the irrevocable standing payment order (ISPO) to give farmers impetus to access the N1 billion commercial agriculture loan of the federal government.

The Ministry of Agriculture has approved a collaborative programme with the ministry of local government and Chieftaincy Affairs and the Abia state oil producing Areas Development Commission (ASOPADEC) to establish mega farms (liberation farms) across the 17 local government areas of the state. Livestock, fisheries and poultry will be involved, and serve as Centre’s for intensive production of all agricultural products as well as job creation Centre’s. The project is expected to create 4,000 jobs. Soon, a modern abattoir will be established in Aba under a PPP arrangement with an Ottawa based company.

POWER GENERATION

One of the greatest achievements of the Ochendo administration is ensuring steady power supply in Umuahia and its environs. The administration has successfully evacuated power from the 132KV sub-station at Ohiya at the cost of N1.5 billion.

PUBLIC UTILITIES

Abia state government since the inception of the 2nd tenure of Chief TA Orji has made tremendous achievement in the area of water and electricity through the ministry of public utilities in the area of water, a comprehensive consultancy service has been carried out on how to rehabilitate the old umuahia regional water scheme and integrate the surrounding schemes. The State through the ministry public utilities and water resources has liaised with the federal ministry of Niger Delta for the regional water scheme in the captured in the federal government subsidy removal Reinvestment programme (SURE). This will involve the reconstruction, rehabilitation and expansion of the water schemes. Also, the rehabilitation of Umuokpara water scheme has been executed. In the area of electricity the timely intervention by the state government facilitated the inspection and pre – commissioning tests of the completed 132kv network from Alaoji – Umuahia and the 2*30MVA, 132/33Kv injection substation equally energized. Consequently, the state government in 2011 awarded contract for the construction of 5no33kv High Tension feeder lines from the Ohiya 2x30 MVA, 132/33kv injection substation. The 5no feeder lines radiate from Ohiya injection sub-station to the following locations –Afara, Ubakala, Nkwoegwu, Ntigha, and Umungwa. Construction work along Afara, Ubakala, Nkwoegwu and Umungwa has been completed while work on the Ntigha axis’s in progress. This has greatly increased the electricity supply situation in umuahia metropolis and its environs. In addition, government initiated and completed the installation of solar energy streetlights in the following areas of umuahia metropolis – house of assembly junction to Bende road, Ndume Otuka road, Road 3 low cost housing estate, Health Centre Road, World Bank, Adelabu Street and Bende road which is about 80% completion.

LOCAL GOVERNMENT AND CHIEFTAINCY AFFAIRS One of the greatest legacies of the Chief TA Orji administration in the state is the sustenance of peace in the communities. This has impacted positively on development. Through its relevant agencies like the ministry of local government and the chieftaincy affairs, it has resolved Ezeship and inter community disputes in rural grassroots communities through prompt settlement of 76 Ezeship and inter- community disputes. The government has provided safer environment for local government administration by taking proactive decisions and actions on security reports received from the local governments. The Abia state government has continued to pay salaries and allowance of Ndieze regularly in addition to facilitating payment of over N100m old debts as well as arrears of salaries owed by the 17 LGAS and ensured regular prompt payment of salaries owed by the local government in the state. The state government during the period under review completed the construction of the JAAC/ Ndieze secretariat crescent with asphalt by direct labour; procured and distributed 3711kv / 300 KVA transformers to the 17 local governments and institution in the state. Government also procured and distributed 72 vehicles to the 17 transition committee chairmen, there and all revenue unit of the 17LGAs as well as 4 principal officers of Abia state tradition Rulers council. Government also made funds available for the renovation of the headquarters and also produced uniform signposts for them. The ministry in keeping with the governor’s directive empowered 6000 Abia youth across the 17 local government areas.

WOMEN AFFAIRS

The Abia State government gives premium to the development of women, children, the indigent, elderly and persons living with disabilities. Over 200 women have been trained in various skills. A total of 1500 women had benefitted from the free pre and post natal treatment for pregnant women for the first six weeks.

The Abia state government through the ministry has continued to take care of destitute and the less privileged by collaborating with the Itumbuzo mentally destitute home in the evacuation of some mentally ill persons in the state. Various sensitization programs and child trafficking and abuse, HIV/AIDS, teenage pregnancy, harmful tradition practices, child right law, child immunization, maternal mortality have been carried out by the government.

