ZIMBABWEAN dictator Robert Mugabe was yesterday said to be fighting for his life in a Singapore hospital with an undisclosed illness, amid reports he had agreed to hand over power to his feared Defence Minister Emmerson Mnangagwa. The Zimbabwe Mail, quoting a senior official of Mugabe’s ZANU-PF party, said the President was undergoing intensive treatment in Singapore and that some members of his family had joined him after boarding a chartered private jet on Saturday. The alarm was raised when the government postponed a cabinet meeting set for today. Mugabe spokesman George Charamba said in a statement: “The Chief Secretary to the President and Cabinet, Dr Misheck Sibanda, wishes to inform all members of cabinet that sitting has been moved from Tuesday, April 10, to Thursday, April 12, 2012.” Mugabe, 88, was ostensibly in Singapore to oversee enrolment in a postgraduate course at Singapore University for his daughter Bona. University registration starts in September. A June 2008 US diplomatic cable released by WikiLeaks last month said Mugabe has prostate cancer that has spread to other organs. He was urged by his physician to step down in 2008, but has stayed in the job. The Tehran Times yesterday said Mugabe had entered into a “gentlemen’s agreement” to hand over power to Mnangagwa, 65, who helped orchestrate Mugabe’s battle against white rule in the 1970s. The former head of the Zimbabwean Central Intelligence Organisation was appointed campaign manager by Mugabe during the 2008 presidential election and was widely blamed for the brutality after his rival, Morgan Tsvangirai, edged ahead in the first round of voting. He is infamous for his role in the brutal crushing of the Zapu party in the 1980s, in which thousands of civilians were killed. The Mail said Mugabe’s failing health had forced the ZANU-PF party to press for early elections and accelerate a plan compelling foreign firms to surrender majority shareholdings, but he had not so far loosened his grip on power. In any case, ZANU-PF would be hard pressed in elections that must be held by next year, but which could come this year, if it fielded a candidate other than Mugabe, who has been in power since Zimbabwe gained independence from Britain in 1980. The Times said the pact between Mugabe and Mnangagwa was alleged to have taken place at State House in Harare in April 2008, after the President failed to secure an outright majority over Mr Tsvangirai. The Mail quoted a British-based Zimbabwe analyst, who wished to remain anonymous: “Mugabe’s health impacts entirely on Zimbabwe’s political landscape. Everything revolves around his health and his age.”

NIGERIAN Prophet TB Joshua has revealed that the late Malawi president Bingu Wa Mutharika knew that the prophecy of the death of an elderly African leader was talking about him. Speaking during a Sunday service broadcasted live on his Emmanuel Television , TB Joshua also displayed the letter written by Mutharika to him. President Mutharika died on Thursday after a sudden cardiac arrest. TB Joshua’s prophecy was first made on 18th March 2012 and repeated on April 1. Malawi newspapers reported the prophecy but Mutharika downplayed it when he told local religious leaders that he will not die because a person wished so. A cabinet minister Yunus Mussa nonetheless did not take the prophecy lightly as he offered an animal sacrifice to ensure it did not pass. TB Joshua informed the packed church and millions of viewers following the service via Television that when a prophecy is made the one talked about always knows. “Last week on Sunday I told you I see the close Thursday,” said TB Joshua. He told the service that God shows him a lot of things and he only tells people what they are suppose to hear. “When a prophet says I can see death he is simply telling you to put your house in order,” he said. “But everyone would like to hear when and how? Here we are only passing through tell your neighbour” He revealed: “Nine days ago I received a letter from his excellence Malawian president. He sent it to me because he knew I was talking to him. TB Joshua did not disclose the content of the letter saying it was personal but just showed the top reflecting whom it was addressed to and the bottom showing the sender. He explained that Mutharika knew that his days of living were numbered and that he had answered God’s call and was now resting. He prayed for the people of Malawi to forge ahead under the leadership of President Joyce Banda who has been visiting the Prophet in Nigeria. Advertisement Meanwhile, Mutharika’s remains will be flown from South Africa to Malawi on Thursday, a Foreign Affairs ministry official told AFP. “An official announcement will be made today but the late president will be flown by a South African military plane,” the official said Monday. After suffering a heart attack on Thursday, Mutharika was flown to South Africa and was pronounced dead on arrival at a military hospital there the same day. The date for his funeral has not yet been made public, but he is expected to be buried near his home village at his sprawling Ndata farm in the southern Thyolo district. Mutharika’s first wife Ethel, who died three years ago, is also buried at the farm.

