The ghost of the probe of the missing money in the NNPC appears to be lurking around even after the investigations had been concluded. But some people are of the view that the situation should not remain that way because by their argument, enough has been said and done about the allegation that came up two years ago and led to certain drastic developments in the financial and oil sectors. The whistleblower in the matter was the former Governor of the Central Bank of Nigeria (CBN), Alhaji Lamido Sanusi who raised the allegation that some money was missing from the NNPC which it should have been remitted to the Federation Account in the custody of the apex bank. Sanusi said the money covered 18 months, from January 2012 to July, 2013. The exact amount of money was a subject of shifting figures as the governor gave different amounts and at last, it settled at about $20b. The only way to resolve the argument was to set up of an external audit to reconcile the figures and find out if any money was actually missing When the National Assembly in a joint probe headed by Senator Ahmed Makarfi sat over the matter, the Finance Minister, Mrs. Ngozi Okonjo-Iweala gave a way out of the controversy by suggesting that auditors should be invited to reconcile the figures. That was followed through by the Auditor-General of the federation that engaged the reputable PricewaterHouseCoopers (PwC) to handle the job. After some months of tedious work, the PwC released the forensic audit report, which was an abridged version of the entire findings that was a large volume of about 190 pages last month. But that doesn’t seem to assuage some feelings. Recently, in a tone that sounded like the audit report already made public wasn’t enough palliative, the president-elect, Gen. Muhammadu Buhari while receiving a delegation of his party from Adamawa State on courtesy visit to him promised that he was going to set up another probe of the same alleged missing money. Just last Sunday, President Goodluck Jonathan announced to the public at a church thanksgiving that his ministers and himself should brace up for an impact of persecution by the Buhari administration. We disagree As follow-up to that call, a Niger Delta pressure group led by Comrade Iginewari Lawson called on Abuja Metro to ask that more emphasis be placed on the persecution alert by Jonathan. The Niger Delta Conscience Initiative (NDCI) has found it a duty to warn that while the incoming administration would do well to place Nigeria on a good pedestal, attempts at witch-hunt should be avoided. We don’t accept persecution as means of governance or a way of cleaning up the system. We in the body don’t encourage corruption in any shade, but at the same time, people should not be singled out for persecution for just serving the nation. Nigerians should know that no normal person comes in defence of a public officer that held his or her office in breach. Novel steps in NNPC “We are saying this bearing in mind that Buhari has promised that he will conduct a fresh probe or audit on the same missing money. We have also heard people making spurious but serious allegations against the Petroleum Minister, Diezani Alison-Madueke over the management of the NNPC. The commission has been there since 1978, even when Buhari was oil minister and we never heard of any audit of the body until Jonathan did that to clear the image of the administration. So, for the first time, the Jonathan administration broke the NNPC probe jinx and had its account audited. No government did that before. We don’t know if this should attract commendation or condemnation. With the veiled reference to Alison-Madueke, we would want Buhari to face the real issue of governance and don’t dabble in shadow chasing because if a world class audit body like the PwC could audit the NNPC and return the verdict that no money was missing, then, we don’t see why anybody would feel that the reputable body with worldwide image would involve in compromise because of Alison-Madueke. Moreover, a good law or administration does not target to punish an individual at all costs. Punishment comes with verifiable offence and should not be a thing a body or government will make up its mind ahead of time that someone must be punished. Now an audit has been conducted and there is no indictment on her, a task to set up another audit to find her culpable at all costs is not acceptable. That is not proper and consistent with the spirit of anti-corruption. NNPC good standing Lawson said in reference to the report that “our body wants to remind the nation that the only indictment on the NNPC from that probe is that with the slump in crude oil price, NNPC cost of operations that takes so much of the percentage of its output would not be sustained and unless it changes the approach, it might face hard times . That NNPC alluded to in the report is not Diezani, it is about the institution that had been there when Diezani was probably in primary school. Thorough probe On the claims that the audit was not thorough and there was no probe, Lawson said the points have no facts. “Remember that the National Assembly conducted a proper probe of the joint chambers headed by Senator Makarfi and it was in the course of that probe that the Finance Minister suggested the audit which was commissioned later by the Auditor-General of the Federation. We can never agree that PwC would compromise its world reputation because of the Petroleum Minister. The report is out and we have all seen it that even when Sanusi bandied so many different figures from $69b to $50b, $20b and later $12b, Nigerians didn’t see that as irresponsible of the governor of the CBN not to be sure of the