It may go both ways- good or bad. Good in the sense that the recruitment process may be more objectively done since it will remove exploitation of prospective interns by the various teaching hospitals who tend to divert funds meant for recruitment of the approved minimum number of interns while over working the few recruited ones. Likewise most teaching hospitals especially in the North rely hugely on supernumerary residents doctors sent for training from various state governments thus refusing to employ regular resident drs.