Abuja —PRESIDENT Goodluck Jonathan has launched a new Tax Identification Number (TIN) and national tax policy with objective of creating a new spirit in the way Nigerians see taxation. The new tax policy and the identification number would also ensure that all Nigerian citizens of working age pay tax, and consequently lead to increased revenue from taxation in the country. President Jonathan would not only ensure that Nigerians see taxation as a partnership, but also create an economy that is self-sufficient that would not depend wholly on resource wealth to bring development to the people. Launching the new TIN and tax policy shortly before the commencement of the National Economic Council (NEC), which is usually chaired by Vice President Namadi Sambo, the president said the new tax policy sets parameters for taxation and other auxiliary matters and provides clear principles governing tax administration and revenue collection. Jonathan explained that the TIN is a nation-wide electronic database system for the registration of storage of data of taxpayers in Nigeria. According to him, ‘it is a revolutionary poll of tax administration that holds immense potential not just for expanding the nationwide tax base with consequent increase in revenue collection accruable to all tiers of government, but also a big step in the modernization of the Nigerian tax system in line with global best practices and expectations. ‘It is with pleasure that I welcome you to today’s historic twin event, the formal launch of the nationwide tax identification number and the national tax policy. Overall, what we seek to achieve with the introduction of the national tax policy is to have a nation and a people who see taxation as a partnership with government.’ He noted that most of the social critics who come on television and radio stations and talk in the newspapers do not pay tax. ‘If at all because they want to buy land or one thing or the other and the governors insist they must pay tax, they undervalue themselves. Somebody will be traveling abroad every month, travel first class, but the tax he will pay is not up to the tax of a Level Four officer in government. ‘In other countries, those are criminal offences, but here, such people are celebrated as heroes. We want to create a participatory system of taxation where the taxpayers and other stakeholders all see that they all have equal stakes in the tax system,’ he said. Jonathan stated that, ‘Over and above all, we want to institutionalize a tax culture among Nigerians so that we see ourselves as custodians of the tax system and our commonwealth. We are definitely on the right track. Of course, it is only when you pay tax that you an talk of tax payers’ money. You can proudly challenge anybody you think is misusing public funds, because it is your tax that the person is misusing. But those who don’t pay tax are those who shout more in Nigeria. I think the FIRS chairman should make sure that everybody pays tax in his country and those who talk more should be assessed properly.’ The launch of the new tax policy marks the culmination of a journey of about a decade. ‘The idea of national tax policy first arose from the report of the presidential study and a private sector working group set up in the year 2002 which examined the Nigerian tax system and made recommendations towards entrenching a better tax policy and improved tax administration in our dear country,’ the president recalled. He noted that the national tax policy which was being launched today was a product of wide spread consultations and deliberations at all tiers of government and all sectors of the economy. He said it is believed that a foundation for the complete transformation of the Nigerian tax system has been laid, adding that the unique tax identification number system introduced by the joint tax board is a collaborative project between Federal and state governments and remains a key deliverable under the national tax policy. The president commended state governors and their joint tax boards for their collaboration in ensuring the successful implementation of the taxpayer identification number. ‘I recommend this collaboration model for other agencies of government. I wish to reiterate this administration’s commitment to repositioning Nigeria for the challenges of today’s global economy,’ he said, while also commending the Chairman of the Federal Inland Revenue Service (FIRS), Ifeuko Omoigui-Okauru, for her commitment in bringing the project to reality. A delegation of West African presidents has abandoned plans to meet with Mali’s junta leaders following pro-coup protests at the airport and in the capital.

The delegation from the regional bloc ECOWAS was scheduled to meet Thursday in Mali’s capital, Bamako, to press for a deal restoring constitutional rule.

An advisor to Ivorian President Alassane Ouattara said the president’s airplane entered Malian airspace, but turned around in midair because demonstrators were on the runway.

