The Economic and Financial Crimes Commission (EFCC) says it has obtained an order of the Sokoto State High Court for the permanent forfeiture of about N1.3billion said to have been traced to the
bank account of one Aishatu Magaji.

The anti-graft agency said in a statement by its spokesperson, Wilson Uwujaren, that the money was part of the proceeds of illicit activities.

Although the commission did not give the particulars of the alleged criminal activities, it said the court issued the order of final forfeiture on Monday following the court’s earlier July 2, 2021 order of interim forfeiture.

Mr Uwujaren said the commission had, in line with the July 2, 2021 order, published the interim forfeiture order in a newspaper for anyone with interest in the money to show cause why it should not be permanently forfeited to the federal
government.

He said when the case came up in court on Monday, the lawyers to the five respondents including the person in whose account the money was discovered
did not oppose EFCC’s application for its permanent forfeiture to the government.

Court Orders Final Forfeiture of N1.3bn to FG

Justice Mohammed Mohammed of the Sokoto State High Court today Monday July 19, 2021 granted a final Order, forfeiting the sum of N1, 362,675,353.56
(One Billion, Three Hundred and Sixty Two Million, Six Hundred and Seventy Five Thousand, Three Hundred and Fifty Three Naira, Fifty Six Kobo) to the Federal Government of Nigeria through the
Economic and Financial Crimes Commission, EFCC.

The Judge had on July 2, 2021 granted an interim order of forfeiture of the said amount following an exparte application by the commission and directed that the order be published in a national newspaper for any one with interest in the said asset to show cause, why it should not be finally forfeited the Federal Government of Nigeria.

At today’s (Monday’s) hearing, counsel to the EFCC, S. H Sa’ad informed the Court that the Commission had complied with its order for the publication of the interim Order and urged the Court to Order the final forfeiture of the said amount to the Federal Government of Nigeria.

Counsel to the five respondents, Shamsu Dauda, did not oppose the application. Justice Mohammed consequently ordered the final forfeiture of the sum to the Federal Government.

The Sokoto Zonal Office of the EFCC had through intelligence traced the funds, suspected to be proceeds of illicit activities to the account of the first
respondent, Aishatu Bandado Magaji domiciled in a new generation bank.

The respondents in the charge are Aishatu Bandado Magaji, First Ninety Degrees Continental Ltd, Priceless Legacy Hub Ltd, ABM International Ltd and Zenith Bank Plc.

Activists, journalists and politicians around the world have been spied on using cellphone malware developed by a private Israeli firm, reports said Sunday, igniting fears of widespread privacy and rights abuses.

The use of the software, called Pegasus and developed by Israel’s NSO group, was reported on by the Washington Post, the Guardian, Le Monde and other news outlets who collaborated on an
investigation into a data leak.

The leak was of a list of up to 50,000 phone numbers believed to have been identified as people of interest by clients of NSO since 2016, the reports said.

Not all of those numbers were subsequently hacked, and the news outlets with access to the leak said more details about those who were compromised would be released in coming days.

Among the numbers on the list are those of journalists for media organizations around the world including Agence France-Presse, The Wall Street Journal, CNN, The New York Times, Al Jazeera,
FRANCE 24, Radio Free Europe, Mediapart, El País, the Associated Press, Le Monde, Bloomberg, the Economist, Reuters and Voice of America, the Guardian said.

The use of the software to hack the phones of Al- Jazeera reporters and a Moroccan journalist has been reported previously by Citizen Lab, a research
center at the University of Toronto, and Amnesty International.

Among the numbers found on the list were two belonging to women close to Saudi-born journalist Jamal Khashoggi, who was murdered by a Saudi hit squad in 2018.

The list also included the number of a Mexican freelance journalist who was later murdered at a carwash. His phone was never found and it was not clear if it had been hacked.

The Washington Post said numbers on the list also belonged to heads of state and prime ministers, members of Arab royal families, diplomats and politicians, as well as activists and business executives.

The list did not identify which clients had entered the numbers on it. But the reports said many were clustered in 10 countries — Azerbaijan, Bahrain, Hungary, India, Kazakhstan, Mexico, Morocco, Rwanda, Saudi Arabia and the United Arab Emirates.

