Yes he did. He actually told Leo to stop baby sitting Cee'c and tell her the truth in front of Cee'c. When Cee'c then explained that Miracle had been digging at her for days and this was one of the reasons she flared up, he told her that other housemates would not know she was feeling frustrated but that it just seemed that she was scattering things just to be difficult. Cee'c got upset with Tobi for the way he berated her even though she realised he was making sense. She told him that he did not know how to talk to her.

And when Cee'c told Tobi to sit down, it was in an effort to stop him from abandoning her as it seemed he was going to use the opportunity that Angel came to join them to run away.
