IS this the war that will end the oddities in Nigeria’s political culture and practices?
Would this war end up healing the country’s tribal, ethnic, religious cleavages? How far could it go salvaging many decades of damaged social and moral value systems? Would collapsed education resurrect?

These are some of the questions popped up again and again in these last days. President Muhammadu Buhari’s anti-corruption campaign is just beginning.

Its early stages are marked by probes and prosecution by anti-graft agencies backed by the secret service. At the moment, the war is focused on the case of immediate past former National Security Adviser, retired Colonel Sambo Dasuki now being prosecuted for alleged mismanagement of $2.1 billion budgeted for military arms and ammunition among high-ranking politicians.

The Nation has been set on edge, many embarrassed or titillated by the attendant exposures as the media daily unmasks names.


For now, former “movers” and “shakers,” – political “godfathers” who used to “make things happen” have stepped back or gone into quiet or shifted allegiance to the APC. Immediate past President, Dr. Goodluck Ebele Jonathan, with the singular notable distinction of first incumbent Nigerian Head of State to be defeated in an election has gone into solitude. It is uncertain now how he fits into the concerns of the party.
Most of the alleged beneficiaries of the alleged loot are of course, politicians of Peoples Democratic Party (PDP). The party had ruled for the first 16 years of Nigeria’s 4th dispensation.
Its defeat by the newly formed All Progressives Congress (APC) in the 2015 general elections is one of the milestones of the country’s political development.

Dasuki had been arraigned in court along with three persons since last December 14. Powerful and well-placed politicians are invited or placed under surveillance at home/streets and airports, arrested, questioned and taken to court.

The drama is unfolding. And Nigerians, particularly with the social media have baptized it as Dasukigate.
Here, the Nation goes again: Social phrases and decorations during the eras of former Presidents Olusegun Obasanjo and Dr. Goodluck Ebele Jonathan included, “garrison commander,” “K-leg,” “clueless” or “cluelessness.”

With Dasukigate, the APC/Buhari administration begins its own collection. There is also “Dasukied” or “you Dasuki me, I befriend you,” spoken like “you Tarka me, I Dabo you” of the olden times politics.
They are about the looting of public funds for private pockets. Of course, under the APC, the 16 years of the PDP have been baptized as “years of locusts.”

The Buhari anti-corruption war has already dragged notable politicians, hitherto regarded as untouchable or above the law before the court. It however, risks becoming a phenomenon of endless trials, which may not end with the President’s tenure.

PDP and opposition crisis
For the PDP, the net effect is wounding the party’s public image almost beyond redemption. Its leadership cadre is embroiled in trouble. Individuals who had carried on with the public image of statesmen are being shown for alleged freeloading for illicit purposes.

The PDP had dominated the country’s politics. It is the only party still with the muscles to stand up to the APC. Other parties or transactions are feeble and opportunistic. None of them can hold the candle to the PDP.

The so-called Dasukigate alleged illegalities are exposing some of the dirty sides of the Nation’s politics perpetuated under the PDP: that deals involving huge amounts of money exchanged hands among well-placed politicians for support during election.

Highly respected statesman, Chief Olu Falae, national chairman of the Social Democratic Party (SDP), was named in connection with allegedly collecting N100million. This shows that smaller parties stand on no principles. They can be bought over.

Falae, octogenarian, was abducted last September by alleged Fulani herdsmen in his Ondo State farm. His abductors allegedly demanded N100million. Falae was quoted to explain that he obtained the alleged money from Chief Tony Anenih, a PDP Board of Trustees chairman, for election logistics support.

Attentive Nigerians have quickly added an ironic twist to the N100million in the two events. Many suspect that the old man’s alleged abductors got wind of the Anenih/Falae alleged swap before they struck.

The PDP has received blisters. It is difficult for the party to function as a strong opposition without a credible leadership. Its rank and file seeing their leaders shown for the way they had allegedly shared public money among themselves feel left out or cheated.

In future elections, especially the 2019 general election, the PDP is likely to face tough times. However, the APC is already making its own set of political mistakes. The PDP would only hope to cash on them.

The party has lost ground. Politicians like Chief Solomon Lar who were political powerhouses and others like Chief Bola Ige and Chief Sunday Awoniyi whose foresight and intellectual brilliance led to the founding of the party are dead.

