EducationCandidates Without ICT Knowledge Should Forget JAMB – Registrar by Kunlexic(op): 11:04am On Aug 25, 2014
THE Registrar of Joint Admission and Matriculation Board, JAMB, Professor Dibu Ojerinde has stated that students and candidates who are not computer literate will not be allowed to write any examination coordinated by the board from 2015.

Meantime, the Senate President, Senator David Mark and the JAMB Registrar, Prof. Dibu Ojerinde have harped on the importance of proper education among the youths, saying it was the panacea to curb youth restiveness and other social vices in a country.

Mark, Ojerinde harps on Education as antidote to nation’s woes.

The attributed the myriads of problems like the recent insurgency in the Nort East, the militancy in the Niger Delta, the kidnapping in the South East and other crimes such as violence, armed robbery and drug abuse as a result of illiteracy.

The JAMB Registrar who was speaking at the closing ceremony of the 2014 Professor Odusola Ojerinde, his late wife memorial golf tournament in Otukpo, Benue State said part of efforts to improve education in Nigeria in line with global best practices was the introduction of Computer Based Test, CBT, for all the board’s examinations.

He announced that beginning from 2015, any student or candidate who was not computer (ICT) literate would have no business with JAMB conducted examinations even as he declared, “we are not going to compromise on that”.

In a statement by the Chief Press Secretary to the Senate President, Mr. Paul Mumeh, the JAM Registrar said it was for that reason that JAMB embarked on the establishment of Computer Based Centres across the country preparatory for all its examinations.

He stressed that examination was central to education and must be taken seriously at all levels.

Also speaking Senator Mark said he was committed to the development of education, adding, “because I believe that a well educated citizenry would be an asset to the nation.

“Besides being the foundation for any development, education liberates the people and curbs all forms anti social behaviors.

“Whatever, I can do to support education; I will not hesitate to do it. I want to bequeath education of our people especially in my constituency as a legacy. For me , It is the most important investment.’

The Senate President according to the statement explained that he promotes sports as the needed companion to education “because a combination of both will enhance peaceful coexistence, eradicates crimes, promotes unity and development.”

Education2015 UTME Registrations To Be Done By Jamb’s CBT Centres, No Cyber Café Will Be by Kunlexic(op): 5:56pm On Aug 22, 2014
2015 UTME registrations will be done by JAMB’s CBT centres. Meaning no cyber café will be allowed to register any candidate.

The Joint Admissions and Matriculation Board (JAMB) will completely phase out Paper Pencil Test (PPT) and Dual Based Test (DBT) which it previously adopted as options for the Computer Based Test (CBT).

Taking a critical look at the meeting held by the Joint Admissions and Matriculation Board (JAMB) and CBT service providers ahead 2015 Computer Based Test (CBT), all registrations will be done by the Board’s CBT centres and no cyber café will be allowed to register any candidate.

The Registrar/Chief Executive of JAMB, Prof. ‘DibuOjerinde, at the brainstorming meeting with the CBT service providers on regulated registration platform in Abuja, commended them for their services in nurturing the new examination regime and the various consolidation efforts as the Board fully enforces the deadline in 2015 UTME.

The registrar further urged the service providers to upgrade their facilities to meet with the Board’s stipulated guideline on CBT centres even as he urged those that have met the regulation and standard to expand and keep regular checks at the existing system for maximum productivity.

Ojerinde pointed out that the synergy with the service providers was in line with global best practices to enhance efficient and effective delivery.

Presentations were made by Quality Assurance departments, Information and Technology Services departments and Finance and Accounts department on the regulated platform to keep every stakeholder abreast of their responsibilities.

The reasons adduced for adopting CBT fully in the conduct of UTME is that it would completely curb examination malpractices as well as eliminate result blackout.

Moreover cases of incomplete results will be eliminated and above all it would save the Board the rigors and challenges of logistics associated with the conduct of the examination simultaneously in all the states of the federation.

Again JAMB believes CBT will provide candidates’ with immediate results as well as ensure precise ability estimation.

JAMB at the moment is making serious effort to meet the expected targets of having enough CBT centers for the conduct of 2015 CBT examination.

Close observers of the education sector have come to see the trend of malpractice as steadily fading away as the CBT have come to block all loopholes for cheating.

To further curtail the menace of malpractice, JAMB has decided to invoke the 1999 Examination Malpractice Act which stipulates that any candidate who is involved in any act of examination malpractice would be banned from sitting for the Board’s examination for one (1) to three (3) years depending on the gravity of the offence.

In its fight against malpractice, JAMB has also taken measures in the conduct of the examination and admission of candidates into tertiary institutions that all institutions during registration of admitted candidates must request for the presentation of the Board’s admission letter, photo album and biometric data verification.

JAMB’s twin decision to go full CBT in 2015 and the resort to the registration of UTME candidates through the newly established CBT centers nationwide in difference to the original use of Cyber cafes, has suddenly placed huge responsibilities on these CBT centers especially as it affects their responsibilities of training, which most of the centers are initially established for and for the conduct of examination and registration of candidates.

Not a few stakeholders are still questioning the choice of using CBT centers for registration and their ability to live above board by maintaining uttermost transparency, shun the perpetration of examination irregularities and indulgence in fraudulent activities which were noticed in the use of Cyber cafes.

The above palpable fear is hinged on the fact that the centers in the first place are business oriented and cannot easily isolate themselves from profit making overtures and can therefore be easily induced or seen to induce candidates to compromising behaviors for the sake of profit making. However, the Board said it has put in place measures to checkmate their activities and any of them found wanting will be disqualified from the exercise

The functionality of facilities to be provided by the CBT Centers may be called to question during the exercise, especially given Nigerian’s penchant to economize responsibilities rather than provide ideal facilities that will guarantee uttermost efficiency. Simply put, the CBT Centers may deny the candidates state- of –the- art facilities for the examination and give them substandard ones. This was debunked by the Board that with the 100% increased in fee by the Board and the caliber of the centers approved, the centers would have no option but to live up to expectation and perhaps improve on their service.

The anticipated challenge most potential 2015 UTME candidates may experience is their familiarity with the IT system and the efficiency of the technologies available.

Most candidates especially from the rural centers are not computer literate and unfamiliarity with simple applications, meaning that they may find the CBT applications a difficult huddle.

However, the past experience has shown that one does not need much knowledge of ICT to write the CBT examination as the 2014 exercise was adjudged to be successful even in rural dwellings. (Leadership)
