The chief Imam of Apo Legislative Quarters Juma’at Mosque in Abuja, Sheikh Nurudden Khalid, has been suspended by the Mosque’s steering committee for criticising President Muhammadu Buhari over the last Monday night’s attack on an Abuja-Kaduna train.

The Imam, in his Friday sermon, had criticised President Buhari for failure to visit Kaduna over the terrorist attack, saying mere condemnation wasn’t enough.

He argued that the president was in Kaduna for campaigns but refused to visit the state after the bomb attack on the passenger train.

The chairman of the Mosque Steering Committee, Senator Sai’du Dansadau, however, said the Islamic cleric was sacked for inciting sermon on Friday, April 1, 2022.

He explained that the Imam had preached against exercising civic duty by advising voters to give conditions to politicians before voting for them.

Senator Dansadau added that the sermon was against Islamic tenets.

The Nigerian Army has accused the soldier purportedly abandoned by his colleagues in a viral video of cowardice.

It said it was the soldier who absconded during operation with his colleagues and not the other way round.

The Director Army Public Relations Brigadier General Onyema Nwachukwu, in a statement, noted the video was a misrepresentation of what transpired between the soldier and his colleagues.

He said: “The attention of the Nigerian Army(NA) has been drawn to a viral video making the rounds on the social media, where a soldier on Wednesday, 30 March 2022 claimed to have been abandoned by his colleagues during operations.

“Contrary to the claims and impression created by the soldier in the video footage, preliminary investigations have revealed that the video footage was a deliberate attempt to shield himself from being accused of cowardice, having abandoned his colleagues during an ongoing clearance operation in Gurara, Niger State”.

The International Monetary Fund (IMF) has not foreclosed granting credit facilities to Nigeria and other emerging economies within its membership, it was learnt last night.

Speaking during an online media parley in Washington DC, United States (U.S.), the IMF said the facilities would come through its financial safety nets.

According to the IMF, the loans are to protect member countries from losing their financial security or derailing from long-term financial goals.

It reiterated the importance of strengthening global financial safety net, and ensuring that countries have access to support.

In the media parley transcript posted on its website, IMF called for actions to strengthen policy frameworks and reduce vulnerabilities in monetary policy, fiscal policy, and financial support for business.

“We emphasise the importance of the global financial safety net, and countries having access to that as appropriate, including, of course, support from the IMF, which we stand ready to provide as needed by our membership,” it said.

A data from the Debt Management Office (DMO) showed a rise in Nigeria’s total public debt from N32.92 trillion in 2020 to N39.56 trillion at the close of last year.

A breakdown of the debt statistics as at December 31, 2020, showed that Nigeria owes International Development Association (IDA) $11.12 billion; Eurobonds ($10. 8 billion); IMF ($3.53 billion) and Exim Bank of China ($3.26 billion), among others.

Findings conducted by Saturday Telegraph have revealed that the Northern establishment is very wary of the likelihood of a president of Southern extraction in the post Muhammadu Buhari era next year. The tenure of Buhari who was elected on the platform of the ruling All Progressives Congress (APC) will complete his tenure next year when he is expected to handover to a new leader as constitutionally mandated.

The eventuality of Buhari’s exit is however causing some form of concern for the Northern elite who are worried that the likelihood of a Southern leader in 2023 might necessitate a situation that would eventually place their region at economic and political disadvantage.

This situation has prompted leaders of the region across a broad political, religious and business spectrum to begin the process of weighing their options ahead of the forthcoming election. According to findings conducted by our correspondent, the leaders in the region hinge their fears on some issues, emanating from the South at least in the last two years, which are causing them serious concerns.

The issues include the continued separatist agitations, deafening calls for resource control as well the ceaseless clamour by their Southern counterparts for restructuring of both the polity and economic structures. Those who spoke to our correspondent on the development maintained that the unity of purpose within the ranks of Southern governors who have been meeting recently and taking far reaching collective decisions on behalf of the people of their region is also giving cause for concern in the North.

To counter these waves of agitations and to ensure that the political and economic advantages being enjoyed by the region is not in any way eroded or totally disrupted, two broad options are being considered. According to those who spoke to our correspondent on condition of anonymity on the issue, the first plan is to make sure that another one of their own succeeds Buhari next year.

