Oct. 5 (Bloomberg) -- Nigeria’s state security police freed Raymond Dokpesi, head of former military ruler Ibrahim Babangida’s presidential campaign, after questioning him in connection with the Oct. 1 car bombings in the capital, Abuja.

Dokpesi was released “late last night,” Kazeem Afegbua, a spokesman for Babangida, said today by phone from Abuja. “He’s been asked to come back today.”

Dokpesi, founder of Nigeria’s Africa Independent TV and Ray Power FM radio, was held in connection with the blasts that killed 12 people near the venue of the country’s 50th independence anniversary parade, AIT said yesterday, citing Kanti Bello, a senator and another Babangida supporter. He was implicated by two text messages found on the telephone handsets of one of the suspects already in custody, Lagos-based Guardian reported today, citing unidentified officials.

Afegbua said Dokpesi’s questioning won’t affect Babangida’s plan to challenge President Goodluck Jonathan to secure the ruling Peoples’ Democratic Party nomination for the presidential election due early next year. “We’re more resolute now, more than ever before,” he said.

Jonathan has promised to crack down on those responsible for the explosions, which he blamed on “a small terrorist group that resides outside” the West African country, and their domestic sponsors.

Nine Arrests

Nine suspects have been arrested over the bomb attacks, Marilyn Ogar, a spokeswoman for the state security service, told reporters at a briefing in Abuja yesterday.

The Movement for the Emancipation of the Niger Delta, or MEND, which is seeking more resources for the country’s oil- producing region, said it carried out the attacks. Henry Okah, a South Africa-based leader of MEND, was charged with terrorism in a Johannesburg court yesterday in connection with the Abuja attacks. Okah denies he committed any “unlawful acts in South Africa or outside the country,” his lawyer, Piet du Plessis, said yesterday.

Attacks by MEND and other armed groups cut more than 28 percent of the country’s oil output between 2006 and 2009, according to Bloomberg data. While the attacks decreased after thousands of fighters accepted a government amnesty last year, MEND refused to disarm, saying its demands were not fully met.

Nigeria is Africa’s largest oil producer and the fifth- biggest source of U.S. oil imports. Its low-sulfur sweet crude is favored by many U.S. refiners.

MEND wants states in oil-rich regions to keep all revenue earned from crude sales and pay only taxes to the federal government. The government in Abuja currently takes 87 percent of the revenue and producing states receive 13 percent.

As residents of Abia State and all Nigerians bask in the euphoria of the release of 15 pupils of a private school in Aba, six students have again been kidnapped in Abia State. The victims are students of Federal Government College, Ikot Ekpene, Akwa Ibom State.
It was gathered that the abducted students were going back to school when gunmen ambushed their bus at Ohanze, in Obingwa Local Government Area and took them hostage.

According to the driver of the students’ bus, whose identity could not be ascertained immediately, “when it appeared to the hoodlums that I hesitated to stop, they shot at me and one of the bullets hit my hand and I had to stop. They ordered me out of my vehicle at gunpoint and took the students along with it.”
The driver said the police at Umuobiakwa, in Eastern Ngwa, were alerted when the incident occured, but the matter was not followed up immediately. He said if the police had acted immediately, the abductors would have been tracked down.

Meanwhile, the kidnappers have asked for N2 million ransom. They also threatened to kill the students if their demand was not met and in reasonable time. 
Parents of the affected students have appealed to the kidnappers to release their wards so that they would go back to school and resume academic work. They said they had no money to meet the ransom demand.
When contacted, the PPRO, Abia State Police Command, Mr. Geoffrey Ogbonna, confirmed the incident. He said that efforts were on to effect the release of the students.

Lagos - Nigeria police freed four secondary school girls on Saturday, a few days after they were abducted by gunmen and only a day after 15 other schoolchildren were set free.

"Six students of the Federal Government Girls College, Ikot-Ekpene, travelling back from Lagos to their school in a public bus were kidnapped early this week by gunmen," Abia state police spokesperson Geofrey Ogbonna said.

Four of the girls were rescued in a police operation at Onitsha-Ngwa, a border village between Abia and neighbouring Akwa Ibom State, he said.

"The kidnappers ran away with the two remaining students," he added.

Along with the four students, a man and a woman who had been kidnapped by the gunmen earlier were also rescued, he added.

Gunmen had kidnapped and held four local journalists for a week in the same area in July, Ogbonna recalled.

A local community leader in Aba, Danny Ubani, confirmed to AFP the release of the kiidnapped girls on Saturday.

On Friday morning, troops and police freed a group of 15 school children who had been kidnapped in their school bus on Monday.

The hijacking of the children took place on the outskirts of the commercial city of Aba, in Abia State, in Nigeria's oil-rich south.

The kidnappers demanded a 20-million-naira ransom, and parents of some of the children on Thursday begged the abductors to release them, saying they could not afford to pay the money.

Much of Aba city was shut down this week after the hijacking out of fears of further kidnappings.

Nigeria's oil-producing Niger Delta region has seen scores of kidnappings in recent years, often by criminal gangs seeking ransom payments but also by militants demanding a fairer distribution of oil revenue.

Most kidnappings initially involved foreign oil workers, but more recently the attackers have also targeted the children and relatives of wealthy Nigerians.

Most of those abducted were freed unharmed, often after the payment of a ransom.

•ACN governorship aspirant calls for emergency rule
The Abia State government may soon arraign the impeached deputy governor of the state, Comrade Chris Akomas, for terrorism and kidnapping.


Akomas was invited to the Police headquarters in Umuahia, the state capital, last Friday, for questioning. He was interrogated for about four hours before he was allowed to leave. He was also invited on Monday.


It was gathered that he arrived the police headquarters about 4 p.m. on Monday and stayed till 10 p.m. before he was allowed to go and asked to return yesterday at 8 a.m.


A close source to Akomas told the Nigerian Compass in a telephone interview that he (Akomas) was advised not to report early to the police station yesterday because of the fear that he may be charged to court. He was rather advised to report late in the afternoon.


It was gathered that the government is alleging that Akomas have recruited hoodlums and kidnappers allegedly to destabilise the state.


It would be recalled that Akomas declared his intention to contest the governorship election in 2011 on the platform of the Progressives Peoples Alliance (PPA).


Meanwhile, an Action Congress of Nigerian (ACN) governorship aspirant, Prince Paul Ikonne, has called on the Federal Government to declare an energency rule in the state over the incessant killings, kidnapping, armed robbery, assault and despoiling of women in Aba and its environs.


Residents of Aba, the commercial nerve of the state, have been living under fear of insecurity and neglect of government. Business activities in the city have dwindled, as a result of the broad-day attack of kidnappers and hoodlums who operate in the full glare of the public and security operatives sent to the city.
