The criticism of Forbes dropping Barack Obama to the number two spot behind Vladimir Putin as the most powerful man in the world misses two big points. One is confusing the power of the U.S. with the power of our President. The U.S. is many times larger economically and militarily than Russia. There’s no disputing that. Our survey was a ranking of people, not countries or companies. The second and far bigger point is that Barack Obama is weak internationally by choice. At home he’s amassing immense, unprecedented powers over the economy. If Congress won’t pass one of his desired pieces of legislation, he’ll try to achieve his ends through decrees, a.k.a. executive orders, or unprecedented and sweeping regulatory rulings. The niceties of the law have never stopped this White House from doing what it desires. The Obama Administration routinely ignores adverse court rulings. Brazenly lying to the public is no barrier, as the President’s oft-repeated pledge that people could, if they wished, keep their health insurance policies and doctors demonstrates. From the get-go ObamaCare wanted to destroy the market for individual medical-care policies and to obliterate the practices of sole medical practitioners. Hardcore socialists have long understood that it’s much easier to regulate people when they’re herded into collectives. Obama has been weakened politically by the botched introduction of the health exchanges, people’s outrage over being lied to about being able to maintain their existing policies and the deepening malaise over the lagging economy. But to the President what matters is that his power grabs have not been rolled back. Internationally, however, Obama is the weakest President of the post-World War II years. Even the in- over-his-head Jimmy Carter was more of a factor in foreign affairs than Barack Obama. Diplomats are still astonished, for instance, at how little prep work Obama engages in before international conferences. He doesn’t arrive with much of an agenda, nor does he interact with other leaders in advance to line up support. He more or less just shows up. This is deliberate. The President truly believes the U.S. has been a malignant force in the world and therefore wants to reduce our footprint on the world stage to something the size of Belgium’s or Albania’s, which is why Britain and France took the lead on Libya and the U.S. “led from behind.” When massive, anti-government demonstrations erupted in Iran in 2009, Obama gave no support to the dissidents. The perception that the world’s superpower is fecklessly passive is what led Saudi Arabia, a rich yet vulnerable state that has relied on close relations with Washington to preserve its existence for over half a century, to publicly distance itself from Uncle Sam. China is now convinced that the U.S. is a declining power, which could lead to serious miscalculations by not only Beijing but also its neighbors, specifically Japan and South Korea. If Tokyo and Seoul believe the U.S. is withdrawing from the world stage, they will start preparing to build nuclear arms. And this gets to the real danger in President Obama’s deliberately weak overseas-power posture. He may wish he could take the U.S. off the world stage, but the world won’t let him; events will erupt that will force U.S. action. One such possibility is Iran reaching nuclear-bomb capability. WhatsApp is one of the most established ways of being able to chat with friends and family. However there are many apps such as Google Talk and Facebook. WhatsApp has been dominating others as it works with iOS and Android, along with the Windows platform. It has been the choice of many owners of smartphones. There is also BBM, Blackberry Messenger, which has been used by many owners of Blackberry handsets. BBM is set to become a rival as it used to be just on Blackberry devices but is now available for iOS and Android too. So which of these chat apps comes out on top? If you want to chat on WhatsApp then you need a SIM card as the app logs onto the phone number. The advantage to this is that users don’t have to worry about logging in and using passwords. They get a verification through SMS, which the apps scans for. As the whole thing is based on mobile numbers you don’t have to build contacts up. The app also scans your contact book on your phone. However one of the downsides is that you have to ask for the number of anyone you want to add outside of your contacts. Blackberry Messenger takes a different approach to this in that you have a PIN number. BBM therefore has the login like email. But you do have to build up the contacts in the app from the start. However you can back up your list to a cloud. You can then switch handsets easily. WhatsApp needs the contact to be in the address book. This can be an issue if there is someone that you don’t want to talk to in say one months’ time. However you can block people. Users of WhatsApp could be put off by the thought of a stranger getting hold of their personal number. You could be the victim of someone who wants to bother people through SMS or calls. Also if your friend changes their number, the number could then be given to a stranger. Cocoa Mall, Oyo State’s largest retail mall development, financed by Wema Bank was commissioned at an event in the state capital, Ibadan, alongside its sister mall, the Heritage Mall, as part of the new Cocoa House Development. The Cocoa Mall complex was developed by Top Services Ltd., an indigenous property development company in partnership with O’dua Investment Company Ltd. Dog owners have long assumed that when their pet’s tail is wagging, it is usually a sign of contentment and