I see your narrative...Boko Haram definitely have sponsors, either in govt or international. The use of expensive vehicles, heavy weapons, payment of the fighters and food supply. These are indications that there is somebody at the top.

Most of the military vehicles and weapons were stolen by ransacking nigerian military bases in borno.
I watched one of their operation posted on youtube that time. They recorded how they attacked the military base.

Food. They steal food from towns and villages.
Also they have their food suppliers.
Some of them have been arrested and paraded.

They pay fighters from money they generate from their criminal activities.

They might be getting some money from gulf states.
Because boko haram ideology is saudi kind of ideology.
Saudi, kuwait, qatar, uae.
Some guys were arrested sometimes ago for sending money to bokos from dubai.

They bought the buses by themselves.
It might be even stolen.
They got the money from robbing banks, taxing the towns and villages and taxing politicians and rich men. Threatened them to harm their families.

I remember they stole two thousand cows of late emir of zaria. Estimated to worth hundred million naira. That is just one example.
