The Senate may clash with the Osun State House of Assembly over the plan of the former to probe how Governor Rauf Aregbesola utilised N34.988bn bailout given the state by the Federal Government to pay workers’ outstanding salaries.

The Chairman, Senate Committee on States and Local Government Administration, Abdullahi Gumel, had informed Governor Rauf Aregbesola in a letter dated November 3 of the plan of the members of the committee to arrive in the state on December 7 to probe how the money was disbursed.

Gumel said the senators would meet with the state’s Commissioner for Finance; the accountant general of the state; the head of service; the managements of First Bank, Wema Bank and Zenith Bank where the money was domiciled as well as the state House of Assembly’s Committee Chairman on Finance; Commissioner for Local Government Affairs and any other person the governor deemed necessary could provide answers to the application of the loan.



But the assembly declared last week at a plenary that the Senate lacked the power to probe how Aregbesola applied the bailout specifically given to pay workers’ salaries.

The Speaker, Mr. Najeem Salam, subsequently directed some of the government officials and banks which the Senate committee had asked to appear before it to also appear before the state House of Assembly on the same date for the same purpose.

But the Osun State chapter of the PDP has described the move by the state lawmakers to prevent the Senate from probing the utilisation of the funds as a cover-up and an indication that the governor had something he did not want the public to know about the application of the bailout.

The spokesperson for the party in the state, Mr. Diran Odeyemi, said in a statement on Saturday that it was laughable that the state lawmakers, who had been hibernating for a long time just woke up to defend the governor when the Senate was about to probe him on the bailout.

The statement read, “The overfed assembly men said they were ready to probe the utilisation of the funds after the Senate committee had indicated it was visiting the state to check Aregbesola’s book. People should ask the jesters called Osun assembly men, were they not alive when Aregbesola collected bailout funds meant to pay workers for one whole year and he only paid them two months and declared he had exhausted the funds?

“This same Aregbesola had been paying workers half of their statutory take home for over one year, yet Osun Assembly men didn’t see the need to intervene. Aregbesola had ruled Osun without a cabinet for over two years now since he was elected for another term, the lawmakers didn’t raise eyebrow over that.

“The governor also refused to conduct the local government election since the last one held in the state under a PDP administration 10 years ago, yet the state lawmakers saw nothing wrong in all these.

“We remind these idle lawmakers that the bailout collected by Aregbesola is not statutory fund but a special arrangement by the Federal Government to assist salary-defaulting states. So, if the guarantor of the funds, the Federal Government chooses to look into how the funds were expended, no one can stop it.

“Moreover, Aregbesola himself had declared he was ready to give account of how he spent the funds, why is the Osun House of Assembly constituting itself into a stumbling block, with this their stand, they have further exposed themselves as weak and inactive.”

The PDP had last year accused the governor of fixing part of the funds in some banks and said the governor spent part of the bailout on the ongoing construction of some road projects.

Does it mean justice Abang did not see what the appeal court justices saw that made him declare Ibrahim the candidate, and vice versa. May Christ save this country. Amen

Also, the political class has seen the masses as those they can toy with, the masses are not united, the masses ought to unitedly support good leaders and advise those not doing well to do good but all what the masses do is to support those doing the wrong thing once it is the person in their party and these people don't know them, they only make life more miserable for the masses.

