A supposed location was identified in Libya where African migrants were allegedly kept in cages like animals, said Basheer Garba Muhammed, the Director-General of Nigeria’s National Agency for the Prohibition of Trafficking in Persons (NAPTIP). He claimed that their vital organs such as eyes, kidneys and lungs would thereafter be harvested and sold in the black market to service the medical needs of Europe, according to the International Centre for Investigative Reporting (ICIR) in Nigeria. These claims have not been verified. During a meeting with the Governor of Kano State, Abdulahi Umar Ganduje, to discuss strategies to curb human trafficking, Muhammed added that many Nigerians are trapped in conditions of sexual and labour exploitation in various African and European countries. “NAPTIP is worried about this trend of the trafficking of young Nigerian women to the Middle East, who are mostly from Kano and neighbouring states.” “The problem of human trafficking and irregular migration has become a matter of national and international concern,” he said. Last month, Nigerian security forces rescued 13 minor migrants, most of them girls, from the hands of a notorious human trafficker, Nurudeen Sani, who has been on its watch list. “The well planned operation also led to the rescue of 13 Libya bound victims of human trafficking, made up of 2 boys and 11 girls. Minister of Labour and Employment, Chris Ngige, has said that as a developing country, Nigeria is unlikely to meet the recommendation of the United Nations and the World Health Organisation’s ratio of one doctor to 600 patients. He also said Nigerian-born doctors trained in Russia, Ukraine and other countries are returning to Lagos, Abuja, other cities for work. Ngige said this at the two-day quarterly meeting of the Nigeria Health Commissioners Forum, on Friday, in Abuja. The two-day Forum’s theme was, “Building a stronger health sector in Nigeria through collaboration and strategic partnership”. The meeting was primarily convened to discuss how to strengthen the health system at the sub-national levels, with an overall objective of achieving Universal Health Coverage. The Minister said, “We’re not a United Nations’ country, we are a developing country. So, when such figures are given I will tell them every rule has an exception. We are not yet there.” “So, we shall make do with what we have. Surplus doctors. We have surpluses I keep on telling them that we have not deployed our medical manpower proportionately, and adequately as we should do. “How many doctors do we have in the rural areas and in the suburbs since everybody is in the townships, with a medical and dental council data showing 4,000 doctors every year. Before, it used to be 3000, before the private universities came a lot of them are not doing medicine, including Afe Babalola and others. “We are now in about 4000 plus, the people even trained abroad are coming back from Russia and Ukraine, and the rest of them all. Medical and Dental Council of Nigeria is registering them. “So, almost everybody has come to Abuja, Lagos and Port Harcourt to stay. And we have 10,000 primary care centres that are unmanned as at the last count.” Lagos State Commissioner for Health, Akin Abayomi, called on state governors to create an enabling environment for physicians in their states. Abayomi said that there were more than 20,000 Nigerian-born physicians outside the country doing extremely well. “This is why our governors should create an enabling environment for our physicians. By now, Nigeria should not be talking about brain drain rather, it should be talking about bringing back our physicians to the country,” he stressed. Speaking on how the state was responding to COVID-19 pandemic, he noted that Lagos state used the experience it had acquired in 2015, when it responded to the Ebola outbreak. “This experience has helped us to effectively control the spread of the virus in the state despite, our huge population. “We had robust data collection supporting our policy decision making. We built a system of data collection, analysis and interpretation along the lines of each pillar of the Emergency Operations Centre.” The health commissioner, however, advised that the civil service should not be used to structure or manage any-pandemic, instead, a quick policy should be developed to raise funds for effective pandemic management, otherwise, the whole system would go down. Meanwhile, the Director-General, Nigeria Centre for Disease Control, Chikwe Ihekweazu, told the commissioners that states should play a critical role in strengthening the health security of the country. Ihekweazu, who was represented Dr. Priscilla Ibekwe, Director, Special Duties, NCDC, added that the state had the responsibility for the health of her population, including preparedness and response to outbreaks of diseases. “States have the resources, expertise and experience to strengthen the response to the coronavirus pandemic and other disease outbreaks in the country. “We need stronger political commitment, leadership, and funding to fight against any outbreaks,” he added. Onoriode Ezire, Senior Health Specialist, International Finance Corporation of the World Bank Group, said that conditions for inclusion of a state in a world bank project