Nigeria Police Force (NPF) is the worst in the world, according to the 2016 World Internal Security and Police Index (WISPI). The WISPI was produced by two bodies – the International Police Science Association and the Institute for Economics and Peace. The report measured the ability of the police to address internal security issues. The police in 127 countries were assessed across four key areas. The areas are capacity, process, legitimacy and outcomes. The report showed that Nigeria underperformed on all four domains, with a score of 0.255. “There are 219 police officers for every 100,000 Nigerians, well below both the Index median of 300, and the sub-Saharan Africa region average of 268,” the report read. “This limits the capacity of the force to measure up to its law and order mandate. “In terms of process, legitimacy and outcomes, the story is not different which makes the force fall short of the required standard. “High levels of political terror have been an issue for Nigeria since 1993, with the country scoring a 4 on the Political Terror Scale every year since then.” “Terrorism remains one of the greatest threats to internal security. Terrorism has increased dramatically over the last three years, with more than 62,000 people being killed in terrorist attacks between 2012 and 2014. The biggest rise in the last year occurred in Nigeria.” But Jimoh Moshood, spokesman of the police force, rejected the report saying Nigeria police is the best in Africa. According to the report, the top 10 performing African countries are Botswana which ranked highest at 47, followed by Rwanda which took the 50 position. Others are Algeria, Senegal, Tunisia, Egypt, Burkina Faso, Ghana, South Africa and Mali, in that order. The 10 underperforming African countries are Madagascar (111th), Zambia (112th), Ethiopia (115th), Sierra Leone (117th), Cameroon (120th), Mozambique (122nd), Uganda (124th), Kenya (125th), Democratic Republic of Congo (126th). Group writes Buhari, demands cost of foreign medical treatment By Oladimeji Ramon A group, Advocacy for Societal Rights Advancement and Development Initiative, has written President Muhammadu Buhari, demanding the details of the President’s medical bill for the period of 104 days that he spent in the United Kingdom receiving treatment for an undisclosed ailment. The group made this demand in a letter dated September 12 written pursuant to the Freedom of Information Act 2011. ASRADI, in the said letter signed by its Executive Director, Adeolu Oyinloye, also wanted Buhari to disclose how much was spent on parking the presidential aircraft at Stansted Airport for the entire 104 days that the President spent in the UK. “Who defrayed the parking charges of the aircraft that conveyed you to the United Kingdom? How many crew members accompanied you and the aircraft? For how long were the crew members stationed in the United Kingdom? How much was incurred in allowances for the crew? How much did it cost to accommodate the crew members in the United Kindgom?” the group queried. ASRADI reminded Buhari that by the provision of the Freedom of Information Act, it is entitled to a response from the President within seven days. The letter to Buhari was backed with another one addressed to the Governor of the Central Bank of Nigeria, Godwin Emefiele, wherein the group sought to know how much of foreign currency was released for the President’s medical treatment. Bribe-collecting policemen handcuff passenger to vehicle after driver escaped By Samson Folarin Some policemen attached to the Osun State Police Command have allegedly dehumanised a bus passenger at the Erinmo Ijesa end of the Iwaraja-Efon Alaaye Road, Osun State. PUNCH Metro learnt that the policemen, who were in a Hilux van, mounted a checkpoint on the road and extorted money from commercial bus drivers. However, a commercial bus driver, who was stopped, reportedly refused to pay them any money and was ordered to park by the roadside. After the driver parked, one of the passengers was said to have alighted from the bus to urinate in a bush. Our correspondent was told that the driver, on discovering that the attention of the policemen had shifted to another vehicle, quickly drove off, abandoning the man that went to urinate. A monarch, the Owa Tapa of Itapa Ijesha, Dr Olapade Agoro, whose university’s site was around the area, said the abandoned passenger was picked up by the policemen and handcuffed to the patrol van. He explained that the victim was handcuffed to the van for over two hours during which he soiled himself, as his cry for mercy fell on deaf ears. He said, “The sad and highly embarrassing incident happened on Sunday (September 10, 2017). The commercial bus the man was travelling in was stopped by the police for the usual ‘palm greasing’. The man came down from the vehicle to urinate. “However, the deal between the driver and the policemen failed, prompting the police to ask the driver to park properly by the roadside while they attended to another vehicle. “While they focused on the other vehicle, the driver used the opportunity to speed off, leaving behind the passenger who went to urinate in the bush. When the passenger came back to discover that the bus had gone, he made enquiries about its whereabouts. “Immediately the police officers discovered that he was on the bus that sped off, they pounced on him and thereafter handcuffed one of his hands to the back of the police van. DPOs’ confessions: