There already popular brands like pampers, huggies etc. The trick is in offering affordable prices, good quality, constant advertising and ensuring availability to meet demand. There will always be room for new products as long as you're able to overcome the challenges @ the initial stage.

Minimum quantity depends on your bargaining power. You will some seller quoting as high as 10,000 to 1,000,000 pcs but if you can bargain well, you can buy any quantity you can afford.
