There is no provision for subsidy accrual in the 2017 NNPC budget. These clowns are now calling it "operating cost" to circumvent unapproved and unbudgeted restrictions. This is fraud, the same thing Buhari did by spending a sizeable percent of the GDP without statutory approval from the national assembly. |
