The United Nations Development Programme has named South-East Nigeria as the most human security secure geopolitical zone in Nigeria.

This is contained in the National Human Development Report for Nigeria, 2016.



The report adds that Abuja, which is the Federal Capital Territory, is the safest city to live in Nigeria as it ranks low in the Human Security Index

The UNDP defined Human Security as safety from chronic threats such as hunger, disease and repression as well as protection from sudden and harmful disruptions in patterns of daily life whether in homes, jobs or communities.

The Economic Adviser, UNDP Nigeria, Mr. Ojijo Odhiambo, said at the launching of the report in Abuja on Friday that the North-East and the North-West remain the most affected areas in Nigeria

The report adds, “The report further highlights the existing gap in human security across the geopolitical zones of the country; – the most human security secure geopolitical zone is the South-East while the North-West and the North-East geopolitical zones are the least human security secured, with residents of the Federal Capital Territory being the worst in most realms of the Human Security Index.

“The North-East region of the country has been the most affected by the more than five-yearlong military insurgency. It also remains among the least developed parts of the country.”

AshakaCem, a subsidiary of Lafarge Africa Plc, has disclosed that its new coal-fired power plant in Gombe State is going to cost $100 million.

Speaking at the company’s 41st Annual General Meeting (AGM) yesterday in Abuja, the chairman, Board of Directors, Mallam Suleiman Yahyah, said the ongoing project, which would be completed in the next 18 to 20 months, is in two phases: the first phase of the project will cost the company $40 million, while the second phase will cost $60 million.

He said: “It is going to be an independent power plant that will utilise our abundant coal resources. It will be located at our plant. It’ll be called Aco independent power plant. It will give Ashaka 100 per cent of its energy needs; we will sell the surplus to the (national) grid and give some to the community. The project is ongoing; it will be completed within the next 18 to 20 months.

“The coal-fired power plant will not only support the expansion but also contribute to the ‘Star of the North’s social investment in its operating environment by supplying power to the neighbouring communities.”

Speaking on the 2015 financial results at the meeting, the board chairman said the company recorded a dividend payment of 15 kobo on every ordinary share in issue for the period of 2015 financial year, totalling N336 million, adding that the company recorded a profit of N2.7 billion after tax.

According to him, “The results we are presenting today to shareholders have been achieved in a challenging global and national economic climate. We made N2.7 billion as profit after tax in 2015. The climate is currently tough but we are counting on the resilience which saw us through the last quarter to propel us to better results in 2016.

“We now enjoy a more stable and secure operating environment. We are also well positioned to benefit from the threefold increase of capital expenditure envisaged in the 2016 budget.”

France and Japanese Government have earmarked the sum of $1 billion about N197 billion for the construction of mono rail project in Lagos state, aimed at boosting the state governnent’s effort in sustenance of its mega city status. Meantime, the state government generated N101.69 billion revenues in the first quarter of year 2016 appropriation year, even as it had secured $100 million about N19.7 billion loan from the French Government to upgrade slums in the state. Commissioner for Economic Planning and Budget, Mr. Akinyemi Ashade, disclosed these Monday, during the ministerial press briefing in Alausa, Ikeja, in commemoration of Governor Akinwunmi Ambode’s first year in office. Ashade said both countries have earmarked the funds following previous achievements by the state government. The commissioner explained that the continued increase in the state population has put pressure to partner other governments in improving the standard of living in the state. His words, “In a bid expanding its development partnership with the Lagos State Government in urban mass transportation, Japanese International Cooperation Agency, JICA will commit the sum of $1billion to development of a mono rail which will connect Marina to Victoria Island and Ikoyi. Ashade noted that the need for the project was the outcome of the preliminary survey on Mass Rapid Transit, MRT system in Lagos metropolis conducted by JICA and Lagos Metropolitan Transport Authority, LAMATA. He however, stated that the availability of the fund would be determined by the results of a feasibility study, saying “JICA will commit the sum of $1billion to the project if the result of the preliminary survey is validated by the feasibility study amongst other conditions.” 85 0 2

No fewer than four power plants became idle on Sunday as a result of the attacks on oil and gas facilities in the Niger Delta, bringing the total number of plants not generating any megawatts of electricity to 12.

There was significant reduction in generation from virtually all the other plants producing electricity, including Egbin in Lagos State and Alaoji in Abia State.

The shut power plants are Sapele I in Delta State; Geregu I and II in Kogi State; and Omotosho II in Ondo, with their installed capacities put at 240MW, 138MW, 435MW and 500MW, respectively, according to industry data obtained by our correspondent.

As of 6am on Thursday, Sapele I generated 70MW; Geregu I, 142MW; Geregu II, 135MW; and Omotosho II produced 110.2MW.

Suspected militants in the Niger Delta had on Wednesday night blown up Chevron’s Okan offshore production platform, forcing the oil major to shut down the facility.

On Thursday night, a pipeline transporting crude oil to the Warri refinery and a 16-inch gas line, owned by the Nigerian National Petroleum Corporation, were also blown up by the suspected militants.