figure he presents to the public as missing government money. At the NASS probe, the Group Managing Director of the NNPC then, Andrew Yakubu even clarified that the money lumped together for NNPC as non-remittance were actually from some oil agencies that operate separate accounts from NNPC and do direct remittances to the CBN. All these did not convince Nigerians and that is why we accepted the audit to rest the matter. Targeting Diezani “So those of us from the Niger Delta see this pronouncement as prelude to the persecution Jonathan talked about and it is not necessary. What we expect from Buhari is to work with the audit report and implement those recommendations that would strengthen the commission and not chasing shadows to catch Alison-Madueke. It is vindictive and not what we will keep quiet and watch him do. If at last, he has reason, outside shadow chasing to indict the minister that is ok, but to go for her, based on that audit report is meaningless and we will stand against it any day. We will rather see it as attack on an official from the region just because of where she comes from.” The initiative said what Alison-Madueke deserves is commendation for her local content push in the oil sector that opened up the space for Nigerians to invest and participate in some sub-sectors that they never had access to. “She said it recently while addressing journalists at the state house that the people actually after her are the players in the oil cabal that feel her local content initiative stopped their sleaze and rip-off of the nation. So, should we not rather commend and thank a person that opened up the space in the sector and led to the creation of about 350,000 local jobs in the oil and gas sector. A mechanic, Rasaq Adeshire, 21, and his girlfriend,Yemisi Alayonde, 19, a tailor, who allegedly bite a neighbour’s breast were arraigned in Oshodi Magistrates’ Court in Lagos on Tuesday. Adeshire and Alayonde, who reside at No. 38 Eyin Street, Mafoluku, Oshodi, Lagos, are being tried for breach of peace, conspiracy and assault. The Prosecutor, Cpl. Kehinde Olatunde, told the court that the accused committed the offences on May 10 at their residence. He said the accused conspired to assault one Miss Ogechukwu Okwaza by beating and biting her on the breast. The prosecutor said “the accused, who are living together as couple jointly beat the complainant mercilessly; they also bite her on her breast, thereby inflicting injury on her.’’ Olatunde said that the complainant was in the kitchen baking cake when the duo approached her and commanded her to remove the cakes from their table. “They ordered the complainant to leave the table she was using to bake her cake but as she was preparing another place to put the cakes, they just poured kerosine on the cakes. “The complainant then insulted them for pouring kerosine on her cakes and the accused just descended on her, beat her up and bite her breast. “The accused also tore Okwaza’s clothes but when she could not take the beating, after hitting Alayonde with a frying pan, the complainant shouted for help and two other neighbours came to her rescue.” The prosecutor said the two parties had been nursing grudges toward each other but refused to disclose the cause. The offences, Olatunde said, contravened sections 166, 171 and 410 of the Criminal Law of Lagos State, 2011. Section 171 prescribes a three- year jail term as penalty for offenders. However, the accused pleaded not guilty to the offences and the Magistrate, Mr Akeem Fashola, granted them bail in the sum of N50,000 each with one surety each in like sum. He then adjourned the case until June 19 for mention. |

Boko Haram impregnate girls, women to sustain successors in North East, says Shettima BORNO State Governor, Kashim Shettima, has said that Boko Haram insurgents deliberately rape girls and women with the intention of getting them pregnant, so they would give birth to future insurgents as successors of their violent struggles in the North East of Nigeria. Shettima made the declarations on Sunday, while addressing top government officials at the Government House, Maiduguri, on the rescue of over 700 children, girls and other pregnant women by the military in Sambisa Forest. He said with this development, there should be a “special programme” to break the chain anticipated by the insurgents of deliberate impregnation to increase the population of Boko Haram sect members. Shettima also said: “From my studies of practices associated with the insurgents, there is a general belief among them that whoever doesn’t share their ideology is an infidel and as such, his wife and property could be freely acquired by the sect members, with the wives serving as slaves that should satisfy the sexual urge of their masters.” The governor said it was held among the sect members that children fathered by them were likely to share their ideology later in life and succeed their parents in years to come and as such, the circle would be maintained. The governor’s comment on Sunday came when hundreds of women and children were rescued by the military amidst reports that some of the women were visibly pregnant even though it was not clear whether they became pregnant in captivity or were captured with the pregnancy. Shettima said: “I am happy with the recovery of hundreds of women and children. It is a thing of joy that they have been freed alive. However, I am also very worried about what the future holds for us, if what I have gathered about these insurgents, works according to their plan. I remember discussing this in an elaborate interview I granted last year. “These people (Boko Haram) have a certain spiritual conviction that any child