While Nigeria’s President, Umaru Yar’Adua, lay critically ill in King Faisal Hospital in faraway Saudi Arabia, throwing the country into confusion over the leadership vacuum, Turai Yar’Adua, the President’s wife, was surreptitiously orchestrating an elaborate power scheme and was, in effect, running the affairs of the country.

Fresh evidence, obtained exclusively by NEXT, shows a grand plan in which Mrs. Yar’Adua, assisted by some politically connected Northerners, curbed the powers of the Executive Council of the Federation and tried to curry the favour of loyalists and foes alike in an effort to retain the family’s hold on power. For more than two months, the group - the ‘cabal’- succeeded in warding off all efforts to fill the leadership vacuum and thereby frustrated constitutional processes.

It is not very clear whether Mrs. Yar ‘Adua was protecting the interests of her ailing husband; indeed, it appears that she may have been more interested in holding on to the influence that her current position afforded her.

Spanning a period of about five weeks from December 15, 2009, series of email show the lively discourse that took place between Mrs. Yar’Adua, members of the executive council, legislators, presidential aides, and some prominent Northern elites. Events took a dramatic turn when in late December, she went beyond her loyalists and reached out to a well known antagonist, Nasir El-Rufai, the former minister of the Federal Capital Territory (FCT). Analysts believe that this may have been an attempt on her part to garner the support of politically strong Northerners while also bridging the gap between loyalists and rivals. Mrs. Yar’Adua says otherwise.

“Nasir wallahitallahi duk yadda ka dauka ba haka bane [Nasir, by God, honestly, it is not what you think] I just want to help you out,” the first lady said in an email to Mr. El-Rufai on January 14, 2010.

Seeking Power

While the nation simmered and accusations and counter accusations flew across groups, the parliament and the presidency, Mrs. Yar’Adua was subtly making plans on how to retain power.

According to sources who spoke on conditions of anonymity, the 80 day delay in handing over presidential powers to Vice-president Goodluck Jonathan was engineered by the first lady’s to solidify her power in the light of her husband’s dwindling health.

“This whole thing was about power. You must remember that she had the hope that if her husband became incapacitated, she would be made the vice president,” our source said.

Having been assured of the loyalty of her husband’s cronies, Mrs. Yar’Adua took the next step to woo her antagonists.

“It is all about power. She was trying to gather friends and to neutralize enemies. Because she wanted to be made the VP, she felt that if she could win over her enemies, then they would not oppose her ambitions,” another source said.

When contacted by NEXT, Mr. El-Rufai, who is currently exiled in Dubai and has been in the fore front of asking for the president’s resignation, said he did not know what sort of help Mrs. Yar’Adua wanted to offer him.

“I did not have a clue what help she was offering. I did not care and I did not think that she was in a position to help me,” the former minister, said.

A subsequent email sent by the first lady to the former minister however gives a clue on what Mrs.Yar’Adua hoped to offer Mr. El-Rufai in return for his support.

“Amma nayi maka Alkawari ba wani wanda ya isa ya kara wata magana Akanka [but I make you a promise that no one will ever again complicate your situation] if I remain the first lady,” Mrs. Yar’Adua promised in an email sent to Mr. El-Rufai on January 18, 2010. She may have been referring to the eight-count charge, brought against the former minister by the Economic and Financial Crimes Commission. Last year, on Wednesday, May 6, 2009, the EFCC charged Mr. El-Rufai to court on charges including abuse of office, and followed this up by declaring him wanted on account of his failure to appear before the courts. Mr. El-Rufai insists that he did no wrong and that he was being persecuted by those whose toes he had stepped on while he was the federal capital minister.

The middle man

Serving as the channel for the initial correspondence between the two parties was Baba Adams. Mr. Adams, a Nigerian who serves as the director of Research and Assessment at the Northcentral University, Prescott Arizona, presented himself as the middle man trying to establish contact between the first lady and different parties.

