The Federal Government Friday promised that power supply will be stable in the country by October this year. The Minister of Power, Prof. Chinedu Nebo, disclosed this to State House correspondents at the end of a meeting on power chaired by Vice President Namadi Sambo at the State House, Abuja. Maintaining that other issues in the electricity value chain are being addressed in the country, he said that power supply has improved in the country in the past one week due to improved gas supply. He also said the Federal Government is making arrangements to ensure that the bills of electricity generating companies are promptly paid. He said: “The cheering news from all of these is that if you have noticed throughout the country in the past one week people have been getting better power supply. “The gas is now beginning to come back and it’s something that gives all of us a lot of joy. Private school owners in Lagos State and the Federal Government may clash over the latter’s order directing all primary and secondary schools in the country to resume on October 13, 2014, instead of the anticipated September 15. The school owners, under the umbrella of the National Association of Proprietors of Private Schools, believe that the directive is unnecessary and should not be considered as part of the measures to prevent the spread of Ebola virus in the country. They expressed their feeling at a sensitisation programme on Ebola held on Thursday at Victory Grammar School, Ikeja, Lagos. The Minister of Education, Mallam Ibrahim Shekarau, had announced the resumption date after a meeting with the 36 state commissioners of education on Tuesday in Abuja But speaking at the sensitisation programme, the Lagos State President of the National Association of Proprietors of Private Schools, Mr. Yomi Otubela, said, “We have sent our appeal to the Federal Government through the Lagos State Special Adviser on Public Health informing it that if religious organisations and other places are left open, these children could as well contract the virus there. “If markets that have more crowd than what we have in schools are not asked to close down, then we wonder why the government will not allow us put preventive measures in place and allow these children return to school. School is supposed to be a place of knowledge and we are to educate and expose them to the knowledge on what they need to know to prevent the spread of the virus, not keeping them out of schools and keeping them ignorant of what is happening.” But the Special Adviser to the Lagos State Government on Public Health, Dr. Yewande Adeshina, disagreed with the school owners, asking them to abide by the Federal Government’s directive. She also asked them not to place priority on their financial wellbeing over the physical wellbeing of the school children. The founder of Supreme Educational Foundation Schools, Mrs. Adenike Adamolekun, also said the directive by the Federal Government was senseless. She said, “Just as we are praising the Federal Government for being proactive in containing the Ebola virus, we are also condemning them on this one. It does not make sense at all. Even if they had any doubt, what they needed to have done was to have put together some precautions and extend it to all schools, ensuring that all schools abide by them. “Shutting the schools for a whole month, considering the fact they will be shut down next year again because of elections, is a bad idea. Moreover, parents do not know what to do with those kids. I think this is an unnecessary approach to the issue.” A school proprietress, Dr. Maggie Ibru, stated that what the Federal Government could have done was to provide hand sanitisers in all private and public schools in the country. She said it was in the capability of the Federal Government to provide hand sanitisers and increase the level of sanitisation in all schools in the country. She said, “No, the Federal Government got it wrong on this one because this will not stop the students from participating in international examinations. What the government should have done is to supply all schools with hand sanitisers, both private and public, because who attend the private schools too are Nigerians. “They should allow the children to go back to school. What to do is simple: the Federal Government could have increased the sensitisation level on Ebola prevention in our schools and if possible, give a directive to all schools not to allow guests enter their premises, or rather mandate every child and visitor be subjected to a test before entering the school premises. These are the measures that the Federal Government should have taken.” Meanwhile, inadequate test and treatment centres for the Ebola Virus Disease has been identified as one of the greatest challenges threatening the government’s efforts to contain the spread of the deadly virus. Though four test centres have been set up in the Lagos University Teaching Hospital; Centre for Disease Control in Asokoro, Abuja; University College Hospital, Ibadan; and the Redeemers University Laboratory, Kilometer 35 Lagos-Ibadan Expressway, doctors, who spoke with Saturday PUNCH, flayed the government over what they called inadequate test and treatment centres in the country. They said that adequate test and treatment centres are very important to the