they father would grow to inherit their ideology, whether they live with the children or not. They also believe that whoever does not hold their ideology is an unbeliever that should be killed and rendered homeless and whatever belongs to him or her becomes a legitimate booty recovered from the enemies. This booty includes women that are then allocated to ranking leaders of the sect as sex slaves. “The sect leaders make very conscious effort to impregnate the women, some of them, I was told, even pray before mating, offering supplications for God to make the products to become children that would inherit their ideology. After getting their captives pregnant, they would keep them to allow the pregnancy mature to an extent of say, four or more months, to make abortion difficult or impossible for the women due to life threat in carrying out abortions at that level. They abandon the women afterwards to go and give birth anywhere else. In most cases, the women return home or get assistance from the traditional birth attendants.” He continued: “I wouldn’t be surprised if in some cases, the women deliver in captivity and the children are up to four or five years, since the sect began its operation. Perhaps, the Sambisa camps might have been in existence since 2009 or afterwards.” “The sect is known to usually have medical teams and make-shift clinics for treating injured men and other health challenges.” “I do not have any official information yet regarding these issues but I have read from some online media houses that many girls were rescued with visible pregnancies and some with newly-born babies.” “Of course, I expect our security agencies to establish the paternity of all children recovered from interactions with the victims and other forms of investigation.” He, however, noted: “My major concern is how we as stakeholders from the Federal and State Governments will manage women that might be affected.” “I am worried with the fact that most women tend to hate and abandon children they deliver from rape.” “Now, the problem is that these children could go to the streets unattended to. They then lack access to food, healthcare and education. The result is that they could, indeed, inherit their fathers’ ideology somehow. We also don’t know whether the sect members would, after putting a woman in the family way, identify them with particular communities and put a mechanism to monitor the children and whisk them away in future. So, after establishing the paternity of the children and background of those pregnant, where any is found to be pregnant, the Federal Government would have to work with state.” “Governments whose citizens are affected should report so that we could get the involvement of medical and psychosocial specialists as well as child welfare experts to deal with the situation by properly documenting these kids without getting them stigmatised, monitor and work towards raising these kids to become educated future leaders without the slightest ideologies of their fathers in order for us to cut the cycle being envisaged.” “We can achieve this in order to safeguard the future of our communities. The newly appointed Inspector General of Police, Solomon Arase, is actually a senior officer to the outgoing IGP, Suleiman Abba, PREMIUM TIMES can authoritatively report. Based on an internal police document obtained by this newspaper, Mr. Arase, an indigene of Edo State, was born on June 26, 1956 and joined the Nigeria Police Force on December 2, 1981. However, the outgoing IGP, Mr. Abba, who hails from Jigawa State, was born on March 22, 1959 and was enlisted into the police on December 31, 1984, three years after Mr. Arase was enlisted. Both officers were, however, promoted Assistant Inspector General of Police, AIG, on the same date – February 22, 2012 – shortly after Mohammed Abubakar was promoted IGP. It is not clear how Mr. Abba caught up with Mr. Arase in rank, and eventually overtook him to become IGP. However, on August 1, 2014, Mr. Abba was appointed Nigeria’s 17th indigenous IGP following the retirement of Mr. Abubakar from the service. Until his new appointment, Mr. Arase was the head of the Force Criminal Intelligence and Investigation Department and holds Bachelors and Masters Degrees in Law as well as Bachelors and Masters Degrees in Political Science and Strategic Studies. Shortly before Mr. Abubakar retired from service, there were speculations that Mr. Arase, then the Assistant IGP in charge of the Police Intelligence Bureau, would be appointed IGP. Indications emerged yesterday that a shift in loyalty and the crisis rocking Ekiti State House of Assembly may have been responsible for the sacking of the Inspector General of Police (IGP), Suleiman Abba. President Goodluck Jonathan yesterday sacked the IGP and appointed Deputy Inspector General (DIG), Solomon Arase as Acting IGP with immediate effect. