The Nigerian political space is heating up ahead of its March general elections. In a race most prominently contested by the ruling PDP and the main opposition party – APC, a local consulting firm has set out to “get a feel of who might possibly win the country’s presidential election.”

The firm, Sterling & Greenback is using an in-house tool they call Brandseeker to conduct a sentiment analysis of discussions around and about the presidential election that is ongoing over the internet.

“[We] developed a windows service that uses Twitter’s API to retrieve tweets related to the Nigerian presidential elections. The algorithm selects only tweets which were generated within the borders of Nigeria,” said S&G’s Obi Igbokwe in an email conversation with TechCabal.

According to Obi, their algorithm is able to discern sarcasm, examine retweets, and look at the whole context to determine the sentiment.

Sentiment analysis has been around for a while, but it’s also received its fair share of criticism. In 2012, USA Today partnered with Twitter analytics platform, Topsy to provide a sentiment score for the race between Barack Obama and Mitt Romney. Marc Smith, a local sociologist notably criticized the exercise, claiming the data was “remarkably poor”. He argued that extracting meaningful information from social network is more complicated than measuring “the noise of the crowd”.

A lot of the online conversation around Nigeria’s elections is happening on Twitter. But, not all of it. BrandSeeker doesn’t analyse data from Facebook and other social networks. This is significant because of the recurring question of whether Twitter conversation is truly representative of the broad conversations on social subjects.

“Most academic papers agree that it is sufficient,” Obi says. “Twitter unlike most of the other, does not require you to ask the permission of users to mine their messages. Facebook does not even allow third parties search status updates of users because of privacy reasons.”

It was revealed in 2014 that Facebook privacy concerns or no, the company is not above using the data from users of the platform for sociological experiments. But the ethics of such activity aside, they would hardly make such information available to agencies like Obi’s.

BrandSeeker also analyses political issues and the sentiment on a state by state basis. Obi thinks this could provide veritable intelligence for party campaign teams. “The data we have have out on the site would probably make more sense to political analysts,” Obi explains, “for instance, if you were in the Buhari camp and your team was going to campaign in Ondo State, the data shows that Health is the most talked about political issue there. It would thus make more sense to focus more on how to improve health services than job creation, which is the number one issue in Anambra.”

The data available on the website http://www.kingmakers.com.ng/ at the time of this writing is interesting enough. If the algorithm is to be believed, the ruling PDP has 1.82% national penetration against the opposition APC’s 15.98%. Another interesting datapoint is that corruption is the most discussed political issue, ahead of security, jobs and economy.

President Goodluck Jonathan’s campaign has earmarked $20,000 to hire protesters in London Thursday as the presidential candidate of the All Progressives Congress, Muhammadu Buhari, speaks at Chatham House.

According to an internal memo seen by PREMIUM TIMES, the money would be spent on mobilising the crowd, refreshing them and defraying other logistics.

The memo, which originated from the campaign’s Assistant Director, Civil Society and Support Groups (Diaspora), Peter Mozie, explained why the anti-Buhari protest is necessary, and requested the campaign’s Director in charge of Civil Society and Support Groups, Nick Eze, to immediately release the funds.

Insiders in the campaign said the funds have since been released and sent to London while extensive mobilisation of protesters is now apace.

Mr. Mozie’s memo, entitled:

“The Chatham House Rally: March Against Dictator” reads, “Nigerians in the Diaspora will converge at Chatham House, United Kingdom on Thursday, 26th of February, 2015 to show solidarity and support for President Goodluck Ebele Jonathan and his transformation agenda in Nigeria as a surprise to the august visitor, the Presidential candidate of the All Progressives Congress.

“The solidarity rally will among other things address major progresses of President Goodluck Jonathan and many sins of General Muhammadu Buhari while he was military dictator.

“Talking Points:

Buhari is an unrepentant Dictator, who will never change no matter the number of suits he wears.