include, “A common agreement between the Ministry of Finance and the Executive Governors on a set of transparent eligibility criteria. “States will only be included in a project if the state’s participation would contribute to a meaningful improvement of that development indicator. ”Demonstrated commitment to reform by that state and demonstration of ongoing commitment throughout the life of a project. “These include; meeting minimum performance criteria, adopting state legislation needed to establish an enabling environment for reform, and establishing the appropriate institutional framework to implement a reform program,” he explained. In her remarks, Cross River Health Commissioner, Dr Betta Edu, who spoke on behalf of the Commissioners said that the meeting was vital to promoting experience sharing, collaboration across states, learning and fostering of sub-national development towards building a resilient health system in the country. The New Nigeria Development Company (NNDC) Limited will pay N100 million as dividends to its shareholders at the end of the current fiscal year, the Chairman Board of Directors, Tanimu Yakubu has said. He spoke at the presentation of the financial statement of the company to the 52nd Annual General Meeting (AGM) in Kaduna. Yakubu said the directors proposed for approval appropriation of a gross dividend of N100 million at the rate of 20 kobo per share based on earnings per share of 55 kobo; and appropriations of N15 million each for the Young Professional Development Trust and Musa Bello Learning Resource Centre Funds respectively. “Turnover stood at N854.13 million against the corresponding period’s figure of N637.24 million, an increase of N216.90 million or 34%. Operating expenses for the period under review stood at N580.91 million as against the preceding year’s figure of N643.84 million giving a favourable variance of N62.93 million or 9.8%. “Pre-tax profit for the year ended March 31, 2020, stood at N273.22 million against the corresponding period’s pre-tax loss of N6.61 million. Shareholder’s funds stood at N14.70 billion as of March 31, 2020.” Yakubu stated that the company will continue to manage investments in associate and quoted companies with a view to optimising returns while pursuing an optimal management strategy for the subsidiary companies. He added that the nominal value of NNDC quoted investments stood at N761.02 million as against their combined market value of N6.26 billion as of March 31, 2020. The Chairman on manpower development said: “Members of staff development has continued to receive our encouragement and support. The federal government through the Ministry of Humanitarian Affairs, Disaster Management and Social Development has embarked on the disbursement of monthly stipends using debit cards to 15,562 poor and vulnerable persons in Osun State. At Boripe Local Government Secretariat, 187 vulnerable persons were issued debit cards for the payment of their monthly stipends on Tuesday. The Osun coordinator of Household Uplifting Programme-Conditional Cash Transfer (HUP-CCT), Iyabo Ayofe, explained that the FG has digitalised the payment system. Mrs Ayofe told the beneficiaries that their stipends (money) would be paid or loaded on the debit cards henceforth, stating that they can always withdraw their money from any Point of Sales (POS) machine or Automated Teller Machines (ATMs) at any time. She said that the debit card has now erased the “cash by hand” mode of payment and that anytime the beneficiaries are notified of payment, they could go to the ATM or use the POS closer to them to collect their money. “The cards being issued to beneficiaries today are pre- loaded with N30,000 for the payment of the backlog of 2020 stipends. “About 4,000 of the beneficiaries, however, would have more than N30,000 loaded on their cards because this category of beneficiaries have additional health expenses and dependants like pregnant women, breastfeeding mothers and those with children from zero to five years. “This digitalisation mode of payment makes payment easy, eliminates attack on beneficiaries by criminals and makes it easier for beneficiaries to withdraw their money wherever they are, at any point in time,” she said. The coordinator, however, said the distribution of the debit cards to beneficiaries would only cover eight local government areas (as the pilot phase) but would be extended to the remaining 22 local government areas and area offices subsequently. Mrs Ayofe said the Household Uplifting Programme/Conditional Cash Transfer is part of the president’s promise to pull 100 million poor and vulnerable Nigerians out of poverty. Also speaking, Osun Focal Person on National Social Investment Programme and the Senior Special Adviser to the Osun governor on Social Investment Programme, Lukman Bello, said the HUP-CCT’s new digitalised method of payment is far better than the old “cash by hand” system because it eliminates insecurity. He advised beneficiaries to always keep the PIN of their debit cards secured. He said the FG was paying the poor and vulnerable people in the state the stipends bi-monthly from January to June 2020 but had to suspend the payment because of the Coronavirus outbreak. “What we are owing beneficiaries is about 14 months stipends, but