I'm from Delta State and I have been to the coastal creeks and swamps before. The project is a scam and the government know they can't complete such project. Where is the land to build the road on along the Niger Delta coast when all you can see is continuous "sea" of swamps and creeks spanning hundreds of kilometers? Presently, Nigeria don't have that kind of money or even the technical know-how to complete such an ambitious project.

Some parts of Urhobo-Isoko land (Olomu, Ewhe, etc) claim they migrated from Igbo land.