We run police stations on bribes and charity Meagre allocations put police stations at the mercy of charity from communities and criminals, Temitayo Famutimi reports For whoever wants to know why inefficiency is the lot of the Nigeria Police, the starting point may be to closely watch the state of things at police stations across the country. Apart from the poor physical state of many of them, they are largely run on charity. By the way, how much should a police station, which ought to be always battle-ready in all ramifications, since security problems can arise any time, have in its coffer at every point in time? Well, investigations by our correspondent shows that some of the police stations in Nigeria get as low as N35,000 as allocation from the force headquarters per quarter. This is the reason why in all the states of the federation, many police stations rely on philanthropic gestures from members of their host communities and proceeds of bribery to function effectively. And that is why inscriptions such as ‘Donated by Welders Association’, ‘Community Development Association’ are constant features on many items and facilities found in many police stations in the country. From rehabilitation of buildings, to fuelling of patrol vans and generators that serve the stations, many Divisional Police Officers appear to have been turned into beggars of some sort. Besides, Nigerians who have at one time or the other had a reason to report an incident at a police station are no longer new to the demands from the policeman on duty, asking them to part with sums between N500 and N1, 000 before their statement can be taken. Even after taking such statements and there is a need to make an arrest of those reported, the policeman on duty asks the complainant to drop another N2, 000 to fuel the police patrol vehicle. A cross section of DPOs who spoke to our correspondent on the condition of anonymity say the development poses a dilemma and, indeed, a threat to the operations of the security agents. Besides, despite the Inspector-General of Police’s order outlawing police check-points on highways, policemen are still occasionally sighted at some strategic highways across the country, mounting roadblocks and extorting money from the motoring public. The reasons why this development has continued to be a regular feature of policing in the country, according to men and senior officers of the police, is as a result of the paltry sum of money being allocated to run police stations. They declare that many of them run the affairs of police stations from the proceeds of bribes collected by men who go on regular patrols as well as philanthropic gestures of members of the public. But a new twist to this development is that criminals are joining other law abiding citizens to contribute to the running of police stations in the country. A DPO serving in the Ogun State Police Command explains that depending on members of the public for effective policing is not only risky but also against the principles of policing. Describing the majority of such philanthropic gestures as a Greek gift, the senior police officer says experience has shown that many of these donors usually have skeletons in their cupboards. Butressing his argument with what transpired in his area of jurisdiction, he explains that an hotelier who had taken up the responsibility of paying for the monthly subscription of the DSTV in the police station was, initially unknown to him, doing so as a cover for his child abuse activities in his hotel. He says, “Unknown to us, this hotelier was engaging in commercial sexual exploitation of juveniles in the hotel. We were shocked to learn about this and initially it was very hard for us to take a decision due to the support he had been rendering to the police station. “My men didn’t have the gut to take actions because they were unsure if they had the moral right to arrest a staunch supporter of the station. My men had to await my arrival at the station before a decision to raid the hotel had to be taken. “Expectedly, the subscription for the DSTV stopped and, ever since, I foot the bill from my purse whenever I have enough money to spare.’’ Investigations by our correspondent reveal that police stations receive quarterly allocations from state commands, after the latter would have got reimbursements from the Force Headquarters, Abuja. A senior police source at the Ogun State Police Command headquarters in Abeokuta also confided in our correspondent that the quarterly allocation the command receives from the Force Headquarters fluctuates between N450, 000 and N650, 000. This amount, it was gathered, is meant for catering for the needs of the 46 police stations and the five area commands in the state for three months. The amount, it was learnt, is not distributed equally among the police stations as criteria such as the size of the police station and the crime wave in the station’s area of jurisdiction were being used to determine how much each station receives. A Divisional Police Officer in the Command, who claims to be receiving one of the highest quarterly allocations, says his division receives between N35, 000 and N40, 000 every three months. This amount, according to him, is meant to cover fuelling of patrol vehicles, generators, stationeries, communication, and other expenses incurred by the police station during the three-month period. The DPO, who also pleads anonymity because he is not in a