what we are paying now is the six months backlog of last year July to December. “After the end of the payment exercise in the next three to four months, the stipend payment will continue seamlessly,” he said. A mother of two, Altine Abdullahi, on Tuesday appeared in a Chief Magistrates’ Court, Kofar Fada Zaria for allegedly converting her home to a brothel. The police charged Abdullahi and Mohammed Yasir with conspiracy, adultery and abduction, contrary to the provisions of sections 59, 230 and 368 of the Penal Code Law. The Prosecution Counsel, Insp Abdullahi Sarki, informed the court that the police has concluded investigation into the matter and ready to continue with the case. However, Magistrate Zainab Garba, referred the case to the Criminal Investigation Department of the Police in Kaduna for further investigation. “I cannot understand how a minor can stand trial for adultery,” she said. In the First Information Report (FIR), the prosecution alleged that on Aug. 10, at about 1300 hours, Bello Shehu of 97 Rimin Doko, Zaria City, reported that Yasir took his 15-year-old daughter (name withheld) to the Abdullahi’s house in Gwargwaje Zaria. While thanking Deltans for their support and cooperation in building a smart, strong and safe Delta, he said; “more significantly, Deltans have come to live as one big, happy family and the State has continued to forge ahead in all indices of human, physical and economic development”. Okowa expressed gratitude to the civil servants (serving, retired or late) who made huge sacrifices to ensure the successful take-off of the State, adding that his administration was breaking new grounds in job and wealth creation through entrepreneurship development while building road and physical infrastructure of the most vital interest and impact. The Governor said: “A classic example is the 20.28km Obotobo I – Obotobo II – Sokebolou–Yokri – Road beside the Atlantic Ocean in Burutu local government area. “Furthermore, the riverine communities of Burutu, Oporoza, Okerenkoko and Benekrukru, amongst others, have been given a facelift with well paved roads, while most urban centres are being enhanced through growth and renewal. “As we reflected on the last thirty years, it was clear to us that celebration of this milestone would not be complete without recognizing Deltans who have made the state proud in their various fields of endeavour. “While the public/civil servants were holding the home front, many of our own were flying the flag of the state in the national arena. “Hence, we decided to recognize some of our distinguished sons and daughters, and to also use the opportunity to let the whole world know the invaluable contributions Deltans are making to project Nigeria”. Israel is struggling to contain a surge in coronavirus infections with more than 10,000 new cases reported within one day for the first time since mid-January. The Healthy Ministry reported late Wednesday that 10,001 cases were registered on Tuesday. There were 688 seriously ill patients and 25 new deaths from Covid-19. Since the start of the pandemic, a little more than a million people in the country of 9.4 million have been been infected. Israel’s vaccination drive kicked off in December 2020. Almost 59 per cent of the population has been vaccinated twice, and almost 19 per cent three times. Israel relies almost solely on the Pfizer/BioNTech vaccine. At the end of July, Israel was the first country in the world to distribute a third vaccine dose in order to give a boost the body’s antibody response. Other countries have begun to follow suit. The measure was taken after Health Ministry data showed a sharp decline in the effectiveness of the Pfizer/BioNTech jab in preventing infections, although it still offered strong protection from serious illness. The UEFA Champions League draw and Awards night held in Istanbul on Thursday with several awards up for grabs. Former Chelsea legends and 2012 Champions League winners, Branislav Ivanovic and Micheal Essien were on hand to help with the draws. The award was presented to the Danish medical team doctor Morten Boesen, team physio Morten Skjoldager, Simon Kjær (Denmark national team captain). Other medics who received the Award include, Mogens Kreutzfeldt (chief medical officer), Frederik Flensted (stadium medical manager, Anders Boesen (pitchside emergency doctor), Peder Ersgaard (paramedic). UEFA venue medical officers Jens Kleinefeld, and Valentin Velikov also received the award. That was followed by the award for the UEFA best Goalkeeper of the year, with Sandra Panos of FC Barcelona Femini. Chelsea goalkeeper and Champions League winner, Eduoard Mendy picked up the award in the male category. Man City’s Ruben Dias trumped the Chelsea duo of Cesar Azpilicueta and Antonio Rudiger to the Defender of the Year award while FC Barcelona Femini’s Irene Paredes picked up the female gong. Chelsea’s N’golo Kante won the Midfielder of the Year award, pipping Kevin De Bruyne and Jorginho to the award, with FC Barcelona Femini’s Alexis Putellas, who wasn’t done for the night. Borussia Dortmund’s Erling Haaland who scored ten goals in the 2020-21 Champions League, won the UEFA Men’s forward of the year award, while FC Barcelona Femini’s Jennifer Hermoso picked the women’s award. The