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, made the disclosure on his tweeter handle. Abba, the 17th indigenous Inspector-General of Police, who was appointed by President Jonathan, formally assumed office on August 1, 2014. Abba, who hails from Gwaram Local Government Area of Jigawa State holds degrees in History and Law and had attended several management and security courses within and outside Nigeria. In a statement, Abati said until his appointment, Arase was the Head of the Force Criminal Intelligence and Investigation Department. Arase holds Bachelors and Masters Degrees in Law, as well as Bachelors and Masters Degrees in Political Science and Strategic Studies. He is also a Fellow of the Nigerian Defence College. Meanwhile, there are indications that Abba’s sack may have link with alleged shift of loyalty and the crisis rocking the Ekiti State House of Assembly. Sources revealed that since President Jonathan lost election, the former IGP started pandering towards the opposition. He was accused of working for the All Progressives Congress (APC) in the April 11, 2015 election, in the hope that the incoming Buhari administration could retain him. The former IGP allegedly sent emissaries to Buhari’s wife, pleading that she persuaded her husband to retain him after May 29 handover. On the Ekiti connection, sources revealed that the police sided the APC lawmakers, on the instruction from the Force Headquarters. According to a source, who pleaded anonymity, “the former IGP was working with some chieftains of the All Progressives Congress (APC) on the Ekiti State Assembly crisis against the wishes of President Jonathan that peace must be maintained in all parts of the country after the elections. “The removed Speaker, Dr. Adewale Omirin, had gone to court to challenge his removal and the matter is still in court. When a matter is pending in court, the normal thing is for parties to get the matter sorted out there first before further actions are taken, but Omirin and his colleagues haven’t allowed this to happen in this case. “This Ekiti Assembly crisis started anew and with sustained vigour after the result of the presidential election was announced and Major-General Muhammadu Buhari emerged as the president-elect. Some Abuja residents on Tuesday threatened to boycott subscription to Multichoice Nigeria services following the company’s disregard of a court order restraining it from increasing its tariff. Multichoice is providing satellite television and broadcast services to Nigerians and some other African countries through DSTV and GoTV channels. The News Agency of Nigeria recalls that the restraining order was issued by a Federal High Court sitting in Lagos. The order followed a class action suit filed by two Lagos-based lawyers, Messrs Osasuyi Adebayo and Oluyinka Oyeniji, against the company, challenging the increase in cost of subscription. Justice Chukwujekwu Aneke of the Federal High Court in Lagos had on April 2, restrained the company from implementing its new subscription tariff from April 1, pending the determination of the suit. NAN recalls that the judge had said that there should be no increase until the court meets to hear and determine the case. In his remarks on the court order, Mr Moyosore Onigbanjo (SAN), Multichoice’s lawyer, said applications to discharge the order and to challenge the court’s jurisdiction to hear the matter had been filed. Onigbanjo also explained that the order was made a day after Multichoice started the implementation of the new rates, and that the order was brought to the attention of his client on April 8. According to Mr Adelaja Onipede, a client of Multichoice, the company has no reason whatsoever to increase its tariff because of the quantity of subscribers to its services in Nigeria. Another Multichoice client, Miss Ngozi Anosike, said,”The company has not improved its services; rather, it is cheating innocent Nigerians who spend their hard earned money to subscribe to their services.” “We have not been able to get value for our money; this type of outright cheating needs to be curbed. “The company should maintain the status-quo in line with the court’s order, period,” Anosike said. Mr Danladi Dogo, a business man, on his part, urged the company to encourage Nigerians by investing more on the growth of the nation. “It would be better for them to improve their services by showing the latest innovative programmes without frequent repetition rather than just siphoning our money away. “In fact, they should reduce the tariff to enable people in the rural areas access the services easily and they should establish more offices across the country especially in the riverside areas. “They should also focus on offering Nigerian students, at home and abroad, scholarships, creating jobs and carrying out other positive activities as part of their social responsibility,’’ Dogo said. Mr Osuji Emenike, an activist, said he would encourage people to carry out a peaceful rally if, at the end of the month, the Multichoice refused to address the issue. “We have folded our hands enough for South Africans to take us for fools; look at what they are doing to our brothers in their country, we cannot do that to them here. “No foreign company can disregard an order of the court in their country and it would be accepted calmly; Nigerians need to open their eyes. “We parade ourselves as the ‘giant of Africa’ and allow people to cheat on us anyhow; this has to stop else we would force it to stop,” Emenike said. Multichoice Public Relations Manager, Ms Caroline Oghuma, had in a statement in March, said that there were some important factors that were considered before the company introduced the new tariff. According to Oghuma, the factors included “the impact on the subscriber, current inflation, and efficiency effected within the company that may offset the necessity for a price increase.” The company also said that the increase in DSTV subscription tariff was not only in Nigeria but also in every country where Multichoice had its operations. The South African army will be deployed to end a wave of attacks on foreigners, Defence Minister Nosiviwe Mapisa-Nqakula has said. Soldiers would be deployed to Alexandra township, north of the main city Johannesburg, the minister said. This will be the first troop deployment since the violence broke out early this month, killing at least seven people. Tension has been high in the township since the killing of Mozambican Emmanuel Sithole at the weekend.
