Politics › Jonathan To Contest Against Semi-literate Candidate –PDP by LilNetty(op): 5:52am On Dec 23, 2014
The national leadership of the Peoples Democratic Party has said that its presidential candidate in the forthcoming election, Dr. Goodluck Jonathan, will be contesting against a semi-literate candidate.
Ostensibly referring to the candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd.), the party also said the election would be between Jonathan and “a military jackboot.”
Buhari, a former head of state, is the only presidential candidate who has a military background .
Section 131(d) of the 1999 Constitution allows anyone with school certificate qualification to contest any elective office in the country.
The PDP, through its National Secretary, Dr. Wale Oladipo, said when some leaders of the PDP in the Diaspora visited its national secretariat in Abuja on Monday that there was no way the President would not win the election.
It said, “The next election is going to be between darkness and light. It is going to be between a cosmopolitan highly-focused Ph.D holder and a semi-literate jackboot.
“Our candidate is a man who believes in integrating the economy of Nigeria into the world economic order. He is a man who believes that the power sector should continue to be reformed so that we will attain the level of power generation and distribution that is commensurate with our aspiration in terms of industrial development. Nigeria cannot afford to go back. We will continue to move forward.”
The party said having won three presidential elections in which Buhari ran on the platforms of different political parties, there was no way it would not floor the APC which had decided to field the former military leader as its presidential candidate.
Describing the APC as a party not ready to offer alternatives, the party advised Nigerians to remain with it.
It said, “Even though we are not a perfect party, our mission is perfect.
“We do not belong to any religious organisation and we don’t belong to any ethnic group. In preparing for the next election, which is not going to be like previous ones because for the first time, the opposition has coupled together a contraption that is called the APC.
“They have passed through the motion and endorsed their perennial candidate. We have beaten him three times, we are going to beat him once again.
“The APC is not a political party that is ready to offer an alternative to the teeming masses of this country. The only agenda they seem to have is to see our back.”
The PDP said that God had decided that Nigeria would not only continue to wax stronger, he had also “decided that this country will not go back to 1983 when we had to start doing trade-by-barter with Brazil; when we went back 500 years to start practising what our ancestors practised when there was no currency in this country.”
“God has decried it that we will continue to pilot the affairs of this country and continue to implement the transformation agenda,” the PDP added.
But the Director of Publicity of the Buhari 2015 Support Group Centre, Dr. Chidia Maduekwe, expressed shock about the PDP comments, saying they showed the depth of their understanding of Buhari.
He said, “How can the PDP refer to a man who had his initial military training in Nigeria and the best officer cadet training institutions in the world as semi-literate. They are so lazy that they can not check Gen. Buhari’s profile in this internet age.The general went to the Military Training College in Kaduna; the Mons Officer Cadet School in the United Kingdom; the Defence Services College in India and the Army War College in the United States. The certificates given by these institutions are equivalent to university degrees.
“If they want a copy of the general’s CV(Curriculum Vitae), they are welcome to have one.”
The BSGC boss advised that it would better serve public interest if the record of performance of Buhari was put side-by-side that of Jonathan.
According to him, it was pedestrian for the PDP to reduce the issues at stake to educational qualification.
Maduekwe said, “Buhari had the opportunity to govern this nation in the past and his records are there for all to see.
“He managed our economy very well and paid up our debts and built up our foreign reserves. This was a man who was in charge when our refineries were built; this was a man who was in charge of the PTF(Petroleum Trust Fund) and left an enviable record.
“Contrast him with our Ph.D holder (Jonathan) who has run our economy aground and our foreign reserves depleted and we are today raking up debts.
“Under this Ph.D holder, Nigeria has come last among nations in the attainment of the Millennium Development Goals with a 2015 deadline. Nigeria came last because; we have a PDP government which is visionless. Nigerians certainly do not want a continuity of this suffering.”