An industry source said the damage to Chevron’s Okan platform on Wednesday had already cut supply of associated gas from the Okan field, adding that the gas supply shortfall worsened after the development on Thursday.

Sapele’s units ST1 and 2 were said to have been shut down due to gas constraints; with the ST3 undergoing rehabilitation; ST4 and 5 awaiting major overhaul; while ST6 tripped and shut down on gas control valve not following reference point.

Geregu I saw its unit GT11 shut down due to gas constraints; GT12 for major overhaul; and GT13 was said to be out on maintenance.

At Geregu II and Omotosho II, all the available units are out due to gas constraints.

The total national power generation stood at 2,223.4MW as of 6am on Sunday, down from 3,183.9MW on May 5.

The slide in power generation has worsened the blackout being experienced in many parts of the country, with many consumers without electricity throughout the weekend.

Generation from Egbin, the nation’s biggest power station, stood at 315MW, down from 1,085MW on March 15. It generated 220MW on Thursday.

The station’s unit ST1 was said to have tripped on generator CB trouble; while ST2 and 3 were not on spinning reserve due to Egbin G/S management decision. Units ST4 and 5 were reportedly out due to gas constraints.

The Egbin power plant, which is situated in Lagos, has the capacity to contribute about 1,320MW to the national grid.

As of May 5, eight power stations, including Shiroro Power Station in Niger State, Olorunsogo II in Ogun State, and Rivers and Trans-Amadi IPPs, both in Rivers State, were idle.

Shell’s Afam VI power plant generated the highest megawatts of electricity at 501MW as of 6am on Sunday, the data showed.

In its bid to ensure that the University of Ilorin has an uninterrupted supply of electricity, the institution has signed a Memorandum of Understanding, MoU, with an American company, Arrow Capital Solar Company, to produce 500 mega watts of solar energy.

The project, that would gulp N600 billion, would commence immediately and is expected to be completed in October this year. The project is the first of its kind in the Nigerian universities as well as the subregion.

Addressing select journalists in Ilorin, the Kwara state capital over the weekend while signing the MoU, the Chief Executive Officer of Arrow Capital Solar Company, Brian Travis, said the project, which is strictly private sector driven, was “an absolute demonstration of private sector initiative by the American company in Nigeria.”

Aside from the institution’s stable academic calendar, Travis said University of Ilorin, among several other universities in Nigeria, was selected for the project because of its strategic location, pointing out that the institution is an ideal location for solar power, especially that the backbone of the electricity distribution in the country runs through the line of the institution. Besides, he said his company was buoyed by President Muhammadu Buhari’s announcement during his official visit to America that Nigeria was highly committed to solar power.

“The project is roughly N600 billion and is expected, when completed in about five months time, to produce 500 mega watts of solar energy.

” It is going to supply 10 percent of power to Nigeria; we have three major grids and with significant power we will extend to Lagos, Kano and other parts of the country. “

The visibly elated Vice Chancellor, University of Ilorin, Prof. AbdulGaniyu Ambali, in his remarks, said the total electricity consumption of the university is four percent, adding that the company has made necessary arrangement to sell the remaining 496 mega watts to the federal government to boost power supply in the country.

He said: “We at the University of Ilorin see the project as an opportunity to contribute to the efforts of the federal government of Nigeria in terms of power generation and distribution.

” Again, we are looking at the benefits the University will derive from the whole exercise, among which is the constant power supply to our university. We cannot over emphasise the need for that because we have a lot of departments that depend on constant power supply, most especially our biomedical research. We recently commissioned a Centre for Research Laboratory and we have quite a number of research groups being encouraged to do research and we all know that we cannot carry out scientific research appropriately without constant power supply. “

To Prof. Ambali, the project would go a long way to encourage the graduate students of the university in their research to generate data that would be acceptable and comparable to others across the globe.

From the solar panel assembly plant that would be built by the company, the Vice Chancellor posited that this would afford their engineering students to have a state-of-the-art training and skills in producing solar panels, while it would also afford the institution’s entrepreneurship centre the unique opportunity to train the middle level manpower that would be needed to assemble and maintain such facilities whenever they are made available to the public.

He said: “The positive effects that the project will have on Kwara state, on Nigeria as a whole are enormous and we look forward to the fruitful completion of the project and its inauguration in October this year.”

Nigeria is seriously considering the decentralisation of its power transmission network into segments which could be concessioned to private operators to invest in, manage and charge transmission fees, the Minister of Power, Works and Housing, Mr. Babatunde Fashola, has said.

Fashola said yesterday in Lagos that due to the current challenges of the country's transmission network, a proposal on the 'technical

possibilities' of decentralising the huge transmission grid was already on the table of the government.



He said the proposal, if it sails through, would enable the government invite private operators to invest and manage segments of the grid on an agreed commercial framework.

The minister spoke at a public lecture, a text of his speech was however made available to THISDAY by his media aide, Mr. Hakeem Bello.

