Also verify your one year of work experience before you build a plan around it. Check two things:
*Your actual duties: Compare what you really did (day to day), using your reference letter and job description, against the duties listed for the NOC occupation you plan to claim. The job title alone isn't enough. The duties must match.

*Your hours: RCIP generally requires 1,560 hours of paid work within the last three years. Confirm from your payslips, or employer letter that your total reaches that number. A year of part-time work may not add up to 1,560 hours.

Also make sure the experience is paid work, not volunteering or an unpaid internship, and that your reference letter states your hours, pay, dates, and duties clearly.

Short answer: It depends on the qualification, the awarding institution, the province, and the job.
Immigration credential assessment and professional ECE certification are two different processes, and a result in one doesn't guarantee a result in the other.

1. CAN ICAS OR IQAS ASSESS IT?

IRCC designates organizations such as ICAS and IQAS to issue immigration ECAs. Designation doesn't mean they assess every kind of qualification. ICAS, for example, assesses formal academic education from recognized institutions and has said it cannot meaningfully assess certain competency-based qualifications.

A private ECE certificate could be a formal academic award, a vocational qualification from a recognized awarding body, or a course-completion certificate from a training provider. These may be treated differently.

Don't assume a certificate will be accepted until the evaluator confirms, in writing, that it assesses that specific award from that specific institution.

2. DOES AN ECA LET YOU WORK AS AN ECE?

No. An ECA doesn't grant a professional licence. Each province sets its own certification rules. British Columbia, for example, requires ECE Registry certification to work as an ECE or ECE Assistant in a licensed facility, with different pathways depending on where you studied.

A certificate could be accepted for an ECA and still fall short of provincial certification. The reverse is also possible. Check both processes separately.

3. WHAT RCIP REQUIRES

- Education: For foreign education, you need an ECA showing equivalency to at least a Canadian secondary school credential. If you already hold a master's with an acceptable ECA, that may satisfy the education requirement. The ECE certificate doesn't necessarily need its own ECA for RCIP.
- Job offer: A full-time (30+ paid hours a week), non-seasonal, indeterminate offer from a designated employer in a participating community, plus a community recommendation.
- Work experience: Generally 1,560 hours of paid work in the last three years, in an occupation that matches the job offer's TEER level. One year of childcare experience doesn't automatically qualify you. Your documented duties, the occupation classification, and the offer must align.
- Employer requirements: Childcare employers may require provincial certification before hiring, so confirm this for your target province.

4. IS THE ECA LIMITED TO YOUR HIGHEST DEGREE?

No. You can have more than one credential assessed, and each needs its own documents. Which credentials matter depends on your goal:

- To meet the RCIP education requirement: a foreign credential with an acceptable ECA.
- To get ECE certification: the ECE education and experience your province requires.
- To claim Express Entry education points: each credential you claim must be assessed.
- To qualify for a specific ECE job: the employer's required education, certification, and experience.

A master's in another field doesn't replace the ECE training a province may require.

BEFORE YOU SPEND MONEY

1. Ask your institution who accredits the program and whether graduates have been assessed by ICAS or IQAS.
2. Ask ICAS or IQAS in writing whether your exact award is in scope.
3. Ask the provincial ECE authority whether it accepts your qualification and institution.
4. Check the RCIP community and designated employers for their requirements.
5. Confirm everything against current IRCC guidance, since rules change.

GET CLARITY BEFORE YOU COMMIT

Please has anyone here successfully used any certificate/diploma in Early Childhood Education (level 2 and 3) issued by a private body other than Polytechnic or Unuversity e.g NBTE Early Childhood Education, to pursue an ECE career in any province or RCIP. I want to find out if it's allowed and can be evaluated by other bodies like ICAS or IQAS since WES does not evaluate non-academi or vocational certificates/diploma. Also i already have masters degree in another field which is not in high demand in Canada and also 1 year job experience as a childhood educator hence my reason for trying out Early Childhood Education. Or is the ECA limited to my highest degree alone?

Whether you believe this or not, is up to you. But this is the solution that worked for me.

I had bedbug infestation, and I mean a very severe one. I tried everything possible, but they kept coming back. One day I went online and came across a post on NL with somebody having same issue, and decided to check the comments. One of the comments I saw (which sounded funny at the time) was "GET ONE OF THEM ALIVE, TIE IT IN A NYLON AND DROP IN A BUSY MARKET".

I saw this laughed and continued scrolling, until someone said something similar. I decided to try it.