In one of the messages sent on December 24, 2009, Mr. Adams in an email to the president, via the first lady, appealed to him to cede power to his deputy. Mr. Adams copied several parties in the mail including members of the Executive Council of the Federation, some legislators, aides of the president, and some prominent Northerners. Mr. Adams copied the Sultan of Sokoto; Buba Marwa, a former military governor and current ambassador to South Africa; Mohammed Abba Aji, the presidential adviser on presidential matters; David Mark, the Senate president; Tanimu Yakubu, the president’s economic adviser; Babatunde Osotimehin, the minister for health and a close ally of the Mrs Yar’Adua; Michael Aondoakaa, former Attorney General; and Ojo Maduekwe, the Foreign Affairs minister, among others.

It is unclear what Mr. Adams’ relationship is with these people but a legislator who was copied in the email, Abike Dabiri-Erewa, a House of Representatives member, denied having a personal knowledge of Mr. Adams while also denying a personal relationship with the first family.

“I have no idea what you are talking about. If you are talking of my role as a parliamentarian, and a member of the Action Congress, no problem. But in terms of personal relationship, none at all. I met Yar ‘Adua once, as governor of Katsina State, when some House of Representatives members, were on a visit to Katsina. Perhaps, Mrs Yar ‘Adua might recognise me as a member of the parliament, and a former NTA staff she probably sees on TV sometimes. My stand was very simple: hand over to your deputy. I believe Mr. Adam copies his mail to some senators and members, as he normally does,” Mrs. Dabiri-Erelu said to NEXT.

Mr. Adams’ next step soon after that email was to take steps to link up Mr. El-Rufai with the Mrs Yar’Adua.

“I just got an e-mail from Her Excellency, Hajia Tura’i Yar’Adua, the First Lady of the Federal Rupublic of Nigeria from Saudi Arabia. She wants to speak to you by telephone - so please can you email me your best contact phone number. With all due respect to you and the First Lady, we will appreciate if you will keep this communication confidential to avoid any unnecessary altercations,” Mr. Adams said in an email dated December 26, 2009. Thus began the correspondence between the former minister and the first lady.

“Maganar taimakon da kike cewa za ki yi mani, na gode amma ba na bukatar taimakon wani dan Adam, domin na kai kara wurin Allah, Subhanahu wa ta’ala[As for the assistance that you want to render to me, thank you very much, but I do not need help from any human being, because I have left everything in the hands of Allah, Subhanahu wa ta’ala],” was the final response sent by Mr. El-Rufai to the first lady in an email, dated January 16, 2010.

Mr. Adams did not respond to email enquiry on his motivation for the various mails he sent to the different parties.

Neutralising enemies

Mrs. Yar’Adua’s quest for power led her to seek reconciliation with those who had hitherto fallen out of favour with her family. Mr. El-Rufai was just one of many.

According to knowledgeable sources, the aim of the reconciliation exercise was for the sole purpose of neutralising opposition by renewing friendships which had long gone sour.

Others who Mrs. Yar’Adua reportedly approached were Ahmed Muazu, the former governor of Bauchi State; Attahiru Bafarawa, former governor of Sokoto State; Atiku Abubakar, former vice-president; and Ibrahim Babangida, former military president.

“Initially, these people were her friends but the relations between them deteriorated,” sources said.

The three Senate committees that were mandated to investigate the Halliburton bribery scandal levelled against top Nigerian officials have finished and submitted their report.

Although the content of the report is unknown, it was gathered that some Nigerian officials who were implicated in the scam by American security agencies were also indicted in the report while some were exonerated.

NEXT on Sunday had detailed how three successive Nigerian leaders, the late Sani Abacha, Abdulsalam Abubakar, and Olusegun Obasanjo; former petroleum ministers; top officials of the Nigerian National Petroleum Commission (NNPC) including its former Group Managing Director, Gaius Obaseki; and the Peoples Democratic Party, benefitted from the $180 million bribe offered by Halliburton, a US engineering giant in its 3 May, 2009 edition.

The bribes, which were paid over a period of 10 years (1994-2004) were used to secure liquefied natural gas contracts worth $6 billion by the consortium.

Halliburton and KBR paid $579 million penalty to US agencies for the bribe payments made to Nigerian officials. Both companies have been investigated while the other companies involved are also being tried or investigated in their countries.

