Roads deserted in Awka despite halt of sit-at-home order.

Residents of Awka, Anambra State in the early hours of Friday stayed away from their places of business, with only a few cars, commercial buses, tricycles seen on the roads.

Many had expected activities to pick up early in the state capital with the Indigenous People of Biafra calling off their one-week stay-at-home order on Thursday but at 9 am, activities were at their lowest.

At the Regina junction along the Onitsha Enugu Road, commuters were seen boarding the few available buses, while few food vendors were seen on the popular Regina Caeli Road doing their business.

Heavily armed police officers were also visible in the area as they paraded the streets and major roads.

Most streets in Anambra state are currently empty as residents have stayed indoors due to the one week sit-at-home order.

Although the Indigenous People of Biafra cancelled the order on Thursday evening, November 4, residents have stayed indoors due to fear of being attacked or harassed for stepping out.

A visit to several busy areas in the state capital like Unizik Junction, Ifite, Okpuno Agu Awka observed a lull in business and commercial activities in the area.

CANDIDATES for Saturday’s governorship election in Anambra State, yesterday, spoke with one voice on the insecurity threatening the poll, and urged the Federal Government to urgently demilitarise the South-East zone and stem the heightened tension, skirmishes and endless blood-letting between the security agencies and the youths.

Statesmen from the South-East, under the aegis of Igbo Elders Consultative Forum, spoke in like manner.

They urged the Federal Government to immediately demilitarise the region and embrace dialogue with a view to resolving any security threat to the November 6, governorship election in Anambra.


The Candidates also tasked the Federal Government, the Independent National Electoral Commission, INEC, and security agencies on conduct of credible poll.

Pledging commitment to maintenance of peace, they urged the Federal Government to release immediately, the Leader of the Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu; and appealed to IPOB not to undertake actions that could hurt the election.

Last week, IPOB called on the government to release Nnamdi Kanu on or before November 4 or its members would begin a seven-day sitting at home as from November 5 in all parts of the South-East including Anambra in support of Kanu.

It is feared that the sit-at-home could harm the election via voters apathy. South-East monarchs and religious leaders, had, on Monday called for release of Kanu, dialogue and adoption of political solution to resolve the issue.

Responding to the developments, the candidates in a joint statement dated November 1 but released yesterday, called on the INEC, the Armed Forces, other security agencies and all stakeholders to discharge their mandates in accordance with law and in a fair and just manner.

The seven-point statement was signed by Ben Etiaba, AA; Akachukwu Nwankpo, ADC; Andy Uba, APC; Charles Soludo, APGA; Onyejegbu Okwudili, APM; Val Ozigbo, PDP; Obinna Uzoh, SDP; Ifeanyi Ubah, YPP; and Obiora Okonkwo, ZLP.

It read in part: ”In response to the very grave concerns expressed, and appeal made, by The South-East Council of Traditional Rulers and the Representatives of Igbo Bishops and Archbishops, and in appreciation of the general anxiety arising from recent and continuing violence, in the South East geo- political zone of Nigeria, and Anambra State in particular, we the undersigned candidates in the forthcoming Gubernatorial Election in Anambra State commit to peaceful and violence-free conduct in the run-up to, during and after the election.

”We the candidates in the forthcoming Anambra State Governorship Election commit unequivocally to non-violence and the maintenance of peace throughout the duration of the election and beyond. We urge all our supporters and other stakeholders to commit fully to these ideals and refrain from any act that may imperil the election.

”In order to eschew all acts that may torpedo the forthcoming election, we urge the Federal Government to release Mazi Nnamdi Kanu to the South East Council of Traditional Rulers and the Representatives of Igbo Archbishops and Bishops.

”We urge the Federal Government to take urgent steps to demilitarize the South-East Zone and stem the heightened tension, skirmishes and endless blood-letting between the security agencies and our youths.

”We assure our youths that we have heard your cries and that we feel your pain. We urge our youths to eschew violence and commit afresh to peace.

”Consistent with the above, we urge IPOB not to do anything that would hinder or be seen to be hindering the smooth running of the forthcoming Governorship Election in Anambra State and to cancel all scheduled sit-at-home orders, as these have already caused untold hardship for our people.

“We call on the Independent National Electoral Commission, INEC, the Armed Forces, other security agencies and all stakeholders to discharge their mandates in accordance with law and in a fair and just manner.”

The federal government has borrowed a whopping N8.29 trillion from Pension Fund Assets which stood at N12.9 trillion at the end of August 2021, LEADERSHIP checks have revealed.