happiness. Scientists have discovered, however, that dogs communicate far more information about their emotions to each other with their tails than was previously believed. A new study has shown that dogs tend to move their tails more to the right or to the left depending on how happy or sad they feel. This emotional signal can also be recognised by other dogs, affecting how the animals respond to each other. Research, conducted by neuroscientists at the University of Trento, Italy, showed that the animals’ tails tend to move slightly more to the right if they are happy. If they are experiencing negative emotions, such as feeling threatened, then their tail will move slightly more to the left. While the subtle bias in movement can be difficult for humans to detect, when video footage of the behaviour is slowed down it becomes more obvious. Dogs, however, seem to be able to pick up on these signals. The researchers found that dogs heart rates increased and they showed signs of anxiety when they saw a strange dog with its tail wagging slightly to the left. If the dog met a strange dog whose tail wagged slightly to the right, then the animals remained calm and showed a relaxed heart rate. Professor Giorgio Vallortigara, who led the research at the Centre for Brain Sciences at the University of Trento, said: “We know from neurological studies in humans that the left and right hemispheres in the brain produce different emotional responses. “In dogs, single organs like the tongue or tail is controlled by both sides of the brain. There can be competition and dominance between these two sides. “When they move their tail, it is more bias to the left or to the right depending on which side of the brain is more dominant at the time. “It seems dogs pick up on this when they meet other dogs and it forms a type of communication between them.” One of the dogs taking part in the study watches a dog on a screen wag its tail to the left (University of Trento) Previously researchers have shown that dogs can convey their emotions through their facial expressions . However, little research has been done to examine whether they may also be reflected in the way they wag their tails. Professor Vallortigara and his colleagues showed 43 dogs video footage of another dog wagging its tail or sitting still. They also used a silhouette of a dog to remove any other physical signals. When the video showed the dog’s tail wagging slightly more to the right, the animals watching remained relaxed, with their ears hanging down, lips loose and eyes slowly blinking. When the dog’s tail wagged to the left, however, the animals’ heart rate increased and their hair stood on end, they looked away, lifted their paws and showed other signs of stress. However, Professor Vallortigara does not think that the animals are consciously communicating their emotions, but rather that it is a consequence of the way their brains are wired up. Google has officially unveiled the latest incarnation of its flagship Nexus smartphone. Made by LG, the handset is smaller, slimmer and lighter than the Nexus 4 but its 4.96in (126mm) touchscreen is bigger. The Nexus 5 has been developed to show off the capabilities of the new version of the Android operating system. Called Kitkat, the software has been designed to work well on both high- end smartphones and cheaper feature phones. The alliance with Google has helped bolster LG's fortunes even though, according to statistics from Gartner, it is still a long way behind rivals Samsung and Apple. In the April-to-June quarter, the consultancy indicated 3.8% of all smartphones sold were LG handsets putting the South Korean firm in third place. By contrast, Apple accounted for 18.8% of all sales and Samsung 29.7%. Memory cut The specifications for the new phone were widely leaked before it was announced on the official Google blog. The gadget shares some of the hardware from LG's G2 handset and can record and play back HD video at the full 1080p resolution. Its camera also has a rapid burst system that captures several photographs at the same time so owners can pick the best shot. The handset is due to go on sale on 1 November in the US, UK, Canada, Australia, France, Germany, Spain, Italy, Japan and Korea. "Nexus devices serve an important function for Google," said Ben Wood, head of research at analyst firm CCS Insight. "The company collaborates closely with the chosen phone maker as it rolls out a new version of the Android operating system and this results in a 'vanilla' version of the software that acts as a reference platform for developers and tech enthusiasts." Google said a base 16GB version of the device would cost $349 in the US (£299 in the UK), unlocked and without a contract. The 32GB version should cost $399 (£339 in the UK). With Android Kitkat, Google said it had made the software use less memory so it could be used on handsets with much lower specifications than top end smartphones. In addition, Google has begun moving some services off Android's core software and onto its app store. Summer downpours across northern Europe linked to variations of jet stream winds caused by loss of sea ice. The six summers from 2007 to 2012 were all wetter than average, meaning scenes like these in Brighton yesterday have become more common. The unprecedented run of wet summer weather in recent years could be due in part to the melting sea ice in the Arctic, which appears to be affecting the movement of high-altitude winds over Britain, a study has found. Scientists believe they have discovered a “causal link” between the loss of Arctic sea ice in summer months and variations in the jet stream that have brought a series