Jeffery Tesler, 61, the British lawyer through whom the bribes were paid, is currently facing prosecution for his role in the scam at Westminster Magistrate Court in London.

The Senate committees embarked on the investigation late last year in reaction to public and international pressure on the government to fish out the Nigerians involved in the scam. The Senate's investigation team is made up of three committees, Drugs, narcotics, Financial Crimes and Anti-corruption, Committee on Judiciary, Human Rights and Legal Matters and Committee on Gas.

Earlier, on 21 April, 2009, the federal government inaugurated a five-member committee, headed by former Inspector General of Police, Mike Okiro, to probe the bribery scam too.

The panel, which is now headed by the new Inspector General of Police, Ogbonnaya Onovo, also has, as members, the chairperson of the Economic and Financial Crimes Commission; the head of the Nigerian Intelligence Agency; the National Security Adviser; and the head of the State Security Service. The federal government's panel is however, yet to conclude investigations into the scam.

Debate is coming

The Senate committees' report is expected to be debated on a later date before the Senate will reach a conclusion on whether the suspected bribe takers will be prosecuted or pardoned or even exonerated.

It is however, not in the habit of the Senate to debate such reports at a fast pace; a similar report on a probe carried out on the transport sector which indicted a chieftain of the People's Democratic Party, Tony Anenih, and other past transport ministers was submitted before the Senate October last year but has not been discussed till date.

The transport sector probe report was first scheduled for debate on 17 November 2009 but since then, it has always been postponed.

The Independent Corrupt Practices and other related offences Commission (ICPC) may soon wade into the raging demand to investigate allegations of financial improprieties levelled against the Lagos state governor, Babatunde Fashola.

This is because the same petition that was sent to the Economic and Financial Crimes Commission (EFCC) on February 3, which prompted the anti-graft agency to order a full investigation into the allegations, was also sent to the ICPC on February 15.

Although the ICPC is yet to take any official action on the petition submitted by a Lagos based civil organisation, Campaign against Corrupt Leaders (CACOL), the EFCC's public relations officer, Femi Babafemi, confirmed to NEXT on Wednesday that the EFCC's chairperson, Farida Waziri, has ordered a full investigation into the allegations.

The petition, which was signed by CACOL's chairman, Debo Adeniran, stated that

"it is our belief that the cooperative endeavour between the House, EFCC and ICPC will go a long way in either vindicating the amiable Governor Babatunde Fashola and his government or nailing a bunch of crooks in high places who will desire to subject the poor people of Lagos State to more poverty and squalor."

CACOL believes that the truth will only be revealed when the investigation is conducted, not only by the Lagos Assembly, but also by other anti-graft agencies like EFCC and ICPC. "Everybody, no matter how high, mighty, powerful, influential or crafty must be given the opportunity to defend himself or herself openly and if found culpable, be brought to justice in an unbiased manner," Mr. Adeniran added.

According to the petition, EFCC and ICPC must step in to investigate the allegations because there are "reasons to believe that the matter is on the verge of being swept under the carpet, going by various political manoeuvrings noticeable among the ruling elite in the state and their political overlords and associated.

"No matter how laudable projects executed on behalf of the people are, its execution must be transparent and its costs must be appropriately accounted for," the petition stated.

The Revenue Mobilisation, Allocation and Fiscal Commission is holding an emergency meeting to deliberate on a new salary package for Nigeria’s acting President, Goodluck Jonathan.

The meeting, holding at the Commission’s headquarters in Abuja, is being attended by all the Federal Commissioners representing the 36 states of the Federation and the federal capital territory, Abuja.

Though the component of the remuneration package, including salary and other benefits that the revenue agency will base its deliberations is not yet known, NEXT gathered that the package agreed upon at the end of the meeting will be submitted to the National Assembly for ratification.

Exactly 50 days after Umaru Yar'Adua disappeared from public view on a medical trip to Saudi Arabia, the BBC is reporting that it spoke to a man purporting to be our president. The one minute clip which has been used in various programmes and can be accessed via the BBC ‘s website, has a man who presented himself as the president saying he is recuperating , "at the moment I am undergoing treatment and I'm getting better from the treatment. I hope that very soon there will be tremendous progress, which will allow me to get back home."