This is by far the biggest senseless risk I've ever seen anyone take. In the video which was posted on instagram, a young man is lowered and held very firmly by the hand of his close friend from a tall building overseeing a highway. After a few seconds, the friends helps him back up. Although a lot of people criticized the man for taking such a risk, many couldn't help but wonder if they had someone in their lives they trusted enough to take such a risk with. Do you? Politics › Fresh Trouble In Ekiti: 19 APC Lawmakers Set Up New Assembly by LilNetty(op): 9:43pm On Dec 20, 2014
The 19 All Progressives Congress members of the Ekiti State House of Assembly on Friday formed a parallel assembly at a secret location and suspended factional Speaker Dele Olugbemi and the six lawmakers loyal to him.
The APC lawmakers accused the seven Peoples Democratic Party lawmakers of violating Section 96 (1) of the 1999 Constitution.
Those suspended apart from Olugbemi are Mrs. Abeni Olayinka , Adeyinka Adeloye, Alexander Adeojo, Mr. Olowo Ajiboye, Mr. Dele Ajibola and Mrs. Ayo Olajide-Fatunbi
Olugbemi and the six lawmakers had purportedly “impeached” the state House of Assembly Speaker, Dr. Adewale Omirin, and his deputy, Taiwo Orisalade, on November 20, 2014.
At the plenary held at a secret location in Ado-Ekiti and presided over by Omirin, the APC lawmakers also nullified all legislative actions purportedly carried out by the Olugbemi-led Assembly.
The actions include the receipt and consideration of the 2015 budget; the dissolution and reconstitution of the caretaker committee members for the 16 local government areas and the confirmation of three commissioner-nominees and special advisers.
The plenary concluded that the purported impeachment of Omirin and the “election” of Olugbemi as House Speaker portrayed the Assembly in bad light, hence the need to suspend the seven lawmakers to save the integrity of the legislative chamber.
The Majority Leader, Churchill Adedipe, who moved the motion, claimed that the PDP lawmakers had consistently violated Section 96(1) of 1999 Constitution and House Standing Order in the last one month.
He alleged that the seven lawmakers gave false information to the public by accusing the 19 APC legislators of receiving bribes to impeach Governor Ayodele Fayose.
Olugbemi, however, was hostile to journalists when they sought his reaction to the issue.
The motion to suspend the seven PDP lawmakers was seconded by Mrs. Omowumi Ogunlola.
The 19 APC lawmakers at their plenary voted in favour of autonomy for local government and the House of Assembly and also granted approval to Section 8 of the Constitution which confers citizenship rights and privileges on Nigerians anywhere they are living in the country.
They also approved autonomy for the offices of Accountant-General and Auditor General of the state as part of constitution amendment.
Adedipe also moved the motion to reconvene the plenary at a public location outside the House of Assembly chambers for security reasons.
He said the action was supported by Section 101 of the 1999 Constitution (as amended).
The Deputy Speaker, Chief Adetunji Orisalade seconded the motion.
The plenary resolved to hold its sittings and conduct its legislative business at the Faculty of Science, Ekiti State University, Ado-Ekiti.
Adedipe moved a motion referring the seven lawmakers to the Ethics and Privileges Committee for further disciplinary actions. The motion was seconded by Mrs. Bunmi Oriniowo (Ido/Osi 1).
The lawmakers, however, passed a vote of confidence in Omirin and the leadership of the House.
Meanwhile, a lawyer, Mr. Jiti Ogunye, described the crisis rocking the Ekiti State House of Assembly as inimical to the growth of Nigeria’s democracy.
The near collapse of governance in the state, according to him, is a deliberate attempt by the executive to foist its selfish desires on the people and political system.
Ogunye said, “What we are witnessing in Ekiti State is worse than shame. Not even in an African movie would you see such illegality. It is barbaric.
“The judiciary in Ekiti State is under siege. Seven cannot be majority in a House of over 24 lawmakers. If these seven lawmakers are being given protection by the police and hoodlums and those in the majority cannot perform their legislative functions, that is illegality. For me, Omirin remains the Speaker of the Ekiti State House of Assembly. Olugbemi is just a usurper.
“Omirin and his colleagues are the majority and have the right to go elsewhere to sit if they cannot gain access into the Assembly.
“The constitution did not state a specific venue where the House can carry out its legislative function apart from the fact that it must be in the state capital which is the administrative headquarters.”
But another lawyer and rights activist, Mr. Festus Keyamo, described the sitting by the 19 lawmakers outside the legislative chamber as illegal. He also said the sitting of the other seven PDP lawmakers was wrong.
He called on the National Assembly to immediately take over the legislative functions of the Ekiti State House of Assembly as the state does not have a functioning assembly at the moment.
Keyamo said, “Two wrongs do not make a right. The first seven lawmakers are wrong and these 19 are wrong for sitting outside the legislative chamber because the Supreme Court has said that legislators cannot sit outside the legislative chamber to take any decision.
“The remedy for the 19 lawmakers was to go to court to get an injunction against the other side and go back to sit in the house.
“Therefore, there is no legal sitting in Ekiti State House of Assembly now as there is no functioning assembly. So, the National Assembly should take over the functions of the assembly immediately.”
Election tribunal affirms Fayose’s victory
Meanwhile, the Ekiti State Governorship Elections Petitions Tribunal sitting in Abuja on Friday affirmed the victory of Governor Ayodele Fayose in the June 21, 2014 poll.
The tribunal had relocated to Abuja after hoodlums disrupted the proceedings in Ado-Ekiti in September.
Justice Suraju Mohammed-led tribunal dismissed the petition filed by the All Progressives Congress challenging the declaration of Fayose of the Peoples Democratic Party as the winner in the election.
The Independent National Electoral Commission had declared Fayose the winner of the election defeating the APC and its candidate, Dr. Kayode Fayemi.
The tribunal held on Friday that APC’s petition lacked in merit as the party failed to prove any of its claims.
The party had through its petition asked the tribunal to void the election which it alleged was marred by irregularities.
The party had also contended that Fayose was not qualified to have stood for the election on the grounds that he was impeached from the same office in 2006 and that his Higher National Diploma Certificate was forged.
The APC had therefore asked the tribunal to nullify the election on the grounds of the alleged irregularities characterising the poll or in the alternative return its candidate, Dr. Kayode Fayemi, who polled the second highest votes, as the winner.
The respondents to the petition were the PDP, Fayose, INEC, the Chief of Army Staff and the Inspector-General of Police.
In its judgement, the three-man panel led by Justice Suraj Mohammed held that the petitioner failed to prove the alleged irregularities characterising the poll.
It noted that the petitioner contradicted itself when it sought an order nullifying the election and in another breath sought that the certificate of return be given to its candidate.
Fayose hails verdict
Fayose, on Friday hailed the governorship election petition tribunal’s verdict which dismissed the petition of the APC challenging his victory in the June 21, 2014 election.
He said the verdict had demonstrated that the Ekiti people freely gave him their mandate.
Fayose, according to a statement by his Chief Press Secretary, Mr. Idowu Adelusi, said the election was the freest in the political history of the country.
The statement read, “We have said ab initio that going to court by the APC was trying God and that it is the character of a bad loser whose stock in trade is fabricating lies purposely to deceive the gullible minds. Ekiti people who came out to vote for Fayose are not fools.”
APC vows to appeal judgement
In a statement by its state Publicity Secretary, Mr. Taiwo Olatubosun, the APC said it was dissatisfied with the verdict which dismissed the petition based on the fact that the grounds of the petition were pre-election matters.
“Even though the tribunal did not say that all the issues raised against Fayose were not true, dismissing the entire case on the basis of pre-election matter tag will be challenged at the Appeal Court.”