Diplomatic sources say the other presidents scrapped their plans to attend the talks. The regional group is expected to have an emergency meeting in Abidjan.

Earlier this week, ECOWAS suspended Mali and threatened sanctions on the new junta and possible military action if necessary.

The U.S. State Department says it is disappointed that the ECOWAS leaders were unable to land, but remains hopeful that there can be a rapid diplomatic solution to the situation in the country.

Malian President Amadou Toumani Touré was deposed last week in a coup by soldiers angry at his handling of an ethnic Tuareg rebellion in the north.

Mr. Touré told French media on Wednesday that he is not in detention and remains in the country.

Meanwhile Thursday, Tuareg rebels say they have attacked the town of Kidal in northern Mali.

A member of the Azawad National Liberation movement (MNLA) told VOA’s French to Africa service that rebels have deployed heavy weapons in their attempt to take control of Kidal. He described the town as the last key city before Gao and Timbuktu.

It must be said that while some have been as successful with the new genre as they were with the one they are known for, some also could not make it as big with the new one as they did with the previous one.

Appiah is a screen goddess who has done it all and seen it all as far as acting booth on television and in movies are concerned. Clearly, Jackie Appiah has paid her dues to the movies industry and done so successfully. But can she make it in the area of music if indeed the news is true that she is preparing to soon release a single and at the studio to put finish touches to it.

Jackie Appiah is out of town and not available for comment and her handlers have been silent on whether this piece of news is true. However, we’ll find out in only a matter of days if indeed Jackie Appiah has done the cross-over and how successful she can be.

What would make a man empty a gallon of fuel on his wife in the kitchen without regard for his 18-month-old son by the woman?
That was the question on the lips of stunned patients and visitors at the Leverage Hospital, Igbo-Elerin, Okokomaiko, a suburb of Lagos State, where the doctor and his retinue of nurses are battling to save the life of a woman whose husband, a police inspector, set ablaze on Friday after a squabble.

The victim, Augustina, hails from Anambra State while her husband, Wasiu Jimoh, is from Kwara State. With burns all over her body, fluid mixed with human fat dripped ike a fountain from her face down her chest to her fingertips. Writhing in pains, the medics, Dr Bayo and the nurses, battled to give Augustina some relief as her peeling skin glued her to the hospital bed. The doctor said she had suffered second-degree burns.

Initially, she hardly uttered a word except some feeble words expressing regrets over a marriage that has gone sour barely two years after it was contracted.

How it started
The residents of 7 Tunde Lawal Street, Okokomaiko, woke up on Friday to witness a more dangerous fight between the couple said to be notorious for constantly quarreling.
According to Augustina, trouble started on Thursday when she reported to the husband that a certain lady sent her an irritating text massage warning her to leave Wasiu alone, claiming that the police officer was her man.
The victim, who claimed that her husband had the habit of keeping relationship with other women, said Inspector Jimoh flared up and started beating her. On Friday morning, he reportedly told her that since she was stubborn, he was going to deal with her.

She also claimed that he had constantly quarrelled with her over her demand for feeding money, adding that he frequently assaults her on the slightest provocation.According to the victim, as he was pounding her, a neighbor came to her rescue and facilitated her escape to another neighbour’s kitchen, who was cooking at that time, only for the husband to rush in and emptied a gallon of fuel upon her by the fire place. But police officer, said to be serving at the Ifako Police Station, Bariga, told the doctor that it was his wife that was bearing the keg of fuel in her hand as she made her escape into the neighbour’s kitchen. Unfortunately, he explained, the fuel exploded upon her leaving the whole place on fire.

Scared neighbours
When our correspondent visited the couple’s residence, neighbors talked about the incident in hushed tones as if all were mindful of an uncertain fate that might befall them if they said anything. Sunday Sun gathered that the victim was the fifth woman in the officer’s home, as four other women that lived with him had ran away for their dear lives. A reliable source disclosed that his first wife escaped when she realized that the man was like a time bomb that could explode on her. She is said to be presently living abroad.
It was gathered that until Augustina came, no woman could live with Jimoh. But the victim, according to a close associate of the husband, believed she could change the man for good.

