The Independent National Electoral Commission, on Thursday, at the end of Automated Biometric Identification System, identified 2,780,756, as the number of ineligible registrants in Kano State. The new Resident Electoral Commissioner in Kano, Zango Abdu, during a meeting with members of election stakeholders said at the end of the exercise, 12,298, 944 Nigerians successfully completed the registration as new voters. He said, “The preliminary register of voters in Kano State currently stands at 5,927,565. “It is preliminary because Section 19 (1) and (2) of the Electoral Act 2022 requires the Commission to display the hard copies of the register of voters for each registration area (Ward) and Local Government Area (and simultaneously publish the entire register on the Commission’s website) for a period of two weeks for scrutiny, claims and objections, by citizens not later than 90 days to a general election.” Also, the REC reiterated that the commission, as mandated by law, would continue to monitor the activities of political parties, as well as track the campaign finances of all political parties as provided by Sections 83, 85, 87, 88, 90, 91,92 and 95 of the Electoral Act of 2022. To this end, he urged politicians to critically study and pay attention to the provisions of the constitution, the Electoral Act, The Police Act and Public Order Act for the proper and peaceful conduct of political party campaigns, rallies and processions, adding that the commission would continue to track the campaign finances and its activities, as mandated by the law. Similarly, the REC stressed that there would be no going back on deployment of Bimodal Voter Accreditation System for voter accreditation and the transmission of results to the INEC Result Viewing Portal on Election Day. *Majority of Nigerians will reject any fixed election – Onovo … ‘I will clap for INEC if I don’t see underage voting in Kano next year’ *Southern politicians need to learn from northern counterparts on mobilisation In recent weeks, there has been increased discontent among political stakeholders, particularly in Southern Nigeria on the large number of invalid registered voters released by the Independent National Electoral Commission (INEC) from the region, ahead of the 2023 general election. The Commission had said the invalid registrants were detected after it applied the Automated Biometric Identification System (ABIS) data cleaning exercise. INEC has come under heavy criticism from stakeholders and political leaders in the South since the final figure of voters were announced for the 2023 general election. They accused the commission of showing favouritism in the registration of voters ahead of next year’s polls and working to disadvantage the region’s voting strength, particularly the South-South and South-East. The Continuous Voter Registration (CVR), which was commenced in June 2021, ended in July 2022, despite agitations from some Nigerians and civil society groups for extension. In several parts of the country, thousands of Nigerians could not register due to alleged sharp practices by some officials of the INEC, who often colluded with corrupt politicians to frustrate attempt of eligible voters from registering to enable them get their Permanent Voters Cards (PVCs), in areas, where they or their parties are not popular. Equally, avoidable lapses such as inadequate capturing machines, late resumption of INEC officials and sheer dereliction of duties hampered the smooth conduct of the exercise in several parts of the country. In its final assessment of the exercise, INEC said Bayelsa, Ebonyi and Rivers top the list of states with the highest number of invalid registered voters. The INEC data shows that 59. 8 per cent of the total new registrants were delisted in the South-East state. Although Nigeria’s voter population increased by 9,518,188, a total of 2,780,756 were consequently delisted from 12,298,944 new voters who completed the Continuous Voters Registration (CVR) exercise. Interestingly, the South-South state of Bayelsa, which is one of the states with the smaller population in the country, leads with the number of invalid registered voters. The Commission said out of the 444,652 new registrants that completed their CVR exercise in Bayelsa State in the, 307,513 of the number were declared invalid. This means 69.2 percent of the people that participated in the exercise committed one of the infractions frowned upon by the electoral body. Ebonyi State took the second spot as only 161,447 registrants satisfactorily scaled INEC’s Automated Biometric Identification System (ABIS) data cleaning exercise out of the 401,510 registrants who completed the registration. Also Rivers had 33 percent of its total CVR registered voters after the INEC data cleaning phase. The valid new voters in Abia were 196,683 while 72,657 have been declared invalid. At least 61,261 of the 243,565 total registered voters in Enugu were also invalid according to INEC data. In the South West, the total registration is 2,039,982, invalid 399,608, (10 per cent), valid 1,640,374 with a register of 17.5 million. This is a sharp contrast to the figure in the North, where