The federal government has approved zero import duty for ship owners to acquire vessels to boost the maritime industry.

Bashir Jamoh, director general, Nigerian Maritime Administration and Safety Agency (NIMASA), disclosed this at the maiden edition of the Nigeria International Maritime Summit (NIMS) held in Lagos on Tuesday.

According to NAN, Jamoh said that for the country to become a maritime nation, the government needs to focus on security and incentives to help the sector grow.

He added that the zero import duty would boost the maritime industry, and it had been approved by the government in August.

“The maritime industry cannot achieve anything without security, and we are pushing towards that, and the major issue is to sustain the tempo,” Jamoh said.

“All modes of transportation, be it rail, road and air, have enjoyed incentives except the shipping sector. We are pushing for two types of incentives and I am pleased to announce that the fiscal has been granted.”

Jamoh said the country’s aspiration to be a maritime nation was not debatable but necessary, as “no country today could develop without the maritime industry”.

The Comptroller-General Strike Force Unit, Zone A, Ikeja-Lagos, of the Nigerian Customs Service has made another two seizures of pangolin scales and claws with Duty Paid Value worth over One point Seven Billion Naira (N1.7 billion).

Speaking with journalists in Lagos, Southwest Nigeria, the National Spokesperson for the Service, Deputy Comptroller of Customs, Joseph Attah, disclosed that the seizures were made in two phases with two suspects arrested.

“Even though this criminality is not essentially a Nigerian thing, sadly some foreigners with active connivance of few Nigerians are bent on using our dear country as a transit route for illegal wild life trade.

“You will recall that the Nigerian Customs Service, acting on credible intelligence provided by our international partners, announced wild life seizure with arrested suspects currently facing prosecution.

“In the course of further investigation to arrest other members of the gang, we received another credible intelligence from same international partner, Wild Life Justice Commission, and swiftly deployed our intelligence operatives with the Strike Force as a SWOT team, led by South-West Zonal Coordinator, Deputy Comptroller of Customs, Ahmadu Shuaibu.

“They intercepted of One (1) Mercedes Benz Bus with registration number BGT 256 LG along Kudirat Abiola Way Oregun lkeja, Lagos,” he said.

Giving a breakdown of the seizures, Attah, who represented the Comptroller General of Customs, revealed that the bus was found containing a total of 1,009.5kg of seized items in addition to one (1) sack of Pangolin Claws of 5kg, being a total of 1,014.5kg with Duty Paid Value (DPV) of over N1.7 billion.

[b]“Two suspects, Mr Salif Sanwidi and Mr Sunday Ebenyi, have already been arrested in connection with the seizure . “They will also be charged to court to answer for their crime.

“…For the avoidance of doubt, illegal wild life trade contravenes Section 63 “e” and ”g” of CEMA Cap 45 LFN 2004. Nigeria is a signatory to Convention on International Trade in Endangered Species of Wild Fauna and Flora. As responsible member of the global community, we cannot allow our nation to be used as a conduit pipe for illegal trade on wild life.

“We remain committed to the quarterly meeting with embassies of USA, UK and Germany and welcome on board other international organizations that are joining the fray.

“We commend Wild Life Justice Commission for their continued strong commitment to this course through provision of credible and actionable intelligence, including technical aids. NCS appreciates this working synergy and looks forward for more, “We call on members of the Public to support the Service by providing timely information that will help us cripple this criminal network of illegal wild life trade through our country.

“As a Service, we give assurances of strict confidentiality and swift action(s) that will yield positive results as in this instance case,”[/b] he concluded.

The Federal High Court, sitting in Lagos had earlier ordered the remand in the custody of the Nigerian Customs Service (NCS) five persons, who were accused of trying to export N22.3 billion worth of pangolin scale and elephant tusk seized by the same Strike Force Team A.

The five accused persons include: four Guinean Nationals and a Nigerian. Three of the accused who were present in court were arrested in Lagos in August 2021 by officials of the Nigerian Customs Service.