The grim reality of non-payment of workers’ salaries in most states of the federation is biting harder.
At least over 1,300 civil servants and retirees have died in most states of the federation as a result of hunger, sickness and frustration, among others.
Saturday PUNCH gathered that most of the workers and the retirees died because of their inability to pay for medical treatments amid other challenges.
A recent report had indicated that no fewer than 27 states had been unable to pay their workers’ salaries.
Investigation revealed that the largest number of the deaths was recorded in Osun State.
The Chairman, Nigeria Labour Congress in Osun State, Mr. Jacob Adekomi, could not give the exact number of workers who died in the state since the salary crisis started. But the Chairman, Forum of 2011/2012 Retirees in Osun State, Mr. Omoniyi Ilesanmi, told one of our correspondents on Thursday that 1,130 retirees, who were among members of the forum, had died as a result of their inability to access medical care.
He said, “We are owed nine months’ pensions now. This is pathetic because our people are hungry and many of them are sick and have no means of taking care of themselves.”
The forum’s secretary, Mr. Sola Olojede, named some of the dead as Samuel Taiwo Osewa, Amusa Adesokan, Bolanle Obadare, Senle Sunday, Gabriel Ajayi, E.O Olaniyi and Omodara Idowu.
Others, according to him, are Kosile Kehinde, Osunsanmi D.A, Fasoyin G.A, Facility, Odediran, Mrs. Oluyemisi Adetoye (former Financial Secretary, Osun State Association of Pensioners), Yemisi Daramola, Moses Olawuni, Adeoye and Kola Orabiyi.
No fewer than 100 workers also died in Kwara State between September, 2015 and June 30, 2016.
The Kwara State Secretary, Nigerian Union of Local Government Employees, Abayomi Afolabi, told one of our correspondents that of the 100 deaths, nine was recorded in Ilorin West Local Government Area alone.
He listed the dead workers as Mallam Ibrahim Salmon Anifowose (Admin. Dept.), Mrs. Hajarat Bola (Health Dept.), Ahmed Bakare (Health Dept.); Olarewaju Idowu (Admin. Dept.), Rasheed Warrah (Works Dept.), Nurudeen Ayinla (Agric. Dept), Binta Anafi (Health Dept.), Muritala Sulu (Admin. Dept), and Sulyman Jimba (Works Dept) – all from Ilorin West Local Government Area.
Others from Ilorin South Local Government Area are Sheriff Sule (Admin. Dept), Abdulraham Ayinde (Works Dept.) and Sikirat Amuda (Finance Dept.).
The following workers died in Ilorin East: Otolorin Kehinde (Works Dept.), Oseni Amuda (Works Dept.), Toyin Ibrahim (Works Dept.), Amuda Dauda (Works Dept.), Jimoh Akaraba (Health Dept.), Rasaq Agunbiade (Finance Dept.), Mr. Yekini Agunbiade and Jimoh Alao (Health Dept.)
Ekiti Local Government Area in Kwara State also lost the following workers: Obafemi Abiodun (Treasury Dept), Musebu Lawrence (Treasury Dept), James Afolayan (Works Dept); Tosin Taiwo (Works Dept), Suleiaman Issa (Agric Dept), and Olasehinde Sunday (Health Dept.)
Many teaching and non-teaching staff were also said to have died in Kwara State due to hunger.
Among them was a 59-year-old gatekeeper at the Ansaru-l-Islam Primary School, Ilorin. It was learnt that two days before his death, the gatekeeper, who was simply referred to as Baba Gani, complained of hunger.
A civil servant in the state, who gave his name as Mustapha, added that a teacher died of cardiac arrest.
Mustapha said, “A woman was travelling to collect some percentage of her December salary in Asa where she was teaching when she was crushed to death by a commercial motorcyclist.”
Of the six workers who died in Ekiti State, one of them, a teacher with St. Anne’s Catholic Primary School, Isasa, Aramoko Ekiti, Mrs. Emily Odedeji, committed suicide.
A source, who spoke on condition of anonymity, said, “Odedeji borrowed loan from a bank and also owed fellow teachers. She had hoped to pay the debts from her salary when paid. But when the January salary was paid, the bank deducted all the outstanding. She was left with nothing and that might be the reason why she decided to end her life.”
The head teacher of St Anne’s Catholic Primary School, Mrs. Anthonia Adegoye, confirmed Odedeji’s death.
The Ekiti State Chairman of Nigeria Labour Congress, Mr. Raymond Adesanmi, also confirmed the deaths of the six workers in the state.
“Their death is painful and would have been avoidable if salaries were paid,” he said.
In Edo and Imo states, 40 sick workers died because of their inability to afford the huge cost of health care.
The Secretary of NULGE in Edo State, Mr. Chukwuemeka Aguonye, said the avoidable deaths were disturbing.
Imo State NULGE boss, Ambrose Onuoha, said, “I have been attending many burial ceremonies of our members. I feel very bad about the situation. Salaries are not paid as and when due, even when they are paid, they are slashed.”
In the same vein, 17 workers in Benue and two in Kogi states were confirmed to have died of hunger and lack of medical care.