"Should the call for restructuring, separatist agitations continue, we will ensure that someone who has the confidence of the North from the South emerges next year,” the source stated. He added: “We have been working day and night to ensure that we don’t lose out next year and we are dead serious about that and we have put machinery in motion to achieve that.”

When contacted by our correspondent, the Director of Public Affairs of the Northern Elders Forum, Dr. Hakeem Baba-Ahmed, dismissed such fears of power shift by politicians in the North but maintained that strict adherence to the rule of law should be the basis for electing the nation’s leader next year. Speaking in a telephone chat with our correspondent, he cautioned politicians in the country from making inflammatory statements that would heat up the polity, saying the electorate must be given the rights to freely elect their leaders. Baba-Ahmed stated that narrowing the choice to a particular area of zone would not do the nation any good but that a free and fair contest will ensure that the best from any part of the country will emerge as the president in the end.

“The North is not wary of where the president comes from. What we are wary of is the circumstances which violate constitutional provisions and the rights of all parties to field candidates irrespective of where they (the candidates) come from and the rights of citizens to vote for them. “All these talks about whether it must be from any particular part of the country are not founded on the law. I mean the fundamental law of the land or on the basic principle of democratic process. We are wary about making politics of intimidation and harassment. We are wary of making our democratic process a victim of blackmail.”

He said. He concluded that there must be confidence building amongst all the component parts making up the country as well as consensus on the best material to emerge without any part of the country harbouring some fears about the leader. Commenting on the issue, the President of Arewa Youths Consultative Forum (AYCF), Alhaji Yerima Shettima, spoke in the same vein. He said that the attitude and disposition of the political elites in the South are giving the region some concern. Shettima accused Southern leaders of employing blackmail and maintaining hard line posture to push their case for power shift. According to him, “It’s not about fears but about dishonesty on the part of some Southern leaders. The country is not as bad as it is now. Today, we are more divided as a people than ever before.

“The worry is that the posture and attitude of political elites in the Southern part to power is not giving confidence to the people of the North. That’s just the issue.” Shettima specifically blamed the utterances and the posture of the Chairman of the Southern Governors Forum and Ondo State Governor, Chief Rotimi Akeredolu, for heating up the polity via his insistence that the next president of the country must come from the Southern part of the country. “The likes of (Governor) Akeredolu whom some of us have profound respect for, we see that some of his words are quite disturbing saying the South must produce the president. My question is, what must a democracy be?” He counseled politicians in the South to lobby their Northern counterparts rather than resorting to what he termed as threats to achieve their aim, adding, “politics is a game of numbers.”

A chieftain of the main opposition Peoples Democratic Party (PDP) in Kaduna, Mallam Umar Sani, stated that the region is not averse to the prospect of a Southern president but that elites in the South should lobby more instead of being militant.
Sani, who also spoke with our correspondent on the telephone, also maintained that such agitations must be carried out within known democratic processes and via lobby. The former Presidential spokesman said: “The North is not opposed to a Southern president. Let me tell you, so Southerners are making inflammatory statements that are making the North very angry. Akeredolu said, it is a must. That must be making waves in the North. Wike said he will choke the North.”

Guinness Nigeria PLC has moved its corporate headquarters from Lagos, Nigeria to Ghana.

Sources familiar with the matter told Peoples Gazette that the brewery makers were only moving their headquarters from Lagos and not completely relocating from Nigeria.

The relocation comes amid harsh economic conditions stifling business operations in Nigeria. The nation has in the past weeks suffered telling fuel scarcity and perpetual blackout occasioned collapsed national grid.

Earlier in the week, diesel, which is used to power most industrial power generators sold as high as N540 per litre.

Nonetheless, the brewery company, in a statement reassured Nigerians of their commitment to keep investing in the country. They were however quiet about relocating their headquarters.

The company also denied being chased away by harsh business environment in Nigeria. But economists believe this was just to avoid riling up Nigerian authorities as the company still has its largest African market and investments in Nigeria.

Commencing operations in Nigeria in 1962, the brewery company has been coordinating it West African operations from its Ikeja headquarters until recently.

The development will place Guinness Nigeria in the league of other businesses like Unilever and Dunlop that have left Nigeria for Ghana.