Former President Olusegun Obasanjo made a show of tearing his membership card before campaigning for Buhari’s election. Atiku Abubakar, Vice President under Obasanjo, led the group of former PDP governors into the APC just before the 2015 Presidential election.

How he proceeds from now is an intriguing aspect of the APC outlook for the 2019 election.
Younger elements – Governors Ayo Fayose (Ekiti), Dr Segun Mimiko (Ondo) and National Publicity Secretary Chief Olisa Metuh, have been virtually the only ones raising insistent voices in the party.
Metuh is meanwhile being held by the anti-graft agency, Economic and Financial Crimes Commission (EFCC) since January 5. The African Independent Television (AIT) founding chairman, Chief Raymond Dokpesi, also facing trial, boldly announced himself “PDP freedom fighter.”

He had spoken up over his trial in court, putting a stop to sneaky speculations that “he could find his way” into APC.
Defection, a scourge of Nigeria’s lackluster partisan politicking is recurring in many states. Decampment is mostly from the PDP to the APC. Mass defections characterized the run-up to the 2015 Presidential election. In Nigeria, politicians jump ship citing their people’s interests rather than personal concerns.
Chief Jim Nwobodo ex-minister, ex-Governor of old Anambra State quit PDP for APC stating he wanted more active participation at the centre for his Igbo South East.

His defection is being cited as proof that the Buhari’s anti-corruption campaign gives cover and protection to APC politicians. Nwobodo was named as alleged recipient of N100million from Dasuki.
Like Nwobodo’s, the case of retired Brig. Gen. Jafaru Isa, an APC chieftain said to be close to the President is used to criticize the anti-graft campaign as selective.

Isa, a former governor of Kaduna State was invited and later released. EFCC chairman, Ibrahim Magu was to explain that he had returned N100 million. He was named in connection with collecting alleged N160million.

To the issue of stolen public money being returned, President Buhari had repeatedly assured the Nation that there would be full disclosures of names and amounts at the appropriate time. Right now, public opinion seems to suggest that the collection of every stolen kobo of public money could eventually end up in new hands.

The ranks of PDP National officials now sound conflicted. National Deputy Publicity Secretary, Abdullahi Jalo, addressed a press conference in Abuja last week calling former President Jonathan to speak publicly on the alleged loot.
He reportedly wants his superior, Metuh, and other PDP chieftains alleged to have used private companies to go to court to make their case since the alleged monies were not paid into the party coffers.

Prince-Uche-SecondusNot long after he spoke, Chief Uche Secondus, the party Acting National Chairman, addressed another press conference to rebuke Jalo and repeat his call on EFCC to free Metuh from its detention.

Some of the party Vice Chairmen had since distanced themselves from the alleged crime, urging the Buhari administration to pursue his crusade without sparing anybody.
The PDP has lost much of its mystique. Meanwhile, in a fit of hubris, key leaders outside and within the APC national office led by Chief John Odigie-Oyegun are said to caution the party outposts against some PDP chieftains wishing to decamp to APC.

The anti-corruption war
Perhaps because of Buhari’s ascetic image and unyielding attitude, Nigerians seem inclined to presume that his anti-corruption campaign is different from those of his predecessors. And it will yield different and better results than in the past.

But corruption in the country is systemic; deeply rooted in all facets and every fabric of the society. Besides, in some circles, the early stages of the current campaign are not different from the Obasanjo era. If nobody ends up in jail, it might all be taken for wasted opportunity.

The question is asked: Could Buhari prosecute every governor, legislator, council chairman, judge, traditional ruler, vice chancellor, permanent secretary, commissioner?

There are increasing calls on Buhari to implement the 2014 National Conference report. The 460-member conference recommendations include restructuring of governance and proposals to reform government institutions to strengthen them and check corruption.

The Chief Justice of Nigeria, Justice Mahmud Mohammed, is not happy at alleged inconsistent decisions of the nation’s courts especially on election petitions.

The CJN is said to have taken note of public complaints about contradicting decisions, particularly by divisions of the Court of Appeal, and fears the situation is capable of eroding public confidence in the Judiciary.

The CJN suggested to the Appeal Court to create “an internal law report for Justices to access either electronically or in print in order to reduce the avenue for conflict in its jurisprudence.”

He also drew the attention of Justices of the Court of Appeal to the suggestion made in 2008 by a retired Supreme Court Justice, Niki Tobi, to the effect that “immediately a decision is given in one division, it should be sent to the other divisions without delay.”