states like Zamfara, Kwara, Abuja, Plateau and Kaduna recorded the lowest percentage of invalid registration. For example, of the 238,649 registrants in Zamfara, only 11.2 percent were invalid. For North Central, the total registration stood at 2,314,368, invalid 345,324, (14.9 per cent), valid, 1,969,044, and register 15.0 million. Total registration in the North East is 1,531,070, invalid, 272,508, (17.8 percent), valid 1,258,562, registered 12.5 million. The total number of registration stood at 12,298,944, invalid 2,780,756, (22.6 per cent), valid 9,518,188, while the total register is 93.5 million. In the last few days, there have been divergent views from observers and political leaders in the South on the implications of the development. Many people in the region are wondering how the zones with high literacy rates will record more invalid registration than the Northern parts of the country with lower literacy rates. President, of Middle Belt Forum, Pogu Bitrus said he would not know how INEC arrived at the figures, saying other reasons apart from double registration could have informed what happened. He, however, urged those whose registrations had been cancelled in the South East and South-south to come out if they know that they were duly registered, and testify that they have been short-changed and that INEC is being partial. “Certainly, in this country today, we have so many foreigners; the majority of hawkers in Abuja and other parts of Nigeria are from Niger Republic and Chad and this may have increased the Northwest number of registrants,” he said. Similarly, some are of the view that the average voter in Northern Nigeria has much voter education and awareness and are often curious to take part in the electoral process compared to people in the South. “The average voter in the North is aware that power is the driver of any country and they take it very much more seriously than those in the South, therefore they cannot be blamed for having higher numbers of valid registration. “Until the politicians in the South begin to mobilise the people and educate them properly on the importance of registration, and how to register, then numbers of invalid registration will reduce,” Adelaja Adeoye, former national publicity secretary of the Action Democratic Party (ADP), said. Meanwhile, some stakeholders are saying that a thorough analysis of the reasons for the invalidation of PVCs must be undertaken; they say those that can be remedied, must be given a chance as the objective must be to get all eligible voters to register. Ndubuisi Enechionyia, candidate of the All Progressives Grand Alliance (APGA) for Enugu West senatorial zone told BusinessDay Sunday, that the recent elections conducted by INEC in Osun and Ekiti States showed that the Commission was ready for the task ahead unlike in the past. According to him, “I am absolutely going to give INEC the benefit of the doubt for this election. “A lot of what has happened in the off-season elections has shown we have an improvement in the conduct of INEC on elections. We must remain vigilant and supportive to ensure we do not revert to the old ways “Another important aspect must be voter education and sensitisation to ensure that people come out to vote, and voting is not based on primordial sentiments. This is where there is an important role for INEC, our orientation agencies and political parties. “Our biggest challenge is a failure of leadership at all levels. It is in all our enlightened self-interest that votes count and elections work. Nigeria needs to work, and it must start by freely electing our leaders and holding them accountable”. Speaking to BusinessDay Sunday, Martins Onovo, a former presidential candidate, said the current leadership of INEC would not conduct free and fair polls next year. He cited the recent removal of the Christian head of the INEC ICT unit, stressing that it was done to pave the way for the manipulation of the outcome of the 2023 polls. “We have long concluded and announced that it is unreasonable to expect free and fair elections from the current INEC Chairman going by the 2019 elections. Currently, INEC has continued to show bias against Christians. “It looks obvious that the removal of the Christian head of the INEC ICT unit was calculated to create the opportunity for prior manipulation of the elections”, Onovo said. Onvo added that the manipulations were aimed to suppress votes in the South. “They are using the same old method of suppressing votes in the Christian South and unlawfully boosting votes in the Muslim areas of the North were used to fix the elections in 2015 and 2019. “This time, INEC must take note that the overwhelming majority of Nigerians will reject any fixed election,” he added. An observer, who spoke to BusinessDay Sunday on condition of anonymity, said he smelt a rat that something untoward may be going on. “With the assurances by the INEC that the election would be transparent as the results would be electronically uploaded from the polling unit, rigging is bound not to happen in that front; the new battlefront is the rigging before the exercise by reducing the voting strength of