South African authorities have seized a plane from Tanzania's national carrier, the Tanzanian government said. The Airbus 220-300 was due to fly from Johannesburg, South Africa, on Friday to Dar es Salaam in Tanzania. It was not immediately clear why the action was taken, and South African authorities have not commented. But a retired farmer has said the aircraft was impounded because Tanzania's government had not paid him $33m (£28.8m) it owes in compensation. Tanzania country profile Lawyer Roger Wakefield told the BBC the money was awarded after Tanzania's government seized lands belonging to the South African farmer. A Tanzanian government spokesperson told the BBC that the country's lawyers had arrived in South Africa to investigate. In a statement on Friday, Air Tanzania said that it expected to make flight schedule adjustments "due to unforeseeable circumstances" , but did not give any further details. The carrier's managing director Ladislaus Matindi told Reuters arrangements had been made for passengers to resume their journey on another flight. The move comes barely two months after Air Tanzania opened its service to South Africa. Tanzania's President John Magufuli has led attempts to revive the state-owned airline, hoping to boost tourism and turn the country into a major transportation hub. It had just one plane when the president was elected in 2015. Since then, millions of dollars have been spent on the purchase of eight new aircraft. But the carrier is battling several multi-million dollar lawsuits with its former suppliers. This is also not the first time Air Tanzania has had a plane seized. In 2017, Canadian construction firm Stirling Civil Engineering seized the airline's new Bombardier Q400 plane in Canada over a $38m lawsuit. The Q400 was released in March 2018 after Tanzania's prime minister and attorney general negotiated its release. In a statement by his media adviser , Mr Paul Ibe , Atiku said Nigerians in the past four years lived in multi -dimensional poverty. He said , the United Nations reawakened Nigerians to the perceived reality of how poorly the Buhari - led administration had managed the nation ’s economy with a damning verdict that 98 million Nigerians live in multi- dimensional poverty . He said it was not surprising that Buhari and his handlers , didn ’t make any comment about the scary statistics coming from the United Nations Development Programme. The statement read , “Perhaps , one reason why they didn ’t want to comment on the report is because it is factual – Nigerians in the past four years indeed live in multi- dimensional poverty . “Quite regrettably too , the administration has been groping in the dark since 2015 , the reason majority of Nigerians decided not to reward their failures during the February 23 presidential poll consequently leading to the heist that characterised the conduct of that poll .” He added , “The other plausible reason why they didn ’ t deem it fit to respond to the report is because Atiku had yet to make a remark on the report . “If the only reason why the Buhari -led administration will react to the affliction it has brought on Nigerians is for Atiku to call the nation ’s attention to how bad things have gone in the country under the leadership of Buhari , Atiku will more than always, be ready to stand and speak up for the millions of countrymen and women who have become victims of his ( Buhari ’s) misrule and grand cluelessness .” Atiku stated that a Commander -in -Chief who fits the bill will not be unconcerned by reports from a reputable media organisation on welfare and well-being of troops at the frontline of combat . He stated that like the case of other perceived dysfunctional aspects of the system , Buhari ’s administration preferred to live in denial , and allegedly relying on propaganda , which the former vice president described as the machine that they know how to operate without a glitch. He said he had respect for the practical purpose of the judiciary as an arm of government saddled with the responsibility of dispensing justice . According to him , for the Buhari -led administration to allegedly call out the judiciary on how they might choose to do their job is not only an emotional blackmail to the bench , but is also very disrespectful to the integrity of the honourable justices of the court of law . Wike also suspended the ongoing recruitment at the university and set up an investigation committee over the exercise . The committee , was , however , mandated to report to the governor in two weeks . In a statement issued on Saturday and signed by the Special Assistant to the Governor on electronic media , Simeon Nwakaudu , the governor also approved the appointment of Prof . Opuenebo B. Owei , Deputy Vice Chancellor ( Academics ) , as the Acting Vice Chancellor of the Rivers State University . The statement reads in part, “Rivers State Governor , Nyesom Ezenwo Wike, has relieved the Vice Chancellor of the Rivers State University , Prof . Blessing Chimezie Didia , of his appointment