of very wet summers to Britain and northern Europe. The six summers from 2007 to 2012 were all wetter than average and, although none of these individual events were unprecedented in themselves, the sequence of six consecutive wet summers was “extraordinary” over a 34-year period from 1979 to 2012, the study found. The summer of 2007 was the wettest over northern Europe during this period, and the summers of 2010 and 2011 were the fifth and sixth wettest respectively. In contrast, southern Europe experienced drier-than-usual conditions, it found. The study, based on computer models of the weather, found that the dramatic loss of summer sea ice in the Arctic over the past decade can cause the jet stream – a high altitude ribbon of fast-moving air – to shift further south, bring stormy, wet weather to Britain and north- west Europe. “The results of the computer model suggest that melting Arctic sea ice causes a change in the position of the jet stream, and this could help to explain the recent wet summers we have seen,” said James Screen of the University of Exeter, who carried out the research. “The loss of Arctic sea ice tends to shift the jet stream to the south in summer and so increases the risk of wet summers in the UK and north-west Europe.” He added: “The study suggests that the loss of sea ice not only has an effect on the environment and wildlife of the Arctic region, but has far-reaching consequence for people living in Europe and beyond.” The study, published in the journal Environmental Research Letters, is the latest to suggest a possible link between the loss of summer sea ice in the Arctic and weather extremes around the northern hemisphere. Previous research found that sea-ice loss could be responsible for increasing the winter risk of cold, easterly winds from the Siberian Arctic blowing across north-western Europe, as they did in the winters of 2010 and 2011. Dr Screen said that there are several possible factors that could have influenced recent wet summers, including the natural decade-long fluctuations in the sea- surface temperatures of the Atlantic Ocean. However, the latest study suggests that sea ice and the jet stream could explain up to a third of the trend towards wetter summers, he said. The computer model compared weather patterns when the summer sea-ice was relatively extensive, as it was in the 1970s, to recent years, when it had contracted by nearly a half. It found that sea ice alone can influence the direction in which the jet stream tends to flow on its journey from west to east. When the jet stream veers northwards between Scotland and Iceland, which it tended to do this summer, it usually results in long periods of dry, sunny weather. However, when it shifts south, as it did in the six previous summers, it brings wet, stormy weather over Britain from the Atlantic. “We have some confidence that the computer models are showing the real thing. The pattern of summer rainfall we see in the computer models, when the only factor we change is the amount of sea ice in the Arctic, is very similar to what we’ve experienced over the past few years,” Dr Screen said. Previous studies by Jennifer Francis of Rutgers University in New Jersey suggested that the loss of sea ice could be affecting the temperature gradients between polar regions and lower latitudes further south, which can influence the speed of the jet stream and so affect how likely it is to veer further north or south. The way this season has been going for Serena Williams, there was only one fitting way for it to end. Williams capped a career year in style Sunday, earning her 11th title of 2013 by coming from behind to beat Li Na 2-6, 6-3, 6-0 for her second straight WTA Championships crown. Williams became the eighth woman to win 11 or more titles in a year and the first since Martina Hingis had 12 in 1997. She is also the first to repeat as champion at the season-ending WTA Championships since Justine Henin in 2007. "It was an awesome year of tennis," said Williams, who sank to her knees after firing a backhand winner on her second match point. The victory brought Williams' prize money total for the year to $12,385,572. The only player, male or female, to earn more in a year was Novak Djokovic with $12,803,737 in 2012 and $12,619,803 in 2011. The American won her fourth WTA Championship, having captured the elite tournament for the top eight players also in her debut in 2001 and in 2009 and 2012. Williams has won 78 of 82 matches this year and will finish the year as the top-ranked player for the third time in her career after 2002 and 2009. Williams' titles this year included the French and U.S. Opens for a total of 17 Grand Slam crowns. Her winning percentage of .951 is the best on the tour since 1990. Martina Navratilova had an 86-1 record and a .989 percentage in 1983. Still, Williams said she would have preferred to have won at least one more Grand Slam title. "I live to win slams. I mean, obviously I'm so excited to be the WTA champion," Williams said. "I can't say it's the best (season). I can't say it's not the best. I don't know. I really don't know." Li was in her first WTA Championships final and will finish the year at a career-high No. 3. The final featured two players above the age of 30 for the first time in the championships' 43-year history. Williams is 32 and Li is 31 but both are playing some of their best tennis. Li got off to a better start over a sluggish-looking Williams, who struggled a day earlier to beat Jelena Jankovic and complained later of being exhausted after a long season. "I felt good this morning, much better than I did yesterday, but then in practice I was like, 