Democracy is a representative government and moreover, Buhari wasn't an independent candidate. |

modath: No Comment.....
Oversight, oversight, oversight, the most important "function" of Legislathieves!!! Truth be told, the project is a laudable proposal and should be supported by all and sundry. The controversy generated by non inclusion of Lagos - Calabar rail line in the budget sterns from the initial blame game targeted at PDP Senators and by extension SS/SE regions for either not doing enough or were outrightly antagonistic to supporting it because of their hatred for Amaechi which invariably was never the truth. Secondly, by absorbing APC Senators from Southwest of the same heat targeted at SS/SE Senators actually divided the entire South while the Northern Oligarchy plotted the imbalance and calculated marginaliztion aimed at developing the North at the expense of the South by channeling the floating N56 billion meant for Lagos - Cal rail line to Kano - Lagos aimed at completing Northern route in the shortest possible time and consequently killing off Southern route by depriving it of needed funding. As it relates to the quote you highlighted. I support PDP's stance on the controversy because Nigeria can't continue in Economy hibernation and without budget into mid second quarter of 2016. Let the President sign the budget and forward the said project immediately as a supplementary budget unless APC knows what I don't know, which is, Buhari's lack of interest on the later hence I pitch my tent on APC stance. |

modath: Two things I'd love someone to shine light on are;
1. Why did the constitution give budget presentation rights to the executive & still reposed the powers to re-assign, cut, add, remove in short rewrite to suit the NASS whims & caprices at the same time.?
2. Whose function is more germane i.e who has more authority over a particular budget item defense/inclusion/exclusion (not on funding grounds, just on viability or priority grounds), Is it the Oversight committee of that particular MDA or the appropriation committee of the whole house...
Matured & rancour free engagement would be very nice. Thank you.
Obiagelli, Tuale4u,e passingshot, 989900, Tonyebarcanista, omenka, kyase, dearpreye SOL, kingwaxxy, ladyexcellency, francizy, blueto.... & everyone! Permit me to quote some excerpts from the publication, the legislature and the budget by the World bank The evolution of legislative power of the purse dates back medieval times, when knights and burgesses in England were summoned to confirm the assent of local communities to the raising of additional taxes
Legislative oversight is nowhere more important than over the budget. The role of the legislature in most countries is to scrutinize and authorize revenues and expenditures, and to ensure that the national budget is properly implemented. How governance affects the wellbeing of the populace depends on tax levels, spending patterns, the impact of policies on investment and on interest rates, as well as on the ways that domestic priorities and choices interact with international economic and financial trends. There is a general convention that has been adopted by all democracies, that the legislature is the constitutionally mandated as the institution through which governments are held to account to the electorate and Nigeria is not an exception. The power of the purse bestowed on the Legislators provides accountability mechanisms to checkmate the recklessness and excesses of the Executive arm of the government |

Excuzeme: Thanks for your post and being direct .... while others chose to be beclouded by tribalism and hatred for Buhari, shifting the blame unto him.
Let me quote the Senators involved:
1) Senator Udoma Udo Udoma Minister for Budget and Planning,
2) Senator Ashafa , Chairman Senate Committee on land transportation
3.) Senator Senator Danjuma Goje , heads the Committee on Appropriations.
4.) Senator Abdulmunin Jibrin , House chairman on Appropriations (allocation of money to projects in Budget)
From the above, l have a few questions of my own:
1.) If there was a #54 Billion "found floating" in the budget, and this was subsequently appropriated for the two rail projects, why was the part meant for the Lagos-Calabar portion also diverted to the Kano-rail (Northern project), an unnamed (but likely a Northern one) airport security project, and the rest given to Borno Inland Port project in Niger State (Northern project again)? Is it that the South of the country does not deserve any physical project and is being short-changed by Senators of the Northern extract?
2.) The Eastern Senators who are of PDP, were the one that foisted Saraki as the Senate President , on the nation, is this Saraki's way of repaying them, by depriving them of a project that was ready-funded and diverting the funds to the North?
3.) Where were the Senators from the East, like Tweeter Senator Ben Bruce, Stealler Oduah, e.t.c when the Northern Senators like Goje and Jibrin were HACKING the Budget and diverting funds for Southern Projects, into the North? If its to follow Saraki to the ICC for trial, they will all wear agbada but look at how they fumbled in their primary responsibility!
4.) Even if the project was not in the original budget sent to the NASS... and was later included by way of supplementary Budget addendum, why did Godje and Jubrin (both Northern Senators) remove it and diverted the funding to projects meant for the north?
5.) How did Senators of the East and PDP who supported Saraki to become Senate President, allow him to foist the two most powerful Committee chair-positions, when it comes to funding projects from the budget, to the North? Why not one to the North and the other to the South-East, South South or South West? I hope we are all realizing how "dangerous" this Saraki of a person is, by now?
6.) Finally, why are the Northern Senators, knowing what they have done behind our backs, trying to harass Minister Amaechi and blaming him for what they did intentionally? Easterners might not like Amaechi for decamping to the APC but that is what politics is all about! he realized his error and quickly remembered the South/Eastern region needed this rail line so he quickly corrected himself.... only for the Northern Senators who are now blaming Amaechi, to do their hacking on the project and its funds?
If these Senators think Nigerians are fools, they have another thing coming. They have been exposed once and for all. Buhari needs to send that Budget back and ensure they include that Lagos-Calabar rail project into ti (and any other project they have hacked out) ... before appending his signature.
Nigerians would wait, if that is what it takes to make these criminal Senators to do the right thing. And if they dare abuse their "powers" on Ameachi or PMB, Nigerians are prepared to match on the NASS itself. Do you know why those against 2nd Niger bridge and Akannu Ibiam Airport are supporting this so-called fictitious Lagos - Cal rail line proposal and blaming the Easterners for the non inclusion of the project in the budget? Stop taking people for fools and better still mind your own business and stop claiming to fight for the interest of the people you so much hate. There has been no time in the history of democracy where the Presidency substitutes the "representatives" of the people.
Allow the Lawmakers do their work, NASS is not all about Saraki and Dogara rather approximately 450 elected representatives of our people.
If you are concerned about their proposals and bills, talk to them, protest their resolutions, actions and inaction. The same NASS defeated the third term agenda, stood against some "perceived" obnoxious policies of Jonathan administration when APC had their way in the chambers.
The NASS is not as immoral as the Executive where Power lies on the decision of one man. With Buhari's formula of 5% and 97%, the need for constituency projects become imperative because the implementation and execution are coordinated by the Executive. |