with immediate effect . “Also relieved of his appointment is the Deputy Vice Chancellor ( Administration ) , Professor Magnus Oruwari . Accordingly, Governor Wike has approved the appointment of Professor Opuenebo B. Owei , Deputy Vice Chancellor ( Academics ) as the Acting Vice Chancellor of the Rivers State University . “Governor Wike has suspended the ongoing employment exercise at the university. The 30-year-old, real name Rakim Mayers, will be freed until a judge returns a verdict in the assault trial on 14 August. He and two of his entourage have pleaded not guilty to assaulting a 19-year-old man in Stockholm in June. Over the past week, a court has heard evidence and testimonies about the brawl, which led to ASAP Rocky's detention in the country. The rapper says he, Bladimir Corniel and David Rispers were acting in self-defence in fighting that broke out near the Max Burger chain on 30 June, after two men allegedly refused to stop following his entourage. But in court on Friday, the prosecution said ASAP Rocky and his companions had "every possibility" to leave the scene and that they were not in a position where they needed to use "self-defence". During his summing up, prosecutor Daniel Suneson told the Stockholm District Court the rapper should be jailed for about six months. ASAP Rocky's defence lawyer, Slobodan Jovicic, argued the incident was not a pre-meditated group assault and the rapper should be set free. The Swedish judge, Per Lennerbrant, said the performer and his two co-accused could be released from custody and were free to leave the country ahead of his verdict. Such a ruling may point to an acquittal, or a sentence of less than the time already served, Reuters reported. Mr Jovicic said his client "is a free person for now" but has a "nervous wait for two more weeks". The case has made waves internationally, with an online petition for the rapper's release garnering more than 640,000 signatures. US President Donald Trump was among those to back a #JusticeForRocky campaign that attracted the support of celebrities such as Kanye West and Justin Bieber. The US president even sent his special envoy on hostage affairs - Robert O'Brien - to Sweden to attend the trial. On Friday, Mr Trump claimed ASAP Rocky was "on his way home to the United States" in a tweet posted shortly after the ruling to temporarily free the rapper. Hamburg’s customs office said it had examined a suspicious shipping container two weeks ago that came from the Uruguayan capital, Montevideo, bound for the Belgian city of Antwerp. Okecheme was on his way to the Nnamdi Azikiwe International Airport in his official 2017 Toyota Camry when his car got stuck in the flood at Galadimawa roundabout , Abuja . The finance director was swept away by the raging flood , but his driver, whose name could not be immediately ascertained , was rescued by some young boys in the area. The driver was said to have been taken to Asokoro hospital, but his boss was yet to be located as of the time of filing this report . Eyewitnesses said the National Emergency Management Agency officials who came to the scene failed to rescue Okecheme and his driver who were reportedly trapped in the flood for about an hour before the water swept away the director . His car , which was filled with mud water , was , however , pulled out of the ravines by the rescuers , who were angry over NEMA ’ s failure to rescue the man . Two young girls who claimed to be Okecheme ’s children were seen weeping uncontrollably at the scene of the incident . An FCT judiciary worker , who did not give his name , identified the car as belonging to Okecheme , noting that the man sent him N 40 ,000 this ( Friday ) morning . “I phoned him yesterday that I was broke and he promised to send me money before he travels today . “I got N 40 ,000 from him this morning ,” he explained , as he showed our Correspondent the text message from the director . Both Jens Stoltenberg and US Secretary of State Mike Pompeo have blamed Russia for the Cold War treaty's collapse. Nato and the US accuse Russia of violating the pact by deploying a new type of missile, which Russia denies. The Intermediate-Range Nuclear Force banned missiles with ranges between 500 and 5,500km (310-3,400 miles). The INF treaty was signed by US President Ronald Reagan and Soviet leader Mikhail Gorbachev in 1987 but its collapse more than 30 years later has raised fears of a news arms race. Last year the Americans said they had evidence that the new Russian cruise missiles fall within the range banned by the treaty. Accusations about the 9M729 missiles - known to Nato as SSC-8 - were then put to Washington's Nato allies, which all backed the US claim. In February, President Donald Trump set the 2 August deadline for the US to withdraw from the pact if Russia didn't come into compliance. Russian President Vladimir Putin suspended his country's own obligations to the treaty shortly afterwards. "Russia is solely responsible for the treaty's demise," Secretary of State Mike Pompeo said