The Kaduna State Police Command, said it arrested seven suspected cattle rustlers and recovered 273 livestock in Iche Village near Kasuwan Magani in Kajuru Local Government area of Kaduna state on Nov. 19.

The Deputy Commissioner (DCP) Department of Finance and Administration, Kaduna Command, Onah Sunny made the disclosure at a press conference on Wednesday in Kaduna. Sunny said the success recorded, was the success of Community policing.

“It is very important to let you know that, we are here today to showcase the remarkable achievements the Kaduna state Police Command recorded yesterday (Tuesday) by recovering 246 Cows and 27 sheep.

“The animals were suspected to have been rustled, and the arrest of seven suspects in connection to the crime,” he said.

According to him, the feat was achieved through community willingness to ensure safety and security of lives and property of well-meaning citizens of the state. Sunny said the Kaduna Command received reliable information that there were suspected rustlers trying to move rustled cattle in large numbers to location yet to be ascertained.

“On receipt of the information, the Command immediately swung into action and intercepted the cattle and sheep around Iche Village near Kasuwan Magani in Kajuru Local Government Area of the state. The operatives equally arrested the seven suspects, who are currently assisting Police in their investigation.

“Let me call on the Public in the State to rededicate themselves to the concept of civic responsibility to demonstrate personal and collective commitment in assisting the Police with timely and reliable information to be able to sustain the gain recorded and improve security in our communities in general.

“I want to assure you that the suspects will be prosecuted accordingly upon completion of investigation and the cattle will be handed over to the real owners with verifiable proof of ownership,” Sunny said.

The Centre for Social Justice on Wednesday faulted the 2020 budget presented by President Muhammadu Buhari to the National Assembly, stating that the fiscal document contained about N150.07bn expenditures that are “frivolous, inappropriate, unclear and wasteful.”

The group stated this in a report made available to our Correspondent by its Lead Director, Eze Onyekpere.

The report analysed the 2020 budget of about N10.33trn, which is currently before the National Assembly.

The group in the report called on the lawmakers to critically review the fiscal document in order to remove “all the expenditures that would not impact positively on the lives of the people.”

It recommended that many expenditure in the budget should either be slashed for being “too high” or removed for “being duplicated” in the expenditure of another agency of government.

Onyekpere noted if the recommendations of the report are implemented, it would save the country about N150.77bn.

Speaking on the report, he said that at a time when Nigeria has been rated as the poverty capital of the world,every item of expenditure in the federal budget should reflect the best value for money.

He said, “The executive budget is still suffused with projects described as meaningless jargons, words that have no fixed meaning, duplication of projects under different names; projects without locations and others that have nothing to do with the mandate of the ministry, department or agency which they are proposed.

“When the Ministry of Agriculture has a project on the promotion and development of the rice or wheat value chain, what exactly is the deliverable.

“The use of loose words like empowerment, capacity building, skills acquisition and upgrading without a contextual description of what the expenditure will achieve is simply not the terminal at to expend public resources.

“When the Nigerian Stores Products Research Institute in Ilorin is engaged in the construction of solar motorised boreholes in selected locations in the six geopolitical zones, supply of operations utility vehicles, tricycles, upgrade of stadia, an alarm cell should go off.

“What is the mandate of the research institute and how will the foregoing facilitate the realisation of that mandate.

He added, “Ministries like works and housing, water resources are suffused with too many projects which available resources cannot support and therefore the resources are so thinly spread.

“It is inappropriate to continue wasting money on projects that will not deliver results due to very thin funding. The funds are wasted and the people service no value.”

Giving a breakdown of some of the expenses that made up the unclear expenditure, the report said in the state house for instance, the sum of N526.23m which was allocated for replacement of vehicle spare parts and tyres was bogus and should be reduced by 50 per cent to N263.11m.

It added that the N4.06bn which was also budgeted for annual routine maintenance of the villa should be reduced by 50 per cent to N2.03bn.

“Annual routine maintenance cannot cost so much. And there is a second sum for maintenance of office and residential quarters.

The report also stated that the huge vote of N652.26m for concession of Ajaokuta Steel Company should be removed as such fund was not needed to concession the project.

Justice Joyce Abdulmaleek of the Federal High Court, Ibadan on Wednesday sentenced a drug kingpin, Tajudeen Tela to life imprisonment for trafficking 37 kg of Indian Hemp.

In her judgment, Abdulmaleek said that Tela was convicted and sentenced based on the evidence before her and the fact that he pleaded guilty to the crime.

