Nigerian legislators could override President Muhammadu Buhari if he vetoes the Nigerian Peace Corps bill which seeks to make the private organisation an agency of government, Speaker Yakubu Dogara said on Tuesday. In an interactive session with journalists in Abuja, the speaker said the National Assembly believes the Peace Corps will bolster Nigeria’s current security and law enforcement capabilities. If the president “doesn’t assent for whatever reason” to the Peace Corps Bill, “we are at liberty to recall it back to parliament and muster the two-thirds in the House and Senate and pass in spite of Mr. President’s veto,” Mr. Dogara said. Mr. Dogara, however, said any action to be taken by the lawmakers would be determined by Mr. Buhari’s reaction to the bill, already passed by each of the chambers of the National Assembly. The National Assembly’s passage of the Peace Corps Bill despite strong opposition from existing government agencies has set the group on a collision course with the police, State Security Service and the Nigerian Army. On February 28, the Nigerian Army, police and the SSS in a coordinated mission stormed the Peace Corps’ head office in Abuja, arresting its founder, Dickson Akoh, and other national leaders while shutting the facility down. The next day, the police paraded Mr. Akoh and his officials, 49 in total, and accused them of running an outlawed organisation with intent to perpetrate fraud and jeopardise national security. The police said a 2013 “official gazette” of the Nigerian government “dissolved and proscribed illegal security outfits” which included the Peace Corps. Mr. Akoh, who heads the Peace Corps as its national commandant, and his officials were later released, but their office remained shut nationwide. He was, however, rearrested on March 19, and has remained in police custody ever since. But the Speaker said the parliament will not be distracted by the antics of existing security agencies, adding that the country cannot spend too much on security. “We cannot overspend on the issue of protecting the lives and the properties of our citizens, we cannot,” he said. ‘A PRIDE OF THE SOCIETY’ Mr. Dogara said the police and other security agencies were acting in a manner similar to how they treated the Nigeria Security and Civil Defence Corps, NSCDC, in the run up to its adoption by the Olusegun Obasanjo administration. The Head of Service of the Federation, Independent National Electoral Commission, National Security Adviser, Ministry of Interior and the Federal Ministry of Health joined other security agencies to kick against passage of the Peace Corps bill in the National Assembly last year, citing issues from lack of sufficient funds to duplication of duties. Most of them opposed establishment of the NSCDC, and its founder, Ade Abolurin, was arrested on numerous occasions. Today, Mr. Dogara said, the NSCDC has become a force for good in the country, perhaps even more than the police. “That was the same argument when the Civil Defence Bill was before the House, that it could not be funded, that they were divulging some of the powers of the police to the Civil Defence— that it would never work. “At the end of the day all these were surmounted and now we have the Civil Defence that in some cases some citizens have said that they are more dependable than the conventional police. “I see them everywhere I travel to and they have become a pride of the society,” Mr. Dogara said. |

Ahmed Tanimu has surfaced wherein the varsity don is alleged to have confirmed that Senator Dino Melaye is a “bonifide graduate of ABU Zaria who has his genuine transcript and certificate.” In the alleged confirmation claimed to be from the varsity’s Dean, Bar. Tanimu, the don is said to have stated that although Senator Dino had not wanted to graduate from the school, the institution, however, graduated him and his likes so that “peace may reign.” Whatever is meant by the statement “so that peace may reign” could not be ascertained. |

The Peace Corps of Nigeria (PCN), has slammed a N2bn suit against the Attorney–General of the Federation (AGF), Inspector –General of Police (IGP) and the Director-General of the Department of State Service (DSS), over the unlawful arrest and detention of its National Commandant, Amb (Dr.) Dickson Akoh and 49 others. The security agencies had on Tuesday, last week, raided the new National Headquarters of the Corps, in a "commando style", arresting the National Commandant and 49 others; while about 6 were brutally wounded and hospitalised. In the legala ction instituted by a former Attorney –General of the Federation (AGF) and Minister of Justice, Mr. Kanu Agabi (SAN), the plaintiffs are demanding for a sum of N2bn as compensation for the embarrassment caused the Peace Corps of Nigeria and its Incorporated Trustees by the arrest and detention of its personnel, by the security operatives. In the suit filed at the Federal High Court, Abuja, the plaintiffs are asking the court to declare as illegal, unlawful and unconstitutional, the arrest of Amb. Akoh and other officers of the Corps as well as the sealing up of its Head office in Abuja and offices in the 36 States of the Federation. The Plaintiffs further asked the court to declare that, under the 1999 constitution as amended, they have not committed any offence to warrant their arrest, detention and sealing up of their offices across the country as done by the defendants. The defendants in the court action are, Police IGP, National Security Adviser (NSA), DSS,DG-DSS and the AGF who are 1st, 2nd, 3rd, 4th, 5th and 6th respondents, respectively. Apart from the above reliefs, the plaintiffs also asked the court to declare that, the sealing up of their new office Headquarters in Abuja is illegal, unlawful, malicious and unconstitutional, having not committed any offence to warrant the unlawful invasion and seizure of properties. Besides, the applicants are asking Justice Gabriel Kolawole to declare that, they are entitled to Fundamental Rights, to acquire and own properties, lawful assembly, freedom of movement, personal liberty and dignity of their human persons, as guaranteed under sections 34, 35, 40, 41, and 43 of the 1999 constitution. The plaintiffs, therefore, applied for an order, compelling the respondents to unseal the Headquarters of the Peace Corps of Nigeria and its offices nationwide. They also asked the court to order the respondents to release properties seized during their "unlawful invasion" of the applicants’ office. Also, the applicants prayed the court for an order of perpetual injunction, restraining the respondents, their privies or agents, from further sealing the applicants’ office and disrupting their activities, including its meetings and orientation of its members, nationwide. They further asked the court for an order, restraining the respondents perpetually from further harassing, intimidating, arresting and or, detaining the applicants in the course of doing their legitimate and lawful duties