The accused who were identified as Troare Djakonba, Muyribein Bereye, Mohammed Berete, Sediki Berete (Guinean) and Isiaka Musa were arraigned before Justice Tijjani Rigim of the Federal High Court, Lagos on a four-count charge.

However, Muyribein Bereye and Sediki Berete were not in court as they were said to be on the run. But counsel to the Nigerian Customs Service told the court that effort was ongoing to ensure their arrest.

The National Agency for Food and Drug Administration and Control (NAFDAC) has warned Nigerians against consuming frozen poultry products smuggled into the country.

Abubakar Jimoh, spokesperson to NAFDAC, said this on Monday, in an interview with NAN in Abuja.

Jimoh said food items such as frozen poultry products are usually preserved with formalin, and should be avoided as such products contain toxic substances.

Formalin, which is a form of formaldehyde, is a chemical added as a preservative for laboratory specimens and corpses — it is described as unsuitable for human consumption as it could cause cancer.

According to the NAFDAC spokesperson, formalin is used to preserve smuggled frozen poultry products such as chicken and turkey, and should be avoided.

“NAFDAC is alerting Nigerians about this practice. There are enough poultry products in the country than to resort to frozen chicken smuggled in, in spite of the Nigerian government’s ban,’’ he said.

According to the spokesperson, if smuggling practices are not discouraged, the growth of indigenous poultry farmers and marketers will be negatively affected.

He added that patronising smuggled products will also affect the country’s foreign exchange reserves.

The President, Major General Muhammadu Buhari (retd.) unveiled what has been described as ‘the world’s largest pictorial book’ titled, Discover Nigeria.

The President did the unveiling on Thursday and announced by his Personal Assistant on Broadcast Media, Buhari Sallau, via his Facebook page.

Discover Nigeria, authored by Buhari’s official photographer, Bayo Omoboriowo, is 60 sqm and have reportedly been certified by the Guinness Book of World Records as the world’s largest pictorial book.

Buhari conducted the unveiling at the State House Banquet Centre, Abuja on Thursday, according to the post.

Sharing photos from the event, Sallau said, “President Muhammadu Buhari unveils the largest pictorial book in the world as certified by the Guinness Book of World Records at 60 Sqm Discover Nigeria by Bayo Omoboriowo at the State House Banquet Centre, Abuja. 30th Sept, 2021”

Officers of the Nigeria Security and Civil Defence Corps (NSCDC), Anambra State command have arrested four suspects with 90,000 litres of adulterated petroleum products referred to as Low Pour Fuel Oil (LPFO) in two trucks along the Onitsha-Owerri Expressway in Ihiala.

The State Commandant, Everestus Obiyo, who assumed office a week ago stated this on Tuesday during a news briefing with journalists.

Obiyo said an investigation revealed that the suspects were not licensed to deal in petroleum products, while the trucks used had no permit for the conveyance of the product.

He said the suspects had all confessed their various roles in the crimes, and that investigation was ongoing, after which the suspects would be charged to court.

He gave the names of suspects as Mohammed Nuradden, 30; Sani Zubaru, 43; Abdulahi Lawal, 33 and Suleman Mohammed, 36 all from Kaduna State.

The Minister of HumanitarianAffairs, Disaster Management and Social Development, Sadiya Umar Farouq, has disclosed that 330,000 Nigerian refugees are currently residing in Chad, Cameroun and Niger Republic.

This is a result of the protracted insurgency and armed banditry in the north east and north west,communal and the farmers/herdsmen clashes in the Middle Belt and the Southern region, riverine floods, drought, as well as fires and industrial accidents,among other things.

The Minister made thedisclosure when she was hosted in a Chatham House Webinar to discuss Nigeria’s humanitarian challenges and worsening food crises in Nigeria, yesterday.

The breakdown of the 330,000Nigerian refugees in neighbouring countries, according to the Minister, include 16,634 in Chad, 118,409 in Cameroon,while Niger Republic has 186,957.