position to speak to the press, explains that the allocation for a typical quarter is not even enough to fuel the patrol vehicles in the station for three days, let alone covering the whole expenses for three months. He says, “It is very difficult to run a police station as a DPO without your men engaging in corrupt practices. How do you run a police station without funds? By Adelani Adepegba The Inspector-General of Police, Ibrahim Idris, has deployed the X-Squad to arrest and detain policemen, who extort members of the public before releasing suspects on bail. He has equally directed all assistant inspectors-general of police and commissioners of police to immediately ensure that ‘bail is free’ stickers are pasted in the crime branch, statement room, charge room and other conspicuous locations in all police divisions, stations and outposts throughout the country. Speaking at the inauguration of the ‘bail is free’ campaign in Niger State on Wednesday, Idris, who was represented by the Force Public Relations Officer, Jimoh Moshood, stated that the police leadership was concerned about the issue of corruption in the force, especially the extortion of the public by policemen. He said, “The Inspector-General of Police and management team pay special attention to issues of corruption allegations, most especially as it concerns bail of suspects in police custody. “The IG has therefore directed the launch of ‘bail is free’ campaign in all the 36 states of the country and the FCT, starting today (Wednesday) from Niger State Police Command, ‘B’ Division in Minna. “He has deployed an X-Squad to arrest and detain policemen who extort the public in order to release a suspect on bail.” Meanwhile, the National Association of Nigerian Students has condemned the controversy between the IG and the Chairman, Senate Committee on Navy, Senator Isa Mi¬sau, saying the corruption allegations levelled against the former could erode public confidence in the force. The factional NANS President, Haruna Kadiri, said the allegation was an indictment of the police which he described as dangerous and unhealthy for the nation and public security. Addressing journalists in Abuja, the student leader noted that the allegation against the police leadership could impact negatively on the rank and file in the force and demoralise them, a development that would work to the advantage of criminals. By John Alechenu Former Vice-President Atiku Abubakar has vowed to fight corruption like never before if given the chance to preside over Nigeria’s affairs. Atiku also challenged those he described as his self-righteous political enemies to either prove his alleged corrupt activities or keep quiet. The APC chieftain said this during a facility tour of the new ultra-modern Yaliam Press Limited in Jabi area of Abuja on Monday. This was contained in a statement by his Media Office in Abuja. Atiku was quoted as saying, “he would fight corruption like never before if he is given the opportunity to preside over the affairs of the country.” The former Vice-President said, “It is sickening to continue to regurgitate allegations of corruption against me by people who have failed to come forward with a single shred of evidence of my misconduct while in office.” He noted that people who lacked initiative, personal resourcefulness and ideas about wealth creation, “always assume that a man cannot build himself without stealing.” “People who are bereft of ideas about entrepreneurial spirit always think that everyone else is a thief just like them,” he added. Atiku said it was morally offensive for people who despise honest labour to become judges in the courts of public opinion. The Waziri Adamawa explained that though he had not been convicted of corruption by any court in the land or elsewhere, his political enemies had been parading a fake morality to fool gullible Nigerians. He was equally quoted as saying, “Despite previous desperate efforts to link me with corruption, the William Jefferson trial in the United States ended in 2009 without indicting me or linking me to corrupt activities.” Atiku recalled that he had pasted a reminder on his bed side during his training as a Customs officer that he would retire from any agency if he had not attained the headship of the place at the age of 40. He said that he was only able to attain the position of a deputy director before his exit in 1989 to chart a career in business. Atiku told the management and members of staff of Yaliam Press that he retired from the Nigeria Customs Service with unblemished records. He challenged anybody who had evidence that he stole a kobo at the Customs or during his tenure as vice-president to confront him with evidence or file a petition against him. Atiku said he did not become a Vice-President in 1999 as a pauper because he had been a successful investor throughout his retirement life. He said, “If Atiku is a thief merely because of his resourcefulness and successful investments, my political enemies should tell Nigerians the sources of their own stupendous wealth.” Atiku charged the management and members of staff of the company to manifest the values of honesty, hard work and diligence. These attributes, he said, stood him in good stead during his years as a public servant and an entrepreneur. The panel, headed by Mr. Ndudi Elumelu, was in Asaba, the state capital, on Friday on the final lap of their tour of power projects in the South-South zone. Former President