The Commandant of the Nigerian Peace Corps, #Dickson_Akoh has called on the National Assembly to amend the extant laws of Nigeria's security agencies so that the police can be prevented from harassing innocent citizens unnecessarily. Akoh was recently arrested by the police without reason. “The National Assembly should come up with a bill to amend, if there is any existing law, that permits security agencies to pick innocent people, parade them, lie against them, and at the end, they would not have anything tangible against them," he said shortly after his release from police custody. “It happened to us before in 2011, at the end, there was no charge before courts of law. The court discharged us from Gudu High Court, and held that, it was wrong for them to detain us for a long time and be asking for a withholding charge for a matter that is not a capital offence. “What they are doing now is to prove to the whole world that they are working. Rushing into parading people unjustly is very sad. What are the evidences tendered against us? They only tendered my uniform, my official portrait that I have been using in the same office that some of them had come to visit and our flag. How does that constitute anything criminal?”, #Akoh queried.

Anybody that paid more than the stipulated price never paid to the peace corps only to individuals who they believe would help during screening and verification processes into this corps, the trend which exists in our already established paramilitary agencies. |

Human rights lawyer, Femi Falana, has condemned the recent arrest and parading of Mr Dickson Akor, the National Commandant, Peace Corps of Nigeria, by the Nigerian Police. Falana spoke with newsmen on Saturday in Abuja after securing the release of Akor from police custody. The police in a combined operation with the Depart of State Services and the Nigerian Army on Feb. 28, raided the headquarters of the Peace Corps of Nigeria in Abuja. During the operation, they arrested Akor and 48 other members of the corps. A statement issued by the Police Spokesman, Jimoh Moshood, said intelligence reports showed that the Peace Corps and other similar groups were acquiring weapons and conducting covert trainings in different locations across the country. In the statement, Moshood said such action violated a 2013 gazette of the Federal Government that banned such groups. Falana, who described police invasion of the headquarters of the Peace Corps of Nigeria as illegal and unconstitutional, said that the organisation was not operating illegally. He said, “generally, the parade of criminal suspects in the country by the Police is illegal. “In this case, apart from the registration of its trustees under the Companies and Allied Matters Act, there are two judgments of the Federal High Court restraining the police from harassing and intimidating members of the organization.’’ The human rights lawyer said that he was also negotiating for the re-opening of the office of the Peace Corps of Nigeria. “They must be allowed to operate under the law and we will get to that state where the police will appreciate that Nigeria is under-policed. “We need volunteers, young men and women who should be organised by the state to handle those duties that will not require the intervention of the Police,’’ he said. The human rights lawyer emphasised that crime like terrorism, herdsmen attack, armed robbery and kidnapping thrive in the country because the country is under-policed. “As at 2011, the Federal Government of Nigeria decided to engage the services of 380,000 police personnel, between then and now, only 10, 000 are being employed. “There is no way you can police about 180 million people with barely 380, 000 police personnel out of which about 120, 000 are guiding the elite and corporate bodies in the country. “I thought the police should have embraced a body like the Peace Corps of Nigeria to make their job easier because the Nigerian Police operates under very difficult situations. “Most communities are not policed, so herdsmen move into farms and kill people. “Nigerians have not developed a litigation culture of challenging the killing of every citizen either directly or indirectly for which the government can be blamed,’’ Falana said. The News Agency of Nigeria (NAN) reports that the National Assembly on Nov. 24, 2016 passed a bill, which gives approval for the establishment of the Nigerian Peace Corps as an agency under the Ministry of Interior.