in a statement on Friday. "With the full support of our Nato allies, the United States has determined Russia to be in material breach of the treaty, and has subsequently suspended our obligations under the treaty," he added. Russia's foreign ministry confirmed the INF treaty had been terminated "at the initiative of the US", in a statement carried by the official Ria news agency. Nato Secretary General Jens Stoltenberg said the transatlantic alliance would "respond in a measured and responsible way to the significant risks posed by the Russian 9M729 missile to allied security". But, he added, Nato "does not want a new arms race" and confirmed there were no plans for the alliance to deploy land-based nuclear missiles of its own in Europe. Last month, he told the BBC that the Russian missiles were nuclear-capable, mobile, very hard to detect and could reach European cities within minutes. "This is serious," he added. "The INF treaty has been a cornerstone in arms control for decades, and now we see the demise of the treaty." UN Secretary General Antonio Guterres has warned that "an invaluable brake on nuclear war" was being lost. "This will likely heighten, not reduce, the threat posed by ballistic missiles," he added, urging all parties to "seek agreement on a new common path for international arms control". A few years ago, the Fulani, also called the Peul, pursued their ancient lifestyle largely unnoticed by the rest of the world. All that has changed. Old conflicts have flared anew between herders and sedentary farmers in Nigeria, Burkina Faso, Mali and Niger. Thousands of people have died in a cycle of violence that jihadists have manipulated and inflamed. The economic impact is in the tens of billions of dollars. Governance in many of these afflicted regions is breaking down, turning swathes of land into vast zones of lawlessness. The clashes have occurred on West Africa's historic Muslim-Christian faultline. Yet the conflict goes beyond religion, bringing into focus issues that are crucially relevant for the wider world. They include the roles of population growth and climate change in fuelling disputes over land use, and the part that colonial-legacy divisions play in stoking violence. They also insisted on their earlier position that there was no land for RUGA settlement in the zone, but in the instead opted to fund cattle rearing business and other forms of agricultural practices for their people interested in any of the programmes. Other resolutions of the Governors forum after their meeting in Enugu included to clear up to 50 meters into bushes along roads in their localities to have clear views of roads ahead as another strategy to combat insecurity. Chairman of the South-East Governors Forum, SEGF, and Governor of Ebonyi State, Engr. Dave Umahi who read the communique said that the forum also resolved to address safety of fuel Pipeline route to the NNPC depot in Enugu to ensure that pumping of petroleum products resume at the depot in the shortest possible time. It also commended Governor Ifeanyi Ugwuanyi of Enugu state for his interventions to ensure that Akanu Ibiam International airport in Enugu is elevated to enviable status. “However, we are highly concerned about the deplorable state of the airport runway and we plead with the federal government to consider our numerous requests in reconstructing the runway to enhance the safety of our people. “The forum noted that Enugu, Anambra and Ebonyi states have abundant oil and gas reserves which have not been fully explored. The forum, therefore, call on the federal government to show more commitment and commence intensive exploration and development of oil and gas resources in these states of the South East,” Umahi stated. He further disclosed that they were working on distribution of gas pipelines in the zone through the Nigeria gas company; as well as it is considering security proposal from Motorola company limited. Despite concerns raised by motorists and other road users , the Federal Government has said there is no going back on the four -month planned partial closure of sections of the Lagos -Ibadan Expressway for reconstruction . The Federal Controller of Works in Lagos State , Mr Adedamola Kuti , said on Sunday the planned partial closure starting from August 3 would not be postponed even with the next month’s Sallah holiday trips and other religious activities that would increase traffic on the road . According to him , the aim is to complete that portion of the road before Christmas when the traffic is expected to be heavier . “What we are doing is to finish the project before Christmas when more people will be travelling . We are not closing the road totally ; we are providing routes where people will follow and once everyone is patient , everything will go well,” he said . The Federal Road Safety Corps had last week notified the public that Julius Berger Nigeria Plc , the construction company handling rehabilitation work on Section 1 of the Lagos - Ibadan Expressway, had given notification