top award was left for last, with Chelsea’s Jorginho Frello acing Kante and De Bruyne to the UEFA Men’s Player of the Year award. The Brazilian-born Italian had a remarkable 2020-21 season, winning the UEFA Champion League and the 2020 European Championships. It was a successful and remarkable night for FC Barcelona Femini, with Alexis Putellas, again, winning the UEFA Women’s Player of the Year award, representing a clean sweep for the catalan club. The awards continued with the UEFA Women’s Manager of the year, with Barcelona Femini’s boss Lluis Cortes unsuprisingly picking the award, while Champions League winning manager Thomas Tuchel picked up the UEFA Men’s Manager of the Year award. The United Kingdom has warned that a “highly lethal” terrorist attack could be launched within hours, putting the final stages of the evacuation effort in Afghanistan under strain as world governments race to meet up with the deadline of August 31. UK’s armed forces minister James Heappey warned on Thursday that there was “very credible reporting” of an “imminent” and “severe” threat to Kabul airport. He called on those queuing outside Hamid Karzai International Airport to move to safety amid concerns over an affiliate of the so-called Islamic State in Afghanistan, known as Isis-K. The threat is heaping extra pressure on the operation to help people flee the nation captured by the Taliban, with Tuesday’s deadline for foreign troops to leave fast approaching. Heappey told broadcaster BBC that “The credibility of the reporting has reached the stage where we believe there is a very imminent, highly lethal, attack, possible within Kabul. “And, as a consequence, we’ve had to change the travel advice to advise people not to come to the airport, indeed to move away from the airport, find a place of safety and await further instruction,” Mr Heappey said. He told LBC radio the possible attack could come within “hours”, adding: “I don’t think anybody should be surprised by this – Daesh, or Islamic State, are guilty of all sorts of evil. “But the opportunism of wanting to target a major international humanitarian mission is just utterly deplorable but sadly true to form for an organisation as barbarous as Daesh.” The defence minister acknowledged the “extraordinarily challenging” decision people trying to flee are facing because they also fear for their lives by leaving the queue and potentially having to remain in Afghanistan. “And so I think there is an appetite by many in the queue to take their chances, but the reporting of this threat is very credible indeed and there is a real imminence to it,” he told BBC Radio 4’s Today programme. The warning to stay away from Kabul airport is a stark change in tone from a week ago when Prime Minister Boris Johnson said the situation had been stabilising. Eight RAF flights managed to lift 1,988 people from Kabul within the past 24 hours, Mr Heappey said, taking the total since the Taliban began its march to power to 12,279. He said Britain has 11 more flights scheduled out of Kabul for Thursday but declined to say whether that will be the end of the operation, citing the security of troops on the ground. But its climax is rapidly approaching after U.S. President Joe Biden rejected calls from the Prime Minister and other allies to delay his withdrawal date for the remaining U.S. troops. They are providing security at Kabul airport, meaning other allied forces are expected to have to wind down their evacuation efforts and depart ahead of the Americans. With the main route to flee under threat, Defence Secretary Ben Wallace reportedly told MPs that crossing the Afghanistan border in order to leave would be a “better option”. The government has previously said it will increase diplomatic support in neighbouring countries to process refugees who escape from Afghanistan. On Wednesday, it was believed nearly 2,000 people assessed as eligible under the Afghan relocations and assistance policy (Arap) remained on the ground. The National Primary Health Care Development Agency (NPHCDA) said NAFDAC had approved Sinopharm BBIBP-CorV COVID-19 vaccine, to step up efforts to battle a third wave of infections in the country. The Executive Director, NPHCDA, Dr. Faisal Shuaib, said this on Tuesday, in Abuja, at the National Vaccines briefing. The News Agency of Nigeria (NAN) reports that BBIBP-CorV, also known as the Sinopharm COVID-19 vaccine or BIBP vaccine, is one of two inactivated virus COVID-19 vaccines. He said it was developed by Sinopharm’s Beijing Institute of Biological Products “sometimes written as Beijing Bio-Institute of Biological Products,” resulting in the two different acronyms BBIBP and BIBP, for the same vaccine. “It completed phase 3 trials in Argentina, Bahrain, Egypt, Morocco, Pakistan, Peru and United Arab Emirate (UAE), with over 60,000 participants. BBIBP-CorV shares, similar technology with CoronaVac and Covaxin, other inactivated virus vaccines for COVID-19. “Its product name is SARS-CoV-2 Vaccine ‘Vero Cell’ not to be confused with the similar product name of CoronaVac,” said Shauib. He added that the approval was recently granted by NAFDAC and the vaccine had also received the World Health Organisation (WHO) certification. The NPHCDA boss said, “NAFDAC has approved Sinopharm vaccine, the