However there has been no independent verification of the authenticity of the voice on the tape.

The BBC story is coming on the back of a story by NEXT reporting that President Yar'Adua is brain damaged and unable to function as president.

In reaction to the BBC report, NEXT editors said, ‘'we stand by our story, to wit: we have it on good authority that the president has suffered brain damage and other impairments, and is no longer able to effectively discharge the office of president.

Anyone who claims we are wrong should please produce our president, so that he can speak to us directly as Nigerians, and not via an audio clip through a foreign news organization.''

NEXT also said it is willing to immediately dispatch journalists to meet the president in Saudi Arabia as soon as his kitchen cabinet permits access to him. ‘'We would like to see for ourselves and talk directly to our president.

This is one occasion where we would be happily wrong. So we call on those keeping the president hidden from the Nigerian people to produce him immediately for all to see,'' the media organisation said.

Shortly after the Federal High Court finished the first mention of a suit brought against the federal executive by Femi Falana, a Lagos lawyer; the court went into another session on a similar case.

This time it was Bamidele Aturu, another Lagos lawyer, asking the court to compel the vice president, Goodluck Jonathan, to act in the absence of President Umaru Yar'Adua because the continued absence of Mr Yar'Adua is beginning to affect him too.

The Attorney General of the Federation and Minister of Justice, Michael Aondoakaa was the defendant in both cases. But just before he introduced the state counsel that entered appearance with him for Mr. Aturu's suit, Mr. Aondoakaa told the judge that he had noticed an error in the submission of Mr. Aturu and as such could not continue his defence.

The justice minister told the judge that instead of referring to the Federal Executive Council (popularly called FEC) in his suit, Mr. Aturu made reference to the Executive Council of the Federation which, he claimed, did not exist. He demanded that Mr. Aturu use FEC in his submission unless "he would be referring to someone else."

Thereafter, he went ahead to introduce his team.

When it was Mr. Aturu's turn to introduce his team, he set off to address what he termed the minister's "ignorance of the constitution."

"My Lord, I must thank the Attorney General for insisting that the right must be done; but, unfortunately, this time around, I am not going to agree with him," he said. "The name is Executive Council of the Federation, by virtue of Section 144 of the constitution of Nigeria."

Ignorant minister

Immediately he mentioned this, the Attorney General and his team frantically pulled out their copies of the 1999 Constitution and hastily flipped through its pages, in search of the section Mr. Aturu mentioned. At this point, members of the audience werestruggling to muffle their laughter to evade the contempt of the court.

Mr. Aturu argued that he had studied the 1999 constitution and there is no place where the law made reference to an entity like Federal Executive Council.

The judge accepted Mr. Aturu's arguments and the hearing continued.

But outside the court room, observers who witnessed the short drama were already in clusters asking themselves: "Did the minister just goof? Didn't he know all the while that FEC is an unconstitutional coinage?"

Some argued that the minister is perhaps too busy with politics that he has little time to study the little details in the constitution. But others argued that as a Justice Minister, he should sleep and wake on the constitution.

Nigeria's ailing president has signed a supplementary 2009 budget taken to him in Saudi Arabia covering spending in sub-Saharan Africa's second biggest economy until the end of March, a presidency source said on Tuesday.

President Umaru Yar'Adua has been in a clinic in the Saudi Red Sea port of Jeddah for more than a month being treated for a heart condition, raising concern about his ability to govern Africa's most populous nation.

"The president has signed the supplementary budget, which was taken to him. He can exercise his powers from anywhere," the presidency source told Reuters, asking not to be named.

The Senate passed the 353.6 billion naira supplementary budget last month, which includes capital spending of around 253 billion naira, of which 114 billion is earmarked for "post-amnesty intervention" in the Niger Delta, the restive heartland of the country's oil industry.

its not custom built, got it from a company in ikeja but its always fully charged, 100% and whenever i disconnect it to try the battery, it goes off after an hour, i even consumed the battery and recharged but its the same.

i have a cosmos windows xp intel core 2 duo which is not more than 1 and a half month old but the battery only lasts for an hour, please what can i do to enable the battery to last longer?