The Guardian wrote that the investigation suggests “widespread and continuing abuse” of Pegasus, which NSO says is intended for use against criminals and terrorists.

Amnesty International and Forbidden Stories, a Paris-based media non-profit organisation, initially had access to the leak, which they then shared with media organisations.

NSO, a leader in the growing and largely
unregulated private spyware industry, has
previously pledged to police for abuses of its software.

It called the allegations exaggerated and baseless, according to The Washington Post, and would not confirm its clients’ identities.

Citizen Lab reported in December that dozens of journalists at Qatar’s Al-Jazeera network had their mobile communications intercepted by sophisticated electronic surveillance.

Amnesty International reported in June of last year that Moroccan authorities used NSO’s Pegasus software to insert spyware onto the cellphone of Omar Radi, a journalist convicted over a social media post.

The Nigerian Communications
Commission (NCC) says it is yet to renew Airtel’s Mobile Operating Licence.

Ikechukwu Adinde, NCC’s Director of Public Affairs, made this known in a statement on Sunday, in Abuja.

According to him, the attention of the NCC was drawn to a recent statement on an online publication, credited to the Managing Director of Airtel Nigeria, Segun Ogunsanya, to the effect that the mobile operating licence of Airtel had been renewed by the Commission, for another period of 10 years.

“Mr Ogunsanya was said to have made the statement while speaking in Lagos on July 14, 2021, during the media launch of Airtel’s Corporate Social Responsibility programme, ‘Touching Lives 6”.

Mr Adinde said the Commission stated that while Airtel Nigeria had applied for the renewal of the Unified Access Service (UASL) License granted to it by the Commission, the application is yet to be approved, adding that it is undergoing required regulatory process.

The Nigerian Communications
Commission (NCC) says only about 50 per cent of polling units in the country has 3G network that can transmit elections results electronically.

The Executive Commissioner, Technical Services, Ubale Maska, made this known while addressing the House of Representatives on Friday in Abuja.

The News Agency of Nigeria (NAN) recalls that the NCC was invited to brief the lawmakers, following the uproar that erupted in the house on Thursday, while members were considering clause 52 of the Electoral Amendment Bill.

NAN recalls that the house was divided over the clause which made provisions for transmission of election results electronically.

The House could not make progress as some members were in support of electronic transmission of results while others insisted on manual transmission, saying that not all polling units had
network coverage.

Responding to questions from lawmakers, Mr Maska told the House that in 2018, the NCC conducted an analysis of the 119,000 polling units in the country.

According to him, about 50.3 per cent of the polling units have 3G and 2G network coverage, while parts of the remaining 46.7 have only 2G and the rest do not have coverage at all.

He explained that only polling units with 3G network coverage could transmit election results electronically.

The NCC official, however, explained that results could be uploaded in areas covered by 2G and later be moved to an area with 3G for the transmission to be completed.

On the possibility of hacking the process, Mr Maska said no system could be 100 per cent free from activities of hackers.

He was responding to a question from a lawmaker which bothered on the ability of the NCC to prevent hackers from tempering with the process.

Mr Maska recalled that the 2016 presidential elections in the United States were widely believed to be hacked, saying that activities of hackers were reported daily.

The Speaker of the House, Femi Gbajabiamila, said that having informed members, the house would revert to the Committee of the Whole to consider clause 52 and other clauses yet to be considered.

The Federation Accounts Allocation Committee (FAAC) has shared a total of N733.095 billion as June 2021 Federation Account Revenue to the Federal, States and Local Governments Councils.

This was contained in a communiqué issued at the end of the virtual meeting of the FAAC for July 2021, yesterday.

The N733.095 billion total distributable revenue comprised distributable statutory revenue of N585.752 billion; distributable Value Added Tax (VAT) revenue of N143.652 billion and Exchange Gain of N3.691 billion.

The sum of N87.469 billion was the total deductions for cost of collection, statutory transfers and refunds.

The committee put the balance in the Excess Crude Account (ECA) at $60.853 million.

The communiqué confirmed that from the total distributable revenue of N733.095 billion; the Federal Government received N304.952 billion, the State Governments received N215.572 billion, and the Local Government Councils received N161.100 billion. The sum of N51.470 billion was shared to the relevant States as 13% derivation revenue.