Olusegun Obansanjo on Saturday at Apostolic Faith Church said that Christians should be prepared for the the Second Coming of Jesus Christ as the end of the world is near. Mr. Obasanjo made this remark during the 2017 Camp Meeting Concert by Apostolic Faith Church Choir and Orchestral at the Camp Ground Igbesa in Ogun State. He said that as a person, he would like to make to heaven so as to sing with the angels. “You have to be fully prepared for the second coming of our Lord, there is no compromise. “I have a friend who will always say that when we get to heaven that we will be exhausted praising God and it will be like a prison and will be very boring. “But what I have seen this afternoon by the choir, I will want to go to heaven and join the hosts to sing. “If this is an example of what praising God in heaven will be, then I want to be part of it. If what I have seen here is an indication of how heaven will be, I will like go to heaven. “Jesus Christ came to the world to show us the way to salvation and eternal life. We have a good heritage and we have everything to be proud of,” he said. Mr. Obasanjo said God could not fix Nigeria except Nigerians invite God into their lives collectively and individually. “We have a lot of things wrong with this country, if all Nigerians are sincere. “Nigeria can be fixed by God but we have to invite Him into our lives. What we have to do about this country is in our hands. “Gods grace abounds when we do not abuse it,” he said. The District Superintendent, Apostolic Faith, West Africa, Adebayo Adeniran, said only tolerance, peaceful coexistence and harmonious living amongst Nigerians , irrespective of religious and political differences, could lead to meaningful development. He said all hands must be on deck to build again a virile nation, where love and harmony, forgiveness and peace, equity and prosperity would reign supreme. “Our country’s shoulders will be raised high among the comity of nations. All Nigerians , irrespective of religion , should pray for the resurrection of what our nation has lost. “Nigerians should remain patient in the face of political and religious intolerance, insecurity and economic hardships. God will make us triumph over all of them,” he said. He also urged Christians to pray for the country’s leaders to lead the citizens with the fear of God. “We should pray for fresh outpouring of Holy Spirit on our leaders so that they can lead us aright .We must not trade the unity of our nation. “Therefore, as a nation, those who have responsibility for our nation should ensure there is true federation; they must establish trust among the leaders and the led, they must work for the unity of our country, ” he added. The police have apprehended 32 kidnap and armed robbery suspects terrorising commuters on the Abuja-Kaduna highway. They were arrested by the operatives of the ‘Operation Absolute Sanity’deployed by the Inspector-General of Police, Ibrahim Idris, in the area about a week ago. The Force spokesman, Jimoh Moshood, who paraded the men on Monday at Rijanah Divisional Police headquarters in Kaduna, explained that the first suspect, Mohammed Musa, was arrested at Gidan Busa in Kaduna while nine others were nabbed at Rijanah area of the state. He stated that 14 of the suspects were picked up at Abuja-Kaduna highway while six others were arrested at Mararaban Jos, Aklibu village, and Birnin Gwari all in Kaduna State. Items recovered from them included four AK47 rifles, six locally-made pump action guns and two magazines. Some of the suspects are Musa Hassan, Mamuda Ado, Shuaibu Musa, Sani Abubakar, Shehu Ado and Abubakar Bello. Others include Mohammed Garba, Usman Bello, Kabiru Ahmadu, Usman Gambo, Abubakar Abdullahi, Yahaya Usman and Suleiman Lawan. The police spokesman said, “Within the first week of the commencement of Operation Absolute Sanity, the suspects were arrested in their hideouts and the exhibits listed were recovered from them. “They have made confessional statements indicating the various criminal roles they played in the commission of the crime. Most of them have been identified by some of their victims. By Fredrick Nwabufo Ibrahim Idris, inspector-general of police (IG), has warned commissioners in all the state commands against corruption, saying they could be thrown out of the force for it. The IG gave this warning in a statement issued by Jimoh Moshood, police spokesman, on Monday. He advised officers to conduct themselves professionally and to handle criminal cases diligently. Addressing DIGs, AIGs and CPs at a conference at the force headquarters in Abuja, Idris said “any act of misconduct could throw them out of the force”. “I expect the highest standard from you. Don’t let anybody buy your conscience. Hold your own, I want you to be very professional,” the IGP charged them,” he said. He charged them to be civil in relating with members of the public and respect their socio-cultural values. Idris also ordered them to embrace the ‘change begins with me’ slogan and to ensure that no money was collected from members of the public for bail. “As you are all aware, bail is free’, always sensitise officers and men in your commands on this, anyone caught on this act will be dismiss from service,” he said. “The law as we know is blind. We represent the most visible arm of justice and we must use that power prudently. “However, we must embrace change as the only permanent fixture in life.” The police chief also