management of Ebola outbreak among other measures such as sufficient isolation facilities and protective kits for medical personnel. According to them, it is unheard of for a country of over 160 million people to rely on four test centres at a time it is faced with a deadly disease that has, in the World Health Organisation’s estimation, killed 1,552 people in West Africa. The Ebola Virus Disease was on July 24, 2014 imported to Nigeria by a 40- year-old Liberian-American, Patrick Sawyer. Shortly after Sawyer died of the disease on his arrival in Lagos, the Federal Government quickly rose to prevent the spread of the virus by putting in place many measures such as banning inter-state movement of corpses. It also promised to establish nine more test centres across the nation by September. The Minster of Health, Prof. Onyebuchi Chukwu, had also announced the plans to send mobile laboratories to Enugu and Plateau states for the diagnosis of the virus following fears that some people might have contracted the disease in the two states. President Goodluck Jonathan had equally announced the release of N1.9bn Special Intervention Fund for the management of Ebola. The President’s Special Adviser on Media and Publicity, Dr. Reuban Abati, had explained that the N1.9bn Ebola Fund would be used “to further strengthen on-going steps to contain the virus such as the establishment of additional isolation centres, case management, contact tracing, deployment of additional personnel, screening at borders, and the procurement of required items and facilities.” In spite of these measures, a virologist, Dr. Akinjogunla Olajide, said the four testing centres for Ebola virus were not enough for the country with a population of over 160 million people. He said each of the 36 states of the federation should have at least a test centre to handle emergency related to the outbreak of a deadly virus such as Ebola. Olajide said the need for each state to have its test centre became necessary because of the difficulty that would be involved in transporting the sample of a suspected Ebola patient from a place like Cross River State to Lagos State as a result of the distance between the two states. The virologist also said that the four test centres currently available in the country lacked necessary facilities. Olajide said, “Containing the spread of Ebola virus requires specially trained personnel. The four centres we have in Nigeria today may boast of qualified personnel, but the major challenge that may hinder their effectiveness is inadequate facilities.” He expressed the fear that there may be an outbreak of the Ebola disease in Port Harcourt in the next few days following the death in Port Harcourt of a doctor who treated a diplomat who contracted Ebola from Sawyer, the index case. According to him, the victim must have interacted with many people before he succumbed to the disease. Chukwu, the Health Minister had on Wednesday confirmed that the diplomat had contracted the virus, and that the Ebola virus was responsible for killing the late doctor. He said, “A man who works for ECOWAS, a primary contact of the index case, evaded surveillance and travelled to Port Harcourt. He became ill and he went to a hospital in Port Harcourt for treatment. “Although he recovered, the doctor who treated him died last week. The widow of the doctor alerted us and we investigated the case. It is now confirmed that the doctor died of Ebola. His widow has been put under quarantine. “The ECOWAS staff member is also under quarantine. There is evidence that he had the virus but might have recovered. We cannot rule out the option that he still has the virus.” The minister said 70 people were under surveillance in Port Harcourt. The latest development brings the total number of Ebola cases in Nigeria to 15 from the 13 announced by the health minister on Monday. The President, Nigerian Medical Association, Dr. Kayode Obembe, also believes that the four centres are not enough for the country with its huge population. He said that the centres were poorly equipped. According to him, each state of the federation should have at least a test centre for effective prevention of the spread of the Ebola virus. Obembe, who claimed that the Federal Government has the capacity to contain the spread of the Ebola virus, however, urged it to embark on rigorous training and re-training of health workers and volunteers involved in managing the centres. Another medical practitioner, Dr. Rotimi Adesanya, said the treatment of the Ebola disease involves a lot of financial resources, special training, kits and handling of the facilities, which may be the reason the government could not dabble into making the facility available at every nook and cranny of the country. He said, “If the government makes it available everywhere, it may expose the populace to the disease, but the government can at least have equipped treatment centres that have the capacity of combating the disease. Following the death of an Ebola victim in Port Harcourt, Rivers State during the week, at least 160 persons that made contact with the victim have been identified and put under observation. The Rivers State Commissioner for Health, Sampson Parker, stated at a news conference at the state’s secretariat in Port Harcourt on Friday that the people