Lagos is one of the only states in Nigeria that hasn't defaulted on salaries. Lagos and FG salary is the only sure salary in Nigerian civil service.

States that don't take health workers and teachers serious enough to pay them, why would they pay Police?
There must be a way to improve on this current system.

Maybe this would work in Yorubaland, not in Niger Delta where the security apparatus and LGA of each locality is run by a local Warlord/militant, and the Governor is put in power by these warlords. No, we will keep our Federal Police jare

And you want responsibility for Police to go to State Government?

State Government is the most useless Govt in Nigeria. Only Lagos is serious about it.

Should State Governments operate their own Police, they will just become tools in the hands of local warlords and thugs.

Besides, Federal Govt will never allow State Police as Police are the chief instrument of election rigging. That means a PDP State Governor can use State Police to outdo Federal Might of APC in a Gubernatorial election. Even worse, in a Presidential election that will affect the Presidents position itself. That means just having Kano Police under opposition control can cost you the Presidency.
We need a system that work, you can’t keep doing the same thing over and over and expect different result.

We need to do away with this old system if you we want significant improvement as a country. As you take more burden off the FG, we also take more revenue away from them, that way you make the center not too attractive like before.

State Governors already collect billions in security votes every year, wtf do they do with the security votes? We have to bring policing closer to the people, let every state police itself. Let every Local government area has their own version of Sheriff who will be in charge of the police in the LGA and coordinate with the state head of police. It will even make policing more easier and make them more accountable.

Funding the police should be a first line charge. Like say 5% of the revenue every month deducted at source.

The FG will still be in charge of military, airforce and Navy. We can fully domesticate the DSS to do the job the FBI does in the US and create another secret service.

We must not allow politics to stop us from developing the country. The hard decisions must be made. This country must move forward. angry

Tbvh though, I don’t see the reason why we have SARS in Lagos since rrs respond to 90% of the police emergency in the state.

Look at rrslagos

If they had still remained under the current Police system, I doubt anyone will be praising them the way we do now.

Rrslagos is the only Police unit in the country that has Insurance (I stand to be corrected).

rrslagos are properly funded. They get paid salary and allowance as at when due

rrslagos does routine check on its personnel and continued training.

rrslagos takes accountability of its personnel serious. Any officer caught doing any illegal work is promptly disciplined.

rrslagos has better equipments. Better patrol vans, speed cars, power bikes and even helicopters. Every year companies donate cars and police equipment to them.

If the system is clean, policing will work.

It’s time to advocate for state police. Lagos state has showed us that state police can work.

And thanks to unemployment and ASUU, we have a lot of time.

Bribery and corruption are normal in Nigeria. We have even come to live with that. People even negotiate with police for bribes. Wrong, but at least you know you won't be shot.

What SARS does is so much more. Torture, extrajudicial killing? No be who dey alive go pay bribe?
I am not talking about just Bribery and corruption alone. I’m talking about the whole Police system.

The Police system we run in the country is obsolete. As long as this system remains, whatever they are saying is papering over the crack.

Go and read the Police Act and see the kind unambiguous powers the act gives Police. It’s a system clean up that is needed.

SARS is a reflection of the PoliceNg as a whole.

Exactly my brother

It's not news that police are one of the most corrupt organisations in the world. Even countries with high standard and we'll funded police deal with them.

At least regular police arrest actua petty l offenders and negotiate bribe with them, which by the way is not only a Nigerian thing.

But when you have a certain police unit (SARS) who are meant to prevent violent crimes, abandon their duties and start commiting the crimes themselves, extorting people and killing those who can't pay them. Then it's no longer a regular bribe collecting police , it's now terrorism. They are terrorising people and need to be removed from the system
But they were not removed from the system. Just redeployed from one unit to the other.

The system itself is corrupt, it is the system that give these rogue SARS the boldness to do the way they like. As long as this system remains, this extortion and harassment will continue in another form.

Just like I told Roland17 yesterday, we have to start from somewhere.

See the uproar this has created internationally.

I'm surprised you're talking like this. SARS has been banned or reformed once in each of the last 5 years, complete with name changes. Why this outcry? Why is it particular to this particular group?

I know the problem is bigger than SARS but we have to start somewhere.
You dey naija. I no suppose dey explain this thing for you like this.
You root out issues once and for all and not papering over the cracks. There are a lot of things that need to change about the Police force. It’s not just about SARS alone, it’s about the whole police force as a whole.