Politics › APC Leaders Fail To Agree On Buhari’s Running Mate by LilNetty(op): 5:46am On Dec 16, 2014
A marathon meeting by the leaders of the All Progressives Congress ended in the early hours of Tuesday(today) without a consensus on the running mate for the party’s presidential candidate, Maj.Gen. Muhammadu Buhari.
Unlike the national convention/ primary which produced Buhari on Thursday without much rancour, the meeting which started at about 10.30pm on Wednesday and ended at about 1.58am on Tuesday was said to have been characterised by intense horse-trading.
Different caucuses of the APC had started a series of meetings which culminated in a larger one that had all the party’s governors and leaders in attendance.
The National leader of the party, Asiwaju Bola Tinubu, did not attend the enlarged caucus meeting.
Before the enlarged meeting which held at the Rivers State Governor’s Lodge in Asokoro, Abuja, rose, former Vice-President Atiku Abubakar and Imo State Governor Rochas Okorocha had left.
They did not return as of 12. 50am when Buhari and some other participants, including seven governors, started filing out of the lodge.
Although the reason for their action could not be ascertained,The PUNCHlearnt that the National Working Committee of the party would ratify one of the shortlisted vice-presidential aspirants on Tuesday.
The aspirants being considered are Governors Rotimi Amaechi(Rivers), Babatunde Fashola(Lagos), Adams Oshiomhole(Edo) and a former Lagos State Commissioner for Justice, Prof. Yemi Osinbajo.
Others whose names came up were former governors Dr. Kayode Fayemi (Ekiti State), former Governor Olagunsoye Oyinlola (Osun State) and former governor Adeniyi Adebayo (Ekiti State)
A seven-member committee headed by Chief Tony Momoh was set up to prune down the number of aspirants. It has representatives from each zone of the country.
They include Chief Bisi Akande (South-West), Senator Chris Ngige (South-East), Senator Danjuma Goje (North-East), Chief Audu Ogbe (North-Central), Chief Sam Jaja (South-South) and Governor Yari Abubakar (North-West).
The enlarged meeting will reconvene by 12pm today.
The caucus arrived at two major decisions which included the rejection of Muslim-Muslim ticket.
It was gathered that Abubakar, Okorocha, Kwankwaso and Nda-Isiah would lend their voices to the choice of the vice-presidential candidate. This would be followed up by input from Buhari.
One of the governors, who attended the meeting said, “We are still meeting. It is not as easy as you see it. We are still meeting.”
Another leader of the party also confirmed the stalemate, saying “We have not picked anybody yet.”
He explained that the NWC which would meet on Tuesday(today) was expected to “ratify whoever is picked if there’s a stalemate tonight(Monday). “
Earlier on Monday, another top ranking member of the APC privy to the meeting said, “The meeting is going on now to draw up the general principles of (the) choice.
“It has been agreed that no Muslim/ Muslim ticket. The choice is also not restricted to the South-West; any zone in the South could produce our candidate’s running mate.”
The APC chieftain said the governors and Tinubu, were engaged in serious calculations about the viability of aspirants being proposed.
The meeting had in attendance, the party’s National Chairman, John Odigie-Oyegun; the National Secretary, Mai Malabuni; ex-Minister of the FCT, Nasir el-Rufai as well as Governors Rauf Aregbesola (Osun), Oshiomhole (Edo) and Yari.
Others were Governors Babatunde Fashiola (Lagos), Magatakarda Wamakko (Sokoto), Ibrahim Geidam (Yobe), Kashim Shettima (Borno), Senators Bukar Abba Ibrahim, Atiku Bagudu, Chris Ngige and Ahmed Sani.
Also in attendance were the party’s national publicity secretary, Alhaji Lai Mohammed and a former presidential aspirant, Sam Nda- Isaiah.
Abubakar and Okorocha left the meeting midway and were yet to return as at the time of the time participants starting filing out of the lodge.
When contacted, Mohammed said, “We are still consulting.”