of its plan to commence intensive work on the Berger - Kara end of the road on August 3, and would close some sections for four months . In a telephone interview with one of our correspondents on Sunday , the Ogun Sector Commander of the FRSC , Mr Clement Oladele , said the partial closure of the 1 .4 kilometres portion of the road had been postponed before and any further delay would affect its delivery date . “The project is expected to be delivered by 2021 and any further postponement will affect the date ,” he said . He urged motorists to use alternative routes such as the Lagos - Ota -Itori -Abeokuta and Ikorodu -Sagamu roads during the period. According to Oladele , palliative work is also ongoing under Ogun River Bridge at the popular Kara Cattle Market to help improve traffic flow . He stated that the FRSC had made plans to deploy more personnel to the area for 24 -hour patrol , while the Lagos State Traffic Management Authority and other security agencies would be available to help with traffic control . “Our plan is to make sure we reduce the discomfort that motorists are expected to face. It is a huge challenge to them and to us as enforcement agents as well but we are setting up camp in the area . We are bringing in personnel from other parts of Ogun State and some from Lagos State to help with traffic control,” he said . Oladele , however , stated that indiscipline might compound the challenges on the road and cautioned motorists to obey traffic rules by reducing their speed to 50 km / hour and avoid driving against traffic . The General Manager of LASTMA , Mr Wale Musa , said officials of the agency would ensure effective traffic control as well as assist in the evacuation of faulty vehicles . “Fifty per cent of vehicles that break down along the Lagos - Ibadan Expressway are evacuated by our officials ; so , traffic control won ’t be a problem . Although a good portion of the road is in Ogun State and so by law , it is not under our jurisdiction ; the part under Lagos will be handled effectively ,” he added . The President , Association of Maritime Truck Owners , Chief Remi Ogungbemi, said the closure would have adverse effects on commuters and cargoes coming in and out of Lagos , and advised that adequate plans for alternative roads should be made . He said for ease of traffic , the Ikorodu - Sagamu road , a suggested alternative route , should be put in good condition and dedicated to heavy- duty trucks. The Director General, Lagos Chamber of Commerce and Industry , Mr Muda Yusuf , while welcoming the rehabilitation of the road , said the government needed to start thinking of constructing a new bypass because of the level of development going on around the Lagos -Ibadan Expressway. He said , “All over the world , as cities grow, the road network is increased . The capacity of Nigerian roads has been overstretched and there is a need to increase the number of roads and build byways . “Even if they complete the Lagos -Ibadan Expressway, there will still be the need for a bypass because of the level of development along that axis . People waste a lot of time there as a result .” A former Chairman , Nigerian Association of Road Transport Owners , Mr Bola Ogunyele , transport operators appreciated the efforts of the government to provide good road but decried “the avoidable inconveniences and anguish drivers , passengers and road users are subjected to during road repairs and reconstruction .” He said using the alternative Ikorodu -Sagamu and Epe / Ajah -Ijebu - Ode roads would come with additional cost such as increase in the amount of fuel by vehicles and other operation costs as well as travel time . Kano State Governor , Abdullahi Ganduje, on Saturday said he was not happy with the manner in which Fulani are treated in the country . He also said the Federal Government ’s Ruga programme shouldn’ t be implemented where indigenes are not Fulani. On the suspended Ruga programme , he said it should be optional for states . Ganduje said the initiative should not have been made by the Federal Government , rather states interested in the economic relevance of Fulani herdsmen . The governor spoke while addressing journalists in Sokoto after attending the wedding of the son of a former governor of Kano State , Senator Kabiru Gaya. He said , “I think the suspended programme was really misunderstood . Ruga is supposed to be for a state where Fulani reside ; you cannot implement Ruga where the indigenes are not Fulani. “The programme should be for those states that will cater for Fulani and the issue of herdsmen should be socio -economic in nature and not a socio -cultural. “That is why in Kano State , we decided to develop a grazing area in form of Ruga where Fulani herdsmen will all live in one place and can be monitored . “They will get other social services that are being provided for the people of Kano State , which include health , security and education . Not only that , their businesses would be improved upon so that their cattle can produce more nutritious