“In view of the overwhelming evidence against Tela, I cannot but apply the full weight of the law on him.

“As a result, the convict is sentenced to a maximum of life imprisonment without an option of fine.

“The Toyota Camry and the cash sum of N67, 000 found in possession of the convict are hereby forfeited to the Federal Government of Nigeria.

“Also, the weed substances shall be destroyed by the National Drug Law Enforcement Agency (NDLEA),” the Judge said.

Before the pronouncement, the Defence counsel, Mr Bassey Okon, had prayed the court to have mercy on his client by reducing his jail term.

Earlier, counsel to the NDLEA, Oyo State Command, Mr Raphael Himinkaiye, had told the court that the convict was facing a one-count charge bordering on unlawful transportation of cannabis.

He also said that Tela committed the crime on July 27, 2017, in Ibadan, NAN reports.

Himinkaiye said the convict was apprehended in possession of 35 parcels of compressed cannabis which weighed 37 kg in a Toyota Camry with Reg. No. KJA91ML and a sum of N67, 000.

He stated that the offence was contrary to and punishable under Section 11 (B) of the NDLEA Act Cap N30 Law of the Federation 2004.

Speaking under the condition of anonymity, all the lawyers who witnessed the judgment expressed reservation, describing the judgment as being too ash.

Photos shared online have drawn attention to the shocking state of Government Girls Science College, Agaie, in Niger state.

The girls' only college is in such a state of ruin that people are wondering how the students are able to cope under such conditions and still be expected to do well academically.

The photos show the sad state of the hostel where the girls sleep. The roof is already caving in, leaving parts of the dormitory open to the elements.

The rooms are in such a bad state that students have to strategically place buckets to catch rainwater that drops into the dormitory from the leaking roof.

A Lagos-based trader, Mrs Amuda Adeleke, Tuesday filed a suit at a Federal High Court in Lagos, against former Senate President, Dr. Bukola Saraki for allegedly using her picture on campaign billboards without her consent.

Saraki was the Director-General of the Atiku Abubakar Campaign Organisation for the 2019 General Election.

Joined in the suit marked FHC/L/CS/./19, are the Peoples’ Democratic Party (PDP), Atiku, who was the party’s presidential flag bearer, and his running mate, Mr. Peter Obi.

Amuda, in the suit filed by her counsel, Kingsley Iheakaram, is claiming N45 million from the respondents jointly and severally as compensation for the “unlawful, unauthorised and unconstitutional use of her image by the respondents.”

The applicant is also seeking an order of the court directing the immediate withdrawal and destruction of the campaign materials containing her unauthorised images anywhere within and outside Nigeria.

She is also seeking a court declaration that the alleged unauthorised “use, publication and display of her image as advertisement” by Saraki as head of the Atiku, Obi Presidential Campaign Organisation constitutes a breach and an infringement of her fundamental right to privacy as enshrined, guaranteed and provided for in the 1999 Constitution.

The applicant in an affidavit in support of the Originating Motion averred that last December 4, agents of the Atiku Abubakar Campaign Organisation (AACO) under the leadership of Dr. Bukola Saraki led a campaign on behalf of Atiku and Obi to Oyin Jolayemi Street Victoria Island, Lagos, to draw support for the candidacy of Atiku and Obi in the 2019 presidential race.

It was further averred that in the course of the campaign, AACO and and Saraki began to personally engage the individuals, traders entrepreneurs and other citizens on the said street including the plaintiff on their expectations in respect of the forthcoming 2019 general elections.

The plaintiff said during the interactive engagement, most of the individuals in the locality of the campaign including herself pledged support for Atiku and Obi due to the harsh economic situation in the country.

She further stated that during the interaction Saraki and his agents took photographs without informing her that they were going to put them to any use and that she did not think much of it, thinking the first respondent took the picture just to commemorate the event.

Adeleke said that it was afterwards that she started seeing her pictures being used on campaign Bill Boards both in Lagos, Abuja and other places in the country while people strated calling her from different places.

She added that sequel to the infringement on her privacy; she had to take time to explain to friends, relatives and well-wishers who had been inundating her with calls of the true state of affairs in regard to the unauthorised display of her image on billboards.

The plaintiff said all her friends who saw the advert said it portrayed her as a woman stricken by poverty that had lost all hope and was prepared to commit suicide.

However the respondents in their counter affidavit to the suit, while they all denied some of the plaintiff’s averment, said the Atiku and Obi did not meet the plaintiff physically or in any other manner in the course of their campaign in Lagos State and neither took snapshots or photographs with her.

