Try and enrol in any university around that offers degree conversion in Elect/Elect. It will take you about 2years to complete.

The 1 year I mentioned is for NBTE approved topup program which is done online

I wont advice anyone to do it because of discrimination, instead go to any universities around that does it. It wont take more than 2years.

There's an expiry date on the COS. If it's not past the expiry date yet then there nothing to be worried about. We've had people traveled after their resumption date on this thread but if you're worried it might be an issue, you can tell the company to write a letter relating to the change of resumption date incase you're being questioned at the POE.

If one successfully top up his HND to BSc with a recognized school in Nigeria, how possible can you proceed to master abroad ? The reason for my question is this, I read in one school in Canada that for you to be considered for masters, you must have BSc with study period of not less than 3yrs.

My fear is that, if you top up in 2yrs, won't this be reflected in your result and thereby falling short of the above threshold?

Please a well informed individual should clear me on this.

You will back it up with your OND and HND results when applying for your masters.

@shalom4eva. You don't need to confirm it online .It is just like direct entry to university but must be at least 2 years and the course must be related in a NUC approved School and accredited course.