Hyperhidrosis can be an embarrassingcondition that can affect one's condition and level of socialising.
Unfortunately,it's a bit of a difficult condition to treat. The more advanced treatment options are laser therapy, botox injections and something called iontophoresis. You may not really get that in Naija.
If the sweating is more from the armpits, try and get an anti-perspirant called Drysol.
The use of baking soda or table salt also helps temporarily.Rub on the parts where you sweat regularly from.

Politics › Photo: Boko Haram Victim In Search Of His Wife And Seven Children by LilNetty(op): 9:33pm On Dec 13, 2014
A 40 year old identified as Matthew Zira, (pictured below) says he's searching for his wife and seven children after members of Boko haram invaded their village in Michika LGA of Adamawa state on September 7th. A distraught Matthew narrated his ordeal to The Nation. Read what he said below..
My name is Matthew Zira. I am from Vi village in Minchika Local Government Area, Adamawa State. I was living comfortably with my family until that fateful Friday.

Before that day, there had been rumours that Boko Haram would attack the village, but no one knew when they would come. So on that day, as usual, I went out of the house to look for my daily bread. I ride commercial motorcycle in the village, I am also a farmer, and did the commercial motorcycle work when farm work was over.

So, I left home as early as 6 am on the 7th of September 2014 on my motorcycle to commence the business of the day. But at about noon, I started hearing gunshots and everyone said Boko Haram had arrived town. I immediately rushed back home to go and evacuate my family, but before I got home, they had fled along with other villagers to an unknown destination.

I went round town looking for them but could not find them. I went to the police station, hospitals and everywhere but could not find them. Before the evening of that day, Boko Haram had already taken over the entire village completely. I was advised not to go back home because all the houses in the village had been razed by Boko Haram.I fled to Minchika to continue the search for my children. Later, we had to flee to Yola when we heard that Boko Haram would attack Minchika. I spent one month in Yola searching everywhere for my children but I could not find them. Those of us who escaped from Vi village and other surrounding villages were camped at the NYSC camp in Yola. I thought of meeting my children there in the camp but they were not there.I had to come to Jos because I was told that thousands of Adamawa people ran to Jos. But I have searched all the IDP camps in Jos since the 5th of November when I arrived, I can’t still find them.