President Volodymyr Zelensky said he is no longer pressing for NATO membership for Ukraine, a delicate issue that was one of Russia's stated reasons for invading its pro-Western neighbor.

In another apparent nod aimed at placating Moscow, Zelensky said he is open to "compromise" on the status of two breakaway pro-Russian territories that President Vladimir Putin recognized as independent just before unleashing the invasion on February 24.

"I have cooled down regarding this question a long time ago after we understood that ... NATO is not prepared to accept Ukraine," Zelensky said in an interview aired Monday night on ABC News.

"The alliance is afraid of controversial things, and confrontation with Russia," the president added.

Referring to NATO membership, Zelensky said through an interpreter that he does not want to be president of a "country which is begging something on its knees."

Russia has said it does not want neighboring Ukraine to join NATO, the transatlantic alliance created at the start of the Cold War to protect Europe from the Soviet Union.

In more recent years the alliance has expanded further and further east to take in former Soviet bloc countries, infuriating the Kremlin.

Russia sees NATO enlargement as a threat, as it does the military posture of these new Western allies on its doorstep.

Shortly before he shocked the world by ordering the invasion of Ukraine, Putin recognized as independent two separatist pro-Russian "republics" in eastern Ukraine -- Donetsk and Lugansk -- that have been at war with Kyiv since 2014.

Putin now wants Ukraine, too, to recognize them as sovereign and independent.

When ABC asked him about this Russian demand, Zelensky said he was open to dialogue.

"I'm talking about security guarantees," he said.

He said these two regions "have not been recognized by anyone but Russia, these pseudo republics. But we can discuss and find the compromise on how these territories will live on."

"What is important to me is how the people in those territories are going to live who want to be part of Ukraine, who in Ukraine will say that they want to have them in," Zelensky said.

"So the question is more difficult than simply acknowledging them," the president said.

"This is another ultimatum and we are not prepared for ultimatums. What needs to be done is for President Putin to start talking, start the dialogue instead of living in the informational bubble without oxygen."

LONDON, March 7 (Reuters) - Prime Minister Boris Johnson rejected calls on Monday for Britain to ease visa requirements for Ukrainian refugees fleeing conflict, saying Britain was a generous country but it needed to maintain checks on who was arriving.

The United Nations estimates that more than 1.5 million people have fled Ukraine since Russia started bombarding its neighbour, with hundreds of thousands pouring into Poland, Romania, Slovakia and elsewhere.

Responding to criticism Britain was not doing enough and was far behind its European neighbours in helping address the continent's biggest humanitarian crisis since World War Two, Johnson said:

"We are a very, very generous country. What we want though is control and we want to be able to check." he told reporters. "I think it's sensible given what's going on in Ukraine to make sure that we have some basic ability to check who is coming in."

The British government has been condemned by charities, opposition lawmakers and France after its insistence that refugees first acquire a visa meant some Ukrainians have been stuck in the French city of Calais, unable to enter Britain.

The European Union has agreed to grant temporary residency to Ukrainians fleeing the invasion and give them access to employment, social welfare and housing for up to three years.

Britain has announced visa schemes for those who have family in the country or a willing sponsor. Media reports at the weekend said Britain had only issued about 50 visas for Ukrainians so far, although Johnson disputed that figure.

The interior ministry later said that 300 visas had been issued under the scheme, and it was increasing staff to meet demand for appointments.

Labour Party leader Keir Starmer said: "There should be a simple route to sanctuary for those that are fleeing for their lives."

"The Home office is in a complete mess about this, they keep changing the rules," he told the BBC.

Scotland's First Minister Nicola Sturgeon said Britain was not doing nearly enough. It should let refugees in and deal with the paperwork later, she said.

"Having fleeing the terror in Ukraine, spending hours and hours and hours on arduous journeys, then having to jump through bureaucratic hoops is unconscionable," she told LBC radio.

Interior minister Priti Patel told the Sun newspaper she wanted to create a humanitarian route that would allow anyone from Ukraine to come to Britain. But Europe minister James Cleverly said he did not expect the existing requirements to change.