warned that any senior officer found engaged in any form of corrupt practices would be punished accordingly. Idris said “the era of bribery and corrupt practices in the police circle was over”. He warned that “any senior police officer found to be engaged in corrupt practices will face the full wrath of the law and would be sanctioned appropriately”. Former Military Head of State, Ibrahim Babangida has called for a restructuring of Nigeria. General Babangida made this known in his Eid-el-fitri message to Nigerians. He also condemned the spate of hate speeches from different groups in the country. He said although the country has survived a lot of crisis in the past, restructuring can no longer be wished away. “Restructuring has become a national appeal as we speak, whose time has come. I will strongly advocate for devolution of powers to the extent that more responsibilities be given to the states while the federal government is vested with the responsibility to oversee our foreign policy, defence, and economy. “Even the idea of having federal roads in towns and cities has become outdated and urgently needs revisiting. The court also ordered that Mr. Hembe be replaced with Dorathy Mato, who was declared the right winner of the APC primaries. Just as political leaders grab power, hoard power, and use it to oppress, dominate, subjugate and maltreat the people, the same way the leaders of our churches are doing. Just as political leaders corner all the money and spend it on themselves, and their cronies, the same way church leaders are doing. Just as political leaders hate criticism and dissenting voices, so also our church leaders. Just as political leaders use their position to enrich themselves, at the detriment of the nation and people, so also some church leaders use their position to better their lot in life at the expense of the kingdom of God Just as political leaders turn blind eye to corruption and stealing of public funds by their associates, much the same way church leaders sweep sin and evils, being perpetrated by their associates under the carpet, because they themselves are not free from such vices. Well I have not shifted from what I have held firmly to, and that is that the transition programme is a charade. We have had a caricature of democracy. We have had President Babangida, manoeuvring, manipulating, playing the game his own way, until he decides he has scored a goal or he has over-dribbled himself. I don’t believe that we will know where we are, as far as I am concerned. I have said that when you talk of a transition programme, I will only believe when I see. For instance, you talk of a new decree. For what purpose do you have rules of the game being changed, in the midst of the game. What is that for, what is it all about? I am convinced that you don’t even know which transition you are talking about, because if there is really a genuine transition, Babangida’s administration should have been a transition, since last year. …………………………………………………………………………………………………… The only programme in town is President Babangida’s programme, as he conceives it, as he plays it, as he unfolds it, and as he enunciates it. As at 1993, General Babangida(8 years) was the longest serving head of government, after General Yakubu Gowon(9 years). He seemed bent on breaking General Gowon’s record, given the way he executed his Transition-To-Civil-Rule Programme. General Babangida’s transition programme, that was to climax on June 12, 1993, was stretched, to make it last as long as possible. He was constantly reorganising the programme, and eventually ended up creating the 2 political parties(NRC & SDP), that fielded candidates in the elections. Without our permission, his government spent our commonwealth, building offices for his 2 parties, in all the existing Local Government Areas, in Nigeria. That amounted to hundreds of buildings, some of which are in a sorry state of decay, today. The parties were also mobilised with take-off grants. Besides allowances for all classes of officials involved in elections, the economy also suffered greatly. The nation was on lock-down, as movement was restricted and economic activity forbidden. All this went to waste, because the entire transition programme was eventually voided, for no credible reason. Some think June 12, is a Yoruba issue. It was not only Abiola that was denied his mandate. The governors and legislators, both state and federal, had their mandates snatched from them. It was also a great injury to the electorate, who made sacrifices to ensure, all went smoothly. There was deceit, there was profligacy, there was injustice. Today, state governments cannot pay salaries, but the Chief Architect, of this abominable act, can afford to fly in luxury, to Switzerland for several weeks of medical attention. In the light of all this, we should maintain status quo? In the light of all this, Nigeria’s unity should remain non-negotiable? Why are we holding ourselves in bondage? Best Regards. |

In October of that year, soldiers from nearby Albalti Barracks burnt down the Area C, police formation at Ojuelegba. That was after an altercation between a soldier and a police man, near the police premises. There was a judicial commission of enquiry, testimonies came from the policemen and others, but not the military. At the end of the day, Lagos State expended its resources, to build a much larger structure, from the scratch, which was commissioned in 2014.