There is even no iota of information about where I could find them. “Others who lost their families during the rush to escape have found their people, but in my own case, I’m still searching in vain. It is only God that will reveal to me what happened to my family. So, I am only looking up to God now because I have done all that is humanly possible.

I am really in trauma; at night I can’t sleep, I keep thinking of my children. At times, if I am eating and the thought of the whereabouts of my children came to my mind, I will not be able to eat any longer, from that moment I will lose appetite.I am pleading with any Nigerian who knows where I can locate my children to contact me on my phone – 07037728905.

My wife’s name is Tinana Mathew. My seven children are Rita, Ziramatu, Tumbamatu, Kwata, Racheal and one-yearold Doris. Please, I am eagerly waiting for any information on their whereabouts.” he said

Properties › A Jungle In The City: Story Of A 500-room House Where Tenants Live As Prisoners by LilNetty(op): 12:42pm On Dec 13, 2014
Covered in a stream of sweat as he made for the narrow entrance leading outside the block, Okoli Nwabueze (not real name), cursed and grumbled angrily. He was deep in slumber by the time the fan in his room stopped rolling that afternoon and so couldn’t make it out on time to enjoy cool, ‘precious’ breeze. Lacking proper ventilation, electricity supply was the only means to keep the temperature within the room normal. Last year, when he paid N140, 000 as rent and related charges for 12 months to move into Agboye ‘Estate’, a gigantic structure with over 500 rooms stretching on about four plots of land on Oduntan Street, Ketu, Lagos, this was not what he expected. The situation leaves him deeply frustrated.

“The heat inside my room is crazy,” he said, nodding his head in complete dejection. “There is no ventilation and so whenever there’s power outage the place becomes very hot. This was not what I expected when I paid for the house last year. I never knew I was moving into a prison yard. I can’t use generator or other household appliances even after paying so much as rent. This is really crazy,” he fumed.

Lamentations all the way

Okoli is not the only one burning with rage in this vast and hugely populated building – the poor and extreme conditions of living is getting other tenants deeply concerned, too. Apart from paying N6, 000 as monthly charges for a single room – not more than twice the size of the space inside a commercial bus in Lagos – occupants who agreed to speak with our correspondent after they were assured their identities would be protected for fear of being victimised by the owner of the house, Onamo Agboye, said they are forbidden from using power generators, electric kettles, air conditioners or even host important social gatherings like naming ceremonies or birthdays within the facility. They were assured of constant electricity supply when moving in but they soon found out that the big generator set stationed at a section of the compound is not meant to service their interest but the comfort of the landlord alone. To make matters worse, the only entrance leading in and out of the compound closes at 11:00pm daily. Once the clock ticks, nobody goes in or out anymore, they revealed. In case of an emergency, chaos is inevitable.

“There was this day I was coming from FESTAC and I encountered traffic around Maryland, I didn’t get to Ketu until about 11:30pm. The security men at the gate of the house did not allow me to go in. I explained to them that I was new and that I didn’t know about the time of the closure but they refused to listen to my plea. I slept inside the church opposite the house that day,” Lanre Adamolekun, another tenant toldSaturday PUNCH.

The regimented nature of the building – like a Nazi facility – has left devastating consequences on some occasions. Injuries and heartbreaks have come in different forms.

“My wife almost died from pains after falling into labour around 2:30am. The security men did not open the gate for us until two hours later because they said their boss would be mad at them for opening the gate at such hour of the night. They saw her condition, that she was dying but they refused to consider her pains. By the time we got to the hospital, she had become too weak to push by herself. She had to give birth through a caesarean section . That was the moment I decided that the house was not a place to live,” Anthony Onyekwere told our correspondent in a telephone conversation during the week. He has since relocated his family to the Agric area of Ikorodu, a fast rising town within the metropolis.

Chilling discoveries
From afar, the massive building looks like a ship sailing on the Atlantic with different national flags flying at the top with scores of bulbs arranged at strategic spots.

During a visit to the house during the week, our correspondent observed that the sanitary conditions were in poor state, while hygiene was also a big issue. In most of the blocks which are constructed only inches away from each other thus making free flow of air almost impossible, at least 12 rooms shared a single toilet and bathroom. On the average, two persons occupy each room, bringing the number of users of a single toilet to 24. An official who works at the building confirmed to our correspondent who posed as a potential tenant that there were presently 370 tenants in the house. Meaning that on the average, there are 740 adults living in the compound. This is aside children and visitors who make frequent stopovers to their loved ones. Unhygienic as this sounds, it is a situation that has existed for a long time and shows no signs of improving soon.