It would be recalled that the World Food Programme (WFP) estimated that 3.4 million people are currently facing acute hunger in Borno, Yobe and Adamawa states, and that another 4.3 million are entirely dependent on food assistance from the government or multilateral organisations across the country.

Sadiya Umar Farouq, however,disclosed that her ministry has launched two key frameworks aimed at boosting humanitarian actions and making them more practicable and impactful.

According to her: “The first is the Humanitarian Development Peace Nexus Framework, which is derived fromthe UN Triple Nexus principles that believes development causes peace and that humanitarian actions can bring about development.

“Second is the LocalizationFramework, an initiative adopted after the commitment of stakeholders at the 2016 World Humanitarian Summit to reenergize the concept of localization ofaid.

“The concept seeks to make the humanitarian system more effective and relevant by ensuring that humanitarian preparedness and response capacity is domiciled with those nearest to the crisis- affected populations as they are best placed to respond quickly and appropriately”.

The Minster, however, said that her Ministry has adopted some approaches aimed at mitigating the sufferings caused by humanitarian situations leading to food crises in thecountry.

The Minister said: “The food security challenges in the Northeast are peculiar due to the fluid and volatile situation in the region.

“Nevertheless, the Ministry has been working effectively with both humanitarian stakeholders and theMilitary to facilitate humanitarian access and promote accountability in the humanitarian space within the Civil-Security Framework and coordination platform.

“The recently approvedNational IDP Policy also provides leadership and guidance framework towardsfood security for the North-East region, as well as promotes minimum standards and thresholds to tackle ongoing displacement until a durable solution is established for the IDPs”.

Responding to a question onthe Q&A segment of the meeting, Sadiya Umar Farouq disclosed that her ministry has put together some programs with the aim of addressing food crisesand other humanitarian issues faced by People of Concern in Nigeria.

“The Federal Government,through the National Emergency Management Agency (NEMA) provides rationed fooditems to IDPs in the Northeast, especially in Borno State.

“In addition, Stategovernments and other MDAs also channel food through the Ministry or directly to IDPs.

“For example, the NationalEmergency Management Agency (NEMA) is currently distributing seedlings, farming inputs and insurance packages to farmers who were affected by the 2020 floods.

“The objective is not toreplace lost goods and farm produce, but to enhance better quality yields and build resilience among vulnerable farmers and adopt a more sustainable approachto ending food scarcity,” the Minister said.

While commending what shedescribed as the robust support and partnership her Ministry received from donor agencies and development partners, the Minister, however, appealed for increased partnership in key programs, policies, and structures to address the prevailing humanitarian challenges of Nigeria through collective planning and agenda shaping in a coordinated and sustained manner for better impact.

The Minister further calledfor increased cooperation in the Nigerian humanitarian space.

According to Sadiya Farouq:“It is my fervent hope that an effective technical, operational and financial cooperation and support from the UN will significantly contribute towards theeffective realization of the Ministry’s twin objectives of achieving effective coordination and impactful implementation of its programmes in a sustainable manner.”

Lagos State says it will continue to push for a special status for the State in the sharing formula of revenue allocation by the Federal Government.

The government insists that the time for a review of the subsisting revenue sharing formula was long overdue.

Speaking at a pre-southwest meeting with stakeholders held in Lagos, which included representatives of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), members of the Lagos State Executive Council, Lawmakers, Local Government representative, all agreed for upward review of revenue allocation for Lagos State.

The Lagos State Commissioner for Finance, Dr. Rabiu Olowo, said the effort was a proactive move to gather data towards an upcoming Southwest regional stakeholders’ meeting on the review of the subsisting Revenue Allocation formula.

He argued that the revenue allocation formula inherited from the military was skewed largely towards the Federal Government which, according to him, is inconsistent with present realities.

Arguing that the last review dated back to 1992, he mentioned that the prevailing situations have outgrown the subsisting provisions with variables which call for a review of the allocation formula.

“At this point in the national life, it was important that contributions be made to raise submissions to justify why the review should be effected on articulating positions in asking for a fairer allocation formulas.

