Mostly True. But over a long period of time. The Africans also aren't actually truly indigenous. Haplogroup E descends from the more ancient Haplogroup CT which is the originalout of Africa Eurasian haplogroup. The allele for lightskin is higher on average Kenyans than even the San communities but today Kenyans are far more darker, this is due to the geographical differences.