Justice Mohammed spoke in Abuja last week at 2015 edition of the Annual Conference of the Court of Appeal.

The CJN argued that judges, being guardians of the law, “must not only be just, but also convey certainty in our justness.”

His words: “It bears reminding that the overriding objective of every legal system in the world is to do justice. However, this cannot be achieved where there is confusion as to the state of the law as pronounced by the court.

“As your lordships will agree, where an aggrieved person perceives, whether rightly or wrongly, that they will not receive justice, such a situation can indeed bode ill for the community in which he lives and can lead to acrimony and anarchy.

“We must not ignore the negative perception that is occasioned by conflicting judgments delivered at various divisions of the Court of Appeal.

“Such judicial contradictions only result in untold hardships to litigants in their quest for justice. They further cast your lordships in an unfavourable light and leave the judiciary at the mercy of inuendos, crass publications and editorials.”

Justice Mohammed commended the court’s Justices for their positive contributions to the development of the nation’s justice delivery system.

He hailed the court’s head, Justice Zainab Bulkachuwa for the way she constituted election petitions tribunals in spite of budgetary constraints.

“I must similarly commend your lordships for being instrumental in propelling the judiciary towards an improved system of administration of justice in Nigeria.

“With one justice of appeal to 1.8 million Nigerians, I dare say that your efforts at dispensing justice, despite frightening caseload, can best be described as extraordinary.”

Justice Bulkachuwa said 2015 was quite challenging for the court, because it was an election year.

She ruled out the possibility of the court embarking on fresh project this year in view of the new policy of zero budgeting, but assured that the court would strive to complete all existing ones.

Bulkachuwa noted that the court’s annual justices conference, introduced by a former President of the court, Justice Mustapha Akanbi, was intended to enable the court take stock of its activities for the year, identify challenges and seek solutions.

Congratulations Nigerians. The Federal government's gift to us this year is the removal of fuel subsidies in a very 'Technical' way. I'm totally in support of the government's removal of subsidy because I can't remember when I bought it at the regulated price. Besides, no provision for subsidy was made in the 2016 budget.

In the template below, the expected selling price is N85.10 which is based on the current price of crude oil. If the price of crude changes, there will now be a corresponding change in the price of PMS based on the price modulation introduced by the minister of petroleum.

Never the less, Nigerians should not expect to buy at the government's estimated price. The real determinants of the price will be the exchange rate, demand and supply.

Senate Investigates Alleged Abuse Of Treasury Single Account

The Senate has begun an investigative hearing to unravel allegations of abuse of the Treasury Single Account regime (TSA).



President Buhari had given a directive that all government Ministries, Departments and Agencies should pay all revenues and monies accruing to the Federal Government into a Federal sub Treasury Account maintained by the Central Bank of Nigeria (CBN).

However, federal lawmakers on December 11 at legislative proceedings, expressed fears that the private firm hired to mop up government’s revenue into the account was costing the nation billions of Naira in fees.

A lawmaker had said that it was a gross violation of section 162 (1) of the Nigerian Constitution and the banks and other Financial Institutions Act.

Disapproval To Commission

They gave their disapproval to a one per cent commission, which the private firm was allegedly collecting to mop up revenue.

Last week, the Senate Committees on Finance, Banking and Other Financial Institutions began an investigative hearing to get to the bottom of allegations of the abuse of the TSA.

At the hearing, the CBN Governor, Godwin Emefiele, in his presentation, disclosed how much had been pooled into the Treasury Single Account so far.

“We now have, as at December 8, a total of 2.038 trillion Naira in the TSA,” Mr Emefiele told the Senators.

He also made an observation as regards the one per cent commission which had been the bone of contention.

“I will like to confess that i did not really know, because I have to say what I know, that the one per cent charge that was being taken from that account.”

The Accountant General of the Federation, Ahmed Idris, completely disassociated himself from the contract signed with Systemspecs to provide the e-collection platform.

“There is no MoU between the office of the Accountant General of the Federation and CBN on either the appointment of REMITA which is the issue being discussed now,” he stressed.

The Managing Director of Systemspecs, John Obaro, however, had a different version.

“Systemspecs has a valid contract with the CBN for the provision of gateway that supports payments and collections of government revenue.