There are clouds of uncertainty hanging over the national convention of the ruling All Progressives Congress (APC) a few weeks to the much-postponed exercise following the failure of the party’s national leadership to write a fresh notification to the Independent National Electoral Commission (INEC) within the 21-day legal window.

Already, the APC Caretaker/Extraordinary Convention Planning Committee (CECPC) had equally reneged in its earlier released timetable and schedule of activities, failing to start the sale of nomination forms for zonal congresses fixed to hold between Monday, February 28 to Thursday, March 3, 2022.

The Caretaker Committee had written INEC in a letter signed by the Chairman and Secretary of Caretaker Committee, Governor Mai Mala Buni and Senator John James Akpanudoedehe respectively, to notify it of its arrangement to conduct zonal congresses on Saturday, March 26, 2022.

Although the ruling party made a U-turn to fix the convention for March 26, it did not open another correspondence with the commission to notify it of the change in the arrangement for the convention, 21 days to the scheduled date.

Speaking to Sunday Sun on telephone, a source at the Commission said that he cannot authenticate the receipt of any fresh correspondent from the ruling party, saying that the commission ought to have received the fresh letter by yesterday.

“I cannot confirm to you now whether APC has written to notify the Commission of the new date, but the party was supposed to do so by yesterday to meet up with the 21 days deadline. However, I want to also add that they still have a window of writing a reminder instead of a new letter,” he said.

Another source, however, told our correspondent that the Caretaker Committee is not ready to conduct the convention, adding that the party’s leadership are pondering the option of combining the convention with the party’s primary, arguing that it will be very difficult to conduct the two exercises differently.

Democratic and ranking US Senator Bernie Sanders has slammed the United States as hypocritical for kicking against Russia’s on-going onslaught against Ukraine, accusing the American government of illegitimately overthrowing a “dozen” of regimes in other countries.

In a video, Sanders, who spoke before the war between Russia and Ukraine broke out, pointed out on the US Senate floor that the American government was selfish and would have flexed its military muscles against Ukraine, were it to be in Russia’s situation.

Sanders stated, “Putin may be a liar and a demagogue, but it is hypocritical for the United States to insist that we do not accept the principle of ‘spheres of influence’. For the last 200 years, our country has operated under the Monroe Doctrine, embracing the premise that as the dominant power in the western hemisphere,” explained Sanders, “the United States has the right to intervene against any country that might threaten our alleged interests.”
Under this doctrine, noted the US senator, America had committed various atrocities on foreign lands.

The Democratic senator stressed, “We have undermined and overthrown at least a dozen governments. In 1962 we came to the brink of nuclear war with the Soviet Union in response to the placement of Soviet missiles in Cuba, 90 miles from our shore, which the Kennedy administration saw as an unacceptable threat to our national security.”

He added, “And the Monroe Doctrine is not ancient history. As recently as 2018, Donald Trump’s Secretary of State, Rex Tillerson, called the Monroe Doctrine ‘as relevant today as it was the day it was written’. In 2019, Trump’s former national security adviser, John Bolton, declared ‘the Monroe Doctrine is alive and well’.”

Further condemning the US grandstanding and hypocritical response to the Russia-Ukraine crisis, Sanders explained, “To put it simply, even if Russia was not ruled by a corrupt authoritarian leader like Vladimir Putin, Russia, like the United States, would still have an interest in the security policies of its neighbours.”

The Almanac of American Politics calls Sanders, serving his third term in the US Senate after winning re-election in 2018, a “practical and successful legislator.”

The one-time American presidential aspirant did not mince words expressing his displeasure against the US government’s subversiveness against Russia.

“Does anyone really believe that the United States would not have something to say if, for example, Mexico was to form a military alliance with a US adversary?” said Sanders. “Countries should be free to make their own foreign policy choices, but making those choices wisely requires a serious consideration of the costs and benefits.” He further pointed out that “the fact is that the US and Ukraine entering into a deeper security relationship is likely to have some very serious costs – for both countries.”

To move away from depending on Russian energy, Europe is increasingly turning to Africa for its natural gas imports. Though the potential is there, low supply and serious bottlenecks stand in the way.
Russia's invasion of Ukraine is forcing Europe to diversify its energy supply. "Germany and Europe must now quickly make up for what they have missed over the last twenty years," Stefan Liebing, chairperson of the German-African Business Association, said in a press release. He advised Germany's Economics Minister Robert Habeck to travel to African countries such as Algeria, Nigeria, Egypt and Angola, which could help free Europe from its dependence on Russian gas.

