If they send a missile to hit Russians position, the Russians will change the trajectory of the missile during flight making the missile to hit an undesired location.
That's how himars became ineffective.
When himars missiles target Russian's positions, during flight, Russia's EW system changes the flight destination of those missile from their bases or positions to open field.

I wonder how it'll be in the future when this EW system gets an upgrade of backfire mode, where the missiles you use to strike your enemy returns back to strike you.