approval was done three days ago; and yes, Sinopharm vaccine has also received WHO certification. “So, it is a potential vaccine that we could use. “There are so many vaccines out there, but one thing that we are very clear about is that we are not going to use all the available vaccines in Nigeria. “At some point, we are going to draw a line in terms of the number of vaccines we would use, so that we can keep a close watch on the number of vaccines we are utilising in Nigeria,” he said. NAN also reports that the Moderna vaccines donated by the United State of America, to step-up efforts to battle a third wave of infections in the country had been deployed to 29 States. The 29 states, out of the 36 states of the federation and the FCT, were said to be prepared to receive the vaccines. According to NPHCDA, “Readiness here means that the states’ ultra-cold chain equipment are fully functional and able to store the vaccines at the required temperatures. “Also, the states must have back-up storage facilities such as Walk-in cold room, Walk-in freezer or chest freezers with reliable 24-hr power supply. “Additionally, the 29 states had trained their health care workers who will monitor the equipment and the vaccines, which was one the immunisation requirement by states to access the vaccines. “The agency is also calling on the 29 governors to continue to provide the needed oversight and resources, to ensure that the vaccines are secured and maintained in the required temperatures. “And that all eligible persons are mobilised to access the vaccines to protect themselves, their families and their communities against COVID-19,” Shuaib said. https://www.vanguardngr.com/2021/08/fg-approves-sinopharm-covid-19-vaccine/ |

ABUJA- THE federal government, Monday, said it was spending a total of N400 billion annually on its ongoing National Social Investment Programmes, NSIPs. The government explained that the amount was being spent for the eradication of poverty in the country, adding that it was part of President Muhammadu Buhari’s commitment to eradicating poverty with a view to accelerating Nigeria’s development. Mr. Boss Mustapha, Secretary to the Government of the Federation,SGF, spoke through the Minister of Sports, Sunday Dare, during the official flag-off of Government Enterpri(GEEP 2.0), in Abuja. Noting that, “We have a president who is readily committed to the eradication of poverty as a way to accelerate Nigeria’s development”, Mustapha particularly described the N-Power programme as “the single largest programme in sub-Saharan Africa today.” “This administration commits on a yearly basis over 400 billion naira to these people-oriented initiatives, this clearly attests to the commitment of the president that has never been witnessed before in this country. The initiative and policies also cater for various sectors of the society, the youth, women, vulnerable and others,” he said. Earlier, in her speech on the occasion, Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, said an additional one million farmers and traders have been added to GEEP at the instance of President Muhammdu Buhari. Each farmer, the minister explained, would be given N300,000 as a loan just as she said each trader would get N50,000.00 in that order in the reviewed scheme. Hear her: “With Mr. President’s gracious approval to expand to provide loans to an additional 1,000,000 beneficiaries, with emphasis to targeting smallholder farmers in the year 2020/2021, the GEEP has been restructured and is being flagged-off today as GEEP 2.0. “Part of the new strategies to better the scheme were the increase in the loan portfolio of traderMon/ and Market Moni loans from N10,000.00 to N50,000.00, while the FarmerMoni is now N300,000 along with the provision of the value chain and creation of digital marketplace (E-platform) for beneficiaries to sell their products. “Furthermore, a digital integration, and coordination platform along with a strong and centralized monitoring and evaluation system aimed at enhancing loans recovery. “The NSIP and by extension, the GEEP currently remain the main driving force behind the poverty reduction in Nigeria.” She explained further that the “GEEP 2.0 is structured to effectively deliver soft loans and skills to a wide range of unemployed citizens including persons living with disability, marginalized women and unemployed youth amongst other vulnerable groups in our society. “Other key features of GEEP 2.0 includes empowering Nigerian farmers especially the rural farmers; “Rapid scale-up of Farmer Moni to agro-entrepreneurship to increase agricultural produce, food security, and job creation; “Market Moni will especially focus on the underprivileged and marginalized woman in the communities: “The Trader Moni will target empowerment and uplifting underprivileged and vulnerable youth that scavengers, market wheelbarrow boys, orphans and youth with special needs; “Have a nationwide reach which intends to empower farmers in the rural area irrespective of gender, race or religion across all the 36 states of Nigeria; and “It is anticipated also to reduce unemployment by the creation of skilled jobs for the underprivileged in our society.” https://www.vanguardngr.com/2021/08/n400bn-being-spent-annually-on-nsips-says-fg/ |