Algeria is the tenth-largest gas producer globally. Cargos of liquefied natural gas — also known as LNG — exported in 2021 were largely destined for the European markets. This makes Algeria one of the top five LNG exporters to Europe.

Algeria's shortcomings
Since the outbreak of war between Russia and Ukraine, Algeria has expressed a willingness to increase natural gas exports and LNG. However, according to Alice Gower, director of geopolitics and security at London-based think tank Azure Strategy, Algeria's reserves are at rock bottom. "Earlier this year, Algeria's state-owned oil and gas group Sonatrach announced a [$40 billion, €36 billion] major investment package for a five-year period, but that doesn't mean Algeria can step in right now in the short term," Gower told DW.

The two lead energy operators, Spain's Naturgy and Algeria's Sonatrach, could increase the capacity of the Medgaz pipeline with little effort. The pipeline connects Algeria directly to Spain. But Algeria doesn't even have the capacity to fill it with enough Algerian gas, Gower said.

The expert said Algeria could potentially have a completely different alternative to pump more liquefied gas to Spain and Portugal with the high-capacity Maghreb-Europe Gas Pipeline (MEG).

But that pipeline runs through Morocco. Last October, political tensions between Algiers and Rabat led to the contract between Sonatrach and the Moroccan Energy Ministry not being renewed. The main problem for Algeria in this regard, according to Gower, was that Algiers did not agree to pay 10% of gas revenues as a fee to the Kingdom of Morocco, as it had in the past.

Egypt prefers China
On the other side of northern Africa, Egypt had the largest year-on-year export growth in 2021, according to a report by the Organization of Arab Petroleum Exporting Countries (OAPEC). 1.4 million tons of LNG in the second quarter compared to zero LNG exports in the same period last year. At the same time, LNG is also the only gas Egypt currently exports, as the country is not currently connected to a European pipeline network.

The gas supply situation fluctuates. "Currently, Egypt is also running out of LNG export capacity," Gower said. However, for Egypt, it is much more about the economic aspect at the moment. According to Gower, China has offered the country long-term contracts on good terms. So for Egypt, it makes sense to continue to be a reliable supplier and maintain its Chinese market share.

According to the statistics portal statista.com, Libya's natural gas reserves in 2020 amounted to around 1.4 billion cubic meters. However, the country is so politically divided that it does not even appear on the list of countries exporting to Germany.

Even if Libyan gas was available, the infrastructure is insufficient to boost exports, let alone receive the payments. Thus, Libya would drop out as a substitute supplier of Russian gas to Germany or Europe.

NIGAL gas pipeline project revived
A mega-gas project in Nigeria is raising hopes for more gas imports for Europeans: Algeria, Niger, and Nigeria have agreed on constructing the 4,000 kilometers (2,485 miles) long Trans-Saharan Gas Pipeline — also known as NIGAL. According to media reports, once the estimated $21 billion pipeline is complete, it will transport up to 30 billion cubic meters of gas per year to Algeria, connecting to the existing network to Europe.

The idea is not new, but for a long time, the security situation in the Sahel region and tensions between the governments of Algiers and Niamey did not allow the project to go ahead. As a result, it wasn't until 2021 that Algeria and Niger reopened their border. Since then, the pipeline construction has been revived.

No quick fix for Europe's gas demand
In 2019, Europe imported about 108 billion cubic meters of LNG, of which more than 12 billion came from Nigeria, Khadi Camara of the German-African Business Association, told DW.

Africa's biggest oil producer is among the top ten countries with the most gas reserves globally. "They have more reserves than needed for their own market and are therefore predestined for export," Camara said.

But while Nigeria already plays an important role in the European gas market, there are bottlenecks there, too, he said. In 2021, the country was unable to meet its target. The infrastructure hardly allows for further production, and there is always the question of efficiency and reliability.

Camara says long-term investment and a strategic partnership are needed for Germany and Nigeria to cooperate more closely on gas. "That's where Nigeria probably can't be a 'quick fix' to our acute [gas] problem, but rather help Germany diversify in energy sources for the future."