Buhari overthrew the democracy and ruled Nigeria despotically subverting human rights, imprisoning the innocent and jailed Nigeria’s foremost musician, Fela Anikulapo Kuti and innocent journalists for no just reason.

The rally will remind the international community about Buhari’s dictatorial leaning from 1983-1984 when many innocent Nigerians were killed, our democracy raped and Nigerian constitution suspended.

The rally will also draw the attention of opinion leaders and diplomats in the United Kingdom that Buhari should not be in Chatham House but facing war crimes at the Hague before the International Criminal Court, ICC, for genocide against Christians and innocent Nigerians who were killed by his supporters in 2011 on his instructions when he campaigned in Minna, Niger State and asked his supporters to unleash mayhem if he lost the election.
Above all, to draw the attention of the international community to the fact that Nigerians have rejected Buhari thrice before and will still reject him for the 4th time. In essence, to tell the whole world that Nigerians reject Buhari.

ABUJA – SENATORS yesterday took a swipe at the Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, accusing her of crippling the nation’s economy.

Senators had met in a closed-door meeting and accused the minister of destroying the economy through some of her policies and her refusal to release funds for the execution of capital projects, while allocation for the recurrent expenditure was on the increase.

The Senate President, David Mark had in the secret meeting ordered different committee heads to expedite action on budget defence so that it would be passed before the senate commences another recess for the general elections.

Senator Mark regretted that about four months after the presentation of the 2015 Appropriation Bill, nothing much had been done on it.

Although, journalists were not formally briefed on issues that dominated the secret meeting, some senators who spoke to Vanguard, preferring not to be mentioned, said the Senate President convened the session principally to draw the attention of the legislators to what he called the slow pace of work being accorded the budget treatment.

Mark was said to have expressed fears that if the budget was not expeditiously treated and passed before the National Assembly proceeds on another round of recess to witness the March 28 and April 14 elections, it may delay attention, thus, affecting the smooth running of government.
To this end, he therefore asked all Senator, especially chairmen of committees handing the defence of ministries, parastatals and agencies’ budgets to brace up with a view to completing their assignments and submitting their work for consideration before the election recess.

It was gathered that majority of the senators had lamented during the closed-door session that lasted about one hour that the executive has been in the habit of making poor budgetary allocation to capital projects.

Journalists, who had anxiously waited to officially hear the issues raised at the meeting were disappointed when Mark and other senators in attendance emerged from the forum with sealed lips.

Speaking before the Senate continued it’s plenary, the Senate President said: “At the closed-door session, we deliberated issues bordering on national interest, and national development.”

However, some of the Senators said lawmakers expressed concern over meagre allocation of N387 billion for capital projects in the 2015 budget which they said was unprecedented even as the recurrent component was allocated over 90 percent of the N4.3 trillion budget.

The lawmakers were said to have insisted that they will not approve such huge lopsided budget allocation.

Consequently, the committees were directed to liaise with the various Ministries, Departments and Agencies (MDAs) to cut down on recurrent votes in order to make more fund available for projects.

One of the Senators that did not want his name published said majority of Senators expressed anger against Okonjo – Iweala, for deliberately drawing back, the wheel of the nation’s progress.

The senator said, “All of us are not happy that most of the MDAs could not execute any reasonable capital projects this year because the little money released to them by the finance minister was not enough to pay the contractors who had executed projects for them in the past.

At the budget defence of different committees, senators expressed their angers when some ministers and heads of government agencies appeared before them to defend their 2015 budget proposals.

Chairman, Committee on Establishment and Public Service, Senator Aloysius Etuk, described as shameful, the manner budgetary allocation was released to MDAs.

Senator Etuk said, “The rate of budgetary releases is shameful and unacceptable. For us to sit down to plan annual budget and at the end of the day, only 41 per cent performance is implemented is like cutting short the expectations of the people.”

The Committee, which took on the Head of Service of the Federation, Federal Housing Staff Loan Board, Public Service Institute of Nigeria, Administrative Staff College of Nigeria (ASCON) and Public Civil Service Reform Bureau, also expressed concern over zero Capital Budget that characterize the 2015 fiscal year.