PETROLEUM AND SOLID MINERALS DEVELOPMENT

Abia state government has been able to achieve 100% maintenance on the vandalized system 2E-porthacourt Refinery osisioma Depot pipeline in collaboration with the Independent Petroleum Marketers Association of Nigeria (IPMAN). The depot is expected to commence operation soon and will boost the social and economic development of the state. The government has been able to clean up and taken remedial actions on the 16 spill incidents that occurred in the state in the last one year due to sabotage. A solid mineral Data Bank has been created and has indicated the locations of solid minerals site in the state. This has helped attract foreign investors to solid minerals sector and invariably will create employment and increases the state government’s revenue.

SCIENCE AND TECHNOLOGY

It is the desire of Abia state government that her citizens do not lag behind in this technological age. Its relevant ministry, the ministry of science and technology thus initiated the Ochendo free computer training designed to train Abians in all local government area of the state to be computer literate. The training programme has been on for public/civil servants. About 700 candidates have so far been trained. There is also the Computer for All Abian Initiative (CAAI) designed to enable interested public/civil servants in Abia State to have their own computer set at affordable prices, without interest. About 500 public servants have benefitted from the programme. The State government through an MOU recently signed, issued the right of way to a fibre optic technology company to invest in fibre optic technology in Abia State. This is inline with the State strategy on ICT. The State is also planning to partner with a Private firm to build ICT centres for the Youths in the State. Abia State has also keyed into the Federal government ECOWAS/CUBA initiatives of replacing high energy consuming incandescent bulbs with lower energy consuming fluorescent lanterns deploying government buildings and estates across the state. The ministry has completed work on the Abia State science and technology policy.

FINANCE

The state government through the ministry of finance has taken proactive measures that have meaningfully enhanced the revenue base of the state government. The financial management organs of the state government have been overhauled to ensure efficiency and transparency. Consultants on revenue were engaged that have assisted the government identify many revenue windows and potentials hitherto untapped previously. This has resulted to the marginal increase in the Internally Generated Revenue (IGR) profile of the state government. Efforts have been intensified to complete the data capture of all state civil servants with a view to actually determine their number in the government payroll to eliminate ghost workers. The state government through the department assisted the former community banks to recapitalize to micro finance banks as part of the state government empowerment programme for the people at the grassroots. The ministry set up and inaugurated a committee on E-payment solution. Payment of salaries and pensions is up to date in the state. All categories of retired civil servants have been paid up to march this year. The finances and General Purpose Committee has been strengthened to entrench due process, transparency and accountability in the award of all government contracts. The reconstruction, evaluation and upgrading of the state government’s debt had been done at the state level, the first in the South East zone. Plans have been conducted to extend some to the LGA’s before the end of the year. The government has fine-tuned appropriate framework and strategy that would compel remittance of collected revenue to Board of Internally Generated Revenue (BIGR). This has become necessary because revenues expected from various internal sources have failed to reach projected levels.



EDUCATION

Education remains a key priority of the state government. Accordingly the state government has invested huge resources to that sector. There is a functional free transport services for students in Aba and Umuahia and this has alleviated the financial burden on parents. Scholarships have been instituted by the government for bright indigenes of the state to pursue academic programmes in locally and overseas. Renovation of public primary and secondary schools is a continuous process and many dilapidated schools have benefitted from this gesture.

SECURITY

The Ochendo government seems to have made the greatest achievement in this sector. Till date the state government has given out more than 150 patrol vehicles to security personnel in the state to help fight crime as well as communication equipment. The exercise is still going on. Besides, the state government was instrumental to the rehabilitation of the Army barracks at Ohafia, which has boosted the security of the state. The joint military- police patrol has reduced crime drastically. Today Abia is among the most peaceful in Nigeria

MY GOOD PEOPLE OF ABIA STATE!

Today, the 29th day of May, is a very significant day for all of us in many ways that are worthy of remembrance. First, it is yet another anniversary of our annual Democracy Day celebrated all over the Federal Republic of Nigeria.

It signifies a day that all Nigerians have chosen to celebrate the ideals and gestation of the global values of democracy in our Nation, and its challenges to all to continue to nurture and grow the institutions and values that support democracy, both in our public and private lives.

Secondly, today is also the first anniversary of the return of our Government to power for a second term in office, through your massive votes and support. This is a day we find worthy of celebrating, because of what it means to Abians. Through the electoral victory you massively gave us one year ago, we put the final nails to the coffin of despotism and god-fatherism in Abia State. And we then began the consolidation of the elite politics of Abia State and took it to the mainstreams of Nigeria’s politics, with its obvious advantages and dividends.