The distributable statutory revenue of N585.752 billion was available for the month.

From this, the Federal Government received N281.624 billion, the State Governments received N142.843
billion and the Local Government Councils received N110.126 billion.

The sum of N51.159 billion was given to the relevant States as 13% derivation revenue.

The gross revenue available from the Value Added Tax (VAT) was N154.465 billion.

This was lower than the N181.078 billion available in the month of May by N26.613 billion. The sum of N4.634 billion allocation to NEDC and N6.179 billion cost of revenue collection was deducted from the gross Value Added Tax (VAT) revenue of N 154.465 billion, resulting in the distributable Value Added Tax (VAT) revenue of N143.652 billion. From the N143.652 billion, the Federal Government received N21.548 billion, the State Governments received N71.826 billion and the Local Government Councils received N50. 278 billion.

From the Exchange Gain revenue of N3.691 billion, the Federal Government received N1.781 billion, the State Governments receive N0.903 billion, the Local Government Councils received N0.696 billion and N0.311 billion was given to the relevant States as 13% derivation revenue.

The FAAC said that Petroleum Profit Tax (PPT), Companies Income Tax (CIT), Oil and Gas Royalties, Import and Excise Duty recorded substantial increases while Value Added Tax (VAT) decreased significantly, without providing details.

The National Emergency Management Agency (NEMA), on Thursday, distributed relief materials including food items to 4,000 victims of the recent flood disaster
in Jalingo, the Taraba capital.

The Jalingo flood affected over 500 households and destroyed several farms.

Alhaji Habib Mustapha, Director General of the agency, while distributing the items to victims of the disaster in Jalingo, said that the gesture was to cushion the effect of the disaster on the victims.

Mustapha was represented by Mr Alli Kadiri, Head of Relief and Rehabilitation, NEMA’ Field Operation Office, Yola.

He said more relief materials would be provided to the victims after an assessment of the disaster was conducted.

He said that the agency in response to the directive from the Minister of Humanitarian Affairs and Disaster Management, Hajia Sadiya Farouk was able to provide 21 relief items of both food and non-food items.

The director-general listed some of the items to include; mattresses, mats, blankets, beans, rice, and beverages among others.

He appealed to the beneficiaries not to view the gesture as compensation but as an emergency response to ameliorate their immediate suffering.

Mustapha urged residents of Jalingo not to build houses along waterways, to avoid such disasters.

“President Muhammadu Buhari had directed the Ministry of Humanitarian Affairs and Disaster Management to respond quickly to the flood that hit
Jalingo in recent time and caused wanton destruction of homes and farmlands, displacing many households in Jalingo.

“It is in line with the above directive that NEMA is carrying out a comprehensive assessment of the disaster, and will forward the report immediately for onward response from the Federal Government.

“We were also directed by the ministry to come along with some relief items as part of an emergency response which will cushion the effect of the disaster on the victims before the main thing will come.

“We are therefore appealing to the beneficiaries not to take the gesture as compensation but for them to ensure judicious use of the items pending when the federal government will act on the assessment report,” Mohammed said.

One of the beneficiaries, Mr David Saidu thanked the federal government for its quick response to the flood disaster.

Saidu said that the quick response by the government has given them hope as well as a sense of belonging that they are citizens of Nigeria.

According to him, the items will go a long way in reducing the hardship caused by the flood.

He, however, appealed to the government to assist victims of the disaster with building materials or funds that would enable some of them to rebuild their homes.

A Chief Magistrates’ Court in Makurdi on Wednesday ordered the remand of two women, Philomena Onoja and Victoria Ambrose, for allegedly defrauding their
employer of N33 million.

The defendants, whose house addresses were not given, are facing charges of conspiracy, fund misappropriation, fogeery and breach of trust.

The Chief Magistrate, Mr Vincent Kor, who did not take their plea, ordered that they should be kept at a correctional centre until July 29 when the case would be mentioned.

Earlier, the Prosecutor, ASP Hyacinth Gbakor, told the court that the Managing Director of Ox Brando, Nigeria Ltd., Mr Innocent Azubuike, reported the case at the ‘A’ Division Police Station, Gboko, on May 25.

He alleged that Azubuike discovered that the company manager, Onoja, sold goods worth N30 million and converted the proceeds to her personal use.