The Committee Chairman, Etuk however urged the agencies to design means of generating revenue outside government. “Time has come for MDAs to begin to seek alternative source of revenue for sustenance. Government is more concerned with paying salaries. It may have to cut overhead further to ensure that salaries are paid”.

Etuk noted that the on-going defense exercise was crucial in the life of the 7th Senate as it marked the final assignment for most of the Senators, especially those who are not returning. “As such, it should be taken seriously”, he noted.

He added that between now and the next Senate, his Committee will engage in an aggressive oversight activities to ensure that the reports submitted on implementation are in line with practical performances.

Earlier, Head of Service of the Federation, Danladi Kefesi, told Senate Committee that a sum of N11.5 billion was budgeted for the Head of Service of the Federation in 2014.

Out of this sum, he informed that N5.1billion was budgeted for Personnel Cost, N1.9billion for Overhead Cost and N4.1billion for Capital Cost.

According to him, the difference in the main budget, which was about N326million was the part of the appropriation for one of the Parastatals under the Commission. He also disclosed that until present, the allocation for the last quarter of last year was yet to be released.

Similar complaint was registered by all the parastatals in the civil service. They blamed lack of activities in the civil service and the nation at large on non-release of the allocation for the last quarter of last year.

For Federal Housing Staff Loan Board, the Executive Secretary, Dr. (Mrs) Hannatu Adamu Fika, said N722million was appropriated for the housing loan scheme, upgrading of ICT and monitoring of housing loan scheme in 2014. According to her, the sum of N301 was released. Also released was the N282million loan budget for housing scheme.

Although N1.8billion was realized under the revolving loan scheme out of which N1.6billion has already been given out as loan to civil servants, the ES decried that it would be challenging to grant civil servants housing loan in the 2015 fiscal year with zero Capital budget.

” In 2015, we are expecting zero allocation under Capital. We only have to pursue those who took loan to ensure they pay. Instruments are on ground to ensure those who took loan repay. That is what we have to fall back to”, she said.

Also at the Committee on Power, Mines and Steel, members of the committee described the minister’s action as frustrating, expressed anger over the development, describing her attitude as an expression of carelessness and lack of planning initiative.

The senators’ outburst was occasioned by the presentation of the Minister of Steel, Musa Sada, during the defence of his ministry’s budget in 2015 before the Senate Committee on Power.

The minister had while presenting the performance of last year’s budget in his ministry, highlighted his ministry’s limitation as a result of non-release of funds to implement planned projects.

This provoked anger in the senators who said it was frustrating that after spending quality time to appropriate funds for projects every year, the year would end without achieving desired goals as a result of non-release of funds.

First to expressed anger was Senator Victor Lar who said, “A situation where we considered a budget, have it approved, then somebody sits in an office and refuses to make releases is too bad.”

He said, “Ministers and heads of various agencies who had awarded contracts could not pay but somebody would sit in the comfort of her office and declare a surplus. Is that an economy that is growing?

“This is simple planlessness, this is frustrating and it cannot go on like this. The presentation by the Minister of steel for instance is an opportunity to raise the revenue profile of the ministry from a non oil sector which would have enhance economic growth was frustrated.

“A serious nation would have encouraged this ministry to ensure that everything required was provided but this is the same ministry that had been subjected to the same envelope system, to the same non releases among others.

“We need to change the way we do things because if we have a problem and you keep on using an approach that has not yielded the desired results, common sense demands that you change the approach.

“We keep doing the same thing wrongly and we expect to get the desired results. It will not work. It is now becoming part of our tradition to get budgets approved as a parliament and someone refused to provide funds for its implementation.”

Another member of the committee, Senator Chris Ngige, also expressed fears that the economy of Nigeria would collapse completely if the current trend of non release of funds for project execution continue unchallenged by the appropriate arms of government.

Senator Ngige said, “We as legislators should be interested in putting in place, structures that will enable the country to realise additional sources of revenue apart from the oil sector.”

