That's weird, the Approval note should be a PDF file. Since you can't even open it. I would recommend you redownload it. It's possible the download wasn't complete or something. Kindly redownload from the CAC portal.

Did you do Name Availability Search for yours before you registered it? The link to do that on the site is dead ===> http://publicsearch/comsearch/test.php

I can't believe programmers are being paid heavily to manage national portal and they resort to populate the site with dead links that leads to no where... this country is so annoying
