Unfortunately you still can't. An icloud locked phone means you won't get pass the power on stage. The only way for you to use it is return it to whoever sold it to you. That phone was probably reported stolen/lost since an Icloud lock means the previous owner didn't want it to be used by someone else.

Enable USB debugging
Out of the box, Samsung handsets don’t have this feature enabled, so you need to do it manually, in order to be able to connect yours to a PC.

Go to Settings > About phone and look for the build number
Tap this seven times, until you see the ‘You are now a developer’ message
Go back to the Settings menu and look for Developer Options
Enter the Developer Options menu and enable USB Debugging
You should now be able to connect the phone to your PC with no problems at all.

Update your drivers
One of the reasons why your Samsung Galaxy S6 won’t connect to PC is because you have outdated drivers. In this case, you can get the latest from Samsung’s website and your phone will surely be recognized by your PC.

The S6 that I'm using is pretty good with taking pictures, but I do get frustrated with how it captures images at night. The only workaround for me is to edit it from my computer to get better result.