“The fees were discussed by all stakeholders set by CBN and the AGF communicated to all by the CBN and included in our contract,” Mr Obaro explained.

The Senate President and the chairman of the Joint Committee, Senator John Eno, emphasised that the purpose of the investigation was not to witch-hunt anyone but to ensure that due process was followed in government transactions.

The investigative hearing is expected to continue on Tuesday December 15.

For sometime I have been reading different transactions in
the ONSA and how Ngozi Okonjo Iweala helped in making
some transfer to that office, I still keep asking whether that
is the proper procedure? Whether such could be argued to
be legal or otherwise? Whether she could have done
otherwise and possibly resigned? Whether she mislead the
then President while trying to wash her hands? NOI is a very
smart economist who tried to remain clean in the entire
transaction yet still got it quite wrong. No doubt ,Former
President Jonathan is not an expert in money transactions
despite his quite intimidating profiles, and from all I have
been reading I can say that in my opinion he does not
understand the nittygritty of the workings of government
even though he has spent so much time in government
house, hence his associates whom he trusted capitalised on
it and ostracised smart men like Obasanjo from him. I am
not making case for him because he could still be held for
complicity in the entire transaction, what I am saying is that
NOI who had seen that she cannot stop corruption by giving
the right advice could have resigned, travelled out of the
country and revealed all that we are seeing long before now
after taking another job with an American firm. I am so sad
now to see that all her sayings that we had a fine and
working economy were all lies, it was an abuse of our
intelligence as Nigerians, she lied to us that nothing is wrong
with our governance by still holding office as Minister of
Finance, she could have tell the then President in simple
words that she cannot continue with what was happening.
The silence of our friends will be long remembered during
our time of despair but with the recent series of revelations I always want to ask if Ngozi Okonjo Iweala is truly a friend of
her dear country whose development she was entrusted
with as Minister of Finance. All I will say as a true Nigerian is
let the investigation continue, we need more revelations,
speedy prosecution and conviction in case anyone of them
is guilty, we want refund and long term sentence for each
and everyone of them. We need some persons to be used as
scapegoats for other to learn that they must always fear the
consequences of their action and not necessarily the man at
the helms of affairs since another man can still come to
check the wrongs of those who are there today.

The West African Examinations Council (WAEC), has appointed Mr. Olutise Isaac Adenipekun as the new Head of the Nigeria National Office. He succeeds Mr. Charles Eguridu who has retired from the services of the Council.

Until his appointment as Head of National Office, Adenipekun was the Zonal Coordinator, WAEC Zonal Office, Ibadan. He assumed office on December 9th, 2015.

Adenipekun, who hails from Ere-Ijesa, Ilesa in Osun State, was born on March 5th, 1960. He attended St. Stephen Primary School, Ere-Ijesa and Ijebu-Jesa Grammar School, Ijebu-Jesa.

He graduated from the then University of Ife (now Obafemi Awolowo University (OAU), Ile-Ife) in 1983 with a B.Sc (Hons) degree in Political Science. He also obtained an M.Sc degree in International Relations from the same university in 1987 and in 2012 he got a Masters in Public Administration (M.P.A) in Management of Educational Institutions from the Lagos State University (LASU), Ojo.

The Ondo State Governor, Dr. Olusegun Mimiko, and other leaders of the Afenifere, have once again called on President Muhammadu Buhari to urgently implement the resolutions of the 2014 National Conference.

Mimiko also called for the unity of the Yoruba leaders in the South-West irrespective of their political or religious affiliations.

The governor said this on Tuesday during a Yoruba summit which has as its theme, “Economic Downturn and Employment in Yorubaland,” held at the International Event Centre, Akure, the Ondo State capital.



Mimiko said, “The overreaching recommendation of the confab was the need for political restructuring. This is to retain a federal system of government with states as the federating units, with all the powers and resources thereto.

“It would allow states that wish to merge to do so in accordance with the constitution of the Federal Republic of Nigeria (as amended), a possibility that is no longer too far-fetched given the financial crises in which most states of the federation have now found themselves.

“The restructuring would also accommodate the establishment of state police to enhance national security. In the economic domain, exploitation of solid minerals would be taken from the Exclusive Legislative list, such that states would be able to harness the solid minerals in their jurisdictions, thus creating employment, generating more revenue and developing at their own pace.