the people. What we are seeing now may not be far from that. It may be a grand plan. Are they telling me that those illiterate folks in the north are more enlightened than all of us here in the north? For me, it is ‘the more you look, the less you see’. That’s how I see it.” The observer further said: “I heard that part of those INEC said it deregistered were underage registrants. I will only clap for INEC if I do not see children queue up to vote in Kano and other places in the North where they use underage children to rig elections. Is INEC saying that it has sanitised the system that such things would no longer feature? That would be the miracle of the century. We are watching.” While there are protests and condemnation that INEC allegedly remove 30 percent (or so) number of voters from South West and South East from the present 93.5 million registers of voters, the Commission adduced reasons for the expulsion across the country. Mr Christopher Maikalangu, the Chairman of Abuja Municipal Area Council (AMAC) has reacted strongly to the judgment of FCT Election Tribunal which sacked him from office on Friday while indicating that he will appeal the verdict. He alleged that the tribunal manipulated and manufactured ghost votes against the ones that were legitimately announced after the February 12th elections for the APC, an action, he described as an embarrassment to Nigerian the judiciary. Maikalangu of the Peoples Democratic Party (PDP) was declared winner of Feb. 12 AMAC chairmanship election by the Independent National Electoral Commission (INEC). He polled 19,302 votes to defeat Murtala Karshi of the All Progressives Congress (APC) who scored 13,240 votes. But the election tribunal sitting in Abuja on Friday had granted over 21000 votes to the candidate of APC, boosting his ballots’ tally in the election above that of his PDP counterpart. But in a statement issued in Abuja, the AMAC Chairman renounced the judgment passed in favour of the APC. The statement was jointly signed by Ephraim Audu and Kingsley Madaki, his Chief Press Secretary and Senior Special Assistant on Media “Following the judgment at the FCT Election Tribunal today, the leadership of Abuja Municipal Area Council (AMAC), Shortly after the judgement, the Council Chairman, Hon. Christopher Zakka Maikalangu called on residents of the council, especially, supporters of the Peoples Democratic Party (PDP), to remain calm and not take laws into their hands following the judgment at the election tribunal as his legal team has already appealed the matter on a competent court. “The call is against the backdrop of violent celebrations by supporters of the APC who flooded some parts of the city centre and AMAC Secretariat defacing posters of the PDP and barricading entrances of the AMAC Secretariat chanting provocative, brandishing dangerous implements in the guise of their tribunal victory. “In addition, the leadership saw the wisdom to forestall any breakdown of law and order in the council and across the nation. In a shocking arithmetic conundrum conjured in connivance with some government officials, the February 12 election which Hon Christopher Zakka Maikalangu won the election with a total vote of 19,302 votes while Mr Usman Karshi secured 13,249 votes, It is appalling that the table turned at the tribunal allocating over 21000 votes to PDP’s challenger Mr Murtala Karshi with the current AMAC Chairman Zakka still maintaining 19000 votes. Madaki added that the judgment appeared to be completely biased and against the will of the people, who came out en mass in the AMAC chairmanship election on February 12 to vote for the candidate of their choice. He said: “The judgment of today is completely unacceptable. We cannot call that a judgment, because it was one-sided, with a clear picture of being manipulated. We cannot allow such judgment to stand, because there was no clear basis for such a judgment to be given in the first place. “The present Chairman of AMAC, Hon. Christopher Maikalangu had a landslide victory during the election with wide margins. So, I wonder where the Judge got his record from that Murtala Karshi won the election. ...Berates APC, says party is dead horse, written off The Arewa Consultative Forum (ACF) has opened up on the presidential candidacy of Alhaji Atiku Abubakar on the platform of the People’s Democratic Party (PDP) in the 2023 general elections. A member of the National Executive Council (NEC) of the ACF, Muhammad Alhaji Yakubu said that 2023 would be the ideal time for the Forum to pay back Atiku for his philanthropism by ensuring that ACF stands the test of time. In an exclusive interview with Sunday Sun, Alhaji Yakubu who is the former aide to ex-Senate President Bukola Saraki said that of all the presidential candidates, Atiku is more prepared and experienced to lead the country. The ACF chieftain who was also the youth wing leader of the defunct Northern Union (NU) led by the late Dr Olusola Saraki spoke on Muslim-Muslim ticket of the All Progressive Congress (APC), describing the party as a dead horse, not worthy to waste energy on it. Excerpts: Soon after the PDP presidential primary election where Atiku