had shown no signs of the Ebola disease. He, however, said that the people were strictly under watch. The commissioner added that the baby of the widow of the late health worker, who has since been quarantined, was in good health. While dispelling rumours that the state was not working with the Federal Government in tackling the spread of the disease, Parker said, “Rivers State now has a mobile testing unit for testing blood samples for the virus. A national Ebola response team has been set up and headed by the Minister of Health, Professor Oyenbuchi Chukwu.” He also stated that all places identified to have been visited by the late victim after he met with an ECOWAS diplomat, Oluibukun Koye, were being decontaminated as part of measures to contain the spread of the disease. The late doctor’s residence, the Green Heart hospital, where he was treated and the morgue where his body was kept, were part of the places being decontaminated. Meanwhile, there was panic in the University of Calabar Teaching Hospital in Cross River State over a suspected Ebola case on Friday. The scare was intensified when a member of the National Conference from the state, Mr. Orok Duke, took to his Facebook page to spread the information. Duke said an Ebola patient arrived from Port Harcourt and had been quarantined. But the Chief Medical Director of the hospital, Dr. Thomas Agan, expressed shock over the situation while describing Duke’s claim as unfounded. In a text message sent to one of our correspondents, he said, “I am shocked that someone of your status will post an unfounded story on Facebook to misinform not only Nigerians but the world at large! You know the implications are far reaching! “Please be informed that there is no case of Ebola both in UCTH and General Hospital, Calabar. I will advise you to retract what you have posted immediately Sir!” The state Commissioner for Health, Angela Oyo-Ita, said it was not true that an Ebola patient was quarantined at UCTH. She said, “It is absolutely false. Whoever is bringing that up does not mean well for the state. A sick patient came in and people ran away. I received a call and acted on it; so they got back to me and said the person tested HIV positive. The person came from Port Harcourt. “It is not true that people have been quarantined in the hospital. The patient has been tested for HIV and not Ebola.” The Ebola Virus Disease has killed five persons in Nigeria, with five of the deaths occurring in Lagos State, where the first case of the disease was recorded. Governor Abiola Ajimobi made the announcement while addressing workers who were on queue to board the free Ajumose buses at the Government Secretariat, Agodi, Ibadan on Thursday. He explained that the salary development was the aftermath of the meeting he held with the state chapter of the Nigeria Labour Congress (NLC), stressing that the union would brief the workers on the details of the salary enhancement. Governor Ajimobi said that the salary enhancement ranged from 10 to 30 per cent increment, depending on the Grade Level of each civil servant. While expressing his administration’s commitment to the welfare of workers in the state, he said that the provision of the 10 Ajumose buses to convey workers to and fro work free of charge was aimed at making the working environment conducive for them. He also noted that his administration had, since inception, introduced a lot of innovations into the civil service in order to improve the lots of the civil servants. Governor Ajimobi said that the salary increment would go a long way in boosting the morale of workers and enhance more commitment and dedication to duties. Some of the workers, who were queuing for the free Ajumose buses at the close of work, commended Governor Ajimobi for the wage increment as well as the provision of the free buses. The apparently excited civil servants engaged in fervent prayers for the governor and the success of his administration. In their separate comments on the provision of Ajumose free buses, two of the civil servants, Mrs. Adejumo Janet and Mr. Iyanda Yekini lauded Governor Ajimobi for the free bus initiative, stressing that the initiative had saved them a lot of money which they had hitherto been spending on transportation on monthly.

Permit me to reply to an article titled - Why Peoples Democratic Party (PDP) may Win again - by my brother Edozie Okeiyi, Director of Media and Strategy, Great Nigeria Movement, in the globally acclaimed Sahareporters, one of the moral forces of Nigeria's fledgling democracy. One would like to start by saying that Edozie falls into the category of Chop- Sand-Syndrome, found mostly among my Igbo brothers, whose trajectory is without scant regard that Ndigbo like Dr Ogbonia Onu, are prominent in their own right in All Progressives Congress (APC), deliberately define the APC as Yoruba and Hausa party. This is wrong. The Chop-Sand-Syndrome proponents in the South East, will tell you that APC being championed by Yorubas and Hausas means that there is nothing in the kitty for Ndigbo; whether President Goodluck Ebele Jonathan, GCFR, is performing or not. They will wittingly or unwittingly ignore the fact the shortest route to president of Igbo extraction is APC; for if President Goodluck Jonathan, GCFR, wins 2015 presidential election, the earliest an