Behind the compound is a vast swamp of stagnant sewage and dirt – the perfect breeding ground for mosquitoes and other deadly insects that combine to inflict maximum horror on the occupants. The section is also home to snakes, scorpions and other dangerous crawling animals. Together, they make life for many of Agboye’s low-income earning occupants hellish.

“We are slaves to malaria and typhoid in this place,” Yemisi Adebambo, said. “Ask people around especially parents with children and let them tell you how much they spend on malaria and typhoid in a month. The mosquitoes here are the deadliest I have seen in my life, no thanks to the swamp at the back of the building; that is their breeding home. Even if you have mosquito nets in your room, you must buy malaria medicine in a month, you can’t escape it. If you are not even careful, you will meet snake or scorpion inside your room. We have killed many of them in our block this year. Ask anybody, they will confirm what I am saying,” the young mother of four told our correspondent.

A new notice pasted on strategic points within the facility which our correspondent stumbled upon, now also forbids tenants from accommodating a visitor of any kind beyond seven days without the approval of the landlord. According to the notice, such persons would be classified under the illegal tenant category of the management’s laws. Others in this category include: persons living in the room of a relation or friend who has travelled even if their rent was yet to expire; those sharing a room without the approval of the landlord, and also persons squatting in a room with a sitting tenant. Those under this category who wish to escape the wrath of the management are urged to obtain a regularisation form at N5, 000 and return with four passport photographs to have their status changed. Defaulters, however, risk urgent ejection and other severe consequences, according to the strong-worded notice.

The landlord of the house, who described himself to Saturday PUNCH as a philanthropist, said he established the place to help the masses and that if Nigerians were like him, the country would have been a better place to live in.

“I am a philanthropist; I do this to help the people. If others were like me, Nigeria would have become a better place. I cannot say much for now but come back in two days’ time (Wednesday, November 12, 2014) when I will give you three hours to interview me. Your paper will sell so well,” he said.

But what our correspondent found at Agboye ‘estate’ is far from what you see in an environment established by a philanthropist. Tenants are ejected without prior notice while monthly rent is increased at will without proper consultations with the occupants. Tenants cook by the entrance of their rooms as there are no kitchens while the passageway in most of the eight blocks in the premises are enveloped in darkness day and night except of course if there is electricity supply to light up the bulbs. In the alternative, occupants light candles to illuminate the place.

The monthly rent for a single room in this highly populated building – N6, 000 – is one of the most expensive in mainland Lagos, higher than in places like Yaba, Palmgrove and even Ikeja, the state capital. In addition to the high rent, tenants pay additional N2, 000 for electricity and other utility bills. New tenants who come on their own are made to pay a certain amount to a woman who acts as in-house agent. Without ‘settling’ her, your tenancy documents won’t be signed. But for those coming through an agent outside the place, they could pay as much as N140, 000 – about N34, 000 higher than the usual amount. In additional, a new tenant is made to perform a mandatory ritual – present a specified number of malt drinks and a bottle of wine to the management of the ‘estate.’

Disturbing as it sounds, the travails of many Agboye ‘estate’ residents, a school housing several professional institutes now converted to blocks of residential apartments, is only a fraction of the accommodation challenges many Lagos residents now face. Confronted with outrageous rents and all sorts of living conditions by house owners, many of the city’s low-income earning families and individuals are forced to accept cheap alternatives that offer no succour in the real sense. Rather, their troubles have been compounded in many of these places, with their rights grossly abused by greedy house owners who ‘lord’ over their lives in every form.

A ticking time bomb

A medical expert, Professor Oladapo Ashiru, told Saturday PUNCH that living in a crowded house like Agboye, poses severe health risk to the occupants. He said except government addresses the factors pushing people to live in such environment critically, the consequences could be harmful to the society at the end.

“If you live in a crowded house where ventilation is poor and a lot of people have to share a single toilet and bathroom, there is a high possibility of infection because oxygen sharing capacity is greatly reduced. There would be poor hygiene in the environment and stress on the bladder as a result of people waiting for each other to use the toilet.

“In such a place, there will be prevalence of malaria, diarrhoea. People in such a place would be visiting hospitals regularly because of the risk they are exposed to.

“The solution I think is for people to spread out to other parts of Lagos. There is too much concentration of people inside the city but if people spread out to other parts, the pressure would be reduced on existing infrastructure.