The Nigeria Labour Congress Chairman in the state, Godwin Anya, said, “Yes if you are a civil servant and you are sick and unable to access medical care, definitely you will die.
Alhaji Saliu Ya-Ndasura, a watchman with the Lokoja Local Government Education Authority, slumped and died as workers in Kogi State protested non-payment of their salaries for at least six months by the state government. A similar case was earlier reported when a middle-aged man died in Okene owing to lack of money to purchase drugs.
Though the exact figure of workers lost to hunger, frustration and others in Ondo State could not be ascertained as of the time of filing this report, the Chairman, Joint Negotiation Council of the Nigeria Labour Congress and Trade Union Congress in the state, Mr. Sunday Adeleye, said labour unions had lost many members to avoidable deaths.
Chairman, Trade Union Congress of Nigeria in Bayelsa State, Mr. Tari Dounana, said the congress had not recorded any death among its members, but cases of the deaths of pensioners were on the rise.
The state Chairman, Nigerian Union of Pensioners, Chief Bodi Amaran, recalled that two pensioners died and three others slumped recently during a verification of retirees at the Samson Siasia Sports Complex in Yenagoa.
The heat of the unpaid salaries was also felt by lecturers at Tai Solarin College of Education, Omu Ijebu, Ogun State.
The chairman of the college’s academic staff union, Dr. Dan Oludipe, confirmed to one of our correspondents that the institution had lost some members due to lack of funds to access good medical care when they were ill.
Oludipe said between 2014 and June 2016, the institution lost no fewer than five teaching and non-teaching staff.
He listed the dead as Mr. Simeon Mabadeje (Agric. Dept.), Dr. Biodun Apooyin (PHE Dept.), Mr. Taiwo Otenaike (English Dept.), Mrs. Kemi Olaoye (Library) and Mr. A. Adebolu.
The situation is not different in Oyo State. Just recently, a teacher at Saint Luke’s Grammar School, Molete, Nasiru Lukman, slumped in a classroom. The vice-principal of the same school, Emmanuel Olajide, also died a few days after as a result of hunger.
NLC Chairman in the state, Waheed Olojede, told one of our correspondents that the situation was due to non-payment of workers’ salaries, which he said hindered them from accessing adequate medication.
In Bauchi State, no fewer than 20 pensioners have died while undergoing verification.
Chairman of the pensioners’ union in the state, Alhaji Abu Gar, said the state government was insensitive to the workers’ plight.
It was learnt that the last time pensioners received gratuities in Cross River State was in May, 2013. Chairman of the state Union of Teachers, Mr. Eyo-Nsa Itam, told one of our correspondents that many retired teachers had died in the state without receiving their gratuities.
Governors urge patience, workers’ understanding
Governors have expressed sympathy with the workers over their plight. They urged the workers to be patient and sought their understanding over the current economic situation in the country.
The Kwara State Governor, AbdulFatah Ahmed, who spoke through his Senior Special Assistant on Media and Communication, Dr. Muyideen Akorede, said he was saddened over the plight of the workers.
Akorede said, “The governor expects that the situation will be rectified in no distant time. The state government is considering taking over the funding of junior secondary education from local government administration so that the burden on the local government will be reduced.”
The Bauchi State Governor, Mohammed Abubakar, and his Benue State counterpart, Samuel Ortom, said the situation was unfortunate.
Abubakar, who spoke through his Senior Special Assistant on Media and Communication, Mr. Sabo Mohammed, said, “It is unfortunate. If you look at it nationally due to the dwindling resources at the coffers of both the federal and state governments, civil servants have not been able to fare well.”
Ortom’s Special Adviser on Media and Information Communication Technology, Tarhav Agezua, said the Benue State governor regretted his inability to pay workers’ salaries as and when due.
Tarhav said, “The state government is making concerted effort to recover the N107bn looted by past administration to pay the arrears of workers’ salaries.”
Ekiti State Governor, Mr. Ayodele Fayose, and his neighbouring Ondo State counterpart, Dr. Olusegun Mimiko, admitted that life had been difficult for workers, while urging them to be patient.
The Chief Press Secretary to the Ekiti State Governor, Mr. Idowu Adelusi, assured the state civil servants that they would be paid their February salaries soon. Also, the Ondo State Commissioner for Information, Mr. Kayode Akinmade, appealed to the workers to bear with the government as the problem would soon be resolved.
A Consultant to the Osun State Government on Information, Mr. Sunday Akere, said the state government had paid pensions up till March 2016.
He said it might be true that some pensioners had died, but their deaths were not caused by the few months of pensions owed them.