Igbo can be president is 2027. But if APC wins the earliest for the Igbos is 2023, this is because of the moral weight of zoning convention that is South-North primed. Their basic canvass is that it is better for Jonathan to continue, whether he is clueless, runs unclean government or cannot get things done. When you tell them that Nigeria has never been as divided as today; and hence needs urgently to be fixed, whether a Christian, Muslim, Igbo, Hausa or Yoruba, since our dear president cannot fix electricity, modern rail lines, East-West road or the monster of insurgency. Their answer is anchored on ancient prejudice arising from the Biafran civil war. They will tell you that Ndigbo have been, 'Chopping Sand' post civil war and if Jonathan's victory can make their brother contemporaries in the Nigerian project to 'Chop Sand' that will not be a bad idea. If you make the mistake of reminding them that the basic tenet of Christianity and by extension Islam and other faiths is forgiveness and that our youths who make up more than 60% of our population were post civil war citizens and must be spared this stereo-type. They will remind you of federal character quota system that denied them the competitive edge they could have enjoyed in a saner clime. When you re-echo that there is no war fought in history without unintended consequences; which requires statesmanship and craftsmanship to resolve, they quip, you are an idealist. When you refer them to the current National Conference to go and find out why the Conference inspite of the fact that it was packaged for predetermined hidden agenda failed to give the conveners the region they some much cherished, they will blame the North. They will not want to know that Ebonyi, Enugu, Lagos and others states voted against region. Otherwise, how can Edozie deny the fact that Nigeria has reached the zenith of liberal democracy, where two political parties dominate in a multi- party system? Where neither PDP nor APC can score more than 53% of total votes cast in the 2015 presidential election, nor win 2/3 of the National and State Assemblies or 2/3 of the governors of the 36 states. We are without being immodest, in a phase, where most importantly bleeding national issues can no more be treated as PDP family issues; ask Mr President, he will tell you that if you want to pass a bill today, pick $1 billion loan you must account, explain and negotiate. The truism is that PDP and APC are in every ward, local government area and state of the federation today, unlike in the past where PDP was the only national platform. This is the worry of the leadership of the PDP, especially for a political party that boasted to rule uninterrupted for 60 years whether they perform or not. This belies the spin that APC is not strong, despite the fact that the party is not in charge of our security agencies and Oil Signature. We of the APC would have been glad if the leadership of PDP are inclined to Edozie's less than accurate analysis that APC is not strong and confined to only some limited sections of the country. The fireworks going on in Rivers and Katsina states for example nor the gale of impeachment would not be there. That APC is a Muslim party, falls flat in the face, if Edozie is not suffering from Chop-Sand-Syndrome. Granted that the Interim National Executive of the APC by coincident was led by elder statesman, Bisi Akande, a Muslim as chairman, in 18 Muslim and 17 Christian ratio; coincident in the sense that shortly before the registration of APC on 31st July 2013, the ACN, ANPP, CPC, and factions of APGA and DPP, the legacy parties were allotted offices and each in the mood of the moment submitted names. How come that the election of Chief John Odigie- Oyegun, a Christian, in the prism of Edozie and his Chop-Sand-Syndrome cohorts did not convert the APC to a Christian party? For the avoidance of doubt, one will do everything to shy away from discussing persons, however permit me to briefly submit that neither Chiefs Tom Ikimi nor Femi Fani Kayode's diatribe were premised on public nor national interest . Fani Kayode unlike Ikimi was an interloper in the APC and therefore one will not discuss him, as our great party will never file a Muslim-Muslim or Christian-Christian ticket in a divided Nigeria. For Ikimi he was the lead co-chairman of the Joint Merger Committee of the legacy parties and worked tirelessly to construct the merger. He gave all, but his discontent in my estimation arose in the last few days of the merger committee meeting. As we were wounding up with our recommendations to the legacy parties, senator Ahmed Yerima raised a motion on the floor to the effect that Chief Tom Ikimi be nominated as the chairman Interim National Executive Committee, Alhaji Ibrahim Shekarau as secretary, Alhaji Garba Gadi as deputy chairman, all representing the major legacy parties, ACN, ANPP and CPC respectively.The motion was adopted and my humble self moved a counter motion, basing my motion on the doctrine of trite law which unambiguously defines the relationship between the agent and the principal. To cut the story short, Ikimi's ambition to head the Interim National Executive failed, as each party was allowed to nominate their own slot. Methinks this is his grouse with Asiwaju Bola Ahmed Tinubu, not for any public interest.