It is also the one year anniversary of when we boldly tackled the challenges of our State’s security and dealt with kidnapping, which had almost crippled our cities and rural areas.
Today, Abia has been acclaimed as one of the safest cities in Nigeria, and our environment is once again safe for us to live freely and aspire for greater things, and for local and foreign entrepreneurs to participate in. These flash backs are just pointers to show that here in Abia State, we indeed have a good reason to celebrate today.

I am aware that the last 12 months still elicit different feelings and challenges for many of our citizens and our Government. We have not grown our jobs as fast as we expect, to accommodate all deserving job-seeking citizens; and our infrastructural challenges are still enormous, even as we make progress. For all these, I must thank all Abians for their patience and for keeping faith with our Government.

Our dreams to leave a lasting legacy of sustainable development, growth and transformation of Abia State is still alive, and I invite all Abians to continue to work along with us and collaborate with our Government to achieve the desired goals.

While in the last one year, we may not have accomplished everything we set out to do, we have worked with sincerity, faith and prudence in the service of Abians and our impressive score cards will show for it.

I need however, to remind Abians that the effective governance of a State, is just like a relay race. There must be consistency along the value-chain, to produce the desired goal and victory. While Abia State was created more than 20 years ago, our past leaders managed its affairs in an ad-hoc basis, often lacking in durable foundation and personal commitments, but mostly, weighed down by self-promoting tendencies and power mongering.

Our Administration in the beginning of our second tenure, a year ago, resolved to take up the hard task of building Abia State on a solid base, that can stand the test of time. This process may be slow, but the results will be enduring, and we see this as the only reasonable way to go for the sake of our posterity.

It is in the pursuit of the above dreams, that we recently commenced the building of a befitting Government House for Abians in Umuahia, our capital city, and the first State Government funded Secretariat for our Civil Servants.

These are major symbols of Statecraft, which were ignored over the past 20 years. We have equally commenced the building of a world class International Conference Centre, which when completed will help define our State, as a knowledge and hospitality tourist State.

These are equally, enduring enterprises that will for-ever, create jobs, as well as the enabling and sustainable environment for development of our State.

In the past one year, we have forcefully tackled some of the State’s lingering and abandoned infrastructural facilities. We recently tackled the notorious Ukwu-Mango road and drainage construction, to open up better access to our major market of Ariara. This is in addition to the reconstruction and construction of many new roads in our State. An updated account will show that we have more than 38 road constructions going on in various parts of the State. It is our wish to continue to do more, as we open up more access roads in the State.

In the past one year, we have also concentrated enough attention in reviving our previously dead Health care delivery system. This is because we believe that only a healthy citizen can enjoy and appreciate the dividends of democracy.

That is why we established and continue to maintain a state-of-the art Specialist and Diagnostic Centre in Aba and Umuahia, a Dialysis and Ophthalmology Centre Umuahia, and doctors’ residence in Amachara, - all now under construction.

The aim of these establishments and collaboration is to ensure that our citizens enjoy the same special health care attentions that they travel to seek for in India, South Africa and other developed countries – often at unaffordable costs. These services will be extended to reach more areas of our State and we expect Abians to take advantage of them to improve their health and well-being.

In addition, we have also completed and equipped more than 210 Health Centers through-out the 17 LGAs of our State to cater for the health of Abians. Another 18 Health Care Centers will soon be added to these, through collaboration with MTN Foundation.

Overall, our hope is that affordable health care will be brought to the doors of citizens, especially within the rural areas.

My good people of Abia State, our Government is aware of the fact that business and commerce dominate the search for the livelihood of our people. That is why we have focused on creating the enabling environment for the growth of business, which will in turn create jobs. This can only be possible through a safe and secured State, and collaboration with the Federal Government, on all initiatives that make the big impact in jobs creation.

That is why we have keyed into the Federal Government’s Agricultural Transformation Agenda, and doing everything possible to improve agricultural production in the State, especially in the cash crop areas and allied service chains that support SME’s job creation.

Our Government has for this, secured a N1 billion CBN Agricultural Loan, to enable genuine farmers in the State benefit, to expand their production of food and other lucrative cash crops.