“Also, government should invest in water transportation so that people can easily move around the state. If this is done, people can live in rural areas where there are still large expanse of land and work in the city without crowding the city itself. The government must also develop proper housing estates in rural areas as well to further address this problem,” he said.

Former Dean, Faculty of Social Sciences, University of Lagos, Ayobami Makanju, a professor of psychology, told our correspondent that occupants of highly populated houses like Agboye risk having their egos dented. The situation, he said, could lead to deviancy and all sorts of psychological problems if not handled properly.

“Living in houses where there are so many occupants is a big problem for the individual’s psychological development. Every human needs their personal space and once you are denied this, it affects you in every way. It affects reproduction, blood pressure and the physiognomy in general.

“The problem also leads to stress because people are forced to stay on the queue to take their baths and also use the toilet. In the process, some are forced to take their bath in the open at odd hours.

“But the danger of it all is that it affects your ego and psyche. If you live in a place where the condition is not different from what you have in a prison yard, then you could start developing negative behaviour and begin to exhibit gangsterism traits. Places like this are the breeding ground for all sorts of deviant behaviour, especially when you see people who live normal lives and in conducive environments,” he said.

A civil engineer, Akin Ogunbanwo, told our correspondent that if the pressure becomes unbearable on the structure of a crowded house like Agboye ‘Estate’, it could lead to catastrophic consequences.

“In case the foundation is not properly piled and regular checks and maintenance work not done to strenghten the pillars, deckings and walls, a house with this type of pressure cannot escape disaster. It is a matter of time before it collapses completely,” he said.

A disaster of such magnitude in this crammed and highly populated building is best imagined.

Gory statistics

According to statistics, the gap between demand and supply in accommodation is massive, fuelling indiscriminate rent increase by many landlords in most parts of the country especially in big cities like Lagos. This has also led to the emergence of many slum settlements in recent years with families and individuals living in crowded rooms, thereby exposing them to all sorts of diseases.

The menace of the house agents who demand excess rent and all kinds of charges from potential tenants is another dimension to the problem. Though the Lagos State government in 2011 promulgated a tenancy law, restricting new tenants from paying beyond one year’s rent and six months for existing tenants, it is still business as usual in terms of the demands made by agents who serve as middlemen between tenants and house owners,Saturday PUNCHdiscovered.

Commissioner for Housing, Bosun Jeje, said that for the tenancy law to be effective, residents must also play their role by reporting any errant agent to the law enforcement agents.

“It’s a law and it’s in place. If you pay, you are also a culprit. It is when residents report such acts to us that we can make the law effective. Residents can report to the office of the Public Defender or Ministry of Housing and we will take it up.

“More so, residents should also note that in the law, if you pay for two years contrary to what is stipulated, you will also face the wrath of law. Residents have a part to play; report the person.

“On our part, we are embarking on massive constructions to address the housing needs of Lagosians. Lagos State is a mega city, the third in the world, and housing is always a major problem associated with a mega city; but we are addressing it. That is why we started construction in the senatorial districts and five divisions of the state. We are trying as much as possible to provide enough accommodation,” he said.

The 2006 population census puts the population of Lagos at 17.55 million while the United Nations projects that the city would become the world’s third most populous with 24.6 million inhabitants by 2015. But experts believe that that figure is well over 25 million today with dozens of individuals trooping into Lagos on a daily basis in search of a new life.

According to a 2010 study by the Lagos State Ministry of Housing, over 91 per cent of the total population lives in the metropolis with a population density of about 20, 000 persons per square kilometre in the built-up areas of the metropolis. The occupancy ratio is 8 – 10 persons per room with 72.5 per cent of households occupying one-room apartment.

The problem of inadequate housing for the citizens in Lagos is further aggravated by the inadequate budget for housing by the government. In 2000 for example, N667m representing 4.05 per cent of N16bn budget was earmarked for housing while N776m representing 1.42 per cent was budgeted in 2005. Four years ago, out of the N224.6bn total budget for the year, only N6bn representing 2.7 per cent was earmarked for housing. This was revealed in a 2010 report by the Lagos State Ministry of Housing. Even though the state government earmarked N50.537 b for housing and community amenities in the 2014 budget, much hasn’t changed in the accomodation challenge, forcing all sorts of structures – many unfit for human habitation – to spring forth across the metropolis.