Senator Ibrahim Gobir, stressed the need for the country to harmonise all available resources in the country by developing the natural resources.

Senator Gobir said, “Our internal debt now is too high, which is over N1trl. The foreign debt is also very high. Poverty is very high and to worsen the situation, naira is being devalued by 30 percent. All these are happening because we cannot sustain production.

“The only way we can move the nation forward economically, is to make sure that web diversify our economy to make extra revenue. We budget about N50bn for capital projects and only N20bn would be released at the end of the day because there is no cash backing.

“Something is really wrong somewhere, we cannot continue like this. We have to call a spade, a spade. ”

It was also a shocking revelation to members of the committee on Lands and Housing when the Also the Minister of Lands and Housing, Mrs.Akon Eyakenyi told the Senators that her ministry was owing contractors, over N39bn.

Mrs. Eyakenyi also said new projects cannot be embarked upon last year because of the heavy burden on it.

This drew the ire of the lawmakers as Senators Bukar Ibrahim and Aisha Al – Hassan, wondered how the ministry would tackle the housing challenges confronting the country when there was no provision for it to build a single house due to non release of funds.

The picture is evidence of how the Civilian-JTF, the trusted allies and partners of the Nigerian army have participated in the battle to save Nigeria from Boko Haram, in the front lines.

He said, “I think it’s the only photo I came across online that shows our soldiers and CJTF going to war together. It was taken during the January 25th attack on Maiduguri.”

Nigerians must always thank and appreciate the valiant efforts of the Civilian-JTF who have been some of the most patriotic citizens of Nigeria and even when betrayed by a government that did not care and denied arms yet put at the front-line of all battles, never failed the nation but bled and died to protect the future of Nigeria and its people.

The boys never gave up and despite the corrupt administration betraying the northeast and leading a phony war for the entire 5 years, these men never betrayed the nation but kept holding grounds and being the most important line of defense for the remaining territory including the capital city of Maiduguri, housing hundreds of thousands of displaced peoples.

LAGOS — PRESIDENTIAL candidate of the All Progressives Congress, APC, has said that he would inherit a huge debt profile and empty treasury if elected president, expressing confidence that his wealth of experience would assist in turning the situation around.
He also stated that his party’s economic policies are conceived to be people-centred, adding that the country would for the first time in over three decades experience a truly pro-people Federal Government if elected.
Buhari said this in a statement by the Director of Media and Publicity of the APC Presidential Campaign Organisation, APCPCO, Malam Garba Shehu.
His words: “It is crystal clear that our revenues are dwindling by the day and if we must survive, we cannot continue on this path of near absence of accountability, mismanagement, outright waste and jamboree that has characterised the management of public resources under the Jonathan-led PDP government.
“We can assure the mass of Nigerian people that help is on the way. We know that an APC controlled Federal Government will obviously inherit a huge debt profile and an empty treasury from this PDP Federal Government. We are confident of turning the situation around.
“It is apparent that the Federal Government has suddenly found itself in a bind with plummeting crude oil prices in the international market, but typical of a team that lacks capacity for anticipatory actions, the Federal Government has been running from pillar to post in a vain bid to stabilize the economy.
Buhari-london“Unfortunately, all conceived palliatives applied to save the nation’s declining economic indicators have merely scrapped the surface of the problems leaving the mass of Nigerians desperate, confused and hungrier.

This shows clearly an uncoordinated template in the management of the national economy.”

Buhari has spent more than GEJ in military expenditure in Nigeria.
FACTS:
Published in the Journal of African Macroeconomic Review, Volume 2 Number 1, the study, titled “Comparative Regime Analysis of the Trend and Structure of Military Expenditure in Nigeria, 1980-2010″, the report revealed that while the Buhari/Idiagbon spent 38.68 of total allocation to the military on capital items such as military hardware between January 1984 and August 1985 when it was overthrown, the Yar’adua/Jonathan administration spent 34.67 percent of military budget between May 2007 and May 2010.