He said the adopted roadmap of the President Muhammadu Buhari government for the power sector was first to ensure that power generation in the country remained incremental, its transmission stable and distribution uninterrupted.


Fashola also disclosed that a total of 907 containers loaded with transmission equipment at the country's sea port have been ordered to be released to the Transmission Company of Nigeria (TCN) and its contractors by Buhari.
This, he noted, would allow the TCN complete extant transmission projects which would see it grow its wheeling capacity to 20,000 megawatts (MW) of electricity within five years.

"We are also looking at technical possibilities that support the decentralisation of the grid while keeping them interconnected.

"This will help us take up offers of private investment that ensures investors can ring fence and collect revenues wheeling charges for the power they help to transmit or transport," Fashola said.

He further explained that: "Today, they (TCN) can only transport 5000MW.




That is all we have done since 1950. We must do more and we are on the way.
"There are currently about 126 projects awarded for this purpose but with all sorts of problems."

On the released containers, he stated: "About 907 containers of various equipment imported at the ports and paid for, have been abandoned with demurage, port charges and all sorts of costs by contractors who have deserted their contracts.

"Approvals have been given by the president for their release, we have met with Customs, the shippers, the warehouse owners and operators all of whom have shown an inspiring sense of patriotism to release their containers. These meetings are being chaired by the vice-president.

"The containers expectedly contain all sorts of equipment which hopefully, when recovered, will help solve some of our transmission problems.

Sentiment aside, has anybody noticed that Fashola hasn't introduced any initiative on power improvement apart from recycling existing roadmap which he and other APC leaders (including Buhari) roundly condemned in the past? Having accused the last govt of awarding power projects to its cronies, one would have expected this govt to embark on massive review of the power contracts toward fast tracking electricity improvement but alas, it's déjà vu. Well, we know Buhari can't touch the owners of the GENCOs and DISCOs. Na only Dasuki, Deziani, Obanikoro FFK etc dem fit probe.

Construction works has resumed at the site of the 700 megawatts (MW) Zungeru power plant in Niger State, after the federal government facilitated an out of court settlement by parties involved in the dispute, Minister of Power, Works and Housing, Babatunde Fashola, has said.



The minister disclosed this while delivering a lecture titled Nigeria’s Electricity Challenge: A roadmap for change, at a public lecture in Lagos yesterday.

Fashola explained that although the project which was held up in court for several years, is now three years behind, the dispute has been resolved, parties are out of court and over 800 workers are back on site.

While noting that this would deliver incremental power, he added that government is working to consider alternative and sustainable fuel supply to the 215MW plant in Kaduna which was designed to use gas, but is located several hundred kilometers away from gas sources, stressing that government has resolved never to site power plants far away from their fuel source.

“To achieve this, we are working round-the-clock within the ministry, and with other ministries like Solid Minerals, Water Resources and Ministry of Environment, to deliver an energy mix that will assist power production, investors and all stakeholders on how to site solar power in the North, hydro power in the North and North-Central, coal in the North Central and South East and gas in the South-West and South-South.

“This is our roadmap to incremental power, because it not only makes the power cheaper, if the fuel is nearer, but it makes it easier to plan and execute transmission plan, to ensure the power is evacuated and distributed,” he said.

Other imminent power sources listed by the minister as important to the quest for incremental power include the 40MW Kasimbilla power plant, the Katsina 10 MW wind and the 222 MW Gbarain plant in Bayelsa State.

He added that “There are also those who just require gas to operate and deliver full power such as the AES 240 MW plant in Lagos, the Geregu I and II plants in Kogi state where four turbines of 115 MW each simply do not have gas, the Omotosho and Olorunsogo power plants where only three turbines out of 12 turbines are working, and with the supply of gas we can increase power from the present 160MW to over 600MW,” Fashola stated.

Speaking further on the roadmap for incremental power, the minister stated that there are also plans by this administration to complete about 2,100 inherited rural electricity projects which should have been completed by law since 2006.

The federal government has commenced discussions with the Taraba State Governor, Mr Dickson Ishaku to construct a 3050megawatts (mw) Mambilla Hydropower Plant in the state, Power Minister, Babatunde Fashola has announced.



“We have opened discussions with the Governor of Taraba State, Governor Dickson Ishaku, who incidentally was once a minister of state for power," he said.

“The first thing to do is to acquire the land and deal with compensation issues, which the governor has promised to deal with.”

He said the project would be “the single largest power plant with over 3,000mw in one place and it potentially takes us close to steady power" if built.

“The feasibility study has been done and so too the environmental impact assessment. We move one day at a time closer to starting Mambilla," he added.

The project has been valued at $5.732billion (about N1.140trillion) with the Engineering, Procurement and Construction (EPC) contract proposed for two Chinese companies, Gezhouba Construction Group Corporation (CGGC), and the Sinohydro Corporation.

An official said the project would take 63 months to complete and be handed over to the federal government.

Nigeria is expected to contribute 25 per cent of the project’s fund while the China Export Import Bank provides 75 per cent.