Gbakor told the court that, Onoja, the first defendant, conspired with the second defendant – the company’s cashier – to forge a bank deposit slip showing lodgment of N33 million.

The prosecutor said the defendants snapped and posted the stamped deposit slip on WhatsApp to Azubuike on the pretext that they had deposited the sum into the company’s account.He said the offences contravened Sections 97, 310, 313 and 365 of the Penal Code, Laws of Benue, 2004.

Residents of at least seven communities in Jalingo Local Government Area of Taraba State have been counting their losses since floods on Sunday devastated their communities.

Some of the worst hit areas are Mayo Gwoi, Abuja Phase 2, Nukkai, Barade and part of Abuja Phase 1.

Apart from washing away many homes and rendering many homeless, the floods also washed away farm crops and livestock.

Residents who spoke to PREMIUM TIMES blamed the disaster on a poor drainage system in many parts of the state capital, caused by uncontrolled physical development.

Many of the victims who are yet to relocate despite signs of more rains said they need government support to get new homes.

Though no life was lost in the disaster, Dauda Sani, a community leader in Abuja Phase 2, said the flood destroyed many houses in his area.

Another victim who gave her name as Aunty Tobi said she lost valuables such as books, personal documents, animals and foodstuff.

A widow and mother of five who gave her name as Sarah said she sent her children to relatives and friends in different places after her house was submerged on Sunday.

“I need to relocate from this area too but I have no money to do so,” she told Premium Times on Tuesday
Bala Sani of Barade community said he could not remove anything from his house after the flood struck .

“When we saw the rising water coming like a strong wave, we all ran away leaving our property. I thank God that I did not lose any of my family members.”

‘We lost many things’
Philip Garba, who spoke on behalf of the head of Abuja Phase 2, Thomas Umar, said over 100 houses were destroyed in the community.

“We lost so many things. We need help and assistance from government and good Samaritans for us to be able to return to normal life.”

He said people living in homes close to the river banks in the community were willing to relocate but need assistance to do so.

Government intervenes but…
Governor Darius Dickson Ishaku was in Abuja on Sunday when the disaster occurred.

He flew into the state later the same evening and visited some of the flood-ravaged areas to assess the
damages and sympathise with residents.

Mr Ishaku said the state government would immediately provide food and other relief materials.

The governor accused the federal government of abandoning the state to its fate in and failing to assist with relief materials for the flood victims.

He said the state government would provide relief materials to the affected areas to help cushion their pains.

Mr Ishaku said though he learnt that officials of the federal Ministry of Humanitarian Services and Disaster Management “claimed to be in the state the previous week”, he was yet to ascertain the claim.

“This assistance from the federal government does not get to us. We get assistance from certain proxies but not from the government,” he said but provided no details.

The governor also urged those residing in riverine areas to vacate the areas.

Mr Ishaku said the state government would send engineers to assess the damage caused to roads and bridges in the areas with a view to carrying out
urgent repairs.

Premium Times contacted the humanitarian services ministry and the National Emergency Management Agency (NEMA) on the governor’s claim but got no response.

A special assistant to the minister, Halima Oyelade, when reached by the reporter on the telephone promised to get back after getting details from the department concerned but refused to pick several
calls afterwards.

But the permanent secretary of the state ministry of special duties and humanitarian services, Usman Madu, said “NEMA had reached out to the ministry”
and promised to deliver relief materials.

Mr Madu disclosed this on Tuesday while presenting the “first batch” of relief intervention to the victims of the disaster at the Jalingo local government secretariat.

He said the food items which include rice, garri, semovita and assorted seasoning were from the state government.

He said NEMA had promised to intervene through the State Emergency Management Agency (SEMA) but he could not comment on the matter until the items are received.

“I cannot comment on what we are yet to receive but we were informed that NEMA is bringing some relief materials to the state, which we are waiting to receive.

“The details of the affected persons have been taken for necessary action. Those who own houses and other properties, we will see how we can give them succour.

Cooperate with government officials on
ground to carry out the task,” he said.

While commending Governor Darius for the prompt response to the situation, the chairman of Jalingo LGA, Nasiru Boboji, said the council would work with the leaders of the affected communities to
ensure that all victims benefited from the relief items.