The defendants stated that all matters of electronic/billboards campaigns were contracted out to Messrs AHC Production Limited and so she was contacted and interviewed by that company.

The first and second defendants said they were informed by Mr Tokunbo Omulekulo of the said AHC Productions Limited at the PDP office in Abuja that the name of the applicant is not Mrs Amuda Adeleke, but Tope Olukolu with GSM phone number 08035059775 which is the name she gave to Omulekulo during the interview as contained in the consent agreement she signed with AHC Productions Limited.

The Defendants averred that the applicant was so excited about this possibility of a change of government.

They claimed that the applicant, his friends and neighbours knew that their pictures were going to be used for electronic campaigns for Atiku and Obi and that each person’s used for the electronic campaigns advertisement were duly paid and made to sign an agreement before their photographs and names were used.

They urged the court to dismiss the suit.

Justice Ayokunle Faji fixed January 27, 2020 for further hearing.

The Inspector-General of Police, Mohammed Adamu has blamed the attack on voting stations and snatching of electoral materials reported in the just concluded Bayelsa and Kogi gubernatorial elections on fake police.

Responding to questions from State House correspondents after briefing on the outcome of the security meeting with President Muhammadu Buhari on Tuesday in Abuja, he also said that the police helicopter that appeared to shoot tear gas at Kogi voters was patrolling the sky to deter potential trouble makers.

He said the police realised before the elections that there would be violence in the two states.

Adamu also said that there were reports before the polling day that politicians were sewing police and army uniforms for thugs in preparation for the exercise.

He said the police, therefore, provided identification tags for its personnel deployed for election duties.

The police boss said people in police or army uniforms who did not have the tags and were fake.

THE Kogi State Governor and candidate of the All Progressives Congress (APC) in the Saturday’s governorship election, Alhaji Yahaya Bello, is leading with a very wide margin going by results announced so far by the Independent National Electoral Commission (INEC).

Governor Bello is ahead of the other 23 candidates with over 200, 000 votes margin in 15 out of the 21 local government areas where results have been officially announced.

Bello got a total of 333,212 votes, followed distantly by Musa Wada of the Peoples Democratic Party (PDP) with 101,469 votes.

The APC candidate’s highest win so far is from Okene Local Government, the council area of the incumbent governor where he got a total of 112,764 votes as against Wada’s 139 votes.

The governor also floored the PDP candidate in the Kabba/Bunu, the LGA of Kola Ologbondiyan, the party’s national spokesman.

APC polled 15,364 votes in Kabba Bunu while Wada who polled 8,084 votes.

So far, INEC is yet to announce results from six LGAs of the 21 LGAs in the state.

The collation officers are reporting that thousands of votes were cancelled as a result of violence in some polling units.

Meanwhile, the governorship candidate of PDP, Engr. Musa Wada and his running mate have rejected the result of the election.

Addressing newsmen in Lokoja on Sunday, he said results were being written to favour the APC.

He alleged that the deputy governor of the state, Chief Edward Onoja alongside security agencies, visited the collation centres where results were changed to favour APC.

He also lamented that APC rigged the election with the result of Kogi Central adding that PDP and him will challenge the result in court.

“The result is not a true reflection of what happened. The people of the state voted for PDP but APC changed the result to favour them.

“Results declared so far by INEC is a written result and we can’t accept that. Every single result was changed and we are going to challenge the election. The election is not a true reflection of what happened in the field.

“I am the candidate of the party and I don’t have to wait till they kill me. I have to cry out to the people of Nigeria to know that APC rigged the election.

There is an ongoing protest by some youth in Dekina Local Government Area of Kogi State who are loyal to the Peoples Democratic Party (PDP) over alleged moves to manipulate election results.

The youth, who stormed the INEC secretariat in Dekina town in their hundreds, insisted that the individuals they saw crossing to their community from another local government through the river would not be allowed to enter the INEC office with their bags.

One of the protesters who spoke to PREMIUM TIMES, Abubakar Galadima, said they suspected that the alleged intruders were bringing doctored results from neighbouring Bassa Local Government Area of the state.

But one of the accused, who identified himself simply as Mr Adeleke, said they were collation officers for the 12 wards in the local government area.

Mr Adeleke, who said he was a lecturer at Federal University, Oyè Ekiti, said they were to be issued identity cards at the INEC office and so did not bring anyone to identify them.

It took the intervention of police officers to calm the enraged crowd.

The officers had to offload the contents of the bags carried by each of the accused before they reluctantly dispersed.