Augustina’s shocker
Asked if she would return to the marriage after her ordeal, Augustina reluctantly told our correspondent that she would wait for her family’s decision. According to her, she cannot give a definite response until she had heard from her family and that her mind was not made up.

Our correspondent also gathered that when the incident happened, the woman ran to her Pentecostal church pastor to show him what was left of her burnt skin before the pastor instructed her to proceed to the hospital for medical intervention. Her decision to rush to her pastor, it was explained, was because the man of God had been advising her to pray that the man could change since there is no situation too difficult for God to handle.
The woman has however appealed for assistance from government and non-governmental organizations.
The police officer was arrested on Friday but it was gathered that he had been granted conditional bail at press time.

Senegal began tallying votes Sunday after a run-off election in which the 85-year-old incumbent Abdoulaye Wade is fighting a united opposition against his controversial bid for a third term.

Polling stations closed after a largely peaceful day of voting in the west African nation whose reputation as a stable democracy has been put on the line over Wade’s re-election bid, which has led to deadly riots.

Having failed to deliver a crushing first-round victory a month ago, Wade faces a stiff challenge from his former prime minister Macky Sall, who has the full weight of the opposition behind him.

“I want to vote in peace, and I want Macky Sall to win this election because times are hard in Senegal,” said Ndeye Fall, a teacher voting in a working-class Dakar suburb.

As a coup played out in neighbouring Mali, European Union election observers urged Senegal to prove its credentials as a strong democracy in a troubled region.

“I hope as a democrat that Senegal will show a strong example in this African region which is so tormented,” said EU mission chief Thijs Berman.

Former colonial master France urged the Senegalese to accept the election results. “I have confidence in the wisdom of the Senegalese,” said Cooperation Minister Henri de Raincourt.

Senegal has been hailed as one of the region’s success stories, being the sole among its mainland neighbours never to have undergone a military coup.

The election commission said there were several clashes between rival supporters during the poll campaign, but it was calm compared with the run-up to the first-round vote in February, when near-daily riots left six dead.

Sall, 50, accompanied by his wife, cast his vote in his hometown Fatick in central Senegal, praising the turnout as long lines formed at polling stations around the country.

“This shows our country is a major democracy and that Senegalese know how to make their choice responsibly,” he said.

Both candidates have declared they cannot lose, raising fears that the poll’s outcome will inevitably be challenged.

A defiant Wade voted in the afternoon, saying he was ready to “normalise” his relations with France and the United States who have criticised his third term bid and urged him to retire.

The octogenarian, Africa’s oldest leader after Robert Mugabe, 88, said the two countries had been “intoxicated as Senegalese said if I was a candidate, Senegal would go up in flames. For me these incidents are in the past.”

While Wade came first in the February 26 vote with nearly 35 percent of the vote to his ex-protege’s 26 percent, he is in an uncomfortable position as Sall has secured the support of all the other candidates during the electoral campaign.

Wade brushed this off saying it was the candidates who had rallied “and not their supporters. Most of their supporters and leaders are in agreement to join a government which I will form.”

Despite having served two terms, a limit he himself introduced, Wade says later changes to the constitution allow him to serve two more mandates as the law is not retroactive. This argument was upheld by the country’s constitutional council.

The election commission on Saturday urged the candidates not to declare victory prematurely as results come in.

There were indications the turnout could be higher than in the first round when only 51 percent showed up.

Some 5.3 million people are registered to cast their ballots in the run-off.

Wade’s inability to clinch an outright victory in the first round was a humiliating blow to a leader who was hugely popular when first elected in 2000 after 25 years as opposition leader.

In 2007, he won in the first round with 55 percent of the vote, but his popularity has plunged in recent years amid rising food prices, power cuts and the widespread perception that he is trying to line up his son Karim to succeed him.

Power outages that crippled economic activity last year were repaired in time for the election campaign.

While Wade has been praised for an aggressive infrastructure drive, critics say he has focused on fanciful legacy projects to the detriment of good governance initiatives.

BAMAKO, Mali (AP) — The whereabouts of Mali’s president were unknown Friday, a day after mutinous soldiers declared a coup, raising fears and prompting uncertainty in a West African nation that had been one of the region’s few established democracies.