We equally continue to support and sustain the security of our State at a very high cost, especially in our logistic support and collaboration with the personnel of the Nigerian Armed Forces, the Police and other security agencies. All these are aimed at ensuring that conducive environment for growth of trading activities, commerce and industry prevail, both for existing enterprises and for new entrants.

Already, the past one year witnessed tremendous growth in the interests of new investors in Abia State. Our Government recently signed an MOU with a company from the United Arab Emirate to develop our oil sector services.

Similar plans are also in process, and an MOU signed for a Canadian Company to establish a Mono-Rail Operation in our cities, with an initial job creation capacity of 2,500. We also expect a Cement Manufacturing Company to commence activities in Arochukwu in a short while, and a Quarrying Company to be established on PPP basis in Lokpanta.

When all these projects commence operations, they will yield several thousands of jobs for Abians, which will support our public sector initiatives, especially our recent creation of 4,500 jobs to empower the youths of Abia State.

We have also taken giant steps to improve the urban environments of our business locations, by both environmental renewals and relocation of services that improve entrepreneurship. Our planned relocation of the Umuahia Township Main Market from its present position to a more spacious site, has commenced at the Ultra Modern Ubani-Ibeku Market. While the rehabilitation of the internal roads in Ariara International Market and Ekeoha Main Market are also on-going. At the same time, work is going on to relocate the old Industrial Market in Umuahia, to Azueke-Ibeku, and to be completed before December this year.

Within the last year in focus, our transformational agenda has also focused on providing adequate housing for our civil service workers.


Presently, we have embarked on the construction of 3 gigantic secretariat complexes, and work is on-going on two. An administrative building is also being constructed in the Ministry of Justice, which is nearing completion. Further-more, a Broadcasting House is on-going at the Premises of BCA, to ease their office accommodation and to provide them with the state-of-the art studio, in readiness for their digitalization.

We have also completed the construction of 4 houses at the permanent site of the NYSC camp in Umunna, while a massive theatre hall is being constructed at the Abia State University Teaching Hospital Aba, and four new duplexes being constructed at the premises of the Commissioners’ quarters.

In addition, a new permanent Administrative building is under construction in Ogurube layout, and the old Civil Service Secretariat is being renovated.

The Legislative Arm of our governance is also being funded, leading to their good performance, both in legislative out-put and in terms of capital projects. Their main legislative complex is being reconstructed and an additional administrative building is on-going, while the residence of the Deputy Speaker has been completed.

The Judicial Arm, despite its many constraints did its best within the period under review. Consequently, our Government has stepped up its resolve to help the Judiciary by the construction and renovation of court buildings across the State. Currently a new 6 court room building is under construction at the premises of Umuahia High Court.

The old Aba High Court building has been renovated, and a new four court room building at the same premises, is being constructed, while the Customary Court of Appeal in Umuahia, has been expanded and renovated.

My fellow Abians, it is informative that our Government has been able to take the State this far, only through the prudent management of our lean resources, and without borrowing from any quarters. We are presently working hard to reposition our State Infrastructural Development Board and Fund, so that our citizens can willingly, contribute their taxes and infrastructure levies to improve our State’s internally generated revenue (IGR), which will assist us further in providing the services that Abians need .

My good people of Abia State, before I end this broadcast, I need to re-emphasize that our Government is very sincere in our approach in solving the many problems of our State. No one should fail to recognize that a major factor that contributed to the development problems of our State is that our development issues were ignored in the past, and left to fester till now. Our new Government in this second tenure, has just started the truly sustainable mending-process, in which a majority of our citizens are now united to achieve.

What is therefore required of all of us now – both Government and citizens is patience to plant this seed, prudence to nurture it, and sincerity of purpose to harvest it for new generations, who will continue to implement the change.

I will continue to assure all Abians that our Government will not shy away from doing this difficult task, and we will definitely make the difference in taking the governance and development of Abia State to the next level.

As our second tenure draws forth, with all the strength, and with all the experience we have garnered in life and in office; with all the confidence that Abians daily impact on me; with the genuine criticisms we receive from many Abians and other Nigerians, and the strong loyalties of many of you listening out there, I can now re-affirm the promise I made to Abians last May 29, 2011, ‘that I will do whatever is right, and what is best to serve Abia State and leave a legacy that promotes sustainable growth, peace, democracy and development of Abia State’.

God helping me, I and my Government will not fail Abians!