milk for the people .” Ganduje said there was no better way to resettle the Fulani herdsmen than practise Ruga system , instead of them migrating from one part of the country to another . “Otherwise , Fulani will be suffering and the security problems will continue. Believe it or not, one man is buried on the Moon. His name is Eugene Shoemaker, and he pioneered planetary science. The first man on the Moon, however, was Neil Armstrong in 1969. He, along with the other astronauts of the Apollo 11 mission explored the lunar surface and collected sample to bring back to Earth. These samples were of particular interest to the man who would eventually end up interred on the Moon. Eugene Shoemaker is often credited with inventing the field of planetary science. Trained as a geologist, Shoemaker melded his discipline with astronomy, using the great space race to study the surfaces of moons, planets, and comets. He trained the astronauts headed to the Moon, and even sat next to Walter Cronkite on air as NASA’s spokesperson on the status of the moon missions. He named many of the craters, valleys, and mountains on the Moon. His contributions proved so great that he even has a whole comet named after him. In 1994, Comet Shoemaker—Levy 9 gained worldwide attention because it crashed into Jupiter. This impact eventually led to scientists realizing that Jupiter acted as an important “vacuum cleaner” for debris that could otherwise pose a threat to the Earth. Shoemaker spent much of his later life trekking across the globe to find impact craters that had gone unnoticed. Tragically, one of these trips ended in a fatal car crash. Eventually, Shoemaker’s ashes were sealed in a metal cylinder and sent to the Moon. His wife, Carolyn, who had made many discoveries alongside her husband had an image of the Hale-Bopp comet inscribed on the outside, along with a quote from Romeo and Juliet : And, when he shall die Take him and cut him out in little stars And he will make the face of heaven so fine That all the world will be in love with night And pay no worship to the garish sun. US President Donald Trump has accused French President Emmanuel Macron of "foolishness" over a digital services tax, and hinted that he would tax French wine in retaliation. Mr Trump voiced his anger in a Tweet on Friday, in response to French plans to tax multinational firms like Google. French authorities argue that the firms pay little or no corporate tax in countries where they are not based. The Trump administration has said the tax unfairly targets US tech giants. "France just put a digital tax on our great American technology companies. If anybody taxes them, it should be their home Country, the US," Mr Trump wrote on Twitter. "We will announce a substantial reciprocal action on Macron's foolishness shortly. I've always said American wine is better than French wine!" Asked about the issue in the Oval Office later, Mr Trump, who is teetotal, said: "I've always liked American wines better than French wines. Even though I don't drink wine. I just like the way they look." The US is the world's largest consumer of wine and the largest import market, with France consistently among the top origin countries for imported wine. French Finance Minister Bruno Le Maire responded on Friday by saying that France would stick to its digital tax plans. "Universal taxation of digital operations is a challenge that affects us all," he said. The French government argues that multinational firms such as Apple, which are headquartered outside the country, pay little or no tax on their sales in France. The digital sales tax was approved by the French senate on Thursday, a week after it was passed by the lower house, the National Assembly. Any digital company with revenue of more than €750m ($850m; £670m) - of which at least €25m is generated in France - will now be subject to the tax, which will be retroactively applied from early 2019 and is expected to raise about €400m in revenue this year. The Chief Justice of Nigeria , Justice Tanko Muhammad , on Friday swore in Justice John Tsoho as the Acting Chief Judge of the Federal High Court . The ceremony , which took place at the Ceremonial Court of the Supreme Court in Abuja , came over 24 hours after the seat of the head of the Federal High Court had been vacant. The former Chief Judge of the FHC , Justice Adamu Kafarati , retired from the bench on attaining the mandatory retirement age of 65 midnight of Thursday . Tsoho ’s inauguration as the Acting Chief Judge was earlier suspended in the morning to await clearance from President Muhammadu Buhari . It was not clear if Buhari eventually nominated Tsoho to take over as the Acting Chief Judge of the Federal High Court on Friday . Enyeama Reports monitored in France stated that Enyeama who left the Super Eagles unceremoniously will undergo trials at Dijon with the hope of continuing his career which took a hit after he was dropped by Lille in 2018. His case was not also helped by an injury which laid him off for almost a year.