Even though the sound of gunfire had ceased in the capital, stores remained shuttered Friday and the streets were empty because a nationwide curfew remained in effect. Uncertainty gripped this landlocked nation of 15.4 million as people tried to find out the identities of the soldiers that suddenly appeared on state television Thursday, announcing a coup d’etat.

Late Thursday, the coup leader Capt. Amadou Haya Sanogo gave an interview on state television in which he said that President Amadou Toumani Toure was in good health, but refused to say where he is, or even if he is being held by the putschists.

“For the moment, I will not tell you where President Amadou Toumani Toure is,” he said. “He’s very well. He’s safe. As far as us — I already told you yesterday that our objective is not to physically harm anyone.”

Toure is himself a soldier who came to power in a 1991 coup. He was hailed for handing power to civilians. He won the democratic election in 2002.

Baffling for many is the fact that Toure was due to step down next month at the end of his second term. Instead, soldiers angry over his handling of an insurgency in the country’s north stormed the palace. He has not been heard from since.

Elections were slated for April 29; that now looks increasingly unlikely.

Sanogo also assured the public that the ministers that have been detained by the junta were safe and will not be hurt.

“And I assure you that no one will physically hurt any of them, but as long as I remain at the head of this movement … they will however need to go before a competent court,” he said, suggesting that they will be tried.

The coup began with a mutiny at a military camp outside the capital, where soldiers were angered by a speech delivered by the country’s minister of defense, who failed to mention the plight of troops killed in the country’s new insurgency.

Large numbers of soldiers have lost their lives in the uprising which began in January in the impoverished nation. Their widows have not been compensated. They accuse the government — and especially Toure — of sending them to the battlefield without the proper equipment, and without even enough food.

The ethnic Tuareg separatists have fought on and off since Mali’s independence from France in 1960 to carve out a homeland in the country’s northern desert. The latest wave of violence is being fueled by an influx of arms from Libya and by the return to Mali of Tuareg mercenaries who fought on the side of ex-Libyan leader Moammar Gadhafi.

Apparently uncertain of victory in the second round, President Abdoulaye Wade has said civil servants will begin to go without salaries only two months after his departure.

The president’s statement has thrown a cold chill in the spines of many in Senegal where unlike many other countries in the sub region, civil servants have never experienced salary arrears for even a week since independence in 1960.

Almost instantly, the man billed to become the next leader, Mr Macky Sall described the statement as “a sad and outdated electoral scam intended to dissuade good-intentioned citizens.”

Media reports today quoted the Senegalese leader as saying that “many investors who had good intentions about our country are pulling back due to the campaign that has been mounted against me.’’

He added: “Even the admirable infrastructural projects that I have begun and currently executing can only be done by me and no one else.”

President Wade made the statement apparently in response to his challenger’s assertion that ‘‘I am the man behind all those beautiful infrastructure you can see across the country.’’

Mr Sall, a former Wade premier who is contesting the second round against his former boss, says he persuaded President Wade to remove the long awaited infrastructural plans from the shelves and implement them when he served as Premier from 2004 to 2008 and could do better if he won the election set for March 25.

Analysts told the Nation that the outgoing president’s statements concerning the financial difficulties the country was facing were directly in response to media reports on Tuesday which allege that the ruling party campaign budget has been exhausted.

Following that report, President Wade on Tuesday night admitted that “Senegal is presently going through a serious financial crisis” but added that his re-election will help overcome those apprehensions.

For nearly a week now, the opposition coalition has been accusing President Wade of buying votes from the electorate as it did in many opposition strongholds during the first round and hence the exhaustion of the ruling party campaign budget.

Some voters confessed on independent media this week that they had received money in return for ballots during the first round.

Some insisted that they would accept any monies paid to them in exchange of ballots while many others explained that they have been fully educated on the ills it entails and will refuse further bribes.

Despite the ban on campaign for 2015 poll, President Goodluck Jonathan was yesterday sued at an Abuja High Court by a member of the Peoples Democratic Party (PDP), Mr. Cyriacus Njoku, over the status of which term he is serving in office.

The suit followed a declaration by the President last week that he is serving his first term in office.

The applicant, is, however, claiming that Jonathan is running a second term in office and cannot be a candidate in 2015.
