The act is usually engaged in by the Shiite community, who it seems have some 'issues' with the president. It is also worth noting that such acts are done only on public and government and not on private properties and structures. If you observe the scene well, it could be seen that it is a protest scene with many police, either to escort the protesters or minimize damage.. The police in that scene is not in anyway condoning the act of the protester as the OP portrayed. Such reckless portrayal by the OP would put the police in personal and official danger apart from the general misinformation that is conveyed.