Unless this momentum will be kept, The police reform we will get will be nothing to write home about.

Issues must be addressed as a whole. Those even shooting protesters are not even sars operatives. They are normal police. The one that shot Jimoh in ogbomosho is not a SARS operative.

We wait and see what happens in the following weeks and months.

We are not even discussing this as much as we should be doing tbvh.

The cons has always been that State Police in the hands of our desperate politicians can be fatal but we can’t shy away from the pros which far outweigh the cons.

The first step is to have a new Police Act which will decentralize policing to the state and community level. Let every state and community police themselves. We have seen that this is possible with rrslagos.

Many fears is that won’t the state be owing them salaries has state government are notorious for owing salaries. An underfunded police is dangerous not to talk of one that his salary is not forthcoming.

The structure of state policing is there, our lawmakers are just sleeping on their jobs or they don’t know what to do.

Just look at rrslagos and you will understand that a reformed police force is possible. There is RRS in every state (they give it their own different variation names) yet rrslagos stands out, why is that?

1. Leadership, everyone knows who their commandant are and who to hold responsible, their line of command is clear.

Who controls SARS and FSARS?

2. Clear funding. Lagos State is bearing the largest part of their allowance and salaries through the Lagos State Security Trust Fund. They have better cars, power bikes, helicopters for patrol and even have makeshift emergency bus for accident victims. You will rarely hear of rrslagos men extorting, harassing or brutalizing lagosians. No wonder their nickname is The good guys.

Maybe it’s high time rrslagos model is replicated all round the country but question is, will these state government fund them properly the way Lagos State does?

Brilliant.

The only part i disagree with is the 5th point of patrol teams not carrying guns.

Nigeria is fairly weaponized so sending police patrol teams out with no guns is tantamount to human sacrifice.

Due process and accountability when it comes to issuing guns and ammunition (which you also suggested) will be a better move.
Very true.

I think we should start considering the decentralization of Police. Let people from each state/community police themselves.

Obviously, the solution to the problem has become worse than the problem but i don't think we should eradicate the agency, I think it should be reformed; better training of officers, better discipline within the agency from the officers, better transparency from the agency, better public relations of the agency.
These are basic reform steps that can be taken to enhance the functions and product of the agency not shutting it down.

Larride, it's been quite long we heard your political opinions.
What's your take on this whole #endSars debacle?
Some are calling for outright demolition while some are calling for reform, how do you see the whole issue?
EndSars will lead to ReformPoliceNg.

It is wishful thinking that the government will End a tactical unit like that. What is needed is a holistic approach to end this menace once and for all.

What I feel should be done ASAP

1. The IGP should be sacked immediately. An Inspector General of Police that will give order and Officer under him will flout those orders has no business being an IGP.

2. The National Assembly should as a matter of urgency amend the Police Act to enable the President to appoint someone external away from the Force to head the PoliceNg. All the IGP that we have had and will have will keep having this same issue as long as they are drawn from this rotten system. If the Police Act is amended, maybe the President can appoint someone from the a Military, Airforce or Navy to clean up the PoliceNg.

3. SARS, FSARs and all tactical unit should leave patrol to RRS and should only be deployed during emergencies which must be approved by their commandant or the CoP in the state. They should also stop receiving complaint directly.

Also send them for more training and orientation. The bulk of these units are poorly trained.

4. Fund the police properly. These police are underfunded, go to their police barrack and see the kind shambles they call barrack. An underfunded police is a recipe for disaster.

5. If possibly, stop patrol teams from carrying guns and if they must carry guns they must account for every single bullet.

There must also be strict consequence for any Police Officer or unit found extorting, harassing or brutalizing innocent citizens. These police officers have this aura that they will get away with their crimes which embolden them. This must stop.

6. Read the riot act to the CoP and all tactical units in all states. Let them know they will be held responsible for any case of brutality, extortion or harassment that happened under them. Let the CoP also read this riot act of the DPOs under them. Until each unit command head is held responsible for the actions of officer under them, they will keep encouraging these junior officers indirectly.

7. Let’s start the discussion/process of State/Community Policing.

For all avoidance of doubt, I’m all for ReformSARS and ReformPoliceNg.