We are however, not unmindful that some un-repentant critics out there will continue to see nothing new in all our efforts. I can only assure them that our new magic framework for Abia is that we know what to do, and Abia’s problems will soon yield to the sustained efforts of our sincerity of purpose, to serve no one else, but the general interest of Abians.

We see this as the challenge of our political leadership, and we have the courage and singleness of purpose to reach the objective, so that our second tenure in office and our Government, goes down in the history of Abia State, as one that listened, and understood what needed to be done to develop Abia State, and had the discipline and resolve to move above self interest, to carry it through.
My good people of Abia State, this will remain the task of Abia State Government, under Ochendo, from now to the end of our tenure in 2015. We promise you, that everything will turn around in Abia State, and we will transmit this State greater, better and more prosperous than it was transmitted to us.

I read a Sun Newspaper article written by Godson Offoaro were he said that Rochas Okorocha the Governor of Imo State ate his lunch by wrestling power out of the hands of Ikedi Ohakim. I 'do bale' at Offoaro's style of trying to get another lunch pack, this time from the Prophet of Rescue, the man with shinning white buba and red cap by speaking sweet talks and shouting 'Ranka dede'. With the confidence of his gift of the pen, Godson Offoaro with the spirit of 'any government in power' invoked the highest hypocrisy by trumpeting and advertising sham accomplishments of the Imo State Governor. One of Okorocha's accomplishments according to the gospel of Offoaro is the tarring of roads. Missing in his claims is the poor quality of the roads that Okorocha has tarred.
Offoaro failed to tell us that our Governor poured 'coal tar' on sand to give the appearance that roads have been tarred. He failed to tell us that Imo State has a proper way of awarding contracts such that it must take a tender board to put up adverts for contractors to apply. He failed to tell us that Okorocha did not follow due process of putting up invitation for tender in awarding the so called road contracts. He failed to tell us that contractors were not invited, screened or shortlisted for the road contracts. He failed to tell us that the contracts were awarded to friends and relatives as their own share of Imo State cake .
Going against the law in other to compensate friends and relatives will end up inflicting more harm than good to the scheme and system of things. Why must we be pouring 'coal tar' on sand in Owerri when the rural areas where over 90 percent of 'Imolites' are living are not accessible? .It is only a professional sycophant that will feel duty bound to cheer a Governor to failure because of a lunch pack. Reading Offoaro , you will think that there were no roads and services before Okorocha came to power.We all know that Okorocha is currently battling to resuscitate his dwindling popularity. We all know that he has contracted many Spin Doctors to build fake mass support for his deceitful activities. But no amount of spin from his Spin Doctors will disguise the fact that he has not performed well so far.
Can the Spin Doctors erase the fact that Okorocha is looting our LGA funds? Okorocha sacked democratically elected LGA Chairmen and Councillors and appointed Sole Administrators for our LGA's. The Sole Administrators are his agents for diverting our LGA funds for his personal use. Today, the Councils in Imo State are dysfunctional. Nothing is happening in over 90 percent of Imo State Councils. Our LGA funds are held hostage and we are deprived the opportunity to function democratically. Instead of conducting Council election in Imo State our Governor says he is into LGA reforms and that our LGA's will soon be called Committee of Government Councils where each Council in Imo will be headed by a Traditional Ruler and members will be LGA Sole Administrators,Town Union Presidents,Women Leaders and Youth Leaders .
Okorocha's praise singers should please tell him that we don't need his unconstitutional Committee of Government Councils.We need LGA election in Imo State.They should tell him to stop looting our LGA funds. He must hands off Council funds so that our Councils can begin to thrive as expected. Unless our LGA's are free to govern self, we have no grassroots democracy. We must permit the LGA's to elect their own leaders, who in turn can embark on developing their areas. We must stop denying the people governance at the third tier.
Only a professional sycophant will sing the praise of a Governor whose policies have been changing like the British weather. Okorocha has made so many promises that he did not fulfil. For example,he promised to pay 20,000 naira minimum wage to Imo State Civil Servants instead of the Federal Government approved 18,000 naira.He has since failed to pay the 20,000 naira minimum wage.During one of his showmanship events in Owerri recently, Okorocha with his gift of gab spoke to Civil Servants of the State telling them that Civil Servants in the State can beat their chest that their salaries come to them by 25th of every month and their 20,000 naira minimum wage has been paid,The Governor was interrupted with shouts of No! It is a lie! The Civil Servants shout Rochas down for telling lies yet professional sycophant are praising him.
Only a professional sycophant will sing the praise of a Governor who has crippled all Ministries, Department and Agencies of government in the State by starving them of funds. Okorocha directed all Ministries in the State to generate money to run their Ministries themselves which has resulted to over taxing of Imo people. Okorocha's government now churns out multiple taxation and harsh levies on Imo citizens using indecent task forces and unethical conducts. The question is whether the Ministries can really fund themselves. LGA's cannot even generate enough revenues to run their affairs not to talk of Ministries. What is happening to the allocation of the State? Who is looting what?
Only a professional sycophant will sing the praise of a Governor who since he came into office has not being able to create jobs for Imo youths rather he sacked 10,000 Imo State graduates in the State Civil Service. Okorocha has no reason to sack the workers other than he is anti-people and anti-workers .When decisions made and actions taken directly deflates job creation, the result is always more problems for the citizens .Imo State is regarded as the 5th richest state in Nigeria and it is not difficult to pay salaries to the 10,000. Tell me why we can't help these poor youths.
The same man who told us that Imo will have problems in paying salaries to the sacked 10,000 workers is the same man that is now boasting everywhere that Imo State has money and went ahead to declare free education for tertiary schools in Imo state. Governing Imo State is not Rochas Foundation, neither is it Baba Sala's nkwobi and pepper soup joint were we dish out alms to the poor. Promising free education to Imo tertiary students is playing to the gallery. Free education for Imo tertiary students as announced by Okorocha few days ago is another Nollywood drama.It is another deceit. I say so because Okorocha will never sustain the free education for tertiary schools. He knows that sustaining the free education policy in tertiary schools in Imo State will make Imo to run into difficult financial circumstances. What Okorocha should have done is to reduce tuition fees. The Governor is responsible for the State's fiscal health, and cannot afford to run negative balances. He must restore taxpayers' confidence that their naira are being used wisely and in the best interests of all people.He should be honest to the people and stop playing to the gallery.
The professional sycophants should tell Okorocha to sack his present cabinet if he wants to succeed. The fact of the matter is that Okorocha's cabinet which is his toolbox has unfit tools in it and he needs better tools. His unfit tools are the cause of his administration's political missteps. He should do away with the unfit tools in his toolbox and get better ones. Some of those in his cabinet are spent forces. They have no ideas on how to lift the state to an enviable height. I am of the view that his cabinet is overdue for a shake-up. Sacking his cabinet has become very imperative in order to inject fresh blood that will correct all his administrative missteps.
What is the Commissioner that collected 5 million naira bribe from his classmate as reported in the media still doing in government. What about the Commissioner that was slapped by a sex hawker at a high flying night club in Owerri.What about those that advised Okorocha to relocate IMSU sited in Owerri to of all places,Ogboko his village in Orlu zone.Okorocha should surround himself with people with sound ideas of how to put 'Imolites' into jobs; people who have the passion and capacity to develop the state; people who can look him in the face and challenge him on the workability of the state, people that will remind him that the sycophants around him will not remember him beyond the present if he does not leave behind concrete and credible achievements.

