It's not a stretch, the price of scripts on codecanyon varies. I do know people who buy scripts off codecanyon and then charge upto 300k to customize and install, that's why I said 50K to 500K. Add the fees for hosting and domain and it adds up. Sure, there are cheap shared hosting but I generously assumed that's not the OP taste.

If you want an experienced developer to build you something custom then the budget will probably run into the millions of naira, however, alternatively you can rent a script kiddy to browse codecanyon for any script similar to what you desire and set it up for you, in that case better be ready to shill out anywhere between 50k to 500k depends on the kiddy and script.

But you didn't ask interested people to share their portfolio, you said the person would have to build the application with your company name and Logo without payment and then you will only proceed if it "makes sense".

NL doesn't use any recommendation algorithms, I doubt it even uses any kind of algorithm at all. Topics you see on the front page are put there by the super moderators. Now, you may see the trending section and think they have to be using some sort of algorithm, but the logic is just that posts are ranked by how recent their comments are and how new and regular.

If you know PHP, check the wordpress codex on how to create a custom page.

On the custom page, use a http client like guzzle to make rest request to the API and then loop through the results and display them.

As for pagination, you can limit the number of items fetched per request and increment on a per page basis.

From it's not an ecommerce site to people can fill form and payment. If people can make payment that means you're selling something, if you're selling something then it's an ecommerce site.