And that path is far from over. By the time the transition to renewables is achieved, other African countries, such as Ghana, Mozambique, and Tanzania, could become key natural gas suppliers for Europe.

Ibe Kachikwu, a former minister of state for petroleum resources, has said the flurry of divestments by International Oil Companies from onshore and shallow waters does not bode well for Nigeria and the government needs to have an honest conversation on how to deal with the issues.

In remarks at the fifth edition of the Nigerian International Energy Summit in Abuja on Tuesday, Kachikwu said the divestments happening at the same time “means something is wrong,” adding that the country needed IOCs’ funding capacity to develop the assets.

“We need to have a relationship discussion with the IOCs; if they are not doing crude, they can do gas,” he said.

Last week, ExxonMobil announced that it had reached an agreement to sell its equity interest in Mobil Producing Nigeria Unlimited to Seplat Energy, a Nigerian independent oil and gas company, through its wholly-owned subsidiary Seplat Energy Offshore Limited.

When finalised, the sale will include the Mobil Development Nigeria and Mobil Exploration Nigeria equity ownership of Mobil Producing Nigeria Unlimited, which holds a 40 per cent stake in four oil mining licenses, including more than 90 shallow-water and onshore platforms and 300 producing wells.

“This sale will allow us to prioritise competitively advantaged investments in our strategic assets, and it supports the Nigerian government’s efforts to grow its oil and gas operations,” said Liam Mallon, president of ExxonMobil Upstream Oil, and Gas.

The transaction, valued at over $1.2 billion, is just one of the divestments planned by oil majors operating in the country. Shell and Chevron have their divestment programme in the works.

Shell has progressed discussion with local companies bidding for its assets.

The IOCs are looking to increase their footprint in the deep offshore space, which is less prone to the communal issues and sabotage commonly experienced with onshore and shallow-water assets.

Kachikwu argued that since Nigeria had declared its ‘Decade of Gas’, it could make a case for the oil majors to use their financial clout to develop gas, which is seen as a transition fuel.

The former minister urged the Nigerian government to speed up oil production to harness value from rising prices, seek new financing models, and leverage energy sources such as wind and sun available in the country in response to the energy transition.

“We have tended to export crude oil in perpetuity; we should now be adding value,” said Kachikwu, praising the Dangote Refinery billed to come on stream at the third quarter of the year and modular refineries.

He urged the government to reallocate unused oil blocks rather than having fields lying fallow.

“We have to distribute acreages and resource allocation to ensure equitable distribution, otherwise, the same problems we have seen with oil, you will get with gas,” he said.

The Shell Petroleum Development Company of Nigeria Limited (SPDC) is resuming work on the Assa North Gas Development Project in Imo State which was halted after gunmen killed six of its contractors in August last year.

BusinessDay gathered that the company has secured the assurance of the Imo state government and the relevant security agencies that its staff and contractors would not be subjected to attacks while working on the site.

“No project is worth the life of anyone,” said an official of Shell…. during a press briefing on with journalists in Lagos on Thursday.

Last August SPDC confirmed that unknown gunmen had attacked a convoy of buses taking staff of its contractor, Lee Engineering, to its Assa North Gas development project site in the Ohaji area of Imo State.

“We have since shut down the project site while the incident has been reported to the police for investigation. SPDC is working with the contractor and supporting the police through a thorough investigation of the incident and to prevent a recurrence,” it said in a statement.

Following the attacks, intense manhunt of the suspected assailants led to several arrests including that of a local criminal gang leader called Emperor.

The project could add a big boost to the domestic gas aspiration of the Federal Government for increased power generation and industrialisation

At peak production, the project is expected to produce 300 million standard cubic feet of gas per day and will be treated at SPDC JV’s Gas Processing Facility and distributed through the Obiafu-Obrikom-Oben pipeline network.

Shell took the final investment decision on the project in 2018.

SPDC is the operator of a Joint Venture involving the Nigerian National Petroleum Corporation (NNPC), which holds 55 percent; Shell 30 percent; Total Exploration and Production Nigeria Limited (TEPNG) 10 percent; and Nigerian Agip Oil Company Limited (NAOC) 5 percent.
