I have watched a protest in the US were police used extreme measures to disperse protesters! U disperse protesters when it is extreme & not arrest. U can only arrest protesters in mild situation. When the situation become extreme & they are huge in number, security will use any means possible to disperse them, or else they will overpower the security. It is like that all over the world.