The authors- Anyawu Sarah, Egwaikhide Chris and Aiyedogbon John Olu Coris- observed as follows:” Buhari/Idiagbon in 1983 also allocated 38.68 percent and 61.32 percent for capital milex and recurrent respectively.They spent approximately 16 months.
The Ibrahim Babangida regime (1985-1993) spent 19.58 percent on capital milex and 80.42 on recurrent milex.
Abacha/Shonekan/Abdulsalam (1993-1999) regime expended 24.10 percent on capital milex and 75.9 percent on recurrent milex.
The civilian administration of Olusegun Obasanjo (1999-2007) for a period of 8 years, spent 17.44 percent of her total milex on capital milex and 82.56 percent on recurrent milex.
Yar’adua/Jonathan (2008-2010) had so far spent 34.67 percent on capital milex and 65.33 percent on recurrent.”
Milex refers to military expenditure. Other studies show that since Jonathan took over the reins of leadership, the capital budget for military hardware has been decreasing while recurrent has been increasing.

mehnnnn i can't wait for Buhari to take over from this massive corrupt regime. Even after GEJ borrowed $1Billion (N205,550,000,000), soldiers still complaining. He needs to leave asap. i dey vex!!!

These are some of the conversations i wrote down.
BBC journalist asked "when Boko Haram dislodged you, where did you go?"
he said they went back, reinforced and went back again. They requested for reinforcement and they sent 20 men but they refused to come due to lack of weapons they don't have. The 20 men were dismissed from the army. He said they have requested for weapons but in many cases have been refused. He said many women in his barracks are windows, they are suffering. He said Boko Haram fighters are using AA(Anti-Aircraft), RPGs and many support weapons. He said the gun they are using is Kalashnikov(AK-47) while old tanks since 1976. The weapons are very, very old he told the BBC journalist.
BBC journalist asked if the Boko Haram are plenty? He said yes they are, the army of 116 soldiers will attack Boko Haram of about 3,000 at that day, that there is a problem. He said that the enemy strength of last year was about 10,000 while his own strength is 400 - 500 and any attack they come they must defeat us due to lack of support weapons he said.
BBC journalist asked him if he could defeat Boko Haram at any time?
he said "Yes, he is a soldier he can do better but logistic fail, weapons fail, morale fail".
BBC journalist asked him of his senior officers, if they are angry of the situation?
he said: "I can't say so, they are not thinking of the soldiers but themselves, i like Nigeria, it is my country i never have any other country to go".
BBC journalist asked him if he will go and fight if necessary?
he said: "Yes, if they bring the necessary things he will, this is my country i can never run to any foolish , let them do the right thing at the right time, we soldiers believe we can do more than what they can do to us";
BBC journalist asked him about the security chief saying they can get rid of Boko Haram within 8 weeks if he agrees?
he said: "kai! I never been agree, i can look but i never blame i never dream that in my mind. Things are wrong that is what i am telling you, that's the truth"

Over 500 clerics under the umbrella of Northern Christian Leaders, yesterday declared their support for the All Progressives Congress (APC) presidential aspirant, General Mohammadu Buhari ahead of the forthcoming presidential election.

Speaking at an interactive forum with General Buhari yesterday, the chairman of the forum, Pastor Abu Amiji, who openly declared his members support for Buhari, noted that time has come for Nigeria to think of the future and hence the need to forgo temporal benefits.

Pastor Amiji also explained that the forum is throwing its support behind Buhari because of the enormous decay in the system which have been witnessed under the present government led by President Goodluck Jonathan.

He also tasked Buhari to ensure that the country is returned to its glorious standing in the world before corruption and religious discrimination threaten to destroy it.

Reacting to the pledge, General Buhari, who expressed happiness at the support, noted that he is not surprised as the nation in general is tired of mediocrity and religious propaganda as being perpetuated by the ruling party.

He further stated that dividing Nigeria along religious line is no longer acceptable.
