You need quorum for other businesses and bills not on this

To form a quorum is about 75 or less and 2/3rd of that is about less than 50 senators. APC Senators/ HoR members already have excess more than the number required for a simple majority in both Chambers
If it's by simple majority, it's even far easier because if there are 70 Senators at the sitting, only 36 votes I'd required to pass as simple majority.