'Oh, no.' I was a little worried, but I just hung in there and just kept going and going," Williams said. The Chinese was quick to break serve for a 2-1 lead and rolled through the first set, which ended with Williams netting a forehand and hitting a backhand passing shot wide. Williams won a key game at the start of the second set that went to nine deuces and lasted nearly 12 minutes as the American fended off two break points before finally prevailing with a service winner. "I guess looking back it was definitely a very important game for me to win," Williams said. "She had been on a real roll. I guess I was determined to win that game at any cost." Li blasted an ace, her only one of the match, to level at 3-3. But she produced a double-fault and a forehand error to give Williams a chance to serve out the set. Williams needed three set points to close it out. "After a set and a half, I was feeling no more energy left. It's a tough tournament, because I played five days in a row," Li said. "Every opponent (is in the) top eight, so you never have an easy match in this tournament." It was another double-fault by Li that gave Williams a break of serve at the start of the third and the American never looked back. Williams did have to save five break points, the last one with her sixth ace, before wrapping up the title. Li, the 2011 French Open champion, fell to 1-10 against Williams. She lost a set at 6-0 for the second straight time they played. She won only three games in her loss to Williams in the semifinals of the U.S. Open. "I have a little bit bad taste, because it's at love, but I still feel more positive things," Li said. If and when David reunites with his mum, it wouldn’t be a thing to hide as both of us had always had a blossoming and amazing relationship that exists between true mothers and children.” While running away from making her son a subject of public discourse, Doris emphasized: “David Ademinokan, the product of Doris Simeon and Daniel Ademinokan’s seven-year-old marriage has not spoken or seen her mum since he was whisked away by his dad on the pretence of visiting his grandmother several months back. “There is no iota of truth in the tale that Daniel Ademinokan has returned the young and intelligent David, who would have no doubt missed the presence of his mother greatly, in the last 13 months. “It would be a thing of joy and great tidings should David be returned to his mum for the undeniable motherly care he would have missed over the years.” Doris Simeon, who returned to Nigeria from Dubai last Wednesday after an official engagement, is an award winning Yoruba and English actress. A mother of 14 in Colombia tried to make ends meet, police say, by pushing her daughters into "hell" and selling their virginity for a couple hundred dollars. Margarita de Jesus Zapata Moreno, 45, was arrested this week together with a 51-year-old contractor who police believe impregnated one of the young daughters. She broke down in tears when she stood in front of the cameras after being arrested in Bogota, the Colombian capital. The Bogota Metropolitan Police say Zapata sold the virginity of 12 daughters to much older men seeking to have sex with young virgins. Authorities also say the suspect would begin selling her daughters to men as soon as the girls turned 12 years old. She charged anywhere between 300,000 and 400,000 Colombian Pesos ($160 to $212) for a virgin. But Zapata strongly denies the accusation. Colombian authorities often show high-profile suspects to the media shortly after arresting them. When Zapata was standing in front of the cameras Wednesday, one of the reporters shouted a question to her: "Did you prostitute your daughters?" She answered: "No, my darling." Colombian police say they learned of this alleged case of abuse because one of the alleged victims stepped forward. Authorities say one of the suspect's daughters forced into prostitution gave birth to a baby boy when she was 14. She had refused her mother's orders to have an abortion. Colonel Carlos Melendez, a Bogota Metropolitan Police spokesman, told CNN affiliate Caracol TV the young girl described to investigators the "hell" in which she lived when she was still a prepubescent girl, about being forced to have sex with much older men in her home and about a life of abuse and neglect. "She was a minor and she still had the courage to report the abuse and also to refuse to have an abortion. That's when this investigation started, from the threats of her own mother," Melendez said. The investigation took more than a year to complete because the only witness willing to testify, the 14-year-old girl, now 16, disappeared, apparently because she feared her mother would kill her for going to the police. After she reappeared, she also told authorities about a man who had sex with her and got her pregnant. Police arrested a 51-year-old man who investigators say fathered the son of the girl who was 14 years old when the baby was born. The suspect declined to comment at Wednesday's police presentation. Police are asking the rest of the daughters to provide more information about this case. "Those who are watching or listening to us, we would like to ask them to come to the police so that they give us information about transpired in this case," Melendez said. The Lagos state government would in 2014 take a second tranche of a six hundred million dollar loan from the World Bank which it applied for in 2010. The scheme according to the borrowing plan is to be implemented in three tranches of two hundred million dollars each by the state government. In a letter from President Jonathan to the Senate, the president said the