I'm not an expert but I also doubt that it can completely build it. when I say completely, I mean with plastering, interior works etc. but it will definitely raise it to a significant level(roofed level), if u already av land.

Not sure if you know this isn't tribal issue it's political. Besides it's only northern politicians I've seen against it. Then SW states also support this aswell. Even northern politicians wIould do it for their own self interest for tax revenue.