“The constitutional mandate to review the Revenue Allocation formula is vested in the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC).

“Unfortunately, since the establishment of RMAFC in 1989, the last time we had a successful review was in 1992 and several other attempts to review it within the last 29 years have proved abortive!

“The current revenue allocation formula is far from being realistic. For instance, the number of states have increased from 30 to 36 states, number of local government increased from 589 to 774 local governments and, in Lagos, 37 LCDAs have been created to bring government closer to the grass root. The Constitution prescribes a minimum limit of 5years to operate an agreed formula before further review.

“From the publication credited to the RMAFC, Stakeholders at all levels and sectors are expected to participate and express their views which are expected to be the representatives of the views, concerns and yearnings of their all constituents across the country,” he said.

Olowo reiterated that with the status of Lagos as the economic nerve centre of the Country, the demands for a special status to Lagos had been long overdue.

Review of revenue
A Federal Commissioner representing Lagos State at RMAFC, Dr. Adekunle Wright, said in view of the changing situation and demands, the Commission has been prompted to host stakeholders across the the Country towards reviewing the revenue formula.

According to him, the Commission was desirous to “within the shortest possible time” come up with a feasible review for workable formula that suits present realities.

Explaining the expectations from the stakeholders in respect of the proposed formula, the Director, Inland Revenue Service, of the RMAFC, said the Commission looks towards arriving at a fair, just and equitable revenue formula.

Permanent Secretary, Ministry of Finance, Mrs Ayoola Oyeyemi said since its introduction for over 32 years, stakeholders have never come under a forum for deliberation to review the revenue formula.

She mentioned that the biggest challenge was that there is an absence of explicit vertical sharing factors in the constitution, against the horizontal factors, which according to her, makes it problematic to come with fair, just and equitable formula.

She submitted that it was important for the State to bring up robust memoranda for onward submission towards the upcoming zonal public hearing.

National Asset
The State’s Commissioner for Economic Planning and Budget, Mr. Sam Egube, mentioned that “Lagos is a significant national asset,” not just for Lagosians but for national development.

Egube said with such indices as Lagos’ extreme high population density; a home to economic drivers; holding about 70 per cent of sea and air movement in the Country, the State deserves a special status.

He further argued that the continental free trade agreement holds bearing to the status of Lagos for its effectiveness.

According to him, “if it is good for Lagos, it certainly will be good for Nigeria because the call for special status for Lagos supersedes native expression but the national character of the State.”

He argued that leaving the State with challenges without special attention would pose problems for the entire country, stressing that the State needed more funds for infrastructure, policing, among several other demands.

A bill to provide more representation for women in government by creating 111 additional electoral seats has scaled second reading on the floor of the House of Representatives.

The Gender and Equal Opportunity Bill codenamed, ‘House 1301’, is being sponsored by Chairperson, House Committee on Aviation, Nkeiruka Onyejeocha.

It is co-sponsored by House of Representatives Speaker, Femi Gbajabiamila.

Onyejeocha, while speaking to newsmen in Abuja, yesterday, explained: “If women are given the opportunity for the next four electoral seasons, at the end of that, they will need to vie for electoral seats. It’s not a permanent thing; it is just to give them the leverage, the platform where they will be tested. Since women are clamouring for so much, it is like giving them a chance temporarily, to see how they can perform.”

Onyejeocha said the Speaker’ s emphasis that gender is at the centre of his administration proves he would ensure it takes priority over several issues including youth, the less privileged and handicapped.

“Yesterday, there was a men’s conference where he gave a powerful commitment.

Today, again, he came here himself and gave the same commitment. It goes a long way in providing equal opportunity for women,” she said.

She said a female Presidency is possible in 2023 if politicians and kingmakers give them the opportunity.“ All the people that have become Presidents were supported by people. If the players, the kingmakers decide that a woman should become the next President , then that is it,” she said.

Onyejeocha added: I am not dreaming to become President. There are people dreaming to become president and I am supporting them.”