A House of Assembly member in Oyo state has been assassinated, The Cable is reporting.
According to the report, the lawmaker representing Orelope constituency in the state house of assembly, Gideon Aremu was murdered last night by unknown gunmen.
A source who confirmed the authenticity of the report said the gunmen trailed the lawmaker to his residence in Egbeda local government are of the state before pumping several bullets into his body.
Confirming the story, spokesman of the Oyo police command, Adekunle Ajisebutu said investigation into the assassination has already begun.

Miss Ese Oruru, the minor, who was allegedly abducted and forcefully converted to Islam and married off in Kano by one Yunusa Dahiru, appeared again on Friday at the Federal High Court Yenagoa where she testified in secret.
At the resumed hearing at the FHC siting in Yenagoa, her parents and journalists were not allowed to witness the court’s proceedings.
Ese, who was brought to the court under tight security, appeared in hood, as her head and face were covered with brown scarf.
She was hurriedly ushered into the courtroom, just as policemen prevented journalists from taking her pictures.
But a source, who spoke on condition of anonymity, said she was briefly cross-examined by the defence counsel led by Kayode Olaosebekan, before Justice A. Nganjiwa adjourned the matter until Friday, July 8, for further private hearing.
Meanwhile, indication has emerged that Yunusa Dahiru, alias Yellow, the accused person, who is still in prison custody, might get bail on Monday.
His lawyer, Kayode Olaosebekan, said that the processes to perfect his bail condition had reached an advanced stage.
Olaosebekan said, “We are still working on the bail and we are trying to perfect the bail conditions.
“The court is in the process of verifying sureties and we hope that by next week Monday, Dahiru will be out.”
Yunusa has been in prison custody due to his inability to meet the bail conditions of a level 12 civil servant, a traditional ruler from Bayelsa State and a surety of N3m.
However, the Nganjiwa had later relaxed the bail condition to a level nine civil servant, and further granted the prayer of the defendant to also allow an Hausa traditional ruler from any community to stand as surety.

The Police Service Commission has approved the retirement of 21 Assistant Inspectors-General of Police who were senior to the new acting IG, Idris Ibrahim, before his appointment.
With this retrenchment, majority of the experienced officers in the Force may have been swept off.
The affected AIGs include, Bala Hassan; Yahaya Ardo; Irmiya Yarima; Danladi Mshebwala; Tambari Mohammed ; Bala Magaji Nasarawa; MUsa Abdulsalam; Adisa Bolanta and Mohammed Gana.
Also affected by the retrenchment exercise were Umaru Manko; Lawal Tanko; Olufemi Adenike; Johnson Ogunsakin; Adenrele Shinaba; James Caulcrick; Olufemi Ogunbayode; Edgar Nanakumo; Kalafite Adeyemi; Patrick Dokumor ; Joseph Mbu and Sabo Ringim.

The Vice-chairman of Gbagi branch of the National Union of Road Transport Workers, (NURTW) Oyo state branch, Alhaji Saheed Tijani aka ‘Omo Olomo’ has been arrested by the Oyo State police command for raping a 28 years old Abosede.
Abosede was abducted by the suspect and his cohorts while returning home from work on Monday, April 4, 2016 around 9 pm.
The State Commissioner for Police, Leye Oyebade disclosed this while parading Omo Olomo and other suspects at the command headquaters, Eleyele, Ibadan on Friday.
According to the police boss, though the victim resisted and shouted for help, she however subdued by the ferocious men who threatened her with a knife.
“Having successfully threatened her to submission she was abducted in the most brazen, commando like manner and forcibly taken to Maxima Hotel, Sango where she was drugged and subsequently mercilessly raped till the next day. Soon, the suspect and his accomplice went undergroup to evade arrest.
“Consequent upon the report made to police, the Anti-Kinapping Squad of the command commenced manhunt for the suspects. After several days of diligent investigation, the rapist was arrested in his hideout somewhere in Ibadan. The suspect has since confessed to the crime” he said
Oyebade said investigation revealed that Omo Olomo until his arrest was a pain in the neck of innocent citizens especially female some of whom he has raped in the past.
He went further that:” The suspect’s illicit sexual escapade was known to many in Iwo road area but victims could not report due to stigmatization and fear of attack by the suspect who was dreaded. This has also earned him suspension from the union on many occassions”
In an interview with The Nation, Omo Olomo noted they he has sexual intercourse with the victim was just based on agreement between them.
“We are friends and we have been having an affair together. I did not rape her she agreed to it and I do give her money whenever we have an affair. Am surprise with this allegation she levelled against me” he said
But Abosede insisted that he has never met Omo Olomo before in his life not to talk about been friends with him.
She went further that:” She raped me and warned me not to report him to anybody or else I will be killed me but I summoned courage and reported him to police. I have two kids now and my husband has chased me out of the house due to this incidence”
Also, the Police boss said the command have recovered seven stolen vehicles at gun point from many parts of the state.
The vehicles recovered are: a blue Honda Accord car with reg. No. KSF 765 BlackBerry, A wine Toyota Corolla car with rg no. AAA 591 DW, one Toyota Camry with reg no JJJ 796 EA, Toyota Matrix with reg no FST 929 EC, Toyota Camry with rg no LSD 659 DR, one unregistered wine Toyota Camry car and Toyota Camry car with reg no KRD 92 DU.

