How FG Wasted Multi-Billion Naira Maritime Security Platform Patrol Boats The federal government may have wasted over N34billion worth of 25 patrol boats purchased by Global West Vessel Specialists Limited (GWVSL) for the Nigerian Maritime Administration and Safety Agency (NIMASA) for the fight against piracy on Nigeria’s waterways. NIMASA had in 2012 signed a contract with Global West, a company linked to ex-Niger Delta warlord, Government Ekpemukpolo, Elias Tompolo, for the supply of military patrol boats to boost NIMASA’s maritime security arrangement with the Nigerian Navy. But on coming to power in May 2015, the present government of President Muhamadu Buhari cancelled the contract, and through the Economic and Financial Crimes Commission (EFCC), arrested the former NIMASA director-general, Patrick Akpobolekemi, who awarded the contract with some of his staff, and instituted a case against them and Global West Specialists Limited. The case that was filed at a Federal High Court in Lagos in 2016 lasted for over four years but was only recently determined. Before the contract was cancelled, Global West had supplied 25 sophisticated bullet-proof patrol boats which were impounded by the EFCC, and put out of operation since then. The EFCC in the case it filed before the high court said the NIMASA/Global West maritime security contract was a fraudulent contract. According to an investigator with the anti-graft commission, Ahmed Ghali, former Niger Delta militant leader, Government Ekpemupolo, aka Tompolo, defrauded the Nigerian Maritime Administration and Safety Agency of about N23.8bn between April 2012 and March 2015, through a contract awarded to his company, Global West Vessel Specialists Limited. But recently, after four years of litigation, the case was decided in favour of Tompolo’s Global West and ex-NIMASA DG, Akpobolekemi. The High Court presided over by Justice Ibrahim Buba dismissed the fraud case. Justice Buba held that the prosecution “failed to establish a prima facie case” against the defendants, and dismissed the 40-count charge against them. With this judgment, stakeholders are now of the view that the arrest, detention and arraignment of the parties to the Global West contract were a mere political vendetta. And so was the cancellation of the security contact, which the present NIMASA DG, Bashir Jamoh, few weeks before the determination of the case declared a performing contract. Dr. Jamoh had told newsmen at a press briefing that the maritime security contract between the Nigerian Maritime Administration and Safety Agency (NIMASA) and Global West Vessels Specialists Limited owned by ex-Niger Delta warlord, Government Ekpemupolo, alias Tompolo, actually boosted NIMASA’s revenue and reduced the incidents of piracy on the nation’s territorial waters. A former top management staff of NIMASA that buttressed Jamoh’s disclosure said the contract actually boosted NIMASA’s revenue as the agency’s revenue profile jumped from between $10million-$12million per annum to about $19.5million per annum. Collection in local currency also moved up to N80billion from N30billion. Maritime operators opine that if the Global West contract with NIMASA achieved all this including reducing the incidents of piracy on the nation’s waters, cancelling the contract and leaving the boats to lie idle and rot away amounts to reckless a waste of resources. Meanwhile, it is not known what has become the fate of those multi-billion Naira bullet-proof fast patrol boats which had not been in operation or gone for routine maintenance since 2015. There is fear that some may have sunk where they are berthed, like some ships detained by EFCC, or may have become scraps. Sadly, no one has said anything about those boats since after the determination of the case https://businessandmaritimewestafrica.com/how-fg-wasted-multi-billion-naira-maritime-security-platform-patrol-boats/ |

Military patrol found no bandits on Zangang Hill kaura local government Kaduna. A few days ago, some groups in Kaura Local Government alleged, in a widely publicised press statement, the presence of over 600 armed bandits at Zangang Hills. The Kaduna State Government reached out to the security agencies for immediate action on the matter. Operation Safe Haven (OPSH), the military units deployed by Defence Headquarters in response to the security challenges in Plateau, Bauchi and parts of Kaduna State, and a detachment of the Special Forces of the Nigerian Army carried out extensive fighting patrols to the said Zangang Hill on 21st June 2020. The fighting patrol stretched up to the Kagoro Hills and other suspected hideouts. Troops did not encounter any group of armed bandits throughout the extensive fighting patrols. Furthermore, not a single bandit camp was found in the area and there is also no evidence of human activity in and around the hills as the reader will glean in the pictures attached to this press statement.

NAF RECORDS FIRST ALL-FEMALE CREW ON OPERATIONAL ISR MISSION The Nigerian Air Force (NAF) has again made history with the conduct of an operational Intelligence, Surveillance and Reconnaissance (ISR) mission by an all-female crew. The mission, which was conducted on 28 May 2020 using the NAF Beechcraft KingAir ISR aircraft, had Flying Officers Oluwabunmi Ijelu and Genevieve Nwaogwugwu as Captain and Co-Pilot, respectively, with Sergeant Njoku Patience as the Airborne Tactical Observation System (ATOS) mission operator and Lance Corporal Shawulu Godiya as the on-board technician. It is noteworthy that Flying Officer Ijelu is the first female officer to become a Captain on a NAF aircraft. The aircraft was also marshaled by a female Marshaller, Aircraftwoman David Precious. The mission, which was preceded by the customary pre-flight briefing, originated from the 307 Executive Airlift Group (307 EAG), at the Nnamdi Azikwe International Airport and covered selected areas of interest in Niger State and its environs, where intelligence that would support NAF air interdiction missions as well as the operations of ground forces was gathered. The Commander 307 EAG, Air Commodore Francis Edosa, while welcoming the all-female crew from the mission, applauded them for displaying a high level of professionalism. He remarked that the feat was only made possible as a result of the commitment of Chief of the Air Staff (CAS), Air Marshal Sadique Abubakar, to providing a level playing field for all personnel, whether male or female, to thrive and realize their dreams and aspirations in service to the Nation. This, he said, had translated into tangible positive results. He therefore thanked the CAS for giving the female personnel the opportunity to prove their worth in hitherto male-dominated specialties in the NAF. Within the past 4 and half years of the current NAF leadership, there has been a surge in the involvement of female personnel in areas that were previously the preserve of men. Five female pilots have been winged within the period, bringing the total number of female pilots in the NAF to 7. Many other female officers and airwomen are excelling in their various fields of specialization including Regiment and Special Forces, Aircraft/Armament Engineers and Technicians as well as Air Traffic Controllers, amongst others. The NAF’s objective in this regard is to maximize all of the potentials of Nigeria’s vast human resource pool, male and female, to ensure the effective, efficient and timely employment of Air Power in response to Nigeria’s national security imperatives.
