As long as you've been ejected from his house, the landlord has no right to ask you guys to pay him money. Right now you have two choices, pay the landlord or challenge him to court. As far as the Nigerian police is concerned in this case, the landlord is the one that is right, since he is the one that first went to them.

but he is just going to them now,almost a year after evicting my mum,

Talk to a lawyer.
The police is not the court.
He kicked your mum out and now he is blackmailing her.
Him kicking your mum out has caused a lot of hardship which she is yet to recover from. If he is certain, then, let him go to court.
Do not under any circumstance agree to what he wants. Do not go into any under taking in the police station. He should go to court to enforce his claims. And the courts will look at the circumstances (with evidence) and decide.
But let the police not be your major concern.

You made that mistake. You would have gone to the police the day he ejected your mum. That would saved you all this trouble.

thanks to everyone that contributed to solving this problem,especially Chuks9000 and Ironmaiden , i asked my mum (as i live far away from her ) to go to the police station as invited but should not agree to pay a dime, the landlord was there b4 5pm , well she got there and told them exactly what happened 'that her property was thrown outside without prior eviction notice,well they asked him to go to court if he thinks he has any case . (its obvious they thought they could play around with my mother because shes a churchgoer who doesnt like trouble) im waiting for him to serve court notice,

good morning nairalanders,i got a call from my mum that her former landlord came to tsake her to the police station,that shes owning him,
now this is how my mother packed out from the said landlords house,my mum was indeed owing him rent due for three months,and he got infuriated one morning and asked her to pack out,like play like play this man went into my mums house and starting packing her things out,she called me then and asked me to speak with him,i called him,and pleaded with him to stop throwing her things outside ,that will pay the rents at weekend as i have not recieved my salary,but this man refused,that my mum should pack out from his house that very day and forget the money shes owing,that he doesnt want his rent,he just wants her to pack out,fastforward to almost a year after this happened ,this landlord had to guts to come to my mums house with police (probably bribed )asking for his money,my mum followed them to the police station , he went there and told them i promised to pay him the rents,they asked her to come to the station today at 5pm with me