Defeating the monster
Real estate developer, Mr. Segun Ogunshile, says the simple way out of the housing challenges in big Nigerian cities like Lagos is for government and the private sector to provide more affordable shelter for the middle and lower classes in the society.

“Most players in the real estate industry are into the top end of the market, building three-bedroom and four-bedroom apartments. Most of those buildings are in highbrow areas like Lekki, Ikoyi, Ikeja and other posh parts of the city. The truth is that this is not what most people in cities like Lagos actually need or can comfortably afford.

“There are hundreds of people who need shelter in Lagos but they can’t just afford those big houses springing forth here and there. The houses are too expensive. So, that’s the mismatch.

“But if the real estate sector can change focus a bit and build houses that people can afford, accommodation problem will be solved,” he said.

In spite of the Lagos State government’s mega city drive, slums and squatter settlements are still a prominent feature across most parts of the metropolis. Like Agboye ‘estate’, schools now serve as makeshift residential quarters while motor parks and abandoned buildings are used for similar purposes. At the Bar Beach in Victoria Island, a posh section of Lagos for example, dozens of homeless families and individuals sleep in the open, enduring harsh weather conditions during day and night.

Crime › Policeman Tortures Man, Wife In Lagos by LilNetty(op): 5:54am On Dec 10, 2014
A 29-year-old photographer, Ejeh Smith, and his wife, Grace, 26, are in pains and receiving treatment at a Lagos hospital after a police officer, identified as Dada Ogunsanya, allegedly tortured them with his rifle.
Ogunsanya is attached to the Ikoyi Police Division.
The incident happened at the Lekki Roundabout on Wednesday, last week, while the couple was in a taxi en route to their home at Parkview Estate.
PUNCHMetrolearnt that the police officer was among a seven-man team, patrolling the area around 10pm.
The police team was said to have stopped the taxi driver and demanded that he opened his boot for a routine check.
The taxi driver, Ndubuisi Iheaka, told our correspondent that after he opened his boot which contained scaffolding belts, the policeman demanded to see his driving licence.
“I was about getting the driving licence when he started flashing his torchlight on my passengers who were sitting at the back.
“The wife told the officer not to flash the torch on them since the inner light of the vehicle was on.
“Because of what she said, the policeman asked them to come down from the cab. This started an argument. The next thing I saw was that the policeman pulled my passenger (Ejeh) by his trousers, and his wife went to plead with him to stop.
“But instead, he slapped her and punched her husband. He was wearing a ring, which inflicted a deep cut on Ejeh’s face. After that, he used the butt of his gun to hit him in his eye and face. He also dragged his wife on the road.”
Grace said the policeman, apart from slapping her, stepped on her tummy.
“If I was pregnant that night, I would have lost my pregnancy. I was only trying to pet him to leave my husband since he did not have business with us. I told him to face the cab driver and leave us alone. “The other policemen were just looking at him while he dragged me on the ground. A man riding a tricycle at the time was the one who rescued me. He said the policemen must call their Divisional Police Officer or else he would not leave the scene,” she said.
The Ikoyi DPO, Mrs. Aisha Haruna, was said to have arrived at the scene.
Ejeh claimed he could barely see because blood was dripping from his eyes, while his wife was vomiting blood. He added that the DPO ordered that they be taken to the station to make statements.
He said, “But we told her that we needed to first treat ourselves before we could make statements. That was when we were given forms and referred to the Falomo Police Hospital. We paid for the treatment and we also went to the eye clinic for treatment.”
His wife claimed that the DPO seized her phone and asked an inspector at the station to delete all the pictures and video recording she did of the incident.
“Even my personal data were deleted. And when I asked the DPO why she did that, she said we deserved the treatment we got. She said she would have locked us up in the cell if not for our injuries. She said we did not know how to talk,” she added.
The family lawyer of the victims, Mr. Sunday Agbinya, said his office would write a petition to the Inspector General of Police to redress the wrong done to his clients.
“This is a case of assault occasioning harm and we intend to challenge it. We will send a petition to the IG. We want the police to conduct a full investigation into this,” he said.
The legal officer of a non-governmental organisation, Project Alert on Violence Against Women, Mr. Ben Odeh, said the police officer responsible for the act should be disciplined for torturing the couple.
He said, “It is a breach of their constitutional rights. The policeman went too far.”
The Police Public Relations Officer, DSP Kenneth Nwosu, confirmed the incident.
He said, “Yes, the incident happened in the Ikoyi division.Inquiries are on as well as disciplinary procedures.”