Members of the Ekiti State House of Assembly on Wednesday held their plenary on a major roundabout in Okesa to protest what they said was a witch-hunt against Governor Ayodele Fayose by the Federal Government.
The legislators conducted their business under a canopy while the area was cordoned off by a detachment of armed policemen who blocked one side of the two lanes.
They accused Lagos lawyer Femi Falana (SAN) and Special Adviser to the President on Political Matters, Babafemi Ojudu, of being the brains behind a plot to remove Fayose from office.
They claimed that both Falana and Ojudu had ambitions of becoming the governor of the state.
The Speaker of the Assembly, Kola Oluwawole, said the lawmakers embarked on the “sit out to tell the whole world that we are determined and resolute to support Fayose.”
He alleged that 10 of the legislators had been listed for arrest on Thursday based on “trumped-up charge of not having valid certificates to contest election as Assembly members”.
He added, “No amount of blackmail will make us to do dirty job, we are calling on the APC led government to leave Fayose alone. The freezing of his account is condemnable.

AS Nigerian workers today join their counterparts across the world to celebrate May Day, gloom, frustration, bitterness, anger, lamentation, and despair are not enough to describe their mood as not more than 10 states have fully paid workers’ salaries and allowances up to date. Investigation by Sunday Vanguard showed that only Edo, Lagos, Delta, Ebonyi, Anambra, Cross River, Akwa Ibom, Kano and Enugu states have paid their workers’ salaries and allowances up to April. However, Rivers State has paid March salary and pension up to February, Borno State has paid up to March with the exception of its Hosing Corporation workers, while Ogun State, though paid salary, has neither remitted pension deductions from workers’ salaries for months, and has not paid gratuities since 2012. Among the indebted states are Ekiti, Kwara, Kaduna, Osun, Plateau, Ondo, Abia, Bayelsa, Oyo, Imo, Kogi and Benue. According to checks, while Ekiti State is owing not less two months salaries, the number of months owed pensioners were not known at the time of this report. In Kwara, local government workers and the State Universal Basic Education Board, SUBEB, have not been paid between four and five months salaries, staff of the state Water Corporation have not been paid for the past six months, while other paratatals have not been paid in the last two months. Similarly, workers and pensioners in Kaduna State have not been paid about seven months arrears, while Osun has unpaid outstanding salaries from July 2015 to January 2016. Plateau State, pensioners are owed eight months, council workers, four months while other workers are owed three months. In Ondo State, while pensioners are owed four months, civil servants are owed five. In Abia State, civil servants are owed between two and four months, but workers of the state Health Management Board have not been paid since December 2015. In the same vein, while civil servants in Imo State were last paid 70 percent of their salaries in January, pensioners cannot even remember when they were last paid. Workers in Oyo State are owed between two and five months, their counterparts in Kogi are owed five months, while those in Benue State are owed three months. According to Sunday Vanguard investigation, Edo State has been up to date in the payment of salaries and pension to its civil servants and pensioners.While the workers receive salaries before the 25th of every month, pensioners sometimes receive their pensions before workers.

