The constitution of Nigeria is bigger than mahood yakubu.

Every president in Nigeria, since 1999 has scored at least 25% in the FCT, according to 1999 constitution.

Tinubu and mahood would have done everything possible to manufacture 25% in abuja when they were doing their magic.