Even though an earlier attempt by the federal and state governments to borrow directly from the pension funds was met by a stiff public resistance, thus nipping the idea in the bud, the federal government has continued to dominate in utilisation of the pension pension funds’ assets, howbeit indirectly through investment in federal government securities.

The federal government, through the National Economic Council (NEC), had in 2019 announced plans to borrow N2 trillion from the pension funds to finance the development of infrastructure. The decision sparked a lot of backlash as Nigerians unanimously kicked against the move. Had the plan worked, it would have become the norm for governments to borrow directly from the pension funds.

Pension fund investment in federal government securities still accounted for the bulk of 64 per cent of total pension fund assets, crowding out investments in other sectors of the economy, even as it dropped by about N220billion from N8.51trillion in July, 2021 to N8.29 trillion as of the end of August 2021.

The drop, according to LEADERSHIP investigation, was as a result of drop in yield of bonds and treasury bills, which started last year, hence, Pension Fund Administrators (PFAs) were divesting from this investment outlet, into better investment windows that give better returns.

Pension fund operators have been seeking investment alternatives besides government bonds and treasury bills to increase returns on investment on pension assets as yields from FGN securities decline.

Hence, as the previous investment matured, pension fund operators were divesting the proceed in money and capital market instruments.

Black marketers, on Monday, positioned themselves in strategic locations in parts of the Federal Capital Territory, hawking Premium Motor Spirit, popularly called petrol, in jerrycans to interested motorists and other consumers as the scarcity of the product resurfaced.

Also, queues of desperate motorists were noticeable in some parts of neighbouring states such as Nasarawa and Niger.

Although some filling stations dispensed the commodity in the morning, it was reliably gathered that there were supply hiccups, which made many retailers to halt the sale of petrol.

Retailers claimed that the ex-depot price of the commodity had been increased by private tank farm owners from the recommended N148 and N149.5/litre to between N153 and N155/litre.

This, according to them, has made many retailers to suspend the sale of the product coupled with their inability to get the required quantity, a development that led to the emergence of the black marketers.

Some hawkers were spotted in front of the Total filling station, opposite the headquarters of the Nigeria Police Force in the Abuja city centre.

They sold the product in 10-litre jerrycans for between N2,000 and N2,500 to motorists, who could not stay in queues at filling stations.

Some black marketers were also seen at the Kubwa end of the Kubwa-Zuba Expressway around Nipco filling station.

A senior official of the Independent Petroleum Marketers Association of Nigeria told one of our correspondents that the partial scarcity in Abuja could be due to product hoarding by tank farm owners, who recently increased the price.

The official, who spoke on condition of anonymity, stated, “Petrol scarcity is likely going to happen, because there is supply drop and some of the private tank farms have increased their price from the previous price. We don’t know what is causing the problem.

“If it continues like that, there will be problems. Most of the tank farm owners are always sceptical about pushing out products towards the end of the month.

“Also, you know we are approaching the festive period. So, it is like there is product hoarding on their part. There is no communication yet from the government on this.”

When contacted, the National Public Relations Officer, IPMAN, Chief Ukadike Chinedu, denied that the marketers were involved in hoarding petrol.

He said, “Marketers will sell when they have products. Availability of products determines the operation of marketers, who want to sell at any given time to maximise profits.

“But right now, adequate supply is not there. Supply is the most important thing. We buy from tank farms and from the Port Harcourt refinery’s depot. We are having supply issues due to pricing.

“The cost of PMS in the private depots before was N149.5 per litre, but now they are selling at between N153 and N156 per litre.

“The NNPC depots are not loading enough to satisfy the numerous consumers of petrol across the country. Some of the depots don’t have products because of pipeline vandalism. Also, the roads are bad to convey products.”

Chinedu stated that insufficient supply from the Nigerian National Petroleum Corporation depots might further result in higher prices by private depot owners and that this might lead to a complete halt in sale by retailers.

He said, “If there is insufficiency from the NNPC, this price increase from N149 to N155 by private depots will give a wrong signal to anybody in the oil and gas business that any moment from now, it may get to N160/litre.

“And if it gets to N160/litre, we will not be able to sell at the current N162 to N165 official pump price. This is because we must factor in our transportation cost, logistics and the maintenance of our filling stations, among others.”

When told that the government insisted that it had enough products to keep the country wet for months, Chinedu maintained that private depot owners had increased the PMS price and that this was creating uncertainty in supply.