He said he had earlier visited the affected areas with the member representing Jalingo 1 constituency in the state House of Assembly, Yahuza Abubakar, who was also at the distribution venue.

Speaking during the distribution, Mr Abubakar said, “the governor has promised to assist you more after this immediate intervention. We are providing food items to enable you eat before we get other forms of assistance”.

The Borno State Governor, Professor Babagana Zulum yesterday said that the alleged appointment of a governor over some territories in Borno state by Boko
Haram and Islamic State of West African Province (ISWAP), was not authenticated.

Governor Zulum also declared that he was fully in charge of the state and that there was nothing contrary to show the emergence of any parallel government in the state.

The governor, who stated this while speaking to State House correspondents after meeting with President Muhammadu Buhari at the presidential villa, Abuja,
said his administration was not investigating the issue.

It will be recalled that a report had recently emerged, which claimed that the insurgents had appointed one Abba Kaka as the governor under a new leadership
restructuring by an interim council.

Professor Zulum, who dismissed the veracity of the report, said: “We are yet to validate the authenticity of this report that ISWAP appointed governor in Borno
state. So, as the governor of the state, I think it’s not right for me to speak on something that I don’t have full knowledge of.”

Asked whether he would investigate the report, he said there was no such plan, even as he blamed the report on the social media.

He said, “(I am) not investigating. This report is not authenticated. You have just seen somebody written something in one of the…I think it’s on Facebook or something like that. You’re a journalist and I think we have to prove reports beyond reasonable doubts, before commenting on such reports.

“As far as I’m concerned. I’m the governor of Borno State and I don’t have any information that we have another government Nigerian state. Yes. And I’m very much in charge.”

On his mission to nation’s seat of power, he said that he was at the presidential villa to seek the president’s assistance to repatriate the over 200,000 Borno indigenes who fled insurgency to Chad, Cameroon and Niger Republic.

He stressed the need to bring them back as according to him, the security situation in the state has improved.

He said: “Now that we have started witnessing gradual return of peace to Borno State,these people that are taking refuge in our neighbouring countries
are willing to return home.

“Therefore, Borno State government picked a date of 27th of November 2021 for the commencement of the repatriation process, especially to local government
areas of Abadam and Guzamala.

“So, I came to brief Mr. President, to solicit his support, with the view to ensuring hitch-free repatriation exercise.”

The governor, however, declined to place a figure on what it might take to implement the repatriation, saying: “I can’t quantify, but I think the Ministry of Humanitarian Affairs with its agencies; NEMA, the
Refugee Commission and indeed the Northeast Development Commission, lastly the Borno State government, have the capacity to shoulder the responsibility of the repatriation exercise.”

On the fate of the Internally Displaced Persons (IDPs) still in camps in the state, Governor Zulum said government was working on returning them to their
communities.

He said, “On the issue of internally displaced persons, yes the IDP camps are not palatable, that is why the government of Borno state and indeed the federal
government, are exploiting the potentials of resettling them back to their own communities or relocating them to areas that are safe.”

Bauchi State governor, Bala Mohammed, Monday, declared that he had gotten the approval of the People’s Democratic Party (PDP) in the state to run for president in the 2023 election.

The governor made the declaration when a coalition of groups including the National Youth Council of Nigeria (NYCN), National Union of Road Transport Workers (NURTW), National Union of Bauchi State Students (NUBASS), Bauchi State Traders and Artisans Association and Association of Achaba and Keke NAPEPS visited him at Bauchi Government House to present their letter of endorsement to him.

He said since his first endorsement few weeks ago by Northern Youth Leaders Forum, consultations with Stakeholders have been ongoing.

He further stated that the State Working Committee ofhis Party has given him ‘a nod of approval’.

He however said that he is contented with his present position as a governor but is ready to serve the country in any capacity.

“Some of you saw me last week, going round to meet former ministers, senators and other leaders to discuss it (political ambition) .But I have to consult traditional rulers and ulamas too because I need their support,” the governor said.

Earlier, leader of the coalition and State Chairman of the National Youth Council of Nigeria (NYCN), Adamu Dimis told the governor that their endorsement was as a result of the numerous projects he has executed in the state within the past few years.
