1) The objective of NATO formation had already been achieved after the fall of the Soviet Union. The Organisation has evolved since then to focus solely on the security of Europe and counterterrorism.

2) Russia is the one trying to find a common enemy to rally against which coincidentally NATO fits the bill. Why? if you care to ask, because without a common external enemy, the people begin to ask for good governance and what caused the fall of the Soviet Union will cause the fall of Russian Government elites. Case in point, Putin critic that is under trial in Moscow now, look at the mass following he amassed within a short period.

3) NATO membership is open to Democratic government in Europe. They don't go about sharing flyers and asking you to join. The countries that do join have to submit a formal request, meet specific requirements before they are considered and voted by member state to become part of the Organisation.

4) This isn't the first time Ukraine has requested to join. NATO rejected them the first time so if they were really after Russia, why would they do that?

5) Ukraine is a sovereign state that can make its own decision. Comparing Ukraine to Cuba reeks of ignorance, I'm sorry.
If Russia didn't want Ukraine to consider NATO membership then they wouldn't have annexed Crimea or back separatists in Eastern Ukraine.