Conflict over the sharing formula of  four million naira(about $26,000) initially collected from Mrs. Amuka prompted  Steven Chunuwa-Ogwu to visit  Mr Amuka with the “make belief ritual pictures” demanding for money not to publish it in pointblanknews.com.
Since Amuka had no skeleton in his cupboard and knowing his wife so well, decided to promptly report the incidence to the police near his vanguard office and  Police investigation was later to  revealed to the court that:-
“The fraudsters took Mrs. A  Oyin  through  stage-managed ritual murder processes in search of the spiritual  solution for her son’s illness at a shrine (mud house) in  a bush at Igbolu area of Iyede, Ikorodu, Lagos.

It is curious to note that apart from  Mrs Oyindamola Amuka  and Sam Amuka , this fellow tried to swindle Abia state by continuous publication of negative story on the state . When that did not yield that desired result since the govonor did not give in to their proposal, they reverted to demonizing the governor’s son Engr. Chinedu Orji with all manner of fictitious stories. In one account, the public were deliberately misinformed that Engr. Orji was involved in a brawl with military personnel and got severely beaten and flown abroad at a time the governors son was very much in the state going about his quite life and routine.   Unfortunately for pointblanknews.com the whole story lost its steam when they attempted to link the governor'son with another story of kidnap as revenge for the fracas he had with the military personnel.