In Osun state, it is not only the Workers that don't like his administration but virtually all Osun state citizens. presently, the politicians in the same party with him are extra fed up, they know he has destroyed their party.those party members are fed up because they have expected him to conduct local government election since some years ago but till now he has failed to conduct it. presently also, he has no commissioner.

presently, I learnt he has stopped paging half salary, he has resulted into paying quarter salary.so bad.

I think you all need to know that once the Work force are not being paid, it affects the whole state

…..eyewitnesses said the Commander of the team who felt that the boy was resisting arrest, ordered a female official to shoot the “Bastard” and the woman obeyed his order and shot him….. The fuel lingering crisis has claimed lives as a female staff of the Nigeria Security and Civil Defence Corp (NSCDC) shot dead a boy and another unidentified person at the AP Filling Station 21, Road, FESTAC Town. The boy was alleged to have bought fuel in jerry cans and was going home when he was accosted by a team of civil Defense officials who arrested him. The boy who should be about 18- years- old was said to have laid down on the road pleading with the corps members to allow him to go home as he was not a fuel hawker but had just bought the fuel for personal use. Eyewitnesses said the Commander of the team who felt that the boy was resisting arrest, ordered a female official to shoot the “Bastard” and the woman obeyed his order and shot him. On seeing the boy dying in the pool of his blood, the corps members zoomed off in their patrol van and ran away. As at press time, men of the enhanced military patrol tagged ‘OP Mesa’ and the Nigeria Police led by the FESTAC Police Station Divisional Police Officer (DPO), Monday Agbonika were on the ground, making sure that angry mob did not take laws into their hands. The angry sympathisers had attempted to set the filling station and some petrol tankers ablaze but were prevented by the security operatives. A senior Police officer who spoke on the condition of anonymity said the killing of the young boy was unwarranted “Why should they kill the boy? I think, the Civil Defence corps doesn’t know when to use firearms. They don’t even have regulation on firearms usage.” Lagos State police command spokesman, Dolapo Badmos who confirmed the incident told The Guardian that the police was investigating the matter with a view of fishing out the Civil Defence personnel who committed the act and prosecuting them in the law court. “One person was shot dead while three others were severely injured. The area commander Area E is on ground restoring normalcy while the command has commenced investigation to identify the civil defence operatives that were involved” Badmos said However, attempt to set Forte Oil on fire was prevented by teams of policemen deployed from both the FESTAC Police Division and the Area E Police Command. “One person was shot dead while three others were severely injured. No fewer than 204 academic and non-academic
staff in Osun state-owned tertiary institutions will
be disengaged from service, according to the
provosts and rectors of colleges of education and
polytechnics.
The provosts and rectors made this known on
Tuesday when they appeared before the Osun
House Assembly on Tuesday in Osogbo.
They said the staff would be disengaged on
grounds of redundancy, inappropriate
qualification, disciplinary matters and poor
personnel records, among others.
According to data obtained by the News Agency
of Nigeria (NAN), about 100 academic and 104
non-academic staff will be affected.
Dr Sola Agboola, the Rector of the State
Polytechnic, Iree, said that about 22 academic
staff and 46 non-academic staff would be
affected at his institution.
Similarly, Dr Augustus Oke, the Provost, College of
Education, Esa-Oke, said that 15 teaching staff
and 10 non-teaching staff would be affected in
the college.
Mr Kadir Adegoke, Provost of Ilesha College of
Education, said 17 teaching staff and 22 non-
teaching staff would be affected in his institution.
while the Provost of Ila College of Education, Mr
Clement Akanni, put the number to be affected in
his institution at 46 teaching and 26 non-
teaching staff.
Akanni, said the exercise was not intended to
witch-hunt but anybody but aimed at improving
the standard of education in the state.
The officials said that the state government was
not part of the disengagement plan, stressing that
it was the decision of the governing councils.
Menwhile, Mr Najeem Salaam, the Speaker of the
assembly, has directed management of the
institutions to stop the distribution of the sack
letters until the concludes its investigation.
Salaam said the assembly stood for justice and
would investigate the matter before reaching a
conclusion.
“Justice has been our watchword in this assembly
and we promise to continue to always be on the
side of the citizens.
“No innocent person will be punished unjustly as
we are ready to get to the root of the matter.’’
Salaam directed the provosts and rectors of the
institutions to submit the files of the sacked staff
to the assembly for investigation.
He also directed them to submit the files of the
management staff to the assembly for verification
and assessment.