second tranche of the development policy operation was unfortunately, not captured in the 2013-2014 medium term borrowing plan. President Jonathan in the letter, however urged the Senate to include the second tranche of the borrowing scheme into the current borrowing plan and the World Bank supported the Public Private Partnership project, which was approved by the National Assembly in the 2010 borrowing plan with a total credit amount of US$315 million, has enjoyed only US$15 million disbursement to date from the World Bank after about two years of project implementation. In the letter, the President stated that “The World Bank approved a Development Policy Operation (Budget Support) for a total credit amount of 600 million Dollars to the Lagos state government in 2010. “The fund is expected to be implemented in three tranches of $200 million each. “The first tranche of $00 million was approved by the National Assembly in the 2010 Borrowing Plan. “The Development Policy Operation (DPO) 1 was implemented in 2011. “However, given the importance of the second tranche to the success and sustainability of the first tranche, I wish to submit it for your consideration for inclusion in the current borrowing plan. “This will, however, be without additional funding request”. it ended. http://www.channelstv.com/home/2013/10/25/lagos-to-borrow-200m-from-the-world-bank-in-2014/

Li's trampling 6-2 6-1 win over an ailing Victoria Azarenka carried her to the last four of the tour's flagship tournament for the first time. Britain's three-month-old future monarch has been christened at a small ceremony in a central London chapel, where he made his first public appearance since his birth in July. Prince George was seen in the arms of his father, Prince William, as the elder prince and his wife Kate arrived at the Chapel Royal in St. James's Palace for Wednesday's traditional Anglican Christian ceremony. The infant was wearing a white satin gown, a replica of one made for Queen Victoria's eldest daughter in 1841. In a private ceremony inside the chapel, Archbishop of Canterbury Justin Welby baptized the prince with water from the Jordan River, where Christians believe Jesus also was baptized. In several breaks with tradition, Prince William and Kate kept the guest list for the event small, to about 30 close family and friends, and named only one member of the royal family as a godparent to George - William's cousin Zara Philips. The other six godparents are friends of the royal couple. All seven godparents were among the attendees of the christening, along with Prince William's father Prince Charles and step-mother Camilla, and his grandparents Queen Elizabeth and Prince Philip. The low-key nature of the ceremony appeared to reflect a desire by Prince William and Kate to protect the privacy of their son, while the naming of friends as his godparents showed their willingness to update royal customs. Also new, are the better visible indicators of who is reachable right now that recently popped up in the Android version, inline animated GIF support and now incoming calls don't stop user's music -- they just pause it. We're already expecting Hangouts to take a step to the forefront in Android 4.4 KitKat -- check the app's placement in yesterday's Nexus 5 leak for a peek -- and this update will probably make things easier for users that cross back and forth between platforms.

The 2013 MOBO (Music Of Black Origin) Awards for the 3rd time was held in Glasgow last night at the new £125 million Hydro arena which opened with a series of Rod Stewart gigs less than a month ago… The event saw celebrities, including Pussycat Doll Kimberley Wyatt, Waterloo star Chelsee Healey and musician Jazzie B taking to the red carpet alongside bands Stooshe, Rudimental and as X-factor finalist Jahmene Douglas, who braved the rain to attend the bling event. Also on the red carpet were Craig David, Gabrielle, Ms Dynamite and John Newman, dance troupe Diversity as well as host MOBO founder Kanya King and BBC 1Xtra’s Trevor Nelson, who co- hosted the event alongside fellow- presenter Sarah-Jane Crawford. Nigerian actors have endorsed Mr Latin Foundation, a project established by Bolaji Amusan, which is aimed at rising up to the challenges of youths, widows and less privileged in the society. The foundation, established in 2011, has been attending to the needs of many indigents in the society, which include offsetting of medical bills, enlightening the public on the dangers of drug and child abuse, among others. Actors, led by Jide Kosoko, said they were impressed by the initiatives of the founder and declared their support for the project. Speaking on the project, Kosoko predicted that the foundation would go places in view of the determination and plans of the foundation founder. The entire theatre practitioners in this country are behind this project. We are in full support and optimistic that it’s going to be a success’ Kosoko emphasised. The Chairman, Board of Trustees of the Foundation, Dele Odule in his own remark, said he was impressed by the founder’s concern for the less privileged in the society, hence, his resolve to serve and be part of the laudable project. He also affirmed that actors and actresses have concluded to give adequate support for the project, which he said, was a project in the right direction. ‘The foundation is coming at the right time, and it is a clear fact that comedians not only put smiles into the cheeks of their fans, but also put smiles into their lives. I want to appreciate Mr Latin for this commendable efforts and initiatives and we are going to rally round him and give adequate support’ Odule said.
