Let president Tinubu supervise the nnpc crude oil liftment to his and other modular refineries, since he his the minister of petroleum. I may not really like Obaseki but I give him kudos for the foresight by partnering with investors to build that refinery. Shame to other big oil rich state, who couldn't take advantage of non functional state refineries over the years to float one. Delta, rivers, bayelsea, and akwa ibom can conveniently build at least 200,000 barrels of refineries. What this states has received from federal allocation since 1999, thus not commisurate with development.