Some of the Yoruba leaders who attended the summit include Pa Rueben Fasonrati, Pa Ayo Adebanjo, Chief Olanihun Ajayi, Bishop Bolanle Gbonigi, Chief Olu Falae, Brig. Gen. Raji Rasaki (retd.), Dr. Kunle Olajide and Chief Sehinde Arogbofa.

All the Yoruba leaders who spoke at the summit insisted that the President must implement the recommendation of the 2014 national confab’s recommendation.

They said failure to do this would make the country to continue in stagnation.

The guest speaker, Dr. Yemi Farounmbi, asked the South-West governors to solve the unemployment problem confronting the youths in Yorubaland through the creation of small and medium scale enterprises at the local government level.

Adebanjo, in his remarks, said anyone who loved the unity of the country should not oppose the confab report.

The Afenifere chieftain said, “If President Muhammadu Buhari is sincere about the peace and unity of this country he should implement the recommendation of the confab report. “

Also, the Leader of the Odua Peoples Congress, Mr. Gani Adams, accused President Buhari of insensitivity over the restructuring of the country.

He stressed that the only way for the country to progress was for it to undergo restructuring.

“President Buhari does not believe in restructuring of this country, and without the restructuring, there is no way out for the country to move forward,” he said.

I am not suprised. Students of history will know how Nnamdi Azikiwe frustrated the demand of the Niger Delta minorities.
We know how the igbo's vehemently rejected the establishment of the 1958 Sir Henry Willink Commission of Enquiry which was charged with the responsibility of addressing the fears of the Niger Delta minorities.

Pre-indepent Nigeria, the Niger Delta minorities argued that they do not want to be part of an independent Nigeria. They asserted that the treaties the British signed with their fathers does not include lumping them together with other tribes in Nigeria, but Alas ! An igbo man Nnamdi Azikiwe, under the cloak of ''Nationalism'' convinced the British to ignore the demand of the Niger Delta minorities

As far as they are concerened, you are a war booty to them. As far as the Yoruba, Igbo and Hausa are concerened, those of us from the minority tribe are inconsequental in the scheme of things
Go and read the evolution of nigeria's political develoopment or ask from your elders. Late obafemi awolowo was a champion of the rights of the minorities. The agigation was opposed by the northerners ably supported by their lackeys in the former eastern region as they both formed the federal government in the 1st and 2nd republics.

A Federal High Court in Abuja has declined jurisdiction in a suit filed by the Governor of Kogi State, Captain Idris Wada, against the All Progressives Congress and the Independent National Electoral Commission (INEC).

The judgment was delivered on Friday, a day to the scheduled supplementary election, by Justice Gabriel Kolawole.

Governor Wada had asked the court to declare him the winner of the November 21 governorship election, following the death of the candidate of the All Progressives Congress (APC), Mr Abubakar Audu, who was leading.

But Justice Kolawole said that only an Election Tribunal could adjudicate such suit.

He said that the role of the judgement was to create a judicial and permissive atmosphere for INEC to conduct the supplementary election scheduled for December 5.

Idle Judicial Indulgence

The judge further said that it was his view that where the court did not have affirmative powers to make declarative orders, it would amount to idle judicial indulgence to proceed with the suit.

Justice Kolawole on Tuesday adjourned for judgment after all the parties adopted their final written addresses on contentious legal issues that arose after the sudden death of the candidate of the All Progressives Congress (APC), Mr Abubakar Audu, before the election was concluded.

The court had consolidated four separate suits challenging the legality of the scheduled supplementary election, with the Justice saying that there was need for the court to expeditiously determine the issues “so that INEC will not conduct the election under a grave shadow of doubt as to the legal or constitutional validity”.

Other persons who filed suits, Johnson Usman, Emmanuel Daikwo and Emmanuel Igbokwe were asking the court to rule that a fresh governorship election should be conducted in the state.

INEC had declared the governorship election held on November 21 inconclusive, even as it fixed Saturday to conduct a run-off poll.

The electoral body said it declared the election inconclusive because the margin between the leading candidate, Late Audu and the second contestant, the incumbent Governor and candidate of the Peoples Democratic Party, was less than the number of cancelled votes.

A Federal High Court sitting in Abuja has struck out all four cases instituted before it in respect of the November 21 governorship election in Kogi state.

Justice Gabriel Kolawole, who delivered judgment on the consolidated four cases said the Federal High Court had no jurisdiction to entertain all the reliefs sought by the various parties.