Abubakar emerged the winner, the runner up of that election, Governor Nyesom Wike of Rivers State was aggrieved; one, that he was betrayed by his friend, Governor Aminu Tambuwal of Sokoto State; two, that he was not picked as the running mate to Atiku. How would you describe that election and its fallout? My name is Muhammad Alhaji Yakubu, a chieftain of Arewa Consultative Forum (ACF), a NEC member of the ACF. Now, to answer your question, that election was one of the most organised, most credible and most transparent primary elections that was organised by the Peoples Democratic Party (PDP). Whatever might be the backlash of the result of that primary election, I think the presidential candidate, Alhaji Atiku Abubakar is managing the challenges properly. There is no way such a big party, such bigwigs like Atiku Abubakar, Governor Wike, former Senate President Bukola Saraki, Aminu Tambuwal and the rest could have contested such an election, and there would not be some challenges. There is no denying the fact that there were some backlashes after the election. But what matters most was the effective management of those backlashes, and it is being properly done by the candidate. I am happy so far the way he is conducting himself, the way he has been trying to manage those backlashes. One thing that I can assure you is that PDP will come out extremely stronger from those challenges. These challenges are not new to PDP because PDP is used to crisis and crisis management. I want to strongly appeal to Governor Wike that he should not allow people to instigate him against his elder brother; Alhaji Atiku Abubakar because on so many occasions I have listened to him where he referred to Atiku as his elder brother. They have respect for each other. I don’t want third party to come between them and cause this avoidable crisis between them. But so far so good, the relationship is being managed properly, and it is going to be managed properly. I want to leave it at that. Even after the primary election the expectation among concerned Nigerians was that Atiku was going to pick Wike as his running mate. But it did not happen that way. How will you react to this? Yes, all of them that I have mentioned are extremely qualified to lead Nigeria, but in all of them you can only have one president and one vice president. And like I earlier said, I don’t want us to over flog this issue because over flogging it is what has been causing this unnecessary tension. It is being managed now, it is being properly taken care of, so I don’t want us to over flog the issue. The two gentlemen are respectable Nigerians who know their onions and there is no doubt that Governor Wike has contributed immensely to the building and development of the party; and Atiku respects this, the crisis will be sorted out. A Peoples Democratic Party stalwart in Lagos State, Babatunde Gbadamosi, on Friday, defected to the Labour Party, declaring support for its presidential candidate, Peter Obi. Gbadamosi, a former governorship candidate of the African Democratic Party and a former Lagos East Senatorial Candidate of the PDP, made this known in a statement in Lagos. “I had completely lost hope, especially in the youths of Nigeria, considering how the senatorial bye-elections panned out, after the traumatic events of the #EndSARS. “However, the exit of Peter Obi from the PDP and his subsequent emergence as the Presidential candidate of the LP, and his brilliant choice of Mallam Yusuf Datti Baba-Ahmed as running mate have rekindled my hope. “I am 54 years old, and never in my life have I been privileged to witness the kind of energy, vim, vigor, unity and tenacity of purpose being exhibited by youths of all ethnicities and religious backgrounds in Nigeria over a political candidate.. “I hereby publicly declare my resignation from the PDP and wish all the remaining members well. “By the same token, I also hereby publicly declare my support for the Labour Party and its presidential candidate, Mr Peter Obi,” Gbadamosi said. *‘Buhari lost Rivers yet won in 2015, 2019’ *Runner-up raises posers at meeting with candidate The dust over the presidential primary of the Peoples Democratic Party (PDP) and the choice of Delta State Governor Ifeanyi Okowa as running mate by its presidential candidate, Atiku Abubakar, has not settled. Although Atiku and Rivers State Governor Nyesom Wike met yesterday in Abuja at the instance of the party’s Board of Trustees (BoT), led by Senator Walid Jibrin, a source said it did not lead to a truce. The meeting was hosted by former Information and Culture Minister Prof. Jerry Gana at his residence. At a meeting with BoT members on Wednesday, Atiku boasted that PDP can win next year’s election without many votes from Rivers State. He said there was no cause for alarm if Wike did not want to fall in line with him. Exuding confidence, Atiku recalled that President Muhammadu Buhari, who did not win Rivers State, relied on votes from Lagos, Kano and other strategic states to win the 2019 presidential poll. He also said PDP ran into crisis because Wike allegedly monetised the presidential primary. Wike, who was privy to what transpired at the BOT meeting, was said to have complained about Atiku’s recent comment about him. A source said: “Wike joined issues with Atiku over his recent comments or pronouncements at the second meeting. “He asked Atiku some questions: ”Did I tell you I want to be the next Minister of Petroleum Resources? ”Have I not been a minister before? ”Do you control Lagos and Kano, like President Muhammadu Buhari, if you don’t need Rivers? ”Have I asked for anything to support you?” Atiku responded with “no” to most of the questions. “Throughout the meeting, Wike was busy with posers to clear some impressions from Atiku’s camp in public space. Obviously, he was uncomfortable with some comments attributed to Atiku and some of his strategists. “But the presidential candidate of the PDP was calm in managing the situation.” Sources said Atiku and Wike had been engaged in a hide and seek game over a session with the BoT. However, BoT members have consistently pleaded with Atiku to reconcile with the Rivers governor. Although the two leaders got invitation letters from the board, none of them was interested in a face-to-face meeting before yesterday. Atiku and Wike had resorted to bitter verbal exchanges and name-calling in the media in the past few weeks. It was further gathered that the terrorists alleged that most officers, who took part in the counter war in the North East, dealt a heavy blow on their colleagues. A security source, who did not want to be mentioned in print, told Daily Sun that the schools targeted are located in the satellite town in the FCT, but refused to mention the names of the schools, so as not to create fears in the minds of parents whose children are in the schools. A resident in the area where one of the schools targeted for attack is located, told Daily Sun that the people have been living in fear after some of them received text messages, last week, about the attack on the schools and their estate. Since the circulation of the said text message, the residents said security has been beefed up in their estate with thorough searches conducted on vehicles, tricycles and visitors to the estate. A source told Daily Sun that residents of the estates have concluded plans to hold a meeting with the relevant authorities today, on the way forward. It was gathered that, to avoid any attack, security has been beefed up in the locations, where the schools are located and other parts of the FCT, with huge deployment of soldiers, police, DSS and other security operatives to forestall any attack. The deployment of the soldiers in and around the FCT was experienced by residents of Abuja, during the Sallah celebrations, where huge security operatives were deployed to mosques, churches, recreational spots, markets, shopping centres and motor parks, among other public places. It was gathered that some of the terrorists have taken over some mountains in the surrounding villages and other communities in their numbers. Daily Sun gathered that terrorists were said to have been discovered by some mountain climbers, who alerted the military and the security agencies of their findings. Operatives of the Department of State Services (DSS) have been patrolling the villages of Abuja on motor bikes and carrying out surveillance in virtually all the communities in the FCT. A tour by Daily Sun in the FCT showed that most motorcycle operators, popularly known as “Okada riders”, were beginning to disappear from the streets in the areas where the soldiers are deployed. Their sudden disappearance, according to a security source, is an indication that most of the Okada riders were either terrorists or working as informants for the terrorists. Also, most tricycle operators are off the streets, as they used to be in the past days. It was gathered that estates, communities and areas where the commercial tricycles operate have been directed to get the operators adequately registered with authentic guarantors to stand as sureties. The measure is to ensure that only registered operators engage in the business. For some time now, there has been a sudden influx of Okada riders in the FCT. Most of the riders, when they arrive the FCT, take refuge in communities like Kuje, Abaji, Gwagwalada, Kubwa, Gwagwa, Zuba, Karmo, Kubwa, Bwari, Dutse, Kwali, Lugbe, Masaka, One man village, Apo, Koroduma, Mpape, Gishiri, Kurudu, Jikwoyi, Karu, Orozo, Karshi, Kugbo, Mararaba, Nyanya, Karu and Abattoirs, among other satellite towns. A military source said the soldiers have been mounting and carrying out snap security checkpoints, to checkmate the terrorists. Similarly, all the entry and exit points have been mounted by soldiers who are conducting stop-and-search operations on vehicles and passengers. Also, the military and the various security agencies have been patrolling the streets of the FCT. When contacted, the FCT Police Public Relations Officer, Josephine Adeh, who dismissed the alleged planned attack on schools in Abuja by terrorists, said the police, alongside the military and the security agencies, were not taking anything for granted. She said the security agencies were working round the clock, to ensure the safety of lives and property of residents.
